SHAWNEE COUNTY —Law enforcement authorities are investigating a suspect on multiple allegations after a traffic stop.

Just before midnight October 17, a sheriff's deputy conducted a traffic stop on a black 2013 Chevrolet Malibu with excessive window tint on all windows near SE 25th Street and SE Burr Street, according to Deputy Abigail Christian.

During the investigation, illegal narcotics, drug paraphernalia, firearms and ammunition were located.

The driver, Jaquiez R. Spann-Samuel, 23, of Topeka, was arrested and booked into the Shawnee on requested charges of criminal use of a weapon, distribution of certain hallucinogens, possession of a narcotic, distribution of marijuana, possession of drug paraphernalia, no drug tax stamp, unlawful acquisition of proceeds from drug transactions, excessive window tint, driving while license suspended, no vehicle liability insurance and two warrants for his arrest out of Shawnee County.

DETROIT (AP) — United Auto Workers President Shawn Fain said Friday that while Detroit’s automakers have increased their wage and benefit offers, he believes the union can gain more if it holds out longer in contract talks.

In a Facebook Live appearance, Fain didn’t announce any more factories to add to those that have been on strike for up to five weeks. But he warned that the UAW could announce such an expansion of its strikes at any time, depending on how much progress it makes in its negotiations with the automakers.

In the past 24 hours, Fain said, Stellantis and GM have made wage offers that matched Ford’s 23% over the life of a four year contract. But, speaking in his characteristic sharp tones, the union president insisted that the companies can go further.

“We’ve got cards left to play, and they’ve got money left to spend,” he said.

Arguing that Ford “pretends they can’t afford what we’re asking for,” Fain noted that the company has complained about the union's walkout at the Kentucky Truck Plant in Louisville, which has had to shut down. That plant is the largest and most profitable Ford factory in the world.

Though Fain said the UAW will make an aggressive push to secure better contract offers, he contended that the companies are trying to divide union members.

“They just want to wait us out,” he said. "They want to divide. They want fear and they want uncertainty. What we have is solidarity.”

While the companies keep touting that they have made record offers to the UAW, Fain said they are insufficient to make up for how much ground workers have lost during the past two decades. Every time the automakers make an offer, Fain said, they insist it's the best they can do, only to return days later with a better offer.

“What that should tell you," Fain said, is that “there's room to move.”

In a statement, GM said it made an offer Friday with “substantial movement in all key areas in an effort to reach a final agreement with the UAW and get our people back to work.”

The company says the offer raises pay for most of the work force to $40.39 per hour, or about $84,000 per year by the end of a four-year contract. That's a 23% increase over the $32.32 per hour that most factory workers make. Compounded annually it's 25%.

The company also said it reinstated cost of living raises for many employees in the first year of the contract, boosting the pay increase to over 30% by September of 2027. Workers gave up the inflation-fighting raises in 2007 when the companies were in financial trouble.

GM previously had offered to contribute 8% of a worker's salary into 401(k) defined contribution plans.

The UAW had been seeking 36% raises over the four years.

Stephen McCray, one of the striking GM workers at a factory in Wentzville, Missouri near St. Louis, said the company's latest offer seems to be good, but he is suspicious that GM will wait a year to give cost of living increases.

A former temporary worker, he's concerned that part-time temps won't be converted to full time in the deal. That said, McCray thinks workers will ratify the contract because of the raises, cost of living pay, and other benefits, if Fain tells workers this is the best deal he could get.

“If this is what he's going to bring to the table, after everything that has been going on since September, I believe it will be ratified,” McCray said. “This might be the best that they might bring out.”

But Adrian Mitchell, a striking worker at GM's parts warehouse in Van Buren Township, Michigan, said increases in the 401(k) payment and for retirement health care aren't big enough. He doesn't think there's enough yet for a tentative agreement. “I think he should maybe fight a little more at the table to try to get a few more things,” Mitchell said.

It's not clear just when Fain may call on more workers to strike and join the 34,000 already off the job at&nbsp;<a href="https://apnews.com/article/auto-workers-uaw-strikes-layoffs-factories-60f444a85a51b1261b093fdaaae4bdb4">six vehicle assembly plants and 38 parts distribution warehouses.</a>

Masters said in order to settle with all three, Ford and Stellantis will have to join&nbsp;<a href="https://apnews.com/article/auto-workers-strike-general-motors-battery-plants-a6ad7d6b9c3f42c24f3c7dbe21f4b694">GM in agreeing to include future electric vehicle battery factories</a>&nbsp;in the UAW national agreement. That would essentially ensure that the factories of the future would be represented by the union, a key point for the UAW.

