The Taliban have so far honored a pledge not to attack Western forces during the evacuation, but insist the foreign troops must be out by&nbsp;<a href="https://apnews.com/article/europe-evacuations-kabul-f9321f143fd8749c1cc8c460b647fdd5">America’s self-imposed deadline of Aug. 31</a>.

Overnight, warnings emerged from Western capitals about a threat from Afghanistan’s Islamic State group affiliate, which likely has seen its ranks boosted by the Taliban’s freeing of prisoners during their blitz across the country.

British Armed Forces Minister James Heappey told the BBC on Thursday there was ”very, very credible reporting of an imminent attack” at the airport, possibly within “hours.” Belgian Prime Minister Alexander De Croo said his country had received information from the U.S. and other countries about the “threat of suicide attacks on the mass of people.”

The acting U.S. ambassador to Kabul, Ross Wilson, said the security threat at the Kabul airport overnight was “clearly regarded as credible, as imminent, as compelling.” But in an interview with ABC News, he would not give details and did not say whether the threat remained.

Wilson also said there remain “safe ways” for Americans to reach the airport, but “there undoubtedly will be” Afghans who had worked with or for the U.S. in Afghanistan who will not be able to get out before the evacuation ends.

Late Wednesday, the U.S. Embassy warned citizens at three airport gates to leave immediately due to an unspecified security threat. Australia, Britain and New Zealand also advised their citizens Thursday not to go to the airport, with Australia’s foreign minister saying there was a “very high threat of a terrorist attack.”

Taliban spokesman Zabihullah Mujahid denied that any attack was imminent. “It’s not correct,” he wrote in a text message after being asked about the warnings. He did not elaborate.

On Thursday, the Taliban sprayed a water cannon at those gathered at one airport gate to try to drive the crowd away, as someone launched tear gas canisters elsewhere. While some fled, others just sat on the ground, covered their faces and waited in the noxious fumes.

Nadia Sadat, a 27-year-old Afghan, carried her 2-year-old daughter with her outside the airport. She and her husband, who had worked with coalition forces, missed a call from a number they believed was the State Department and were trying to get into the airport without any luck. Her husband had pressed ahead in the crowd to try to get them inside.

“We have to find a way to evacuate because our lives are in danger,” Sadat said. “My husband received several threatening messages from unknown sources. We have no chance except escaping.”

Gunshots later echoed in the area as Sadat waited. “There is anarchy because of immense crowds,” she said, blaming the U.S. for the chaos.

Aman Karimi, 50, escorted his daughter and her family to the airport, fearful the Taliban would target her because of her husband’s work with NATO.

“The Taliban have already begun seeking those who have worked with NATO,” he said. “They are looking for them house-by-house at night.”

Many Afghans share those fears. The hard-line Islamic group wrested back control of the country nearly 20 years after being ousted in a U.S.-led invasion following the 9/11 attacks, which al-Qaida orchestrated while being sheltered by the group.

Senior U.S. officials said Wednesday’s warning from the embassy was related to specific threats involving the Islamic State group and potential vehicle bombs. The officials spoke on condition of anonymity because they were not authorized to discuss ongoing military operations.

“The reality on the ground is the perimeter of the airport is closed. The Taliban have tightened the noose. It’s very, very difficult for anybody to get through at this point,” said Canadian General Wayne Eyre, the country’s acting Chief of Defense Staff.

Lt. Col. Georges Eiden, Luxembourg’s army representative in neighboring Pakistan, said that Friday would mark the official end for U.S. allies. But two Biden administration officials denied that was the case.

A third official said that the U.S. worked with its allies to coordinate each country’s departure, and some nations asked for more time and were granted it.

“Most depart later in the week,” he said, while adding that some were stopping operations Thursday. All three officials spoke on condition of anonymity because they were not authorized to discuss the information publicly.

French Prime Minister Jean Castex told RTL radio his country’s efforts would stop Friday evening. Danish Defense Minister Trine Bramsen bluntly warned: “It is no longer safe to fly in or out of Kabul.”

Denmark’s last flight has already departed, and Poland and Belgium have also announced the end of their evacuations. The Dutch government said it had been told by the U.S. to leave Thursday.

But Pentagon spokesman John Kirby said some planes would continue to fly.

“Evacuation operations in Kabul will not be wrapping up in 36 hours. We will continue to evacuate as many people as we can until the end of the mission,” he said in a tweet.

The Taliban have said they’ll allow Afghans to leave via commercial flights after the deadline next week, but it remains unclear which airlines would return to an airport controlled by the militants. Turkish presidential spokesman Ibrahim Kalin said talks were underway between his country and the Taliban about allowing Turkish civilian experts to help run the facility.

The Taliban have promised to return Afghanistan to security and pledged they won’t seek revenge on those who opposed them or roll back progress on human rights. But many Afghans are skeptical.

An Afghan journalist from private broadcaster Tolo News described being beaten by Taliban. Ziar Yad said the fighters also beat his colleague and confiscated their cameras, technical equipment and a mobile phone as they tried to report on poverty in Kabul.

“The issue has been shared with Taliban leaders; however, the perpetrators have not yet been arrested, which is a serious threat to freedom of expression,” Yad wrote on Twitter.

