Sunday will be a long-awaited day for Victoria. Following almost two years of planning, community meetings, fundraising events and grant writing, the official groundbreaking ceremony for St. John’s Place will happen.&nbsp;

The community and area dignitaries are invited to the event at 11:30 a.m. on site.&nbsp; Lunch will be served, tours conducted. and hard work celebrated.

The Victoria Community Coalition Board is especially excited to conduct the tours of the old nursing home to give visitors a view of all the demolition work that has been done by community volunteers.

The work includes removing old wiring, plumbing, metal and insulation as well as stripping sheet rock down to the main supports.

The debris removed has filled more than 12 dumpsters. Many items removed have been sold, including copper, good insulation, refrigerators and coolers, bathtubs and sinks. All of this has boosted the Victoria Community Coalition treasury.

Board members estimate the labor donated will save more than $140,000 in demolition costs.&nbsp; &nbsp;

Another accomplishment has been the removal of all the asbestos in the part of the building that is Phase 1: 12 independent senior apartments. &nbsp;

The first part of construction will be the replacement of the entire roof.&nbsp;

In addition to the apartment complex, another part of the project is the construction of a satellite site for the Ellis County Historical Society.&nbsp; Work on its portion of the roof has begun. &nbsp;

St. John’s project in Victoria to break ground on Sunday

The Ellis County Commission approved almost $1 million in bids on Tuesday to complete the reconstruction of Cathedral Avenue in Victoria.

The road will be reconstructed from Sixth Street in Victoria to Old Highway 40.

Ellis County received a KDOT Cost Share Grant for the project.&nbsp;

KDOT awarded Ellis County 60% of eligible construction costs up to $700,000 for this project. 

A Kirkham Michael &amp; Associates bid for the construction engineering inspection was approved for $145,000.&nbsp;Vogts-Parga Construction was awarded the construction bid for $924,440.

The commission also approved Central Consolidated's $331,500 bid to replace the HVAC system at the Emergency Services Building.

The building has struggled with high humidity and is constantly running dehumidifiers, Darin Myers, county administrator, said.&nbsp; This high humidity causes doors not to shut, fixtures to show rust, and condensation on walls and windows, he said.

After review and testing through Glassman Corporation and an independent mechanical engineer, it was determined the rooftop units are not of adequate size or type to manage the temperature or humidity, Myers said in his report to the commission.

Central Consolidated out of Wichita was the low bidder.

Hays USD&nbsp;489 has offered to buy the old system for&nbsp;$3,500 per unit.

The county also approved a bid to replace the roof of the Ellis County Law Enforcement Center.&nbsp;

Roofmasters will use a lightweight concrete and foam mixture on the roof. The new roof will be laid on top of that layer. This will prevent the company from removing inches of material from the old roof, improve its fire rating, protect against hail and improve its insulation rating.&nbsp;

The process will reduce the cost by $38,000.

Part of the roof replacement is being funded by an insurance claim. With the reduction in cost, the county's portion will be&nbsp;$40,081.

Ellis Co. approves bid for completion of Cathedral Ave. work

Verda L. Werner – age 86, of Victoria, Kansas passed peacefully on Saturday, January 13, 2024, at Via Christi Village Care Center, Hays, Kansas.

Verda was born August 4, 1937, in rural Victoria, the fourth of seven children to Simon and Ida (Ubert) Goetz. Verda grew up on the farm sharing many adventures with her siblings. She graduated from Victoria High School in 1955 and received her degree in Elementary Education from Fort Hays State University.

Upon graduation, Verda taught for one year in Damar and then moved to Brewster. While teaching there, Verda met and fell in love with Ivan Werner. They were married on June 18, 1960 at St. Fidelis Church in Victoria. Verda and Ivan began their married life in Brewster and then moved to Manhattan. Victoria became their home in 1970 and Verda started teaching at Victoria Elementary School. She faithfully devoted 27 years to her students, retiring in 1997. Verda remained involved in school activities and served as an editor for the Alumni newsletter. She enjoyed staying in touch with former students and meeting regularly with the retired teachers group. Verda felt honored to be inducted into the Victoria Alumni Association Hall of Fame on September 16, 2023.