Last week, before GM agreed to the battery plant provisions, the union had threatened to close a GM factory in Arlington, Texas, which makes highly profitable large SUVs.

The union's strikes at targeted plants at each company began on Sept. 15 and are nearing the start of their sixth week.

The UAW also is seeking restoration of defined benefit pensions that workers gave up in the Great Recession, pension increases for retirees, an end to varying tiers of wages for workers and other items. GM's offer appears to end the tiers in the last year of the new contract.

GM said Thursday that it can't give Fain everything he wants because it needs profits to invest in future vehicles and factories. Ford and Stellantis have made similar comments, with Ford saying&nbsp;<a href="https://apnews.com/article/bill-ford-executive-chairman-uaw-contract-talks-27b702b36599bf1706e1c692ccfda1c6">it has reached the limit</a>&nbsp;on how much it can spend to settle the strike.

🎥Head of auto workers union says strikes will continue

WASHINGTON (AP)— President Joe Biden is celebrating the release of a Chicago-area woman and her teenage daughter who had been visiting Israel when they were taken hostage by Hamas militants Oct. 7.

The Israeli military said Judith Raanan and her 17-year-old daughter Natalie, were released to the Israeli military Friday. Hamas said the Qatari government was instrumental in securing their release.

“Our fellow citizens have endured a terrible ordeal these past 14 days, and I am overjoyed that they will soon be reunited with their family, who has been wracked with fear,” Biden said in a statement.

Thanking the governments of Qatar and Israel for their help, Biden said the White House had been “working around-the-clock” to secure the release of American hostages “and we have not ceased our efforts to secure the release of those who are still being held.”

KHAN YOUNIS, Gaza Strip (AP) — Hamas militants on Friday freed two Americans -- a mother and her teenage daughter who had been held hostage in Gaza since militants rampaged through Israel two weeks ago, the Israeli government said.

The pair, who also hold Israeli citizenship, were the first hostages to be released, and more than 200 are still being held.

Hamas said it was releasing them in an agreement with the Qatari government for humanitarian reasons.

Relatives of other captives welcomed the release and appealed for others to be freed.

“We call on world leaders and the international community to exert their full power in order to act for the release of all the hostages and missing,’’ the statement said.

KHAN YOUNIS, Gaza Strip (AP) — Israel said Friday it does not plan to take long-term control over the Gaza Strip after an&nbsp;<a href="https://apnews.com/article/israel-gaza-hamas-military-urban-battle-89e45b149f3b88cd647cf6376dbfe0ac">expected ground offensive</a>&nbsp;to root out Hamas militants that rule the territory. The Israeli military punished Gaza with airstrikes, authorities inched closer to bringing aid to&nbsp;<a href="https://apnews.com/article/israel-palestinians-gaza-hamas-war-refugees-6cf0ff04e513ecec12cf9152656ac1b6">desperate families and hospitals</a>, and Muslims around the world protested in solidarity with Palestinians.

Israel&nbsp;<a href="https://apnews.com/live/israel-hamas-war-news-10-19-2023">bombed areas in southern Gaza</a>&nbsp;where Palestinians had been told to seek safety while it tries to destroy Hamas in retaliation for&nbsp;<a href="https://apnews.com/article/israel-palestinians-hamas-conflict-endgame-1bfcc187d826596e78090ec6cbf6516c">its brutal rampage in Israel</a>&nbsp;two weeks ago. Fighting between Israel and militants in neighboring Lebanon also raged,&nbsp;<a href="https://apnews.com/article/lebanon-israel-conflict-displaced-tyre-hamas-hezbollah-schools-3e704f45e99b83d7516134d6b7801582">prompting evacuations</a>&nbsp;of Lebanese and Israeli border towns as fears of a widening conflict grew.

Speaking to lawmakers about Israel’s long-term plans for Gaza, Defense Minister Yoav Gallant laid out a three-stage plan that seemed to suggest that Israel did not intend to reoccupy the territory it left in 2005.

First, Israeli airstrikes and “maneuvering” — a presumed reference to a ground attack — would aim to root out Hamas. Next will come a lower intensity fight to defeat remaining pockets of resistance. And, finally, a new “security regime” will be created in Gaza along with “the removal of Israel’s responsibility for life in the Gaza Strip,” Gallant said.