Kan. man lost $4500 in alleged job offer scam

SEDGWICK COUNTY—Law enforcement authorities are investigating an accident involving a student walking to school in Mulvane.

Just after 7:30 a.m. Thursday, deputies were dispatched to a vehicle injury accident involving a pedestrian near the intersection of 103rd Street South and Country Walk Lane, according to Lt. Benjamin Blick.

During the collision investigation deputies learned an eastbound Lexus SUV driven by a 45-year-old woman struck a 16-year-old boy walking southbound in a marked crosswalk west of the intersection.

EMS transported the boy to a local hospital with serious injuries, according to Blick. The driver of the Lexus was not injured. Authorities did not release the name of the driver or the victim.

The circumstances of the collision are under investigation.

Sheriff: Kan. boy walking to school struck by SUV

BOONE COUNTY —Law enforcement authorities are investigating the death of a woman and her 11-year-old daughter and searching for a central Missouri man who is charged in the deaths.

Just before 11p.m. August 22, a concerned citizen contacted Boone County officials reporting they had been unable to contact Allison Abitz and her daughter Jozee Abitz, who lived&nbsp; in the 7500 block of Lavender Drive south of Columbia, according to a media release.

Deputies responded to the residence and once inside located Allison, age 43, and her daughter Jozee, age 11, deceased.  

Investigators soon learned that 45-year-old JT McLean was Allison's long-term boyfriend and the investigation revealed he was the last person known to be in contact with them at the residence.

During the investigation, probable cause was developed to believe that McLean murdered Allison and Jozee.  Currently, the motive for the murder of these victims is unknown.

On Wednesday the Boone County Prosecuting Attorney charged McLean with two counts of Murder in the 1st Degree.  A warrant for the arrest of McLean was then issued in the 13th Judicial Circuit Boone County, Missouri.  McLean’s bond for these charges was set at $1,000,000.00 cash only. 

JT McLean previously changed his name and has been known to go by the names of John McLean, Steven Nagy, and Steven McLean. 

He is described as a white male with a fair complexion, is approximately 5-foot 9 and weighs approximately 210 pounds with&nbsp; green eyes and brown hair.  McLean was last known to have grown his hair out; however, he has been known to shave his head bald in the past.

He was last known to reside on County Road 355, Fulton, Missouri.  McLean, who is an over the road truck driver by trade, has ties to Las Vegas, Nevada; Chicago, Illinois; St. Peter, Minnesota; Columbia, Missouri and Fulton, Missouri

SALINE COUNTY - The state's first confirmed human case of West Nile virus in 2021 is in Saline County, <a href="https://wwwn.cdc.gov/arbonet/Maps/ADB_Diseases_Map/index.html">according to the</a> Centers for Disease Control and Prevention.

The Kansas Department of Health and Environment's weekly report indicates most counties in the state are at high risk&nbsp;for West Nile infections.

West Nile virus is the most common mosquito-borne disease in Kansas and the United States.

The risk of acquiring a West Nile infection depends on various factors including time of year, number and location of infected&nbsp; species of mosquitoes, and the number of days with sufficient heat, according to the KDHE web site.

Warm temperatures increase the rate of mosquito larvae development which increases the mosquito population size. The risk of WNV transmission usually reaches peak transmission during July, August, and September.

Kelly’s announcement came after two months of steadily rising numbers of new COVID-19 cases that have stressed hospitals and led some public schools to require masks indoors. Kelly’s directive applies to state agencies under her control; employees must resume remote work by Sept. 3 and continue at least through Oct. 4.

It wasn’t immediately clear how many of the 17,500 workers under Kelly’s direct control would be covered. Kansas averaged 37 new COVID-19 hospitalizations, 11 additional deaths and 1,276 new cases overall a day for the seven days ending Wednesday, according to state health department data. Delta variant cases have been confirmed in all but eight counties.

The largest hospital in northeast Kansas, Stormont Vail in Topeka, recently brought a mobile morgue on-site.

“We wanted to be prepared for where the numbers are trending,” spokesperson Cody Tenbrink said in an email.

At the outset of the COVID-19 pandemic, state agency operations shifted to remote work for employees whose job functions could be performed remotely. In June, after a significant reduction in daily COVID-19 infections, state employees began returning to state office buildings.

As infection numbers began to rise again throughout the summer, a transition to remote work will help control the spread of the virus among state employees. Onsite staffing will be limited to only those necessary to safely conduct agency operations.&nbsp;

Mask requirements, social distancing and other mitigation measures will remain in place for employees whose jobs must be performed on-site. Public offices serving customers will be encouraged to re-institute mitigation measures that were previously utilized during the pandemic, such as scheduling “by appointment only” or making allowances for virtual as opposed to in-person interactions. KANSAS CITY – The owner of dozens of Mexican restaurants in several states, along with the company’s president, CFO, controller and sales manager are among 19 defendants charged in a federal racketeering conspiracy to hire undocumented workers. Also among those charged are eight current or former managers of restaurants located in Butler, Springfield, Lebanon, West Plains, Willow Springs and St. Robert in Missouri; and in Overland Park, Great Bend and Augusta in Kansas, according to the United State's Attorney.

