SEDGWICK COUNTY —A Kansas woman was sentenced to prison Wednesday for the shooting death of a man who she dated and who worked for her at an illegal gambling business.

 District Court Judge Bruce Brown sentenced Stacey Peters, 47 of Wichita, to nearly ten years&nbsp; in prison for killing 41-year-old&nbsp; Robert Duvaul.

In June, Peters pleaded guilty to second degree murder and one count of commercial gambling.

In the early morning of November 19, 2019, police responded to the business at 3072 S. Hillside in Wichita after Peters called 911 to report that she shot “someone intruding.” 

Officers found Duvaul with a fatal gunshot wound to his torso. Officers noted that Duvaul had been deceased for some time before Peters made the 911 call.

At an evidentiary hearing in the case prior to the entry of the plea, witnesses testified Peters called a friend after the shooting and said “I shot Bob.” Those witnesses testified that when they arrived, Peters said she had not called the police because she did not know what to tell them.

Investigators searched the premises and found evidence of numerous illegal commercial gambling devices in a back room. Surveillance video recovered from the scene showed Peters operating a commercial gambling establishment. 

The video showed Peters and Duvaul working at the business earlier in the evening of the shooting. In a portion of the video, Duvual is seen with his hands up, then staggers backwards and collapses. 

Witnesses testified Peters was known to carry a pistol on her hip while she worked at the business.

Testimony presented at the hearing indicated Peters and Duvaul had been in an on-again, offagain dating relationship for around five years. As part of the plea agreement, Judge Brown found the homicide was a domestic violence offense.

Kan. woman killed boyfriend at illegal gambling hall

HUTCHINSON, Kan. — A Kansas man convicted of reckless second-degree murder in 2018 will be back in a Reno County courtroom Friday for re-sentencing.

Tristan Delaney, 22, who is being held in the Hutchinson Correctional Facility, entered a plea to a second-degree murder charge after originally being charged with felony murder for the killing of Norman Cushinberry during a drug deal.

He was sentenced to four years in prison. The state appealed the sentence and the Kansas Court of Appeals remanded the case back to district court for re-sentencing.

The Court of Appeals stated that Judge Trish Rose didn’t provide specific reasons for departing from state sentencing guidelines.&nbsp;

The shooting happened in the 500 block of Washington when Curtis Garcia went to sell a quarter pound of marijuana. When he arrived, Cushinberry tried to pay him with six counterfeit $100 bills, so Garcia left. He later came back after a text from Delaney and that’s when the shooting occurred. Delaney was wounded during that incident and nearly died.&nbsp;

Garcia, who did the shooting, was sentenced to 11 years in prison.

Kan. man set for re-sentencing in drug deal killing

SEDGWICK COUNTY —A Kansas inmate who died Thursday had tested positive for COVID-19, according to Lt. Benjamin Blick with the Sedgwick County Sheriff's office.

Lester Jacobs, 60, had a history of a chronic medical issues prior to incarceration when he was booked into the Sedgwick County Jail on July 16, on felony charges of violating the offender registration act and a state parole violation.

On Wednesday, Jacobs was admitted to the hospital after showing decreases in cognitive functions, according to Blick.

While in the hospital Jacobs tested positive for COVID-19.&nbsp;

 Just before noon Thursday he was pronounced dead. The preliminary cause of death is unknown pending an autopsy.

The Kansas Bureau of Investigation and the Sedgwick County Sheriff’s Investigation Division were notified.&nbsp;

The Sedgwick County Detention Facility has booked over 13,000 people so far this year. This is the first in-custody death for 2021, according to Blick.

Kan. jail inmate who tested positive for COVID dies

LAWRENCE, Kan. (AP) — A jury has found former Kansas forward Silvio de Sousa not guilty of aggravated battery for hitting a man in the face during a New Year's Day bar fight. 

de Sousa hugged his lawyer and praised God following the jury's Thursday decision. 

Douglas County prosecutors alleged that de Sousa hit 32-year-old Shawnee native Grant Davis so hard during the Jan. 1, 2020 bar fight in Lawrence that it blinded him in one eye. De Sousa says he hit Davis with an open palm but didn't touch his eye.

LAWRENCE, Kan. (AP) — Former Kansas forward Silvio de Sousa has been charged in a New Year’s Day altercation a little more than a week after announcing that he was&nbsp;<a href="https://apnews.com/article/basketball-lawrence-kansas-jayhawks-mens-basketball-bill-self-kansas-8c048871a0614a71d2dee7708a47901e">opting out</a>&nbsp;of the upcoming season.

