Ice, snow and wind blasted Kansas and Missouri over the weekend.&nbsp;&nbsp;The National Weather Service issued winter storm warnings for Kansas and Missouri, where blizzard conditions brought wind gusts of up to 45 mph and made driving almost impossible.