Homeland Security Investigations (HSI) agents, with the assistance of numerous local, states, and federal agencies, executed a series of search warrants Wednesday at 10 locations in Kansas, Missouri and Oklahoma. Federal agents have so far arrested 14 of the 19 defendants.

Jose Luis Bravo, 51, a naturalized U.S. citizen, of Claremore, Oklahoma; Jose Guadalupe Razo, 51, a naturalized U.S. citizen, of Carl Junction, Mo.; Anthony Edward Doll, 43, a citizen of Guatemala, and Miguel Tarin-Martinez, 42, a naturalized U.S. citizen, both of Joplin, Mo.; Antonio Martinez-Munoz, 44, a naturalized U.S. citizen, of Broken Arrow, Okla.; Eusebio Ramirez-Ceja, 50, a citizen of Mexico residing in Mountain Home, Arkansas; Oscar Adrian Molina-Angulo, 38, a citizen of Mexico residing in Butler, Mo.;&nbsp; Rodrigo Manrique Razo, 38, a naturalized U.S. citizen, of Great Bend, Kan.; Alejandro Castillo-Ramirez, 39, a citizen of Mexico residing in Augusta, Kan.; Juan Carlos Palma-Cedeno, 36, a citizen of Mexico residing in Claremore, Okla.; Ramon Moreno-Hernandez, 39, a citizen of Mexico residing in Nevada, Mo.; Jose Luis Lopez-Valadez, 41, a naturalized U.S. citizen, of West Plains, Mo.; Lorenzo Castro-Manzanarez, 39, a citizen of Mexico residing in St. Robert, Mo.; Jaime Ramirez-Ceja, 42, a citizen of Mexico residing in Lebanon, Mo.; Jose Luis Rodriguez-Valerio, 57, a naturalized U.S. citizen, of Tulsa, Okla.;&nbsp; Veronica Razo De Lara, 46, a naturalized U.S. citizen, of Great Bend, Kan.; Edgar Perez-Perez, a citizen of Guatemala residing in Chattanooga, Tennessee; Bernardo Rivas-Gomez, 48, a citizen of Guatemala residing in Elizabeth City, North Carolina; and Daniel Rivas-Carrillo, 23, a citizen of Guatemala residing in Elizabeth City, N.C.; were charged in a 64-count indictment returned under seal by a federal grand jury in Kansas City, Mo., on Aug. 10, 2021. That indictment was unsealed and made public today upon the arrests and initial court appearances of the defendants.

The federal indictment alleges that 17 of the 19 co-defendants were part of an organized criminal enterprise from July 2003 to Aug. 10, 2021, that smuggled Mexican, Guatemalan, and El Salvadoran nationals who were not authorized to live or work in the United States. Conspirators allegedly harbored them in Missouri, Kansas, Arkansas and Oklahoma. Bravo, Doll, Tarin-Martinez and Jose Razo created a network of restaurants operating as LLCs in states throughout the Midwest. Bravo and his co-conspirators allegedly supplied these restaurants with undocumented workers to staff positions at the restaurants. According to the indictment, conspirators did not pay the appropriate state and federal payroll taxes, overtime wages, and worker's compensation for the unauthorized employees.

In addition to smuggling and harboring undocumented workers, the indictment alleges the racketeering activity included fraud (in connection with identification documents), fraud and misuse of visas and other documents, and money laundering. Members and associates of the criminal enterprise shielded unauthorized employees from detection by immigration authorities by eliminating records of their employment, paying them by personal check and in cash, failing to maintain complete and accurate Forms I-9 and required wage and hour reports for these employees, assisting them with the acquisition of false identification documents (such as Social Security numbers and alien resident documents), and making false statements to immigration authorities and law enforcement officials.

Bravo, identified in the indictment as the leader of the enterprise, is the owner of Specialty Food Distribution in Joplin. Bravo is also the owner of a group of restaurants registered as Bravos Group, LLC, including El Charro, El Charrito, Playa Azul, Itza, LLC, Cantina Bravo, and El Chango.

Specialty Food Distribution is a wholesale distributor of food, supplies, and equipment to restaurants throughout the Midwest. Specialty Food Distribution also provides administrative and accounting support to restaurants in the areas of payroll. insurance, licensing, taxes, and legal services. Several restaurants serviced by Specialty Food Distribution allegedly employed aliens who were unauthorized to work in the United States.

According to the indictment, 31 limited liability companies (LLCs) operated 45 Mexican restaurants in multiple states and at least an additional 11 companies were involved in restaurant supply and logistics, real estate and construction. These 45 restaurants received goods and services from Specialty Food Distribution and another company, Intel Solutions, LLC. After federal inspections occurred at restaurants affiliated with conspirators, the indictment says, they formed Intel Solutions to assume those administrative duties, in name only, as a way to conceal and minimize the level of involvement in the inspected restaurants by members and associates of the criminal enterprise. Intel Solutions later changed its name to Entel Solutions, LLC.

