KANSAS CITY (AP) — A former Missouri jail guard has been convicted of convincing her terminally ill father to fatally shoot her estranged husband with whom she was embroiled in a custody dispute before killing himself so it appeared to be a murder-suicide, prosecutors said Thursday.

The Missouri Attorney General’s Office made the announcement five days after jurors found Elizabeth Kilgore guilty of first-degree murder, introducing a dangerous instrument into a county jail, acceding to corruption and possession of methamphetamine. Sentencing is set for April.

Prosecutors said 77-year-old Charles Sander killed his son-in-law, Lance Kilgore, and himself in September&nbsp;<a href="https://apnews.com/article/62e6e6dc82864ade926237672b308db8">2018&nbsp;</a>during what was supposed to be a custody exchange of the couple’s then 2-year-old son at a convenience store in Osceola, about 90 miles&nbsp; southeast of Kansas City.

Witness testified at the trial that the defendant vowed that if Lance Kilgore sought custody of their son, she would kill him or have him killed.

After the couple separated, Elizabeth Kilgore moved in with her mother and began working at the St. Clair County Jail. While there, she asked two inmates for help killing her husband, a Missouri State Highway Patrol sergeant wrote in charging documents.

She was fired one month before the killing after one of the inmates reported that she’d made the request. She admitted under questioning to smuggling the inmate contraband but denied the solicitation allegation.

In a recorded call, however, she can be heard telling the second inmate that her father had offered to “handle my problem for me.”

Prosecutors said she also suggested that she wanted methamphetamine for her dad, a convicted felon with an extensive history of drug-related arrests, so that he could “go out with a bang.” She also threatened to turn her dad in for drugs if he did not take care of Lance Kilgore, the release said.

The murder-suicide was captured on store surveillance video. Elizabeth Kilgore arrived minutes later in another vehicle with her son, explaining that she was “running late,” the sergeant wrote.

Prosecutors said that when she was arrested, police found methamphetamine in her car, a note from an inmate and more than $9000 in cash, which she admitted was her “run money.”

Guilty: Woman who convinced dad to aid murder-suicide 

SEDGWICK COUNTY —Law enforcement authorities are investigating a shooting that sent a teen to the hospital.

Just after 7:00 pm on Thursday, police responded to a shooting call in the 1600 block of North Madison, according to officer Charley Davidson. 

Upon arrival, they located a 16-year-old boy in the street with multiple gunshot wounds. EMS transported him to an area hospital in serious condition.

Officers located several shell casings in the area and a vehicle with damage from a bullet strike. Witnesses reported seeing a dark-colored Dodge Charger in the area at the time of the incident. 

Police had not reported an arrest late Thursday afternoon or provided an update on the teen's condition.

TOPEKA – Kansas Attorney General Derek Schmidt issued the following statement on Friday's one-year anniversary of the COVID-19 state of disaster emergency, which was declared by the governor on March 12, 2020, and has been extended by legislative action until March 31, 2021:

“One year ago today, Kansas began its emergency response to the COVID-19 pandemic. The tumultuous past year has seen nearly 5,000 Kansans die with this disease, many more left to deal with lingering after-effects, countless livelihoods disrupted or destroyed, and ordinary life interrupted for everybody from our youngest children kept from school to our oldest seniors trapped alone in their homes. Thankfully, the development of vaccines has brought more-ordinary times into sight.

“On this anniversary, we also should reflect on how our institutions have operated. Emergency-management systems and executive orders should never become long-term substitutes for our familiar institutions of self-government. Yet during calendar year 2020, our system of lawmaking was turned on its head as the governor decreed by emergency executive order nearly four times as many ‘laws’ as the legislature enacted.

“In the absence of effective checks and balances, some of those executive orders predictably overstepped legal or constitutional bounds. A federal judge subsequently blocked closing churches, the legislature blocked closing businesses, and the state board of education blocked closing schools. KANSAS CITY (AP) — Police have identified a woman found fatally shot in Kansas City’s Pendleton Heights neighborhood.

Gas prices are still rising at least partially as a consequence from the cold snap earlier this year.

