SALINE COUNTY —A Kansas man with a history of time in jail in Salina is back in custody.
Just before 9a.m. Wednesday, an officer was responding to call when he drove in the 700 block of Osage in Salina and observed a boy and girl, both under the age of 5, standing in the street, according to Salina Police Captain James Feldman. The children were only wearing diapers. There were no adults around the children.
Police were able to identify the residence where the children had come from and a parent was identified as 35-year-old Kurt Cibolski.
Cibolski was arrested on requested charges of two counts of Child Endangerment and booked into the Saline County Jail. The children were released to a family member. In October of 2025, Cibolksi was arrested on a requested charge of Violation of protection order and in September of 2025 on a requested charge of Criminal Damage to Property and Domestic Battery, according to online jail records.
