EMPORIA — Law enforcement authorities are investigating the death of an inmate in Lyon County early Friday.

Just after midnight, Lyon County Detention Center staff was conducting routine bed checks on the inmates, according to&nbsp;Deputy Sgt. Danny Broyles.

Staff found&nbsp; 72-year-old Harold V. Gillen, slouched over sitting on the bottom bunk of his cell. Mr Gillen did not respond to a detention officer and he was not breathing.

Detention staff immediately began life saving measures, CPR, and requested Lyon County EMS to respond. 

Lyon County EMS arrived to provide care but at 2:22 a.m. Gillen&nbsp; was pronounced deceased, according to Broyles.

Gillen had been in the Lyon County Jail since March 27 and was awaiting pretrial hearing for Aggravated Assault with a deadly weapon.&nbsp;&nbsp;

The Kansas Bureau of Investigation is leading the investigation.

WASHINGTON (AP) — President Donald Trump said Friday that he has deemed churches and other houses of worship “essential” and called on governors across the country to allow them to reopen this weekend despite the threat of spreading the coronavirus.

“Today I’m identifying houses of worship — churches, synagogues and mosques — as essential places that provide essential services,” Trump said during a hastily arranged press conference at the White House, where he didn’t take questions. He said if governors don’t abide by his request, he will “override” them, though it’s unclear what authority he has to do so.

The Centers for Disease Control and Prevention had prepared a draft of reopening guidelines for churches and other houses of worship weeks ago that included measures like maintaining distance between parishioners and limiting the size of gatherings.

But that guidance had been delayed for more than a month by the administration until&nbsp;<a href="https://apnews.com/92a389588798ef5fec4a722d6d073955">Trump abruptly changed course</a>&nbsp;Thursday.

“I said, ‘You better put it out.’ And they’re doing it,” Trump said Thursday at a Ford Motor Co. plant repurposed to make ventilators in Michigan. “And they’re going to be issuing something today or tomorrow on churches. We’ve got to get our churches open.”

Trump on Friday stressed the importance of churches in many communities and took issue with some of the businesses that had been allowed to reopen.

“Some governors have deemed liquor stores and abortion clinics as essential” but not churches, he said. “It’s not right. So I’m correcting this injustice and calling houses of worship essential.”

“These are places that hold our society together and keep our people united. The people are demanding to go to church and synagogue, go to their mosque,” he said.

MISSION, Kan. (AP) — Kansas took a major step toward reopening Friday amid the coronavirus pandemic as unemployment numbers soared and a nursing home outbreak grew.

The seasonally adjusted unemployment rate hit 11.2% in April, an increase from a historical low of 2.8% in March, according to preliminary estimates from the Kansas Department of Labor. The&nbsp;<a href="https://apnews.com/900aa1955a82b7bbe2e028a8bc1a4be7">U.S.</a>&nbsp;unemployment rate is at 14.7%.

Seasonally adjusted job estimates indicate total Kansas nonfarm jobs decreased by 130,400 from March. Private sector jobs, a subset of total nonfarm jobs, decreased by 121,600 from the previous month, while government decreased by 8,800 jobs.

Emilie Doerksen, a labor economist for the state, said in a written statement that the estimates “reflect the impact of efforts to contain the coronavirus pandemic” and that “the leisure and hospitality sector saw a particularly sharp decline, accounting for 50,200 out of the total decrease since March.”

As Memorial Day weekend approached, the maximum size of mass gatherings increased from 10 to 15 people. State-owned casinos also were allowed to reopen, along with theaters, museums, bowling alleys and other indoor leisure places. But bars, nightclubs and swimming pools must stay closed for now.

Kansas Department of Health and Environment Secretary Lee Norman said Friday that it was crucial to “exercise caution and remain vigilant,” noting that “just because we are going into a new phase of reopening, the virus hasn’t gone away.”

The number of cases in the state rose by 419 cases Friday to 8,958, with 46% of the new cases in three southwest Kansas counties with meatpacking plants — Ford, Finney and Seward counties. Combined they have 3,740 cases, up 194 from Wednesday, the last day the state reported data. State health officials also reported 185 deaths, with seven deaths tied to outbreaks in the packing plants.

Unemployment numbers up as Kansas takes major reopening step

KANSAS CITY (AP) — A Kansas City woman died a day after being shot and hospitalized in critical condition, police said.

Sarah Lowrey, 42, was found early Tuesday morning with a gunshot wound inside a car parked outside of a home in the city’s Oak Park Northwest neighborhood, police said. Officers had been called to the area around 1:45 a.m. Tuesday for reports of a shooting.

Lowrey died Wednesday at a hospital where she was being treated, police said in a news release. A police spokesman, Sgt. Jacob Becchina, said police have a person of interest in the shooting, but no arrests had been reported by Friday morning.