"Today,
 we're at $2.66 a gallon for the average in Kansas, which is up eight 
cents from a week ago," said Shawn Steward with AAA Kansas. "That's up 
36 cents from a month ago, when we were at $2.30 a gallon."

The reason why is shutting down production at refineries isn't easy, and neither is starting it back up.

"Refinery
 utilization is extremely low," Steward said. "In fact, a week ago or 
so, it was an all-time low. We're still seeing the effects of some of 
the refinery shutdowns from the February storm and extreme cold. We're 
still looking to get a lot of those refineries back on line."

"Kansas is 14th cheapest in the U.S. as of 
today,"&nbsp;Steward said.

It remains to be seen if getting back to normal production levels has a price dropping effect at the pump going forward.

The popular streaming service has been asking some users of the popular streaming site to verify their account via email or text, or to “verify later."

“If you don't live with the owner of this account, you need your own account to keep watching," the screen reads, according to Streamable.com, which first reported the test.

The test comes as streaming services proliferate and more people share passwords and services. Netflix confirmed the test, but did not say how many people were part of the test or if it was only in the U.S. or elsewhere.

“This test is designed to help ensure that people using Netflix accounts are authorized to do so," the company said in a statement.

On the most basic plan, which costs $9 monthly, users can only stream on one screen at a time. The most popular plan, which is now $14 monthly, allows two simultaneous streams; the $18 premium plan allows 3.

But there has never been a limit on sharing an account when you aren't streaming at the same time.

Competition has definitely heated up in entertainment streaming, with recent entrants running from Disney+ in 2019 to Paramount+ most recently. Still, Netflix remains the one to beat with more than 200 million subscribers globally.

KDHE: Latest coronavirus numbers in Kansas

MISSION, Kan. (AP) — A Kansas hospital had to throw away 570 doses of a coronavirus vaccine because of a refrigeration mistake, officials say.

Lawrence Memorial Hospital said in a news release that city and county health officials transferred the doses of the Johnson &amp; Johnson vaccine to the hospital on Wednesday. The hospital then put them in a freezer, not realizing they were thawed. Confusion arose because most doses are shipped frozen, but the health department had received this batch in a refrigerated state.

The hospital reached out to Johnson &amp; Johnson for guidance and was instructed that the doses would have to be discarded.

LMH Health President &amp; CEO Russ Johnson described what happened as a “heart wrenching situation for our hospital.” He said the hospital is reviewing processes aimed at preventing vaccine waste to prevent future errors. Health officials also have requested replacement doses and are working to reschedule appointments.

Meanwhile, it’s not yet clear whether the statewide state of emergency for the coronavirus pandemic will remain in effect past March 31, when it is due to expire.

A state of emergency gives the governor and local officials extraordinary power to address a disaster or public health problem, though the Republican-controlled Legislature last year forced Democratic Gov. Laura Kelly to accept local control over mask mandates and restrictions on businesses and public gatherings during the pandemic.

State senators and House members are negotiating the final version of a bill that would rewrite the state’s emergency management laws to limit the power of the governor and perhaps even local officials during future public health emergencies, with the talks set to resume Monday.

Versions of the legislation approved by the House and Senate would not extend the existing state of emergency. However, Rep. Fred Patton, a Topeka Republican and the House’s lead negotiator, said the possibility of an extension for limited purposes such as vaccine distribution is being discussed.

Top Senate Republicans have said they’d like the state of emergency to expire as scheduled believe new cases are dropping, which would allow remaining local restrictions on businesses to end.

During her most recent Statehouse news conference on COVID-19, Kelly warned that with no state of emergency in effect, Kansas couldn’t take steps such as using its National Guard to distribute COVID-19 vaccines to clinics or to help administer shots.

The fire was reported at 11:40 p.m. after someone noticed an orange glow just south of town, according to Saline County Sheriff Roger Soldan. Soldan said the cause of the fire is not known at this time.

Firefighters with Rural Fire District No. 1 responded to the blaze and remained on the scene throughout the night to monitor the fire.&nbsp;The loss was estimated at $20,000.

