🎥 Hays airport crosswind runway lighting to be upgraded

Lighting for the Hays Regional Airport crosswind runway is scheduled for replacement soon.


RNWY 4-22 was constructed in 2003 and included direct bury wiring for the runway edge lighting. Direct burial causes severe deterioration of cables and creates high maintenance costs for repair or replacement, according to John Braun, Hays project director.


The lighting upgrade is included in the Airport Capital Improvement Program as a project for 2020.


Recent inspections and correspondence with the FAA have ranked the project as a priority and the FAA has provided notice of its intent to fund 90 percent of the project cost.


The work, which is projected to begin in late 2020, will require periodic shutdowns of the crosswind runway, says Toby Dougherty, city manager.



The Hays city commission will review a design engineering agreement Thursday with Burns and McDonnell for $95,050.


The updated lighting for runway 4-22 would include Medium Intensity Runway Lights (MIRLs) in cans and conduits, Runway End Identifier Lights (REILs, Precision Approach Path Indicators (PAPIs, new lighted signs and a new vault and regulators.


Construction cost is estimated at $1,023,650 for a total project cost of $1,118,700. The city's cost would be 10 percent of that, or $111,870.


Other agenda items for the Dec. 5 city commission work session include review of an ordinance establishing the Saffron West 43rd Community Improvement District (CID) for construction of the proposed 79-room Avid-IHG Hotel west of Old Chicago restaurant.



The developer, Saffron Hospitality, LLC, has applied for a 2% CID sales tax on the project site in order to fund certain project expenditures on a pay-as-you-go basis. The CID sales tax is expected to generate approximately $622,836 over the 20-year term of the CID.