Verda’s deep devotion to her faith was an example to those who knew her. She was a member of The Basilica of St. Fidelis where she served as Lector, Commentator, Eucharistic Minister and member of the funeral dinner committee. Verda enjoyed singing with the St. Fidelis Choir and belonging to the Christian Mothers and Daughters of Isabella for 25 years.

Verda dedicated her life to her family and was happiest when spending time with them. She was an excellent cook and lovingly prepared countless delicious meals for family and friends. Verda was also a talented seamstress and following retirement, she began quilting. She enjoyed the camaraderie of the quilting community and made many quilts to donate. Her family, including extended members, treasure the quilts she designed uniquely for each person.

Verda’s other interests included flower gardening, traveling, and watching a variety of sporting events, especially when her children or grandchildren were participating.

Verda is survived by her husband, Ivan Werner, of the home; her children, Rhonda Fionda and husband, David, Chattanooga, TN; Patti Woschitz and husband, Dan, Bethlehem, GA; Mike Werner and wife, Katie, Leawood, KS; her brothers, Ronald Goetz, Hays, KS; Frank Goetz and Cam Mahaffey, Denver, CO; her sister, Sharon Merrick and husband, Frank, Oviedo, FL; her brother-in-law, Bill Meyers, Overland Park, KS; her grandchildren, Beth Darguin (Andre); Allie Hudson (Blake); Nick Fionda (Rachel); Luke Woschitz; Jill Woschitz; her great grandchildren, Leslie Spearman; Lane Hudson; Maya Darguin; Miles Darguin; her nieces and nephews; and other extended family.

Verda was preceded in death by her parents, Simon and Ida Goetz; her sisters, Alma Meyers; Norma Huffman and Richard; Berniece Bushman and Dennis, and her sister-in-law, Diane Werner.

Verda will be missed for her sense of humor, her gracious hospitality, her servant heart, and her loving spirit.

A Mass of Christian Burial will be held at 11:00 A.M. Saturday, March 9, 2024, at The Basilica of St. Fidelis, Victoria, Kansas with celebrant, Father John Schmeidler.

A vigil service and rosary by the St. Fidelis Christian Mothers will be at 6:30 P.M. Friday, at The Basilica of St. Fidelis, Victoria, Kansas.

The family will receive friends from 6:00 to 8:30 P.M. Friday, and from 10:00 to 11:00 A M. Saturday at The Basilica of St. Fidelis.

After a tense 22 rounds, the 68th-annual Ellis County Spelling Bee crowned its winner, who will go on to compete in the Kansas State Spelling competition.

The FHSU chapter of the National Student Speech-Language-Hearing Association hosted its spelling contest on Monday night at the Beach-Schmidt Auditorium.

&nbsp;Forty-four students from third to eighth grade and from 12 different schools in Ellis County competed to determine who would advance to the Sunflower State Spelling Bee.

Sixth-grader Niyah Zollinger from Hays Middle School and eighth-grader Even Staab from Thomas More Prep-Marian went head-to-head for 15 rounds on Monday.

Staab was declared the winner after correctly spelling the word "sucrose,"&nbsp;a natural sweetener found in the majority of plants.&nbsp;

He moves onto the State Spelling Bee in March, a stage that the Coordinator for the Ellis County Spelling Bee Tara Marshall said continues to hold greater significance.

"Making sure that we have Ellis County represented at that state level is important for a chance to go on to the national level in Washington, D.C.," Marshall said.

This was Staab's final year to compete and represent Ellis County at the state level.

Marshall also serves as the faculty adviser for the FHSU chapter of NSSLHA, an event sponsor affiliated with the American Speech-Language-Hearing Association.

The student-led organization's mission is to work with those with any kind of communication disorder, which includes language, literacy, reading and spelling.&nbsp;

Marshal said NSSLHA and the Ellis County Spelling Bee provide FHSU students with an excellent opportunity to support younger students facing communication-related challenges.

"It's a good way for our students to get involved with typical kids in this age range and see how they're doing with their language and literacy skills," she said.

Brenda Meder, pronouncer for the Ellis County Spelling Bee, said technology has negatively impacted the way people communicate. She cited the use of online abbreviations as an example.

"We've gotten very lazy about spelling because of the technological age we live in," she said. "Spelling is a skill, art, talent and educational component that is worth celebrating."