Sheriff: Kansas fire consumes 400 round bales

WASHINGTON (AP) — The number of migrant children and families seeking to cross the U.S. southwest border has surged to levels not seen since before the pandemic, a challenge for President Joe Biden as he works to undo the restrictive immigration policies of his predecessor.

Statistics released Wednesday by U.S. Customs and Border Protection showed the number of children and families increased by more than 100% between January and February. Kids crossing by themselves rose 60% to more than 9,400, forcing the government to look for new places to hold them temporarily.

The surge has been seized on by Republicans and former President Donald Trump as a line of attack on Biden, though his administration is turning back nearly all single adults, who make up the majority of border-crossers, under a public health order imposed at the start of the coronavirus pandemic.

The Biden administration is temporarily holding children and families, mostly from Central America, for several days. They are generally then allowed to enter the U.S. while authorities evaluate their claims to asylum or see if they have any other legal right to stay in the country.

It is a challenge for an administration that has been working to restore an asylum system largely dismantled under Trump and likely to face increasing pressure.&nbsp;<a href="https://apnews.com/article/mexico-guatemala-central-america-immigration-coronavirus-pandemic-a37241f7310940c98dbdd986efec3532">Factors driving the increase include&nbsp;</a>widespread hunger in Central America due to recent hurricanes, the economic upheaval of the pandemic and more fundamental social problems dating back years.

“If you put all those issues together you are going to see folks that are looking for a better way of life,” acting CBP Commissioner Troy Miller said as he presented the latest figures.

Republicans have argued that migrants are drawn by incentives such as the immigration bill backed by Biden and many Democrats that would offer a path to citizenship for millions of people illegally in the country. “We’re seeing a surge of unaccompanied children coming across the border. Why? Joe Biden promised amnesty,” Sen. Ted Cruz, R-Texas, said in a tweet.

Biden officials have faced mounting questions about the temporary detention of migrant families, an issue that the two previous presidents had to deal with because of the instability in the region. The new administration is seeking to craft a softer approach.

Roberta Jacobson, Biden’s senior official for southwest border affairs and a former U.S. ambassador to Mexico, said the administration is asking Congress for $4 billion for targeted aid to nonprofit and community organizations in Honduras, El Salvador and Guatemala to try to ease some of the conditions that cause people to flee their homelands.

“Only by addressing those root causes can we break the cycle of desperation and provide hope for families who clearly would prefer to stay in their countries and provide a better future for their children,” she told reporters at the White House.

Jacobson said the U.S. is also restoring a program, ended under Trump, that reunited children in the three Central American countries with parents who are legal residents in the United States.

There are about 3,100 children whose cases were pending when the program was halted under Trump and “thousands more who are in thousands more who are in need of international humanitarian protection from violence and persecution,” said Jennifer Sime, a senior vice president for the International Rescue Committee.

The Department of Homeland Security has also begun processing the asylum claims of thousands of people who were forced by the Trump administration to stay in Mexico, often in dangerous conditions, for a decision on their case.

U.S. officials say that early Biden administration moves on immigration have likely been portrayed by smugglers to migrants that they will be able to cross the southwest border more easily than under Trump. Most people are still turned back.

IRS: Check the status of your COVID stimulus check

SEDGWICK COUNTY—A suspect involved in a fatal shooting&nbsp; is now in the Sedgwick County jail after moved from the hospital.

Just after 6:30p.m. Wednesday, deputies booked 26-year-old DeAdrian Johnson on requested charges of first-degree murder, according to<a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=20048028"> online jail records.&nbsp;</a>

Just after 11:15p.m. March 6, police responded to report of a shooting in the 1000 Block of North Volutstia in Wichita, according to Police Captain Jason Stephens.

At the scene, officers located Johnson, Christopher Terrell and a 16-year-old with gunshot wounds. Though their investigation, police learned Johnson had been using drugs.&nbsp; He shot and killed Terrell, wounded the 16-year-old and then turned the gun on himself, according to Captain Stephens.

Police arrested Johnson and are monitored him during his hospitalization.

“We are bound together by the loss and the pain of the days that have gone by,” he said. “We are also bound together by the hope and the possibilities in the days in front of us.”