Dorothy Kliem, a trial assistant in the Douglas County District Attorney’s office, said that although the felony count of aggravated battery wasn’t filed until Monday, the case was “reviewed promptly upon receipt,” The Kansas City Star&nbsp;<a href="https://www.kansascity.com/sports/college/big-12/university-of-kansas/article246775637.html" target="_blank">reports</a>.

She said the district attorney’s office received an affidavit and reports from Lawrence police on Sept. 30 and an updated affidavit on Oct. 16. No attorney for De Sousa was listed in court records, and he could not be reached for comment. He is first scheduled to appear in court Dec. 17.

Lawrence police logs show a call around 2:30 a.m. on Jan. 1 for a battery in the Massachusetts Street bar and entertainment area.

Patrick Compton, a Lawrence police spokesperson, told The Star on Wednesday that a person approached a police officer at a local hospital claiming to have been involved in a fight outside of a bar at that location earlier that morning.

Kansas basketball coach Bill Self said Wednesday in a statement that the investigation was a factor in the announcement on Oct. 16 that De Sousa was leaving the team to focus on what was initially described as a “personal issues.”

“Earlier this fall, Silvio told me that he had been contacted by local authorities regarding his alleged involvement in an incident on New Year’s Eve,” Self said. “He was not aware of the details from that incident until a couple weeks ago, which he then shared with me.

“These allegations were surprising to Silvio, as they were to us. Once we discussed the details, he decided it was in his best interest to opt out and focus on this matter. We mutually agreed that was the best course of action.”

Ex-KU forward de Sousa found not guilty of battery

TOPEKA, Kan. (AP) — Kansas’ most populous county on Thursday imposed a mask mandate for students and staff in elementary schools in hopes of checking the more contagious COVID-19 delta variant.

The Johnson County Commission voted 5-2 for a mask requirement for schools from kindergarten through the sixth grade. The commission faced criticism both from health care providers who urged members to go further and from parents and other residents who opposed a mask mandate.

Johnson County, in the Kansas City area, has six public school districts with about 96,000 students or 20% of the state’s total. The mandate would affect roughly 50,000 students.

“We all want our schools open,” commission Chairman Ed Eilert said during a live-streamed meeting. “We all want out kids in school, learning.”

Critics questioned whether the commission can set policy for school districts. Many of the 90-plus people who signed up to make public comments questioned the effectiveness of masks or said parents should decide whether children wear them.

And Commissioner Charlotte O’Hara said the delta variant is not yet a serious public health problem.

“It’s time to get on with the business of life,” she said.

Kansas has seen new COVID-19 case numbers rise steadily over the past six weeks because of the delta variant.

OPINION: Reno County commissioner makes case for the vaccine

If you look closely, I just got my first dose Wednesday of last week.
 Prior to my vaccination, like many, I had reservations about the 
vaccine - nothing specific, it just didn't seem worth it. I had Covid-19
 last year and generally felt my risk was low. Those are similar reasons
 I’ve heard from other people that have chosen not to get the vaccine.

However,
 I felt compelled to get the vaccine if as a county commissioner, I’m 
going to support our health department and local medical community’s 
plea for you to get it too. While I certainly have strong convictions on
 personal freedom and choice, I am also a very analytical person that 
seeks facts and information and have never found my decisions on 
Covid-19 policy to be driven politically.

The latest information I
 have from our local hospital is that resources are again tight (related
 to many factors including a shortage of nurses), and hospitalized covid
 patients are increasing again. The situation is significant enough that
 many Kansas hospitals are again full and deferring patients elsewhere. 
This was a surprise to me and a large factor in this open letter to our 
community.

I believe our local health professionals when they say 
people are showing up at the hospital with life threatening covid 
symptoms who didn’t even know they were at risk. They also say they are 
now actively seeing younger covid patients as the virus naturally moves 
towards a population that is less vaccinated.

It seems quite 
possible that the Covid virus is here for a long time to come, and most 
every person will encounter it at some point. It is also quite evident 
that the virus and its impact is wildly unpredictable. These factors all
 look like risks to me, especially to those most vulnerable. You should 
weigh those risks with the Reno County commission’s current position on 
mandates.

