Man charged in last Saturday's fatal Kansas crash

TOPEKA, Kan. (AP) — Police say a man involved in a fatal crash in Topeka last weekend has been charged with involuntary manslaughter and driving under the influence.

Cesar Carreto Orozco, 39, was charged Tuesday in the early Saturday crash that killed a passenger, 37-year-old Erasmo Ramirez Soto of Topeka.

Police say Soto was riding in the sport utility vehicle driven by Carreto Orozco when it left the road and struck a business sign. Soto died at the scene. Carreto Orozco was being held in the Shawnee County Jail on $50,000 bond.

SHAWNEE COUNTY—Law enforcement authorities investigating a fatal weekend crash have identified the victim as Erasmo C. Ramirez Soto, 37 of Topeka.

Just after 3:30a.m. Saturday, July 24 at around responded to a single vehicle crash near the intersection of SE 29th Street and SE Adams Street, according to police spokesperson Gretchen Spiker.

Responding officers located a single passenger identified as Ramirez Soto suffering from serious injuries. Officers attempted life-saving measures and American Medical Response personnel responded to the scene and pronounced Ramirez Soto deceased at the scene. 

The driver of the vehicle, Cesar R. Carreto-Orozco, 39 of Topeka was located nearby the crash scene and was uninjured. As a result of the investigation police arrested Carreto-Orozco on requested charges of Involuntary manslaughter; While under the influence of alcohol or drugs, Improper Driving On Laned Roadway and Operate a motor vehicle without a valid license, according to Spiker.