He predicted Americans could safely gather at least in small groups for July Fourth to “make this Independence Day truly special.”

But he also cautioned that this was a “goal” and attaining it depends on people’s cooperation in following public health guidelines and rolling up their sleeves to get vaccinated as soon as eligible. Only that, he said, can bring about an end to a pandemic that has killed more than 530,000 Americans and disrupted the lives of countless more.

“While it was different for everyone, we all lost something,” Biden said of the sacrifices of the yearlong-and-counting pandemic.

The speech came just hours after Biden signed into law a $1.9 trillion relief package that he said will help defeat the virus, nurse the economy back to health and deliver direct aid to Americans struggling to make ends meet.

Some cash distributions could begin arriving in the bank accounts of Americans this weekend.

“This historic legislation is about rebuilding the backbone of this country,” Biden said as he signed the bill in the Oval Office.

Most noticeable to many Americans are provisions providing up to $1,400 in direct payments and extending $300 weekly emergency unemployment benefits into early September. Also included are expanded tax credits over the next year for children, child care and family leave — some of them credits that Democrats have signaled they’d like to make permanent — plus spending for renters, food programs and people’s utility bills.

In his Thursday night address, Biden said that as vaccine supplies continue to increase, he will direct states and territories to make all adults eligible for vaccination by May 1. The U.S. is expecting to have enough doses for those 255 million adults by the end of that month, but Biden warned the process of actually administering those doses would take time, even as his administration looks to instill confidence in the safety of the vaccines to overcome hesitance.

“Let me be clear, that doesn’t mean everyone’s going to have that shot immediately, but it means you’ll be able to get in line beginning May 1,” he said.

Biden announced an expansion of other efforts to speed vaccinations, including deploying an additional 4,000 active-duty troops to support vaccination efforts and allowing more people — such as medical students, veterinarians and dentists — to deliver shots. He is also directing more doses toward some 950 community health centers and up to 20,000 retail pharmacies, to make it easier for people to get vaccinated closer to their homes.

Biden added that his administration is planning to launch a nationwide website to help people find doses, saying it would address frustrations so that there would be “no more searching day and night for an appointment.”

Even as he offered optimism, Biden made clear that the July 4 timetable applied only to smaller gatherings, not larger ones, and requires cooperation from Americans to continue to wear face coverings, maintain social distancing and follow federal guidelines meant to slow the spread of the virus in the near term. He also called on them roll up their sleeves to get vaccinated as soon as they’re eligible.

This is “not the time to not stick with the rules,” Biden said, warning of the potential for backsliding just as the nation is on the cusp of defeating the virus. “I need you, the American people,” he added. “I need you. I need every American to do their part.”

The House gave final congressional approval to the sweeping package by a near party line 220-211 vote on Wednesday, seven weeks after Biden entered the White House and four days after the Senate passed the bill. Republicans in both chambers opposed the legislation unanimously, characterizing it as bloated, crammed with liberal policies and heedless of signs the crises are easing.

Biden had originally planned to sign the bill on Friday, but it arrived at the White House more quickly than anticipated.

“We want to move as fast as possible,” tweeted chief of staff Ron Klain.

SALINA—Law enforcement authorities are investigating the murder of a woman in Salina continue their search for a suspect identified as as 35-year-old Nelson Gerrod Hull.

He is wanted for the February 23 shooting death of 36-year-old Courtney Ann Hoffman.&nbsp; The Saline County District Court issued an arrest warrant for Hull for murder in the first degree.

Hull is described as a black male, 6-foot-3, 200 pounds with black hair and brown eyes. A tattoo on the right side of his neck is "Mi Familia."

On Monday, police reported the arrest of Clarence Darnyl Brown, 34, of Salina, in connection with the case.&nbsp;Brown is being held on requested charges of Aiding and abetting first degree murder, Criminal solicitation and Interference with law enforcement.

Just after 11:30a.m. on February 23, police responded to the 700 block of North Fourth Street in Salina for a report of the sound of gunfire and someone screaming, according to a media release.

Upon arrival, Salina Police Officers located a woman identified as Hoffman inside a vehicle at 731 N. 4th Street. She had a gunshot wound and was pronounced deceased by Salina Fire Department EMS personnel.

