MONTGOMERY COUNTY —Law enforcement are investigating a deadly shooting in southeast Kansas.

Just after 1a.m. Sunday, a Montgomery County 911 operators received a report of a shooting near County Road 6200 and County Road 3950, north of Sycamore, Kansas, according to Sheriff Ron Wade.

The caller reported that a person had been shot. While deputies were responding to the scene, they learned that the male victim, identified as 40-year-old Devin Windsor of Independence, Kansas, had been transported by private vehicle to the hospital in Neodesha, Kansas.

Medical personnel attempted life-saving measures on Windsor. He died at the hospital, according Wade.

During the investigation, deputies also learned that a male juvenile had sustained a non-life-threatening injury during the shooting.  He is recovering.

Investigators with the Kansas Bureau of Investigation (KBI) were contacted and are assisting investigators with the Montgomery County Sheriff’s Office.

The investigation has determined that a large party was taking place at the location when multiple altercations broke out. During one of the altercations, a gunshot was fired, striking both Windsor and the male juvenile.

This remains an active and complex investigation involving numerous witnesses. Investigators have been working around the clock to identify the person or person(s) responsible, who remain at large. At this time, investigators have found no evidence indicating there is an ongoing threat to the general public.