Gallant did not say who Israel expected to run Gaza if Hamas is toppled or what the new security regime would entail.

Israel occupied Gaza from 1967 until 2005, when it pulled up settlements and withdrew soldiers. Two years later, Hamas took over. Some Israelis blame the withdrawal from Gaza for the sporadic violence that has persisted since then.

More than 1,400 people in Israel have been killed since Hamas attacked on Oct. 7 — mostly civilians slain during the incursion that shattered Israelis sense of security and resulted in 203 hostages taken into Gaza.

The Health Ministry run by Hamas says more than 4,100 people have been killed in Gaza since the war began. That includes a disputed number of people who died in a hospital explosion earlier this week.

The humanitarian crisis worsened for Gaza's 2.3 million civilians, as workers along its border with Egypt repaired the border crossing in a first step to bring aid to Palestinians running out of fuel, food, water and medicine.

Over a million people have been displaced in Gaza.&nbsp;<a href="https://apnews.com/article/israel-palestinians-gaza-hospital-explosion-3d255725997c4e2757372b3ee2fc8859">Many heeded Israel’s orders to evacuate</a>&nbsp;the northern part of the sealed-off enclave on the coast of the Mediterranean Sea. Although Prime Minister Benjamin Netanyahu called areas in southern Gaza “safe zones” earlier this week, Israeli military spokesman Nir Dinar said Friday: “There are no safe zones.”

U.N. officials said that with the bombings across all of Gaza, some Palestinians who had fled the north appeared to be going back.

“The strikes, coupled with extremely difficult living conditions in the south, appear to have pushed some to return to the north, despite the continuing heavy bombing there,” Ravina Shamdasani, spokesperson for the U.N. human rights office, said.

Gaza’s overwhelmed hospitals were rationing their dwindling resources, as authorities worked out logistics for&nbsp;<a href="https://apnews.com/article/israel-palestinians-gaza-hamas-war-biden-hospital-d9606e0ead1f8c4e9fd00b602ed14a38">a desperately needed aid delivery from Egypt</a>.

Generators in Shifa Hospital, Gaza’s largest, were operating at the lowest setting to conserve fuel while providing power to vital departments such as intensive care, hospital director Mohammed Abu Selmia said. Others worked in darkness.

“I don’t know how long (the fuel) will last. Every day we evaluate the situation,” he said.

The lack of medical supplies and water are making it difficult to treat the mass of victims from the Israeli strikes, he said.

The deal to get aid into Gaza through the&nbsp;<a href="https://apnews.com/article/israel-hamas-gaza-palestinians-egypt-sinai-war-894d45535fed1049a0076453ca99c555">territory’s only entry point not controlled by Israel</a>&nbsp;remained fragile. Israel said the supplies could only go to civilians and that it would “thwart” any diversions by Hamas. It was unclear if fuel for the hospital generators would be allowed to enter.

Work continued Friday to repair the road at the Rafah border between Egypt and Gaza that had been damaged in airstrikes. Trucks unloaded gravel, and bulldozers and other equipment was used to fill in large craters.

A U.S. official who spoke on condition of anonymity to discuss a rapidly changing situation said aid had been delayed because of ongoing road repairs, and that it was expected to move across the border Saturday. More than 200 trucks and some 3,000 tons of aid were positioned near the crossing.

U.N. Secretary-General Antonio Guterres visited the crossing Friday and appealed for the quick movement of aid into Gaza, calling it “the difference between life and death.”

Israel has evacuated its own communities near Gaza and Lebanon, putting residents up in hotels elsewhere in the country. The Defense Ministry announced evacuation plans Friday for Kiryat Shmona, a town of more than 20,000 residents near the Lebanese border. Three Israelis including a 5-year-old girl were wounded in a rocket attack there Thursday, according to Israeli health services.

Lebanon’s Hezbollah militant group, which has a massive arsenal of long-range rockets,&nbsp;<a href="https://apnews.com/article/lebanon-israel-hezbollah-clashes-cadccde8c6ce5400ee36fd12d3bfea52">has traded fire with Israel along the border</a>&nbsp;on a near-daily basis and hinted it might join the war if Israel seeks to annihilate Hamas. Iran supports both armed groups.

The violence in Gaza has also&nbsp;<a href="https://apnews.com/article/israel-gaza-hospital-jordan-egypt-protests-590f24d154fb3cb256ec1707ec78b816">sparked protests across the region</a>, including in Arab countries allied with the U.S.