Police say Hull should be considered armed and dangerous. They encourage anyone with information on Hull's current location to contact 911 immediately.

Search continues for suspect wanted for Salina woman's murder 

TOPEKA, Kan. (AP) — The family of a man who was shot to death by Topeka police are asking a federal judge to reinstate two officers to a lawsuit filed after his death.

Attorneys for Kelly White and Theresa Wynne, the parents of Dominique White, filed a motion last week to amend the lawsuit to add a wrongful death claim against officers Michael Cruse and Justin Mackey, WIBW&nbsp;<a href="https://www.wibw.com/2021/03/11/attorneys-motion-to-add-wrongful-death-count-to-dominique-white-lawsuit/" target="_blank">reported</a>.

The officers shot White in the back as he ran away after a struggle at a Topeka park in September 2017. An investigation determined White had a gun in his pocket and the officers were later cleared of criminal wrongdoing.

A federal judge in September&nbsp;<a href="https://apnews.com/article/shootings-police-lawsuits-topeka-archive-7881f6be6b6e111b9006549ae8c60fdc">removed the officers&nbsp;</a>from the lawsuit alleging they used excessive force in shooting White.

The lawsuit continued over an allegation that the city failed to train its police officers adequately. Attorneys for the city of Topeka filed a motion objecting to the officers being reinstated to the lawsuit.

The latest motion would also remove five unnamed officers from the lawsuit.

(AP) — The family of a man who was shot to death by Topeka police are asking a federal judge to reinstate two officers to a lawsuit filed after his death.Attorneys for Kelly White and Theresa Wynne, the parents of Dominique White, filed a motion last week to amend the lawsuit to add a wrongful death claim against officers Michael Cruse and Justin Mackey, WIBW&nbsp;<a href="https://www.wibw.com/2021/03/11/attorneys-motion-to-add-wrongful-death-count-to-dominique-white-lawsuit/" target="_blank">reported</a>.The officers shot White in the back as he ran away after a struggle at a Topeka park in September 2017. An investigation determined White had a gun in his pocket and the officers were later cleared of criminal wrongdoing.A federal judge in September&nbsp;<a href="https://apnews.com/article/shootings-police-lawsuits-topeka-archive-7881f6be6b6e111b9006549ae8c60fdc">removed the officers&nbsp;</a>from the lawsuit alleging they used excessive force in shooting White.The lawsuit continued over an allegation that the city failed to train its police officers adequately. Attorneys for the city of Topeka filed a motion objecting to the officers being reinstated to the lawsuit.The latest motion would also remove five unnamed officers from the lawsuit.

Family wants Kan. officers returned to shooting lawsuit

FORT RILEY —1st Infantry Division Soldiers are continuing to provide critical support for COVID vaccination efforts. In late February, Soldiers from the Big Red One deployed as part of a national effort to speed the pace of COVID-19 vaccinations. Those Soldiers are now working seven days&nbsp; week to assist federal and regional officials increase vaccination rates.

"As a whole, we're supporting FEMA, the county and state, by increasing their efficiency at getting vaccinations into the arms of people," said Capt. Jendy Weppler, a physician with 1st Battalion, 18th Infantry Regiment, 2nd Armored Brigade Combat Team, supporting the Dallas Community Vaccination Center.

Approximately 230 Soldiers from the 1st Infantry Division are supporting Community Vaccination Centers in Miami, Florida and Dallas, Texas. On the Dallas CVC opening day, more than 6,000 total vaccinations were administered.

Additionally the 1st Sustainment Brigade has 44 Soldiers supporting FEMA in New York, New Jersey, Florida, Dallas, Houston and the U.S. Virgin Islands. Those logistics specialists are providing the reception and integration for incoming medical personnel from the civilian sector and Active and Reserve components.&nbsp;

Big Red One Soldiers are supporting community vaccination centers in smaller communities, working on mobile vaccination teams to support underdeveloped or harder to reach rural communities and urban federally supported vaccine centers near major metropolitan areas.&nbsp;

Governor Kelly signs 3 bills into law this week

KANSAS CITY (AP) — A second man has been charged with second-degree murder in a shooting death of another man at a suburban Kansas City motel, authorities said.