According to the indictment, Bravo supplied unauthorized alien workers to managers at restaurants in which he had a financial interest. Bravo arranged to have undocumented workers smuggled into the United States to work at these restaurants and other businesses, the indictment says. Bravo allegedly assisted these aliens with obtaining fraudulent documents that would allow them to work in the United States. He allegedly helped secure transportation and lodging for them en route to restaurants where they were to work.

Jose Razo is the president of Specialty Food Distribution. Razo allegedly employed unauthorized workers at Specialty Foods Distribution as salesmen and warehouse workers, and directed other employees to limit these workers’ exposure to potential immigration inspections. Jose Razo also allegedly counseled restaurant managers on how to manage, document, and compensate unauthorized workers in ways that would minimize their detection by immigration officials.

Doll is the chief financial officer of Specialty Food Distribution. Tarin-Martinez is employed as controller of Specialty Food Distribution. Martinez-Munoz is employed as a sales manager of Specialty Food Distribution.

Ramirez-Ceja is a manager of several El Charro Restaurants in Arkansas and Missouri, as well as some Playa Azul restaurants in Kansas. Molina-Angulo is the manager of the El Charro Restaurant in Butler. Castillo-Ramirez is the manager of El Charro Restaurant in Augustus. Lopez-Valadez is the manager of Cantina Bravo in St. Robert and the El Charro Restaurants in West Plains. Castro-Manzanarez is the manager at Cantina Bravo in St. Robert. Ramirez-Ceja is the manager of the El Charro Restaurant in Springfield and in Lebanon. Rodriguez-Valerio was until recently manager of Bravos Mexican Grill in Overland Park. Razo De Lara is the manager of Maria’s Mexican Grill in Great Bend.

According to the federal indictment, the investigation began when the Kansas Department of Labor contacted Homeland Security Investigations (HSI) regarding allegations that unauthorized aliens were employed at the Bravos Mexican Grill in Overland Park. When HSI announced a Form I-9 inspection on July 16, 2018, agents discovered that 14 of the 17 Bravos employees whose I-9 forms had been inspected were ineligible to work. During another inspection of Bravos on Feb. 28, 2019, agents identified eight unauthorized aliens working there. Five of those employees had been identified previously as ineligible to work.

On June 7, 2019, HSI inspected 10 restaurants in Missouri, Kansas, and Oklahoma. Those restaurants operated under LLCs, doing business as El Charro (Claremore, Butler and Springfield), Playa Azul (Great Bend, Pratt, Kan., and Wichita, Kan.), Iguana Azul (Nevada, Mo.), Los Sauces (Nevada, Mo.), and La Paloma (Springfield). All of them were found to have employed unauthorized workers. Approximately 68 percent of the employees audited at the restaurants were not authorized to work in the United States.

On Sept. 13, 2019, HSI agents inspected restaurants in Missouri and Kansas that were affiliated with the defendants. Those restaurants operated under LLCs doing business as Cantina Bravo (St. Robert), Cantina Bravo Grille (Webb City, Mo.), El Charro (Neosho, Mo., Marshfield, Mo., West Plains, Joplin, and Pittsburg, Kansas), Maria's Mexican Grill (Great Bend), and Playa Azul (Augusta). All of the restaurants were found to have employed unauthorized employees.

All of the defendants, with the exception of Rivas-Gomez and Rivas-Carrillo, are charged with participating in the racketeering conspiracy. Rivas-Gomez and Rivas-Carrillo are each charged with one count of the use of an unlawfully obtained document and one count of the false representation of a Social Security number.

In addition to the RICO conspiracy, defendants are charged in various counts of transporting illegal aliens, hiring illegal aliens, continuing employment of an unauthorized alien, use of unlawfully obtained documents, false attestations, false representations of Social Security numbers, and the unlawful production and transfer of identification documents.

Bravo, Molina-Angulo and Palma-Cedeno are also charged with participating in a conspiracy to commit identification document fraud.

Bravo, Moreno-Hernandez, Castro-Manzanarez, and Perez-Perez are also charged with participating in a conspiracy to transport aliens.

Bravo, Doll, Razo, Tarin-Martinez, and Lopez-Valadez are also charged with participating in a money-laundering conspiracy and in various counts of money laundering.

The indictment also contains forfeiture allegations against several defendants, which would require them to forfeit to the government the funds contained in several bank accounts as well as real estate located in Great Bend, Pittsburg, and Augusta in Kansas; Butler, Joplin, and West Plains in Missouri; and Claremore, Okmulgee, Muskogee, Enid, and Tahlequah in Oklahoma.

Kan. restaurants linked to probe involving undocumented workers

WASHINGTON (AP) — Military troops must immediately begin to get the COVID-19 vaccine, Defense Secretary Lloyd Austin said in a memo Wednesday, ordering service leaders to “impose ambitious timelines for implementation.”

More than 800,000 service members have yet to get their shots, according to Pentagon data. And now that the Pfizer vaccine has received full approval from the Food and Drug Administration, the Defense Department is adding it to the list of required shots troops must get as part of their military service.