I would not expect Reno County to require masks, limit 
gatherings, or close businesses or schools through this next wave. We 
have the right tools at our disposal to individually handle this threat 
and weather the storm the best we can. Most every adult and adolescent 
has an opportunity to get a potentially life-saving vaccine, stay home 
when they are sick or vulnerable to sickness, and do other common sense 
measures like listening to their family physician.

Yet, my fear is
 that people in our community are going to die because they did not get 
the vaccine or our medical resources become overwhelmed. I continue to 
respect the decision of those who choose not to get it, but I recently 
have come to respectfully disagree with those who argue the potential 
risk of the vaccine outweighs the value.

There seems to be good 
local evidence that vaccinated individuals currently have a hugely 
better likelihood of surviving contracting covid. Specifically, greater 
than 99% of all hospitalizations and deaths related to Covid-19 in Reno 
County are unvaccinated and we have yet to lose one person who was 
vaccinated. Consider that when you consider your risks.

You can 
choose to believe me or not, parse my words, or find information that 
supports an argument against what I have laid out above. It really does 
not matter because at the end of the day, those decisions are your own 
to make, and I am simply hopeful you consider the risk to yourself, your
 loved ones and your community in whatever you decide.

Finally, two important specific notes. One, vaccines are <a href="https://www.vaccines.gov/search/">widely available to you today</a>.
 Two, if you are a registered nurse who has time, please consider 
offering your skills to Hutchinson Regional Medical Center - Kayla

Covid patient counts continue to rise.

Commissioner Daniel 
Friesen is vice-chair of the Reno County Commission. He was elected last

OPINION: State senator responds to county commissioner's column

It was about the second, maybe third, day of the Covid virus debacle 
that I realized the politics behind the response. And, it continues. The
 Biden Administration is at war with Florida and Texas where Republican 
Governors place individual rights and a fact based understanding of the 
covid virus before inflated fear campaigns. A wide open southern border 
betrays the Democrat’s desire to fill the country with their kind of 
voters of which many are contagious with the Covid-19 virus. While Cuban
 refugees who are passionate for democracy remain ignored. More liberals
 spread throughout our nation are more important than containing the 
spread of their dreaded virus. Pure politics!

At the very core is 
the shot. It’s not a vaccine. It’s a medical procedure. The liberals 
brag and brag as to its efficacy. Yet, not a peep as to its pitfalls and
 they are plentiful. The CDC has a system to report vaccine 
complications. Its acronym is VAERS. Its on the CDC website. Do not fall
 for the liberal mainstream talking points. More deaths and 
complications are associated with this current shot than all other 
vaccinations in the several decade history of VAERS. Do the research!

A
 recent study by the renowned Cleveland Clinic of 50,000 people proved 
the robust nature of natural immunity. The shot just adds risks for 
complications. It is an affront to science to deny the worth of 
naturally acquired immunity. Do the research!

Recent studies out 
of the United Kingdom and Israel show a much different rate of infection
 after vaccination versus that reported by our overly enthusiastic 
Health Department. They to are guilty of fanning the flames of fear 
rather than talking to us in an adult manner. Fanning flames with 
misleading data points goes beyond enthusiasm and becomes blatantly off 
putting. Do the research!

Injecting our children with this mRNA 
shot is beyond bizarre. A report on the CDC website outlining their 
thought processes on recommending the shot clearly defines that 
vaccinated children experienced “more severe complications” than 
unvaccinated children. Never in the history of mankind has a society 
knowingly sacrificed children for the alleged benefit of adults. Please 
do your research!

It’s quite clear that the India (delta) variant 
is more contagious and correspondingly less deadly than the original 
Covid-19 virus. Early treatment remains key. Ivermectin and 
hydroxychloroquine are proven in multiple studies to be effective in 
preventing hospitalization and death. Yet, liberal academic medicine 
continues to shut down their use while promoting a brand new, unproven, 
hospital based IV infusion that is expensive and in short supply. This, 
to a medical doctor such as myself, is unforgiveable if not criminal. I 
won’t forgive my colleagues for this. Do the research.