Prosecutors charged Tyler Russell, 29, of Lee’s Summit, with the murder count, robbery and armed criminal action in the death of Tomas Galvan. Another man, 26-year-old Steven Decker of Independence, was charged with similar counts in the case earlier this week.

Police found Galvan suffering from a gunshot wound to the head early Monday at the Executive Inn and Suites in Independence. He died at area hospital. Court documents say Galvan was shot when he got into an argument with Decker and Russell, whom he had called to give him a ride home.

Investigators said the two men took Galvan’s shoes and cellphone before leaving, and surveillance video from the hotel showed the two men leaving in a vehicle belonging to Decker.

Suspects took victim's shoes after fatal KC shooting

KANSAS CITY (AP) — A complaint on Wednesday was filed against a Missouri lawmaker for describing COVID-19 as the “Chinese virus.”

Kansas City Democratic Rep. Emily Weber said in a statement said she filed a complaint with House human resources against Rep. Brian Seitz, a Branson Republican.

Seitz used the phrase during a House floor discussion Tuesday over state revenues and a bill that would allow the state to collect sales taxes from online retailers that don’t have a physical presence in the state.

“While the zombie apocalypse has seen a shortage of revenue for the state, I remind the body that the Chinese virus has not shut down one business,” Seitz said. “Government has shut down businesses and created this shortfall.”

Seitz did not immediately return an Associated Press request for comment Wednesday.

Weber said the term “denigrates, stigmatizes and dehumanizes people who look like me.” Weber was born in South Korea and adopted and raised in Kansas. She moved to Kansas City after college.

“Representative Seitz’ repeated use of the phrase ‘China virus’ in House proceedings perpetuates a singularly harmful new racial stereotype specifically designed to point blame for this crisis at a particular nation and community," Weber said.

She said she hopes the chamber's human resources department takes action against Seitz for using a phrase that "puts the lives and well-being of Missourians of Asian descent at risk.”

Seitz is not the first Missouri lawmaker to describe the virus as Chinese, and the term is also often used by Republicans in Congress.

Bigotry toward Asian Americans&nbsp;<a href="https://apnews.com/article/donald-trump-race-and-ethnicity-pandemics-wuhan-animals-4d25738ab49597d0de1517383a9108d2">spiked</a>&nbsp;as cases of the coronavirus spread in the U.S., fueled by the news that COVID-19 first appeared in China and former President Donald Trump's use of the term “China virus.”

Some initial evidence suggested the virus began in bats, which infected another animal that may have spread it to people at one of Wuhan, China’s “wet markets.” Such markets sell fresh meat, fish and vegetables, and some also sell live animals, such as chickens, that are butchered on site to ensure freshness for consumers.

The information quickly got distorted in the U.S., spurring racist memes on social media that portrayed Chinese people as bat eaters responsible for spreading the virus, and reviving century-old tropes about Asian food being dirty.

Stop AAPI Hate, a coalition of Asian American advocacy groups, issued a report in August stating that it had received more than 2,500 reports of hate and discrimination across the country since the group was founded in March, around the time the outbreak began to seriously worsen in the U.S. The group said it received data from 47 states, with 46% of the incidents taking place in California, followed by 14% in New York

Lawmaker faces complaint for saying 'China virus'

SEDGWICK COUNTY —Law enforcement authorities are investigating an altercation that involved a gun at during a fight at a gas station.

Just before noon Thursday, police were dispatched to the 300 Block of South West Street for what was originally called a shooting, according to Officer Trevor Macy.

Upon arrival and an investigation, police learned a victim had arrived to purchase gas at the Quick Trip.&nbsp; A suspect arrived at another gas pump. After they went inside the convenience store to pay, the two got into an argument and a physical altercation, according to Macy. 

During the altercation, the victim pulled a gun, it discharged and struck the concrete. It did not hit anyone and nobody was injured.&nbsp;Police believe the two men may know each other. Officers are reviewing security camera images as they continue their investigation, according to Macy.