<a href="https://media.defense.gov/2021/Aug/25/2002838826/-1/-1/0/MEMORANDUM-FOR-MANDATORY-COR[%E2%80%A6]019-VACCINATION-OF-DEPARTMENT-OF-DEFENSE-SERVICE-MEMBERS.PDF" target="_blank">The Austin memo</a>&nbsp;does not dictate a specific timeline for completing the vaccinations. But it says the military services will have to report regularly on their progress. A senior defense official said that Austin has made it clear to the services that he expects them to move quickly, and that this will be completed in weeks not months.

“To defend this Nation, we need a healthy and ready force,” Austin said in the memo. “After careful consultation with medical experts and military leadership, and with the support of the President, I have determined that mandatory vaccination against coronavirus disease...is necessary to protect the Force and defend the American people.”

Troops will be able to get their Pfizer shots at their bases and from their commands around the world. The Pentagon has said it has enough vaccine supply to meet demand. Individual service members may also go out and get any of the other COVID vaccines on their own.

Fulfilling the vaccine mandate, however, may be a challenge for National Guard forces who are scattered around the country, and gather just once a month for their required drills.

According to the Pentagon, there are more than 1.3 million troops on active duty and close to 800,000 in the Guard and Reserve. And, as of Aug. 18, more than 1 million active duty, Guard and Reserve service members were fully vaccinated and nearly 245,000 more had received at least one shot.

Senior military leaders have consistently pressed their forces to get vaccines through a wide range of public pleas, and via social media and other campaigns. But — as is true among the U.S. population — many service members have been reluctant.

Defense officials have said it’s critical for troops to get the vaccine because they live and work closely together and outbreaks could hamper the U.S. military’s ability to defend America.

Military officials have said they don’t have specific numbers on how many Guard troops are not yet vaccinated, and the Pentagon only provides a troop total that lumps active duty, Guard and Reserve into one statistic.

Guard officials have said all along that it is very difficult to assess how many of their citizen soldiers have gotten a vaccine. And only now will they be able to begin actually tracking the number with more precision as Guard members report to their drill weekends this fall.

Austin’s decision to mandate the vaccine fulfills a vow he made earlier this month to require it no later than mid-September, or immediately upon FDA licensure, whichever came first. His move reflects similar actions by governments and companies around the world, as nations struggle with the highly contagious delta variant that has sent U.S. cases surging to heights not seen since last fall.

Hospitalizations and deaths are increasing among the military. Over the past month, the number of service member deaths jumped from 25 to 34 – by more than a third.

“Our vaccination of the Force will save lives,” said the Austin memo. “Thank you for your focus on this critical mission.”

Members of the U.S. military are already required to get as many as 17 different vaccines, depending on where they are deployed. The requirements — which include shots for smallpox, hepatitis, polio and the flu — also provide for a number of temporary and permanent exemptions for either medical or administrative reasons.

Austin in the memo noted that the new requirement will allow for exemptions that are consistent with the current policies for all the other vaccines. Permanent exemptions include serious medical reactions to the vaccine, immune deficiencies such as HIV infection, and “evidence of existing immunity” by a serologic antibody test or “documentation of previous infection or natural infection presumed.”

There also are administrative exemptions, including one for religious reasons. The religious exemption is granted by the military services based on their policies, and it appears to be relatively rare. The decision is made by commanders based on consultation with medical personnel and chaplains.

Briefing the news media on Wednesday, Pentagon spokesman John Kirby said commanders are expected to carry out the vaccine order with “skill and and a measure of compassion.” Service members who object, he said, will have the opportunity to meet with medical personnel and with their own leadership, to ensure the troops understand the risks to themselves and their teammates if they don’t take the vaccine.

Asked about specific punishments for noncompliance, Kirby said commanders have a “wide range of tools” to use. “It’s a lawful order and we fully anticipate that our troops are going to follow lawful orders,” he added.

The Navy and the Marine Corps said they have had zero religious exemption requests for other vaccines in recent years and the Air Force said there were few. The Army was not able to provide any data.

A little over half of the U.S. population is fully vaccinated with one of the country’s three options, from Pfizer, Moderna or Johnson &amp; Johnson.

The Pentagon decision only applies to the Pfizer vaccine. Moderna has also applied to the FDA for full approval of its vaccine. J&amp;J said it hopes to do so later this year.