The state provides a selection of words that are used to create the county's spelling list. The words gradually increase in difficulty.&nbsp;

Before the start of the competition, student participants engage in a practice round. Once the spelling bee begins, students then have the opportunity to request word definitions and hear them used in sentences.

Meder said every student on stage had earned their place there and regardless of their ranking, should feel proud. She expects many of them, including the runner-up, to compete again next year.

"Fortunately for Niyah Zollinger, she has two more years to leave her mark on something. She's clearly very passionate and committed too," she said.

TMP eighth-grader wins Ellis County Spelling Bee

The Victoria school district is considering moving to a four-day school week.

The district will host a community meeting on the proposal from 5:30 to 7:30 tonight at the Victoria Elementary School cafeteria. Gina Riedel will facilitate the discussion. Questions can be submitted until noon today at&nbsp;<a href="https://www.surveymonkey.com/r/D9NHLHP?fbclid=IwAR2Bl9WUa8rgx8uLEfxIZaOVPgYPSpYKz5PebUS7gQRPwBdGlfC3wld_5Ig" target="_blank">https://www.surveymonkey.com/r/D9NHLHP</a>.

Although no decisions on the change have been made, district officials proposed a calendar that would have students attending Tuesdays through Fridays most weeks of the school year.&nbsp;

Jeanna Wellbrock, board member, said she anticipates the schedule change if it is approved by the board would not be implemented until the 2025-26 school year.&nbsp;

Students would attend 10 fewer days per school year, but 30 minutes would be added to each school day with students attending from 8 a.m. to 3:50 p.m. That would equal about four to five minutes added to each junior high and high school class period.

The proposed school calendar also would have students beginning classes earlier in August and ending later in May.

Students would still be attending about the same amount of minutes per year under the proposal.

Superintendent Kimberly Woolf said she thought the quality of the time spent in the classroom is more important than how much time is spent.

She said the district is considering the change to offer more time for teacher professional development and improve student academic success.

Woolf said she hopes the change would allow for more professional development time for teachers, which she thought would help recruit new educators and increase the academic performance of the district's students.

Eighty-six percent of teachers surveyed in the district said they would support a change to a four-day school week.

Woolf said the district has struggled with recruitment and retention. The district is only receiving about two applications per open position.&nbsp;

According to a district presentation on the change, "students who frequently&nbsp;experience teacher turnover struggle with inconsistencies in curriculum and lose caring relationships with adult role models as teachers and coaches. Stability is&nbsp;important to build trusting relationships."

Woolf said the district hopes the development time will allow the district to better align its curriculum to state accreditation standards. The district also hopes to focus on structured literacy.

"We know if our teachers are given that gift of time to be able to be their absolute best, then we know that is going to transfer over to students," Woolf said.

Wellbrock said she hopes the change could help increase family time. She said she hoped teachers would not have to spend as much planning time outside of the workday.&nbsp;

She said she hoped the longer weekend would reduce stress for students and allow them to spend more time with their families.

District representatives and students visited Ingalls USD 477, which is a similar-sized school district to Victoria and has had a four-day school week for several years.

Students there said the four-day school week allowed them to focus on homework on Mondays. The Victoria district has also suggested a tutor could be available on Mondays for students needing extra help.

Woolf also said the schedule could increase older students' opportunities for job shadowing, internships and mentorships.

District officials hope more time per day at the elementary school will allow teachers to further focus on reading and math.

The district also said in an earlier presentation that junior high and high school students would have the opportunity for more meaningful career and technical education classwork and more options for exploratory class offerings such as band, vocal music, agriculture, industrial arts, family and consumer science, health care, and art.

Wellbrock said the Ingalls' students said they preferred having Mondays off as opposed to Fridays because they wanted to be in school on days of varsity athletics.

The four-day school week is not without its drawbacks, among them was a lack of child care for working parents.

About 29 percent of families said child care would be an issue if a four-day school week is implemented. Wellbrock said the district is working with community partners to try to establish care for families who would need additional child care.

The district is also exploring ways to address the nutritional needs for students who are on free or reduced-cost meals during the longer weekend.

Woolf said she anticipates the district will receive little to no monetary savings from the change. Woolf said hourly employees could be affected, but she said she did not see the change as significantly reducing overall hours or pay for those employees.