I will 
leave the idiocy of masks for another time. And, if you want the shot, 
then by all means please get it. Just don’t be so condescending as to 
tell me what to do. Remember this, elected officials that feel a 
stronger need to “go along to get along” rather than advance the truth, 
are not leaders. They are politicians. My respect they do not gain.

that I realized the politics behind the response. And, it continues. The
 Biden Administration is at war with Florida and Texas where Republican 
Governors place individual rights and a fact based understanding of the 
covid virus before inflated fear campaigns. A wide open southern border 
betrays the Democrat’s desire to fill the country with their kind of 
voters of which many are contagious with the Covid-19 virus. While Cuban
 refugees who are passionate for democracy remain ignored. More liberals
 spread throughout our nation are more important than containing the 
spread of their dreaded virus. Pure politics!At the very core is 
the shot. It’s not a vaccine. It’s a medical procedure. The liberals 
brag and brag as to its efficacy. Yet, not a peep as to its pitfalls and
 they are plentiful. The CDC has a system to report vaccine 
complications. Its acronym is VAERS. Its on the CDC website. Do not fall
 for the liberal mainstream talking points. More deaths and 
complications are associated with this current shot than all other 
vaccinations in the several decade history of VAERS. Do the research!A
 recent study by the renowned Cleveland Clinic of 50,000 people proved 
the robust nature of natural immunity. The shot just adds risks for 
complications. It is an affront to science to deny the worth of 
naturally acquired immunity. Do the research!Recent studies out 
of the United Kingdom and Israel show a much different rate of infection
 after vaccination versus that reported by our overly enthusiastic 
Health Department. They to are guilty of fanning the flames of fear 
rather than talking to us in an adult manner. Fanning flames with 
misleading data points goes beyond enthusiasm and becomes blatantly off 
putting. Do the research!Injecting our children with this mRNA 
shot is beyond bizarre. A report on the CDC website outlining their 
thought processes on recommending the shot clearly defines that 
vaccinated children experienced “more severe complications” than 
unvaccinated children. Never in the history of mankind has a society 
knowingly sacrificed children for the alleged benefit of adults. Please 
do your research!It’s quite clear that the India (delta) variant 
is more contagious and correspondingly less deadly than the original 
Covid-19 virus. Early treatment remains key. Ivermectin and 
hydroxychloroquine are proven in multiple studies to be effective in 
preventing hospitalization and death. Yet, liberal academic medicine 
continues to shut down their use while promoting a brand new, unproven, 
hospital based IV infusion that is expensive and in short supply. This, 
to a medical doctor such as myself, is unforgiveable if not criminal. I 
won’t forgive my colleagues for this. Do the research.I will 
leave the idiocy of masks for another time. And, if you want the shot, 
then by all means please get it. Just don’t be so condescending as to 
tell me what to do. Remember this, elected officials that feel a 
stronger need to “go along to get along” rather than advance the truth,

Dueling opinions on COVID-19 vaccine in Reno County

KANSAS CITY (AP) — A man died Thursday after being hit by a vehicle as he ran into a busy highway in suburban Kansas City to retrieve a ladder that had fallen from his van, according to the Missouri State Highway Patrol.

The crash happened just before 8 a.m. in the southbound lanes of Interstate 49 at Grandview, the patrol said. Patrol Sgt. Bill Lowe said the man was in the roadway trying to reach the ladder when he was hit.

That crash caused a chain reaction crash involving two more cars and resulting in three other people injured.

The name of the man killed has not been released. The crash shut down the southbound lanes of the interstate.

KANSAS CITY (AP) — After a federal eviction moratorium was allowed to&nbsp;<a href="https://apnews.com/article/business-health-coronavirus-pandemic-d6bfbe4aff82bbcf7586a3936ea98731">lapse</a>&nbsp;last weekend, the Centers for Disease Control and Prevention issued a new moratorium Tuesday on evictions that would last until Oct. 3.

The new moratorium aims to keep millions in their homes and prevent the spread of the coronavirus’ delta variant. The order cites the fact that there are lower vaccination rates in areas most at risk for eviction.

The moratorium also give states additional time to get out nearly&nbsp;<a href="https://apnews.com/article/eviction-moratorium-rental-assistance-coronavirus-bd0947fe93b72c88305629a6608602ee">$47 billion in rental assistance</a>, most of which has yet to be distributed to tenants and landlords.

Most&nbsp;<a href="https://apnews.com/article/health-coronavirus-pandemic-58f318ba0fb988fdcfaf184c33d4257a">tenants facing eviction</a>&nbsp;and who counted on the CDC moratorium in the past should be protected. The new ban would temporarily halt evictions in&nbsp;<a href="https://covid.cdc.gov/covid-data-tracker/#county-view" target="_blank">counties</a>&nbsp;with “substantial and high levels” of virus transmission and is expected to cover areas where 90% of the U.S. population lives.