Palestinians in Gaza reported heavy airstrikes in Khan Younis, a town in the territory’s south, and ambulances carrying men, women and children streamed into the local Nasser Hospital.

Late Thursday, an Israeli airstrike hit a Greek Orthodox church in Gaza City housing displaced Palestinians. The military said it had targeted a Hamas command center nearby, causing damage to a church wall. Gaza’s Hamas-run Health Ministry said 16 Palestinian Christians were killed.

The Greek Orthodox Patriarchy of Jerusalem condemned the attack and said it would “not abandon its religious and humanitarian duty” to provide assistance.

Palestinian militants have launched unrelenting rocket attacks into Israel — more than 6,900 since Oct. 7, according to Israel — and tensions have flared in the Israeli-occupied West Bank.

Israel has targeted militants in raids across the occupied territory. On Friday, two Palestinian teenagers were killed in clashes in the West Bank, where more than 80 Palestinians have been killed over the past two weeks.

An unclassified U.S. intelligence assessment estimated casualties in&nbsp;<a href="https://apnews.com/article/israel-palestinians-gaza-hospital-explosion-3d255725997c4e2757372b3ee2fc8859">an explosion at a Gaza City hospital</a>&nbsp;this week on the “low end” of 100 to 300 deaths. It said intelligence officials were still assessing the evidence and the casualty estimate may evolve.

The report echoed earlier assessments by U.S. officials that the massive blast at the al-Ahli hospital was not caused by an Israeli airstrike, as Hamas has reported. Israel has presented video, audio and other evidence it says proves the blast was caused by a rocket misfired by Palestinian militants.

HARVEY COUNTY —One person died in an accident just after 4:30p.m. Thursday in Harvey County.

A car driven by 29-year-old Cody Pfeifer, 29, Hutchinson, was westbound at the intersection of Northwest 12th Street and North Sand Hill Road, according to the Sheriff's Department .

A southbound SUV struck the car at the intersection.

EMS transported Pfeifer to an area hospital in critical condition. He later died&nbsp; of his injuries, according to the Sheriff's department

The driver of the SUV was transported to an area hospital and treated for minor injuries. There were no passengers in either vehicle.

The Harvey County Sheriff’s Office’s preliminary investigation indicates Pfeifer failed to yield to traffic at the intersection. The accident remains under investigation.

WASHINGTON (AP) — Republicans dropped Rep. Jim Jordan on Friday as their nominee for House speaker, making the decision during a closed-door session after the hard-edged ally of Donald Trump failed badly on a third ballot for the gavel.

The blocked-House impasse deepening, Republicans have no realistic or workable plan to unite the fractured GOP majority, elect a new speaker and return to the work of Congress that has been languishing since hard-liners&nbsp;<a href="https://apnews.com/article/house-speaker-ousted-mccarthy-3fccfca11fe61c36fe399880f2679f12">ousted Kevin McCarthy</a>&nbsp;at the start of the month.

Majority Leader Steve Scalise said they're going “come back and start over” on Monday.

In all, Jordan lost 25 Republican colleagues in Friday's vote, leaving him far from the majority needed, with next steps uncertain.

Ahead of the vote, Jordan showed no signs of stepping aside, insisting at a Capitol press conference: “The American people are hungry for change."

Drawing on his Ohio roots, Jordan, who is popular with the GOP's right-flank activist base of voters, positioned his long-shot campaign alongside the history of American innovators including the Wright brothers, urging his colleagues to elect him to the speakership.

McCarthy himself rose in the chamber to nominate Jordan, portraying him as a skilled legislator who reaches for compromise. That drew scoffs of laughter from the Democratic side of the aisle.

McCarthy said of Jordan, “He is straightforward, honest and reliable.”

Democrats nominated Leader Hakeem Jeffries, with Rep. Katherine Clark calling Jordan, who refused to certify the 2020 presidential election results, “a threat to democracy.”

"We need a speaker worthy of wielding the gavel," she said.

But after two failed votes, Jordan's third attempt at the gavel did not end any better — in large part because more centrist Republicans are revolting over the nominee and the hardball tactics being used to win their votes. They have been bombarded with harassing phone calls and&nbsp;<a href="https://apnews.com/article/house-speaker-jim-jordan-threats-54eeecef0188edfcb9903e45019f190f">even reported death threats</a>.

In fact, the hard-charging Judiciary chairman lost rather than gained votes despite hours spent trying to win over holdouts, no improvement from the 20 and then 22 Republicans he lost in early rounds this week.