The top concern, 43 percent expressed by families in a survey, was the length of the additional time added to each school day.

Although the survey asked if parents would support the proposal, that statistic has not been released by the district.

Wellbrock emphasized no decisions on the proposal have been made yet. She said the district and board are still gathering data and input from the community. The proposal schedule is an example of what a four-day schedule might look like. It has not been approved by the board.

"It is not determined that we are going to a four-day week," she said. "We are in the research phase of things and wanted to have public input so that if we decide to go this route, we have looked at it from multiple perspectives to make it the most beneficial we can.

"This is about looking at a different way to see if we think it a better way, or worth trying."

Victoria USD 432 considers 4-day school week; community meeting tonight

The city of Victoria is moving forward with a plan that aims
to beautify the community and spur growth while saving taxpayers money at the
same time.

After working on setting up a Neighborhood Revitalization
Plan for almost a year, the city of Victoria received the final approval
from the Ellis County Commission earlier this month. The city of Victoria and
the school district had already approved the plan.

The&nbsp;Neighborhood Revitalization Plan is a way to use economic incentives to spur economic
growth. 

James Robben, director of business development at Grow Hays,
has been working with the city of Victoria on putting together a plan and
recently told the county commission, “the [Neighborhood Revitalization Plan] is an economic incentive that
helps develop personal property, industrial property or commercial property. So,
it's a rebate on property taxes, if you improve your property.”

Robben said residents can apply for a project they
want to complete that will increase the value of their home, commercial or
historical property and they will get a percentage of the property taxes back
as a refund.

Residential properties would qualify for a 70 percent rebate, while commercial property would have a 90 percent rebate and properties on the Kansas Historical Registry would have a 100 percent reabte. The county will access a 5-percent administration fee.

Robben gave an example. A homeowner has a $10,000 house and pays
$1,000 worth of taxes. The value of the property increases by $10,000, to $20,000. The owner now pays $1,000 more in taxes. The homeowner would get $700
back.

The refund amount is locked in for the 10 years even though the
taxes on the property may fluctuate.

“It's a way to help beautify a small, rural
community,” Robben said.

Robben said the project must first be approved by
the city. A property owner cannot just complete the work on the project and
expect to take advantage of the program.

The project has to be approved, completed and then the valuation
by the county appraiser’s office must show an increase in valuation of more than
$10,000 to be awarded the tax rebate, he said.

“It is a do-the-work and then get-their-reward-on-the-backside (program),” Robben said, “which I think is very important to
note that you're not just giving up anything, you have to do the work and then
get the refund.”

Applicant will still pay
their taxes in full and will receive a refund through the program.

Ellis County Commissioner Michael Berges said it is also not
the amount of money that a property owner spends, it is the amount that the
property valuation increases.

“There are probably cases where you could put paint on
something and spruce it up and make it look a lot better,” Robben said. “And it
might only cost you $6,000, you might appraise for $10,000 ...

&nbsp;“Or it could be an
empty lot with nothing on there and you put a building on and could increase
the valuation quite a bit,” Robben said. 

Victoria Mayor John Schulte said the city has already had
residents show interest in the program.

The program, just like the city of Hays’&nbsp;Neighborhood Revitalization Plan, will be
administered through the local city office. Robben said the city of Victoria is working
with city employees to make sure staff understands how to implement the
program.

Because everything hinges on property valuation at the end
of the project, Robben said it will take a lot of education at first. He said
he will serve as a resource and suggests interested parties work with the Ellis County appraiser’s office.

Developmental Services of Northwest Kansas will be acquiring some much-needed fire and safety equipment thanks to the generosity of the Dane G. Hansen Foundation. DSNWK announced it has received a grant award of $100,000, which will go toward enhancing fire safety measures in four DSNWK locations.

With the grant funds, DSNWK will install essential fire safety equipment such as sprinkler systems, fire alarm panels, and dialers in locations in Hays, Hill City, Norton and Victoria. By investing in these measures, DSNWK will enhance the safety for both the people it serves, as well as its employees. These enhancements will also protect community assets, quicken emergency response, and include employee education and awareness.