 </figure>WASHINGTON (AP) — Military troops must immediately begin to get the COVID-19 vaccine, Defense Secretary Lloyd Austin said in a memo Wednesday, ordering service leaders to “impose ambitious timelines for implementation.”More than 800,000 service members have yet to get their shots, according to Pentagon data. And now that the Pfizer vaccine has received full approval from the Food and Drug Administration, the Defense Department is adding it to the list of required shots troops must get as part of their military service.<a href="https://media.defense.gov/2021/Aug/25/2002838826/-1/-1/0/MEMORANDUM-FOR-MANDATORY-COR[%E2%80%A6]019-VACCINATION-OF-DEPARTMENT-OF-DEFENSE-SERVICE-MEMBERS.PDF" target="_blank">The Austin memo</a>&nbsp;does not dictate a specific timeline for completing the vaccinations. But it says the military services will have to report regularly on their progress. A senior defense official said that Austin has made it clear to the services that he expects them to move quickly, and that this will be completed in weeks not months.“To defend this Nation, we need a healthy and ready force,” Austin said in the memo. “After careful consultation with medical experts and military leadership, and with the support of the President, I have determined that mandatory vaccination against coronavirus disease...is necessary to protect the Force and defend the American people.”Troops will be able to get their Pfizer shots at their bases and from their commands around the world. The Pentagon has said it has enough vaccine supply to meet demand. Individual service members may also go out and get any of the other COVID vaccines on their own.Fulfilling the vaccine mandate, however, may be a challenge for National Guard forces who are scattered around the country, and gather just once a month for their required drills.According to the Pentagon, there are more than 1.3 million troops on active duty and close to 800,000 in the Guard and Reserve. And, as of Aug. 18, more than 1 million active duty, Guard and Reserve service members were fully vaccinated and nearly 245,000 more had received at least one shot.Senior military leaders have consistently pressed their forces to get vaccines through a wide range of public pleas, and via social media and other campaigns. But — as is true among the U.S. population — many service members have been reluctant.Defense officials have said it’s critical for troops to get the vaccine because they live and work closely together and outbreaks could hamper the U.S. military’s ability to defend America.Military officials have said they don’t have specific numbers on how many Guard troops are not yet vaccinated, and the Pentagon only provides a troop total that lumps active duty, Guard and Reserve into one statistic.Guard officials have said all along that it is very difficult to assess how many of their citizen soldiers have gotten a vaccine. And only now will they be able to begin actually tracking the number with more precision as Guard members report to their drill weekends this fall.Austin’s decision to mandate the vaccine fulfills a vow he made earlier this month to require it no later than mid-September, or immediately upon FDA licensure, whichever came first. His move reflects similar actions by governments and companies around the world, as nations struggle with the highly contagious delta variant that has sent U.S. cases surging to heights not seen since last fall.Hospitalizations and deaths are increasing among the military. Over the past month, the number of service member deaths jumped from 25 to 34 – by more than a third.“Our vaccination of the Force will save lives,” said the Austin memo. “Thank you for your focus on this critical mission.”Members of the U.S. military are already required to get as many as 17 different vaccines, depending on where they are deployed. The requirements — which include shots for smallpox, hepatitis, polio and the flu — also provide for a number of temporary and permanent exemptions for either medical or administrative reasons.Austin in the memo noted that the new requirement will allow for exemptions that are consistent with the current policies for all the other vaccines. Permanent exemptions include serious medical reactions to the vaccine, immune deficiencies such as HIV infection, and “evidence of existing immunity” by a serologic antibody test or “documentation of previous infection or natural infection presumed.”There also are administrative exemptions, including one for religious reasons. The religious exemption is granted by the military services based on their policies, and it appears to be relatively rare. The decision is made by commanders based on consultation with medical personnel and chaplains.Briefing the news media on Wednesday, Pentagon spokesman John Kirby said commanders are expected to carry out the vaccine order with “skill and and a measure of compassion.” Service members who object, he said, will have the opportunity to meet with medical personnel and with their own leadership, to ensure the troops understand the risks to themselves and their teammates if they don’t take the vaccine.Asked about specific punishments for noncompliance, Kirby said commanders have a “wide range of tools” to use. “It’s a lawful order and we fully anticipate that our troops are going to follow lawful orders,” he added.The Navy and the Marine Corps said they have had zero religious exemption requests for other vaccines in recent years and the Air Force said there were few. The Army was not able to provide any data.A little over half of the U.S. population is fully vaccinated with one of the country’s three options, from Pfizer, Moderna or Johnson &amp; Johnson.The Pentagon decision only applies to the Pfizer vaccine. Moderna has also applied to the FDA for full approval of its vaccine. J&amp;J said it hopes to do so later this year.

The first filing window, which closed August 13, attracted applications from all 50 states, American Samoa, Guam, Northern Mariana Islands, Puerto Rico, U.S. Virgin Islands and the District of Columbia – including schools and libraries in both rural and urban communities seeking funding for eligible equipment and services received or delivered between July 1, 2021, and June 30, 2022.  In view of outstanding demand and the recent spike in coronavirus cases, the FCC will open a second application filing window for schools and libraries to request funding for connected devices and broadband connections for off-campus use by students, school staff, and library patrons for the current 2021-22 school year.

“The Emergency Connectivity Fund is the single largest effort to bring connectivity and devices to students who lack them – and this robust response from applicants shows the tremendous need in our communities.  This funding is an important down payment in closing the Homework Gap so that all children, regardless of their circumstances or where they live, have access to the tools they need to succeed,” said acting Chairwoman Jessica Rosenworcel.  “The pandemic highlighted like never before the difference a reliable internet connection can make in a student’s education, and we want to make sure that as many schools and libraries can apply for support this school year.  The need is there, and the opening of a second application window reflects that.  Together with the Emergency Broadband Benefit Program, we are investing more than $10 billion in American students and households, so more Americans can connect, communicate, and more fully participate in modern life.” 

The FCC will open the second application filing window to provide support for the current school year in light of outstanding demand, including applications that were filed after the close of the initial application filing window, and resource challenges some schools faced with a summertime application filing window.  Moreover, the rise of the Delta variant means off-campus connectivity remains vital to ensuring students, school staff, and library patrons can engage in remote learning as they face challenges and uncertainty amidst the ongoing COVID-19 pandemic.  