Friday’s vote was 194 for Jordan, his lowest tally yet, and 210 for Jeffries, with two absences on each side.

For more than two weeks the stalemate has shut down the U.S. House, leaving a seat of American democracy severely hobbled at a time of&nbsp;<a href="https://apnews.com/article/joe-biden-israel-ukraine-war-49354728b347178a4bf7508a0dc8f1d2">challenges at home and abroad</a>. The House Republican majority appears to have no idea how to end the political turmoil and get back to work.

With Republicans in majority control of the House, 221-212, any candidate can lose only a few detractors. It appears there is no Republican at present who can win a clear majority, 217 votes, to become speaker.

"He doesn’t have the votes to be speaker,” Rep. Carlos Gimenez, R-Fla., said after a late Thursday meeting when Jordan sought to hear detractors out and shore up support.

The holdouts want “nothing” from Jordan, Gimenez said, adding that some of the lawmakers in the meeting simply called on Jordan to drop out of the race.

One&nbsp;<a href="https://apnews.com/article/house-speaker-powers-mchenry-875bebd218096a5252840cd8f52cc137">extraordinary idea,</a>&nbsp;to give the interim speaker pro tempore, Rep.&nbsp;<a href="https://apnews.com/article/house-speaker-interim-congress-north-carolina-15b8b6cc20afa9d8f18d84765d776736">Patrick McHenry</a>, more powers for the next several months to at least bring the House back into session and conduct crucial business, was swiftly rejected by Jordan's own ultra-conservative allies.

A “betrayal,” said Rep. Jim Banks, R-Ind.

Next steps were highly uncertain as angry, frustrated Republicans predict the House could essentially stay closed for the foreseeable future — perhaps until the mid-November deadline for Congress to approve funding or risk a federal government shutdown.

“We’re trying to figure out if there’s a way we can get back with a Republican-only solution,” said veteran legislator Rep. Tom Cole, R-Okla.

“That’s what normal majorities do. What this majority has done is prove it’s not a normal majority.”

What was clear was that&nbsp;<a href="https://apnews.com/article/jim-jordan-ohio-voters-gop-speaker-vote-56038ee563ff0479a223240ac93b1e2c">Jordan was refusing to step aside,</a>&nbsp;appearing determined to wait out his foes even as his path to become House speaker was all but collapsing.

Many view Jordan, a founding member of the hard-right House Freedom Caucus, as too extreme for a central seat of U.S. power, second in line to the presidency.

“One thing I cannot stomach or support is a bully,” said a statement from Rep. Mariannette Miller-Meeks, R-Iowa, who voted against Jordan on the second ballot and said she received “credible death threats."

Democratic Leader Jeffries reiterated that his party was “ready, willing and able” to partner with more traditional Republicans on a path to re-open the House —- particularly as Congress is being asked to consider President Joe Biden's aid package for Israel, Ukraine and other needs.

A closed-door meeting Thursday to regroup grew heated at times with Republican factions blaming one another for sending their majority into chaos, lawmakers said.

Elevating McHenry to an expanded speaker's role could be a possible off-ramp for the crisis, but it would not be as politically simple as it might seem.

Republicans are loath to partner with the Democrats in a bipartisan way on the arrangement, and it's highly unlikely Republicans could agree to give McHenry more powers on their own, since their hard-liners don't like it.

House Republicans drop Jim Jordan as their nominee for speaker

JOHNSON COUNTY —Law enforcement authorities are investigating a suspect on multiple charges after a unique arrest in northeast Kansas.

Earlier this week, an individual tried to stroll out of a local retailer with thousands of dollars in merchandise in his cart without paying, according to a media release from Lenexa Police.

Store employees were able to intercept the suspect and retrieve their merchandise before the suspect could exit with it.

 As the suspect left the area in his car, police dispatchers found him on street cameras and relayed his location to responding officers who attempted a traffic stop.&nbsp;

The suspect would not stop. Unfortunately for the suspect, the Lenexa police car was equipped with the Grappler Police Bumper. Much to the shock of the suspect, police brought his car to a stop and took him into custody.

 He has since been charged by the Johnson County District Attorney's Office with attempted felony theft and fleeing and eluding a police officer. 

The suspect was also wanted on an unrelated felony case in Missouri. "This is another example of great police work, teamwork between dispatchers and officers, and the use of innovative equipment to combat crime. In Lenexa, we will not have a reputation of thieves brazenly pillaging our retailers without consequence."