“This project not only strengthens DSNWK resilience against fire-related disasters but also fosters a healthier and safer environment for the individuals we serve and the employees who provide care,” said Jerry Michaud, DSNWK president and CEO. “By investing in comprehensive fire safety measures, DSNWK will experience a significant improvement in safety, infrastructure protection, emergency response capabilities, and overall quality of life.”

Victoria resident, Jacqueline Babcock, passed away peacefully at home, on January 1, 2024 at the age of 76.

Jacqueline was born on July 30, 1947, in Phillipsburg, Kansas, to her parents Warren and Ida (Bickett) Rogers.

She married Dennis Babcock in 1967 and was later divorced.

Jacqueline is preceded in death by her parents Warren and Ida Rogers, sister Ardith Horn, and brother Larry Rogers, as well as an infant brother Terrance Rogers.

Survivors include son Darin Babcock and wife Jessica of Littlefield, Texas, daughter Dedra Karlin and partner Mike Lindsay of Victoria, Kansas, brother Mike Rogers of Salina, Kansas, and sister Diane Portenier of McPherson, Kansas, as well as 5 grandchildren and 2 great grandchildren.

A celebration of life service, officiated by Pastor Jay Brandon, will be held on Saturday, January 6, 2024, at 10:00 a.m., at the Olliff-Boeve Memorial Chapel, in Phillipsburg, with a visitation to follow until Noon.

Memorial contributions may be made to the Jacqueline Babcock Memorial Fund.

VICTORIA — For Victoria residents, a long-awaited day has arrived. Officially on Tuesday at 5 p.m. the new Dollar General store opened its doors to the public.

The store’s grand opening will be on Friday. Hours for the new business are 8 a.m. to 10 p.m. The only day the store is closed is Christmas Day.

Mike Rome, store manager, and some of his staff were ready to greet their customers and process their purchases. Rome left his prior position with FedEx explaining that this was a job opportunity he couldn’t pass up.

For the first few days, Zkhurran Asghar, the Dollar General regional manager from Oklahoma City, will be on-site to continue overseeing the details inherent to opening a new facility.

Also on hand to celebrate the occasion was community organizer Rose Anne Dreiling, who has been very instrumental in bringing Dollar General to Victoria.

“It has been my dream and passion to bring Dollar General to Victoria for over 20 years, but I failed the first time. So when the Victoria Community Coalition met in 2022 and 2023 and discussed ways to help our community grow, it lit a spark — rekindling that passion,” Dreiling said.

“After those meetings, it was full speed ahead. I made it my goal to see the project to completion.”

Dreiling said she was excited to be customer No. 1 for the staff to check out with her purchases.

Rome kept smiling as he discussed how he was hired for his position and proceeded through the process from number of interviews to on-the-job training. The store has hired an assistant manager and five sales associates, some full-time and others part-time. Rome said he expects to hire at least two more employees in the near future.

In discussing some of what he sees as priorities with his operation, Rome said his staff will be greeting customers and ensuring good service. The store has one cashier for those who want that personal service and two self-checkout stations as well: one for cards only and one for either cash or cards.

Keeping merchandise well stocked, maintaining clear aisles, and ensuring the store will be clean are some of Rome’s other goals.

Talking about the process from the beginning, Dreilng said, "Throughout the many stages, I have been checking on the progress of the store and want to commend the hard work and efforts of all involved, from digging the foundation, laying concrete, building and completing the structure inside and out, to stocking the shelves. 

"Under the guidance of our local store manager, in addition to the other Dollar General district, corporate and surrounding area stores’ staff, the store went up in record time. Thanks also go to all those who made it possible to get water, gas and plumbing to the store in record time.

“There are some individuals who deserve special acknowledgment. First is Mr. Al Pfeifer, owner of Pfeifer’s Inc. who has always had a vision for the growth of Victoria and stepped forward when we needed him most by providing the land for Dollar General to build. Second is Mary Beth (Leiker) Fisher, a Victoria native, who wanted to see our community grow and succeed also. She attended meetings with me and provided her and advice when I needed it. Last but not least, the community of Victoria!”