During the second application filing window, which will run from September 28 to October 13, eligible schools and libraries can apply for financial support to purchase eligible equipment and services for students, school staff and library patrons with unmet needs.  The acting Chairwoman has long made closing the Homework Gap a priority during her tenure at the Commission.  Recent estimates suggest there may be as many as 17 million children struggling without the broadband access they need to fully engage in remote learning.  

For the first application filing window, the FCC set a target to review and issue decisions for 50% of workable applications within 60 days of the close of the application filing window and 70% of workable applications within 100 days of the close of the application filing window.  The funding is available for the purchase of laptops and tablets, Wi-Fi hotspots, modems, routers, and broadband connections for off-campus use by students, school staff, and library patrons in need, and is available to support off-campus leaning, such as homework, even if schools have returned to full time in-person instruction.

Emergency broadband fund receives more than $5B in requests

LAWRENCE — Five University of Kansas researchers are part of a multi-institutional team awarded a five-year, $12.5 million National Science Foundation grant focused on the restoration of native prairie and agricultural ecosystems, with more than $3 million coming to KU. Collaborators include eight organizations and 26 scientists and educators. 

KU researchers will focus on native prairie ecosystems and polycultures using the perennial grain Kernza that is under development in collaboration with The Land Institute in Salina. The KU researchers are Jim Bever, Peggy Schultz, Maggie Wagner, Ben Sikes and Tom McKenna, all scientists at KU’s Kansas Biological Survey &amp; Center for Ecological Research. Bever, Wagner and Sikes are KU faculty members in the Department of Ecology &amp; Evolutionary Biology, and Schultz is a faculty member with the Environmental Studies Program.

The project, based at the Donald Danforth Plant Science Center in St. Louis, establishes the New Roots for Restoration Biology Integration Institute. The overall project will be directed by Allison Miller, a member of the Danforth Center and a professor of biology at St. Louis University.

The research will address natural and agricultural systems in tandem, applying technologies used primarily to study annual grain crops to wild plant species and perennial crop candidate species. The project also will provide opportunities for recruitment, training and placement of new scientists, with a focus on persons excluded because of ethnicity or race, whose research is aimed at restoring wild landscapes and restructuring of agricultural systems for long-term sustainability.

Partner institutions, in addition to KU, are St. Louis&nbsp;University; The Land Institute; the University of Missouri; the Chicago Botanical Garden and the University of Vermont. The research will take place at seven field sites, including the Missouri Botanical Garden’s Shaw Nature Reserve and the University of Kansas Field Station.

Teams within the group will focus on specific themes, including restoration ecology of natural areas, agro-ecology and plant evolutionary genetics.

Researchers from KU and The Land Institute will lead the study of the soil ecosphere. The new grant will extend support for experiments at the KU Field Station testing the effects of plant diversity and drought on plant productivity that were initiated with a five-year NSF Dimensions of Biodiversity grant awarded in 2017.

The new grant also extends collaborations of scientists from KU and The Land Institute, including various studies at the Perennial Agriculture Project Field Station just northwest of Lawrence.

“We want to understand how the soil ecosphere — soil and soil microbes — and the plant community influences above- and belowground variation in plant traits, and vice versa,” said Bever, Foundation Distinguished Professor of Ecology and Evolutionary Biology and the project’s lead researcher at KU. “We’ll look at the question of how these traits influence properties of plant communities and the soil ecosphere.”

The overall project is titled “New Roots for Restoration: Integrating plant traits, communities, and the soil ecosphere to advance restoration of natural and agricultural systems.”&nbsp;The New Roots for&nbsp;Restoration Biology Integration Institute&nbsp;was established with support from the NSF Biology Integration Institutes program, award number 2120153.

The Kansas Biological Survey &amp; Center for Ecological Research was established at KU in 1911. The center houses a variety of environmental research labs and remote sensing/GIS programs in Takeru Higuchi Hall, Smissman Research Laboratories and the West District greenhouse. WICHITA, Kan. (AP) — A Kansas man who impersonated a police officer will serve a year of probation. 

Daniel J. Corrieri was charged with 10 misdemeanor counts after police received several reports of him impersonating an officer. 

Corrieri pleaded guilty earlier this summer to driving under the influence and false impersonation. A court affidavit says in one incident, Corrieri pulled behind two teenagers working on a car and activated flashing lights on his car. 

He told the teenagers to get out of the street, while holding a gun and wearing body armor. Corrieri was arrested after a person who was suspicious followed him. He was jailed after failing a sobriety test.

Kan. man sentenced for impersonating police officer

DAWSON COUNTY—Law enforcement authorities are investigating a suspect on drug charges after finding 11 pounds of fentanyl during a traffic stop in Dawson County, Nebraska.

Just after 11:00 p.m. Monday, a trooper observed an eastbound BMW sedan with defective lighting traveling on Interstate 80 near Lexington, according to a media release. 

The trooper performed a traffic stop. During the traffic stop, the trooper and a Dawson County Sheriff’s Deputy observed marijuana in plain view inside the vehicle.