U.N missile embargo on Iran expired while Congress wasn't watching

SEDGWICK COUNTY —A preliminary hearing with evidence is scheduled Friday at 2:00 in Judge Eric Williams’ courtroom for a man accused in a shooting outside a funeral.

Demetrius Carter, 18 of Wichita, is charged with two counts of aggravated assault, two counts of aggravated endangering a child, and criminal damage to property, according to the Sedgwick County District Attorney's office..&nbsp;

On June 16, police were dispatched to a shooting call in the 1100 block of North Oliver in Wichita, according to Officer Juan Rebolledo.

First responders encountered a chaotic scene and a crowd of more than 50 people running in different directions. During the initial response officers located an 18-year-old victim with a gunshot wound to his right forearm and provided life-saving measures. The 18-year-old victim later identified as Carter was treated for his serious but not life-threatening injuries.

The investigation revealed that several suspects arrived at the parking lot of a local church and confronted a large group of people attending a funeral right outside the main door.

After a brief verbal altercation between both groups, an unknown number of people from both groups started to shoot at each other. After initial interviews, officers arrested Carter and transported him to investigations for further questioning before an arrest.

During the incident, several vehicles, and residences around and in front of the church’s parking lot were hit with gunfire. Police also recovered several firearms from the scene.&nbsp;

Hearing Friday for suspect in shooting outside Kan. funeral

WASHINGTON&nbsp; — President Joe Biden declared it is “vital for America's national security” for Israel and Ukraine to succeed in their wars, making the case Thursday night for deepening U.S. involvement in two unpredictable foreign conflicts as he prepared to ask for billions of dollars in military assistance for both countries.

He said he would send an urgent funding request to Congress, which is expected to be $105 billion for the next year. The proposal, which will be unveiled on Friday, includes $60 billion for Ukraine, much of which is for replenishing U.S. weapons stockpiles that have already been provided.

Kansas United State's Senator Roger Marshall is opposed to a funding request that ties help for Israel with additional dollars for Ukraine.

On social media ahead of the President's address Marshall wrote, "Funding for Israel should not be used as leverage to send billions of more dollars to Ukraine. Period. These are two separate conflicts and should not be considered a package deal."

There’s also $14 billion for Israel, $10 billion for humanitarian efforts, $14 billion for managing the U.S.-Mexico border and fighting fentanyl trafficking and $7 billion for the Indo-Pacific region, which includes Taiwan. The proposal was described by three people familiar with the details who insisted on anonymity before the official announcement.

“It’s a smart investment that’s going to pay dividends for American security for generations,” Biden said.

He hopes that combining all of these issues into one piece of legislation will create the necessary coalition for congressional approval. His speech came the day after&nbsp;<a href="https://apnews.com/article/joe-biden-israel-hamas-gaza-palestinians-a85cb682fdc61b80285cf4ab354354ce">his high-stakes trip to Israel</a>, where he showed solidarity with the country after the Oct. 7 attack by Hamas and pushed for more humanitarian assistance to Palestinians.

With Israel continuing to bombard the Gaza Strip and preparing a ground invasion, Biden placed an increased emphasis on the deadly toll that the conflict has had on civilians there, saying he's “heartbroken by the tragic loss of Palestinian life."

“Israel and Palestinians equally deserve to live in safety, dignity and peace,” Biden said. He also warned about a rising tide of antisemitism and Islamophobia in the U.S., noting the&nbsp;<a href="https://apnews.com/article/illinois-israel-hamas-war-hate-crime-palestinian-df260347321c69acb3b59aae5ede0803">killing of a 6-year-old Palestinian-American boy</a>.

“To all you hurting, I want you to know I see you. You belong. And I want to say this to you. You're all Americans.”

As Biden seeks a second term in a campaign that will likely hinge on voters' feeling about the economy, he was careful to emphasize that the spending will create jobs for U.S. workers, referencing the construction of missiles in Arizona and artillery shells in Pennsylvania, Ohio and Texas.

And he worked in a nod to one of his political heroes, Franklin Delano Roosevelt, by saying that “just as in World War II,” the country is “building the arsenal of democracy and serving the cause of freedom.”

Biden faces an array of steep challenges as he tries to secure the money. The House remains in chaos because the Republican majority has been&nbsp;<a href="https://apnews.com/article/jim-jordan-house-speaker-mccarthy-trump-abdef873a8d14979848b658e4ef46fd2">unable to select a speaker</a>&nbsp;to replace Rep. Kevin McCarthy, who was ousted more than two weeks ago.