The store has hired an assistant manager and five sales associates, some full-time and others part-time. Rome said he expects to hire at least two more employees in the near future.In discussing some of what he sees as priorities with his operation, Rome said his staff will be greeting customers and ensuring good service. The store has one cashier for those who want that personal service and two self-checkout stations as well: one for cards only and one for either cash or cards.<figure>

 </figure>Keeping merchandise well stocked, maintaining clear aisles, and ensuring the store will be clean are some of Rome’s other goals.Talking about the process from the beginning, Dreilng said, "Throughout the many stages, I have been checking on the progress of the store and want to commend the hard work and efforts of all involved, from digging the foundation, laying concrete, building and completing the structure inside and out, to stocking the shelves. "Under the guidance of our local store manager, in addition to the other Dollar General district, corporate and surrounding area stores’ staff, the store went up in record time. Thanks also go to all those who made it possible to get water, gas and plumbing to the store in record time.“There are some individuals who deserve special acknowledgment. First is Mr. Al Pfeifer, owner of Pfeifer’s Inc. who has always had a vision for the growth of Victoria and stepped forward when we needed him most by providing the land for Dollar General to build. Second is Mary Beth (Leiker) Fisher, a Victoria native, who wanted to see our community grow and succeed also. She attended meetings with me and provided her and advice when I needed it. The Career and Technical Student Organization (CTSO) Family Career and Community Leaders of America, also known as FCCLA, is thriving and strong in Ellis County and the surrounding areas. FCCLA is the only CTSO with family as its core value.

FCCLA has a chapter at every high school in Ellis County with a Family and Consumer Science class. The chapters at Victoria High School, Ellis High School, and the newly formed Hays High School Chapter have been representing Western Kansas extraordinarily on the state and national&nbsp;level.

Victoria High School has over 78 percent of students affiliated with their FCCLA chapter. Nine of those members serve as officers on the local officer team. Victoria FCCLA also hosts District B secretary Kennidy Amrien and the state vice president of individual programs Benjamin Dome.

Both serve on higher executive councils for the area FCCLA district and the state of Kansas.

Additionally, Victoria had six competitive STAR Events compete on the national level at the National Leadership Conference last summer in Denver. Three of these members, Sienna Schmeidler, Jillian Schmidt, and Averi Whindholz, took fifth in the nation with a gold in the Interior Design category. Victoria FCCLA has also been hard at work in the Victoria community.

Their members planned a welcome-back event for every Victoria Jr./Sr. High School student, hosted an American Red Cross blood drive, collected 200 canned goods for the local food pantry, 15 bags of shoes for poorer individuals, planned and threw a holiday bash for elementary students and their parents, and awarded local heroes for their hard work in the community.

Victoria FCCLA also played a vital role at the District B Fall Leadership Conference in Hoisington. Members Sienna Schmeidler and Sage Moos got on stage in front of members from schools ranging from Phillips and Smith County to Barton County to congratulate members on their completion of the Power of One units.

Kennedy Amerin, a senior at Victoria High School and currently serving as the District B secretary, attended two planning meetings to smoothly plan and execute the District B Fall Leadership Conference. Victoria FCCLA has many plans to close out the 1st semester and kick off the 2nd semester positively.

Victoria FCCLA adviser and FCS teacher Connie Braun stated, “Victoria FCCLA has five members interested in running for various higher office positions, and 18 members working on STAR Events.”

Both elections of officers and STAR Events take place in the second semester. Victoria is also poised to host the 2024 District B Star Event Competitions. 

USD 432 Superintendant and Victoria Jr. Sr. High School Principal Kimberley Woolf stated, “We are so excited to host the STAR Events this year on Valentine’s Day for District B FCCLA. Our teachers will be here to help facilitate the rooms and judge. Some of my standout moments as a principal at Victoria are getting to attend some of these events with students and watching them compete.

"It is amazing to see all their months of work come to fruition when they present to their team of judges. Connie Braun is an essential part of all of this! The kids love her for her dedication and commitment.”

Ellis High School FCCLA is also enjoying The Ultimate Journey. Ellis FCCLA boasts a roster of 40 members. One of which, Taegen Shannon, serves as the current District B president.

Part of Shannon’s role is serving on the State Advisory Council and heading the planning of the District B Fall Leadership Conference, which was hosted in Hoisington in early October.