A search of the vehicle revealed 11 pounds of fentanyl and a small amount of marijuana.

Troopers arrested the driver, Alexis Murillo Godoy, 27, of Long Beach, California, on requested charges of possession of a controlled substance, possession with intent to deliver, and other charges.

JUNCTION CITY—A bomb threat ruined the first day of school at Spring Valley Elementary School in Junction City on Aug. 11.

Fortunately a bomb was never found and no one was injured. But since there have been social media concerns expressed about the JCPD response to the incident. Tuesday police and school district administrators met for an after action review.

Capt. Cory Odell, noted that an unsubstantiated threat about a bomb came in from the school district at approximately 7:34 a.m. and dispatchers contacted school resource officers who just preparing to come to work. "Due to the way that the information came in it was not a lights-sirens run so it was not a 30-second response like people anticipate just because of morning traffic going all the way from the east side of town to where we're at all the way to the west side of town where the school's located. "

JCPD officers did not arrive on scene until about 8:04 a.m. nearly 30-minutes later. JC Post asked about the 30 minutes it took to respond. "He was just finishing up getting ready to come in to work. He had to get all of his work stuff together and get loaded into his vehicle, " said Odell. Police Chief John Lamb pointed out that at time it was still an unsubstantiated threat. "Nobody had called in. This was based on a group meet message that was put out by the school district telling staff to check your areas. If you see anything out of sorts report to us. It was still perceived by them as a low threat so we weren't going to endanger the community more by trying to get over there by lights and sirens."

Lamb said a 911 call came in shortly after receiving the group meet text and a second SRO, school resource officer, was sent to the school on the west side of Junction City. Lamb said some sheriff's department personnel were also at the school because they happened to be dropping off their children.&nbsp;

Odell said after 8:04 police linked up with school officials and did an immediate walk-through of the building and nothing seemed out of place. School staff had also conducted an earlier walk through and nothing seemed out of place. Lamb commented that eventually four walk-throughs were done by police or school personnel. "A lot of people think the kids were evacuated. The kids were never allowed in the school. School staff had made the decision I am not going to put the kids in school and then run the chance of possibly evacuating them which we understand, so the kids were never allowed in school, they were just taken to a safe distance away and cared for away from the school.

Police said the students were allowed into the school about 10:27 a.m. It was the first day of the new school year.

Some improvements will be made. Lamb said police have assessed their policies and there are some things that have been identified where changes need to be made. "Working with the school board comparing their policy to ours, make sure that policy matches practice and that we're working together and everybody understands everybody's role as we respond. " Lamb said a committee will review it to make sure the policy is compliant with accreditation standards, will identify best practices in the profession, and what works well with not just schools but also other large facilities. While not identifying specific changes now, Lamb did confirm there will be some to make it more clear on response so entities can understand the police role and what to expect. 

Lamb also stated, "There are some things that we have identified that we can improve on. Just like I said at the after action report with the school who we're working closely with, there were some ah-ha moments in that. No situation like this is ever going to be perfect. There's no cookie cutter response to any situation in law enforcement. " Lamb also added, "So what you do is remain fluid, calm." He commented that the main goal is to protect the students and the staff, and the chief added that all agencies were combined in that effort.

Lamb noted that he wants to ensure communication between the JCPD and school district is strong, they want to build on it, identify each other's roles so next time it will run a lot smoother. The goal is to strive to do better in the future.&nbsp;

Lamb said some sheriff's department personnel were also at the school because they happened to be dropping off their children.&nbsp;Odell said after 8:04 police linked up with school officials and did an immediate walk-through of the building and nothing seemed out of place. School staff had also conducted an earlier walk through and nothing seemed out of place. Lamb commented that eventually four walk-throughs were done by police or school personnel. "A lot of people think the kids were evacuated. The kids were never allowed in the school. School staff had made the decision I am not going to put the kids in school and then run the chance of possibly evacuating them which we understand, so the kids were never allowed in school, they were just taken to a safe distance away and cared for away from the school.Police said the students were allowed into the school about 10:27 a.m. It was the first day of the new school year.Some improvements will be made. Lamb said police have assessed their policies and there are some things that have been identified where changes need to be made. "Working with the school board comparing their policy to ours, make sure that policy matches practice and that we're working together and everybody understands everybody's role as we respond. " Lamb said a committee will review it to make sure the policy is compliant with accreditation standards, will identify best practices in the profession, and what works well with not just schools but also other large facilities. While not identifying specific changes now, Lamb did confirm there will be some to make it more clear on response so entities can understand the police role and what to expect. Lamb also stated, "There are some things that we have identified that we can improve on. Just like I said at the after action report with the school who we're working closely with, there were some ah-ha moments in that. No situation like this is ever going to be perfect. There's no cookie cutter response to any situation in law enforcement. " Lamb also added, "So what you do is remain fluid, calm." He commented that the main goal is to protect the students and the staff, and the chief added that all agencies were combined in that effort.Lamb noted that he wants to ensure communication between the JCPD and school district is strong, they want to build on it, identify each other's roles so next time it will run a lot smoother. The goal is to strive to do better in the future.&nbsp;