The number of tenants protected is likely to change, however, since it would stop being applicable in counties that go 14 days without seeing substantial or high levels of coronavirus transmission. Counties that are not covered now, but later experience spikes, would also fall under the moratorium when that happens.

There are concerns among advocates that judges, especially in rural areas, may ignore the CDC moratorium as some did earlier in the pandemic. Already, a lawyer in North Carolina said Wednesday that a judge refused to accept it as a defense because the Administrative Office of the Courts has not provided any guidance on it.

HOW CAN A TENANT USE THE MORATORIUM TO PREVENT AN EVICTION?

Just like the original CDC moratorium, a tenant facing eviction for nonpayment of rent must fill out a form and present it to their landlord or the owner of the property.

The new order makes clear that someone protected by the original CDC order would still be protected. It also says that anyone in court for nonpayment of rent but whose case has not yet been completed would be protected by the order.

But as was the case previously, the order would not protect someone who engaged in criminal activities, damaged their apartment or threatened the health and safety of other residents among other violations

WILL THIS ORDER SURVIVE LEGAL CHALLENGES?

After pushing the CDC to reconsider its options, President Joe Biden acknowledged Tuesday that he wasn’t sure the new moratorium could withstand lawsuits about its constitutionality. Landlords had successfully challenge the original order in court.

When the U.S. Supreme Court allowed the eviction ban to remain in place through the end of July by a 5-4 vote, one justice in the majority, Brett Kavanaugh, wrote that Congress would have to act to extend it further.

Landlords groups reacted to the new order as they did the old one, criticizing it as an unfunded government mandate. They have yet to detail their legal strategy, though most housing advocates are counting on more lawsuits. Even if the order is overturned in court, advocates are hopeful it gives states enough time to get rental assistance out.

Housing advocates have called the extension the best option given the current situation. Most would have liked Congress to take up the issue and pass a comprehensive eviction moratorium. But that is unlikely in the current political climate.

The other option is for states and cities to pass their own moratoriums, as many did during the pandemic. California, New York and New Jersey are among a handful of states that still have moratoriums in place.

But it’s unlikely that states or cities will enact their own, especially with the CDC extension in place. For most advocates, the focus remains on getting states to speed up the distribution of rental assistance — seen as the best long-term option to keeping tenants housed over the long-term and making landlords whole.

Not all tenants benefit from new eviction moratorium 

PAWNEE COUNTY—A Kansas man accused of shooting at a vehicle made his first court appearance Wednesday.

Bradley W. Hulse, 52 of Hutchinson, was&nbsp; charged with a single count of attempted intentional murder in the first degree. The state also charged the attempted murder count in the alternative as potentially attempted aggravated assault with a deadly weapon or attempted aAggravated battery with a deadly weapon, according to County Attorney Doug McNett.

The charges stem from alleged shots fired at a vehicle during the earlier morning hours of July 31 in Larned. No one was injured in the incident. 

The Kansas Highway Patrol arrested Hulse later that morning without incident in McPherson County.

Hule is scheduled back in court Aug. 18. He remains in the custody of the Pawnee County Sheriff in lieu of $150,000 bond.

CHICAGO (AP) — Illinois dispensaries sold a record $127.8 million in recreational marijuana in July, with a big boost coming from out-of-state fans who converged on Chicago for the Lollapalooza music festival. 

The month’s sales were 10% higher than May’s record of $116.4 million, which were slightly higher than June’s $115.6 million, according to a monthly report by the Illinois Department of Financial and Professional Regulation. 

Business boomed at Chicago-area dispensaries during the four-day Lollapalooza festival, which ended Sunday. 

Operators told the Chicago Tribune that the large crowds at Grant Park boosted sales by as much as 50% at nearby dispensaries in River North and the West Loop. 

Statewide sales to out-of-state customers were 16% higher in July than in June.

Angela Caravella, 51, of Kansas City claimed a $1 million top prize last month from The Fastest Road to $1,000,000 scratch-off game, according to a Florida Lottery news release. She chose to receive her winnings as a one-time, lump-sum payment of $790,000.

“I had a feeling something bizarre was going to happen after my flight was canceled unexpectedly,” Caravella said. “I bought a few scratch-off tickets to pass the time and just like that – I won $1 million!”