In addition, conservative Republicans oppose money for sending more weapons to Ukraine as its battle against the Russian invasion approaches the two-year mark. Biden's previous request for funding, which included $24 billion to help with the next few months of fighting, was stripped out of&nbsp;<a href="https://apnews.com/article/government-shutdown-mccarthy-congress-republicans-732baaa19c91f981e492fd0e6a76aba8">budget legislation last month</a>&nbsp;despite&nbsp;<a href="https://apnews.com/article/zelenskyy-biden-washington-visit-congress-ukraine-war-1d20574fb3ea4fb5efcc7db5458a33a3">a personal plea</a>&nbsp;from Ukrainian President Volodymyr Zelenskyy.

There will be resistance from some on the other side of the political spectrum when it comes to military assistance for Israel, which has been bombarding the Gaza Strip in response to the Hamas attack on Oct. 7.

Critics have accused Israel of indiscriminately killing civilians and committing war crimes by cutting off essential supplies including food, water and fuel.

Bipartisan support for Israel has already eroded in recent years as progressive Democrats have become more outspoken in their opposition to the country's decades-long occupation of Palestinian territory, which is widely viewed as illegal by the international community.

There are rumbles of disagreement within Biden's administration as well. Josh Paul, a State Department official who oversaw the congressional liaison office dealing with foreign arms sales, resigned over U.S. policy on weapons transfers to Israel.

“I cannot work in support of a set of major policy decisions, including rushing more arms to one side of the conflict, that I believe to be short-sighted, destructive, unjust and contradictory to the very values that we publicly espouse,” he wrote in a statement posted to his LinkedIn account.

A speech from the Oval Office is one of the most prestigious platforms that a president can command, an opportunity to try to seize the country’s attention at a moment of crisis. The major television networks broke into regular programming to carry the address live.

Biden has delivered&nbsp;<a href="https://apnews.com/article/joe-biden-debt-limit-budget-36bd8dbb08192ba7f7507cab16184d93">only one other such speech</a>&nbsp;during his presidency, after Congress passed bipartisan budget legislation to avert a default on the country’s debt.

The White House and other senior administration officials, including Office of Management and Budget Director Shalanda Young, have quietly briefed key lawmakers in recent days about the contours of the planned supplemental funding request.

The Democratic Senate plans to move quickly on Biden’s proposal, hoping that it creates pressure on the Republican-controlled House to resolve its leadership drama and return to legislating.

However, there are disagreements within the Senate, too, on how to move forward. Eight Republicans, led by Kansas Sen. Roger Marshall, said they did not want to combine assistance for Ukraine and Israel in the same legislation.

“These are two separate and unrelated conflicts and it would be wrong to leverage support of aid to Israel in an attempt to get additional aid for Ukraine across the finish line,” they wrote in a letter.

North Dakota Sen. Kevin Cramer said he was fine with the proposal as long as there was also a fresh effort to address border issues. But he said "it’s got to be designed to secure the border, not to facilitate travel through the border.”

Although there was a lull in migrant arrivals to the U.S. after the start of&nbsp;<a href="https://apnews.com/article/immigration-biden-border-title-42-mexico-asylum-be4e0b15b27adb9bede87b9bbefb798d">new asylum restrictions in May</a>, illegal crossings topped a daily average of more than 8,000 last month.

Sen. Chris Murphy, a Connecticut Democrat who leads a Senate panel that oversees funding for the Department of Homeland Security, was wary of any effort to overhaul border policy during a debate over spending.

"How are we going to settle our differences over immigration in the next two weeks?” Murphy said. “This is a supplemental funding bill. The minute you start loading it up with policies, that sounds like a plan to fail.”

Biden's decision to include funding for the Indo-Pacific in his proposal is a nod toward the potential for another international conflict. China wants to reunify the self-governing island of Taiwan with its mainland, a goal that could be carried out through force.

Although wars in Europe and the Middle East have been the most immediate concerns for U.S. foreign policy, Biden views Asia as the key arena in the struggle for global influence.

The administration's national security strategy, released last year, describes China as “America’s most consequential geopolitical challenge.”

KANSAS CITY—Law enforcement authorities are investigating a deadly shooting in Kansas City.

Just after 7 p.m. Thursday, police were dispatched to 31st and Woodland on a reported sound of shots, according to Police Captain Corey Carlisle.