Additionally, Railers in the FCCLA Chapter have been hard at work preparing for the STAR Event competitions. Ellis FCCLA adviser and FCS teacher Mrs. Nihlas stated, “We have a group hard at work preparing for their competition. We also have a member gearing up to run for a higher office as well.” District elections will be hosted in late January at Smith Center High School.

Hays High School is also getting into the action this year. This will be the first year for Hays High to offer FCCLA in it’s school history. District B FCCLA is happy to have them become a part of the FCCLA family. The entire state association is excited to welcome them into the FCCLA community.

WICHITA – Smith County rancher Philip Weltmer is the new president of the Kansas Livestock Association (KLA). He began his one-year term in the volunteer position during the group’s annual membership meeting on Dec. 1 in Wichita. Members chose Victoria-native Troy Sander, a cattle feeder now based in Oklahoma City, as the new KLA president-elect. Weltmer and Sander will lead the 5,700-member organization during the next year.&nbsp;&nbsp;

Weltmer represents the third generation of his family in the ranching business. His grandparents founded what is now W &amp; S Ranch near Smith Center in the 1950s. Weltmer and his wife, Jessica, joined his granddad, dad and uncle on the ranch full time almost 20 years ago. Over the years, the family operation has grown to encompass a commercial cow-calf herd, small registered Angus herd, feedyard and farming business.&nbsp;&nbsp;

Weltmer has been extensively involved in leadership in both KLA and the National Cattlemen’s Beef Association (NCBA). He served as vice chair of the KLA Animal Health &amp; ID Committee and is a member of the Kansas Beef Council (KBC) executive committee. Nationally, Weltmer currently serves on the Federation of State Beef Councils board of directors and is co-chair of the Checkoff Nutrition &amp; Health Committee. He also is the Region 7 Federation representative on the NCBA Nominating Committee. Weltmer is a past chair of KBC and served on the KLA board of directors from 2016 to 2018. He was a member of the 2008 KLA Young Stockmen’s Academy, serving as class chair, and participated in the NCBA Young Cattlemen’s Conference in 2013. He also is a graduate of the King Ranch Leadership Studies Program and serves as president of the Smith County Fair Board.&nbsp;&nbsp;

Weltmer graduated from K-State in 2003 with a bachelor’s degree in animal sciences and industry. He and Jessica have three children, Kaden, Korey and Kaylee.&nbsp;&nbsp;

Sander is the chief operations manager for Heritage Beef, which operates feedyards in Haskell and Labette counties. His interest in the cattle feeding industry began early in life as he worked alongside his father, Vernon, who was the assistant manager at the former Hays Land and Cattle near Hays. Sander graduated from Fort Hays State University with a degree in animal science in 1991 and took a job as a management trainee with Continental Grain Company’s XIT Feeders near Dalhart, TX.&nbsp;&nbsp;

After completing the training program, he continued gaining experience, first as the animal health manager at Grant County Feeders in 1995, then as assistant manager at Colorado Beef in 1999. After 12 years with Continental Grain Company, he moved to Heritage Beef, where he served as general manager at Heritage Feeders in Wheeler, TX, and eventually was promoted to his current role as operations manager. For nearly 20 years, he has been responsible for buying feeder cattle and overseeing marketing, operations and commodity procurement.&nbsp;

Sander has been a KLA member for 25 years and has served the organization in varying capacities. He currently is a member of the board of directors and has served on the KLA Executive Committee and Policy &amp; Resolutions Committee. Sander was chairman of the KLA Cattle Feeders Council in 2020. He also is active on the national level, serving on the NCBA board of directors and as chairman of the NCBA Live Cattle Marketing Committee from 2022-2023. Sander was a member of the NCBA Live Cattle Marketing Working Group as well.&nbsp;&nbsp;&nbsp;

He and his wife, Lisa, have four sons. Travis and his wife, Carli, have two children, Rory and Kasen. Colten and wife Hayley have one son, Owen. Caden and his wife, Mikayla, just welcomed a new son, Shepherd. Kyle and wife Becca have a son, Jennings.&nbsp;&nbsp;

KLA is a 5,700-member trade organization representing the state’s livestock business on legislative, regulatory and industry issues at both the state and federal levels. The association’s work is funded through voluntary dues dollars paid by its members.&nbsp;&nbsp;