Caravella purchased her winning ticket from a Publix supermarket in Brandon, just east of Tampa. The store will receive a $2,000 bonus commission for selling the winning ticket.

The $30 game that Caravella won launched in February 2020 and features 155 top prizes of $1 million and over $948 million in cash prizes.

KC woman bought $1M lottery ticket after flight canceled

CLAY COUNTY—A Kansas woman died in an accident just before 9a.m. Wednesday in Clay County.

The Kansas Highway Patrol reported a 2002 Ford Mustang driven by Kimberly S. Hinkle, 49, Salina, was westbound on U.S. Highway 24 seven miles west of Clay Center.

The Mustang collided&nbsp; with an eastbound 2022 Frieghtliner semi driven by Jesse R.&nbsp;Ikobe, 23, Independence, Missouri, in the eastbound lanes.

Hinkle was pronounced dead at the scene and was transported to Neill-Schwensen-Rook Funeral Home.

Ikobe and a passenger were not transported for treatment. All three were properly restrained at the time of the accident, according to the KHP.

On Thursday, USD 378-Riley County Schools reported an unknown suspect pretending to be an insurance company scammed an employee by email into sending them money, according to the Riley County Police department spokesperson Aaron Wintermote.

The estimated total loss associated with this case is approximately $115,388. 

Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

Police said the man, identified according to jail records as 24-year-old Davion Arnell Simpson tossed the kenneled dog into the Missouri River at Riverfront Park in Leavenworth, Kansas.

Leavenworth Police Maj. Dan Nicodemus said that the man took his girlfriend’s dogs after a fight. Her Chihuahua was spotted running loose at another park, and her brindle pug terrier was with her boyfriend’s family.

SEDGWICK COUNTY—A growing number of Kansas public school districts are imposing mask mandates because of the more contagious COVID-19 delta variant.&nbsp;The state's largest school district is not calling for a mask mandate to start the school year but recommends teachers and students wear them.

On Wednesday, USD 259-Wichita shared with families the administrative recommendation&nbsp;regarding the COVID protocol for the 2021-22 school year.&nbsp;

Superintendent Alicia Thompson wrote to school staff and parents of students, "Our administrative recommendation will strongly encourage every employee and student to wear a face mask as the school year begins, regardless of vaccination status."

"This recommendation aligns directly with national and state guidelines regarding masking. If we all do our part and model the behavior we want to see from our students, then we will maintain safe schools and allow both staff and students to maximize teaching and learning time in schools, which experts across the country say is the best-possible place for our students to be."

In addition, the recommendation will include that all visitors will be required to wear a mask when they are inside of our school buildings, regardless of vaccination status. In short, anyone who doesn’t have a WPS-issued identification badge falls within this expectation.

The recommendations will be presented to the Wichita Board of Education&nbsp; Monday, August 9, for their consideration and approval.

At least nine other Kansas school districts with more than 92,000 students as of Tuesday had imposed a mask requirement for at least students under 12, who can’t get vaccinated. Most are requiring masks for everyone indoors. The nine districts have more than 19% of the state’s 476,000 students.

No mask mandate for the state's largest school district 

WASHINGTON—The Federal Communications Commission today approved a proposal seeking comment on how to modify its policies to reduce access to phone numbers by perpetrators of illegal robocalls.  The proposed rules are part of ongoing Commission efforts to protect Americans from unwanted and illegal robocalls.  

The FCC is proposing to update its rules governing interconnected VoIP providers’ direct access to phone numbers to address problems that have arisen from the growth of widely available VoIP software that can allow bad actors to make spoofed robocalls with minimal technical experience and cost.  Following Congress’s directive in the Pallone-Thune Telephone Robocall Abuse Criminal Enforcement and Deterrence Act (TRACED Act), the proposed rules would require VoIP providers applying for direct access to numbers to comply with anti-robocalling obligations. WASHINGTON (AP) — The Biden administration is taking the first steps toward requiring nearly all foreign visitors to the U.S. to be vaccinated for the coronavirus, a White House official said Wednesday.

The Biden administration has kept in place travel restrictions that have severely curtailed international trips to the U.S., citing the spread of the delta variant of the virus. Under the rules, non-U.S. residents who have been to China, the European Schengen area, the United Kingdom, Ireland, Brazil, South Africa and India in the prior 14 days are prohibited from entering the U.S.