First responders located a a man inside a vehicle suffering from apparent gun shot wounds.&nbsp; 

Nearby citizens also notified officers of another man lying in the street. EMS pronounced the victim in the street deceased&nbsp; and transported the victim inside the vehicle to an area hospital in critical condition.

The circumstances leading up to the homicide are unknown.&nbsp; No one is in custody at this time. Homicide detectives and Crime Scene Personnel responded to the scene.&nbsp; Police have not released the name of the victims.

Man dead, another hospitalized after Kansas City shooting

FINNEY COUNTY —Law enforcement authorities investigating an alleged threat on the campus at Garden City Community have identified the suspect as 39-year-old&nbsp; Alejandro Salazar, according to Garden City Police.

Just after 8a.m. Thursday, the Garden City Police Communications Center received a 911 call indicating a possible active shooter in the library of Garden City Community College.

Police, sheriff's deputies and EMS responded accordingly and cleared the campus to ensure the safety of students and employees. Garden City Community College initiated their lockdown/evacuation procedures during the response.&nbsp;USD 457 also placed all of their schools into a lockout status. No one allowed in or out of the buildings, but classes continued as normal inside.

The initial investigation determined Salazar went to the library and told an employee there was an active shooter inside the library and then indicated it was outside. Salazar was detained by police in the library while law enforcement actively searched and cleared all buildings on campus. After a thorough investigation, the college was released from its lockdown and subsequently dismissed for the day, and law enforcement determined there was not an active shooter on campus. The scene was cleared at 12:30 p.m., and no weapons or evidence of an active shooter were located.

After further investigation, it was determined that Salazar falsely indicated there was an active shooter. The motive behind the incident is unknown, and the investigation is ongoing.

Salazar, who has previous felony convictions for DUIs and aggravated assault of a law enforcement officer is in the Finney County Jail on requested charges of Aggravated Criminal Threat, Giving a False Alarm, and Interference LEO.

 </figure>"We cannot say for certain what these missiles and drones were targeting, but they were launched heading north along the Red Sea potentially towards targets in Israel," the general said. &nbsp;Ryder also detailed drone attacks on U.S. facilities in Syria and Iraq. The al-Tanf garrison in Syria was targeted by two drones on Oct. 18. "U.S. and coalition forces engaged one drone destroying it while the other drone impacted the base resulting in minor injuries to coalition forces," Ryder said. All of the injured returned to duty.&nbsp;At the same time, early warning systems indicated a possible threat approaching the airbase at al-Assad. Base personnel sheltered in place as a protective measure. "Though no attack occurred, sadly, a U.S. civilian contractor suffered a cardiac episode while sheltering and passed away shortly thereafter," Ryder said.Separately in northern Iraq, U.S. forces engaged and destroyed a drone resulting in no injuries or damage.&nbsp;Ryder said he will not detail what the American response to these provocations will be. "I will say that we will take all necessary actions to defend U.S. and coalition forces against any threat," he said. "Any response, should one occur, will come at a time in a manner of our choosing."&nbsp;Ryder said U.S. forces deployed to the region are meant to deter any government or group from launching attacks under cover of the Israeli-Hamas war. The USS Gerald R. Ford Carrier Strike Group is in the eastern Mediterranean Sea and the USS Dwight D. Eisenhower Carrier Strike Group is crossing the Atlantic to join the Ford. The Air Force has also bumped up fighter presence to the region.&nbsp;"By posturing these U.S. naval assets and advanced fighter aircraft in the region, we aim to send a strong message intended to deter a wider conflict, to bolster regional stability, and, of course, to make it clear that we will protect and defend our national security interests," Ryder said.Secretary Austin is continuing engagements with counterparts in the region and beyond. Just today, the secretary spoke with officials in the United Arab Emirates, Qatar, Saudi Arabia and Israel. "During these calls, he reiterated U.S. support for Israel's right to defend itself from terrorist attacks, and also underscored the importance of safeguarding innocent civilians —&nbsp;both Palestinian and Israeli," Ryder said. &nbsp;Finally, Ryder said that systems the Israelis requested continue to flow into the country. These include precision-guided munitions, such as joint direct attack munitions, small-diameter bombs, 155-millimeter artillery ammunition and other categories of critical equipment. In addition, the United States is providing Iron Dome interceptors from stocks the United States has in Israel. In the days ahead, "we'll be flying additional Iron Dome interceptors so that Israel has the capabilities they need to sustain their defense systems and protect their citizens and from rocket attacks," Ryder said.