All travelers to the U.S., regardless of vaccination status, are required to show proof of a negative COVID-19 test taken within three days of air travel to the country.

The Biden administration has faced pressure to lift some restrictions from affected allies, the air travel industry and families who have been kept separated from loved ones by the rules. Many have complained that the travel restrictions don’t reflect the current virus situation — particularly as caseloads in the U.S. are worse than in many of the prohibited nations.

Airlines for America, a trade group for major U.S. airlines, said it was pleased by reports that the administration plans to make it easier for more foreign travelers to enter the country if they have been vaccinated.

&nbsp;Just after 7p.m. Tuesday, Kansas State University Police arrested William George Hynek Jr., 60, of Manhattan on requested charges of "Sexual exploitation of a child; possess media of child &lt;18 and Internet trading in child pornography." He is being held without bond, according to the Riley County Police Department arrest report.

On July 30,&nbsp; police on campus received reports of computer crimes allegedly committed by the suspect and the arrest, according to KSU crime log report.

ATCHISON COUNTY —Law enforcement authorities investigating a robbery last month have made an arrest.

Just after 3:30p.m. July 7, a 51-year-old male victim reported that he was confronted outside his residence in the 700 Block of Washington Street in Atchison, according to Police Chief Mike Wilson.&nbsp; The suspects&nbsp; who were known to the him and demanded money. They punched him in the face repeatedly and took his wallet. The suspects fled the scene and the victim was taken to the hospital by private vehicle for treatment of injuries.  

On Tuesday, police arrested 20-year-old Landen Williams in the 700 block Kansas Avenue on a District Court warrant. He is being held&nbsp; on requested charges of aggravated robbery, aggravated battery, and theft.&nbsp;

Police: Suspect punched 51-year-old Kan. man, took his wallet

TOPEKA, Kan. (AP) — A Kansas legislator accused of kicking a high school student in the testicles has surrendered his state substitute teacher’s license. Republican state Rep. Mark Samsel of Wellsville also said Wednesday that extreme stress caused what he called an isolated episode of mania with psychotic features. 

Samsel disclosed in a Facebook post that he has seen mental health professionals over the past three months and surrendered his substitute teacher’s license Tuesday. 

 He faces three misdemeanor criminal charges of battery following what the local prosecutor described as rude, insulting or angry” interactions with two Wellsville High School students during an April 28 art class. His next court hearing is Aug. 16.

SHAWNEE COUNTY —Law enforcement authorities are investigating three suspects found after a traffic stop that also led to the recovery of a stolen vehicle.

On Tuesday night, police conducted a traffic stop in the 600 Block of SW Clay in Topeka, according to Lt. Jerry Monasmith.

The traffic stop revealed information directing officers to a narcotics search warrant service in the 1100 Block of SW Clay. During the investigation, officers located methamphetamine, drug paraphernalia and a firearm.

As a result officers arrested Charles Goodman, 48; Jennifer Rietbrock, 44; and&nbsp; Michael Perry, 49, all from Topeka.

Goodman is being held on requested charges of&nbsp;Possession of methamphetamine with the intent of distribution within 1000 feet of a school, Possession of drug paraphernalia with the intent of distribution within 1000 feet of a school and Possession of stolen property. Rietbrock was jailed on requested charges of&nbsp;Possession of methamphetamine with the intent of distribution within 1000 feet of a school, Possession of drug paraphernalia with the intent of distribution within 1000 feet of a school and&nbsp;Possession of stolen property.

Police: Discovery of stolen car leads to Kan. drug bust

HARVEY COUNTY —Authorities are investigating an animal attack that sent a boy to the hospital.

Just before 8p.m. Tuesday, police&nbsp; responded to help boy who was bitten by several dogs while he was riding a bicycle in the 400 block of W. 6th Street in Newton, according to a media release.

&nbsp;A Newton Police officer assisted the boy and treated the wounds at the scene before the child was transported to&nbsp;Wesley Medical Center in Wichita. 

The dogs were taken to Caring Hands Humane Society for observation. Police released no additional information about the boy.

KANSAS CITY (AP) — A statue of a Native American woman has been stolen from a Kansas City park.

A Kansas City parks spokeswoman told the newspaper that officials are searching for more details about the $80,000 statue’s disappearance from Northland Park.

The statue was one of several at the François Chouteau and Native American Heritage Fountain. The site honors American Indians and French trader François Chouteau for their roles in founding Kansas City.