MANHATTAN — A 13-minute video produced by the&nbsp;<a href="https://coe.k-state.edu/">Kansas State University College of Education</a>&nbsp;chronicles one rural Kansas school district's transition to remote teaching because of COVID-19.

"Wamego's Response" was posted on the&nbsp;<a href="https://www.facebook.com/K-State-College-of-Education-132487063465931/">college's Facebook page</a>&nbsp;and reached nearly 30,000 people in its first 24 hours. It opened with national news stories about school closures then segued to the Wamego Public Schools. Debbie Mercer, dean of the K-State College of Education, said it was imperative to capture this historic event for the public and future teachers alike."If ever there was a teachable moment about the true heart and soul of schools, this was it," Mercer said. "There is so much that happens inside a school that people never see, and this film pulls back that veil and reveals just how much work, preparation, planning, worry and heart it requires to educate and care for students."

Randy Watson, Kansas commissioner of education, said the film also offered a chance to celebrate educators."What a wonderful video, tribute and storytelling of what we have just been through over the last 60 days," Watson said.

Tim Winter, Wamego Public Schools superintendent, explains in the opening the district serves 1,600 students from Wamego and the neighboring communities of Louisville and Belvue."Our teachers and staff, administration… it's really quite amazing how they came together and in one week's time, we went from being a traditional school to being completely online," Winter said. "Our teachers are working very hard to meet their students' needs, maintain relationships and make sure they are healthy, happy and doing well as best we can under these trying circumstances."

Heather Petermann, special education teacher at Wamego High School, recalls the moment she learned Kansas school buildings were closing."I was in the family room doing a workout when my phone went off and I got a text saying school was going to be canceled for the rest of the year, Petermann said. "I just crumbled up and started crying because teaching the kids that I do, school is everything for my students. I saw their faces come before me, and just knowing that for my kids that are low functioning that have so many severe needs, they don't have friends reaching out, they don't have Snapchat, and I just remember seeing the word lonely come before me."

Rusty Earl, video producer for the K-State College of Education whose kids attend schools in Wamego, was motivated to make the film once he saw how the teachers and district addressed the crisis."Part of our inspiration for filming was watching the way my kids' teachers reached out the first week they started back remotely," Earl said. "There was so much care and concern for them. They were calling, emailing and even driving by the house to wave at the kids. We wanted to capture that as best we could. Our family is so grateful for our teachers during these troubling times, and we hope this story serves as a token of appreciation for good teachers everywhere."

KDHE: Latest coronavirus numbers in Kansas

SEDGWICK COUNTY —Law enforcement authorities are investigating a fatal shooting and have made an arrest.

Just before 3p.m. Wednesday, police responded to a shooting call at an apartment complex in the 1100 block of South Webb Road in Wichita, according to officer Charley Davidson.&nbsp; 

Upon arrival, police located 17-year-old Marcus Sain in a parking lot with critical injuries.&nbsp; He was transported to an area hospital for medical treatment and died, according to Davidson.

Several minutes later, officers responded to an area hospital regarding an 18-year-old male walk-in shooting victim with a gunshot wound to his body.&nbsp; He was treated for a non-life-threatening injury and released.

The investigation revealed&nbsp;22-year-old Malcolm Ganther, a second suspect, Sain, and an 18-year-old male had arranged to meet in the apartment complex parking lot regarding a drug transaction. 

A suspect arrived at the apartment complex parking lot driving a newer-model white mustang, and Ganther arrived at the same time driving a grey Buick.&nbsp; Sain and the 18-year-old walked up and got into the Buick, occupied by Ganther.&nbsp;&nbsp;&nbsp;

During the transaction inside the Buick, a disturbance ensued, and the suspect seated in the Mustang exited the car and fired multiple shots at Sain and the 18-year-old, striking them and causing their injuries.&nbsp; Ganther then fled in the Buick, and the second suspect fled in the Mustang.

Through the community’s help and the investigation, Ganther was identified and arrested at his home on Thursday in the 300 block of North Edgemoor in Wichita. Investigators also have located the Buick vehicle involved.&nbsp;

Police are still working to identify and locate the suspect that arrived in the white Mustang, according to Davidson.

She imposed a statewide stay-at-home order from March 30 until May 4 and plans to lift restrictions on businesses in phases through June 23.

Lawmakers had convened Thursday for one last day in session this year after a coronavirus-mandated break that started March 20, and they extended their last day into Friday morning to get all of their work done. Democrats noted repeatedly that Republicans were passing their bill after President Donald Trump said publicly that Kelly and Arkansas’ Republican governor have “done a fabulous job” in handling the pandemic in their states.

“When you elect someone to be your general in the fight, you fire them in the middle of the fight and replace them with a committee,” said Rep. John Carmichael, a Wichita Democrat. “That’s not the way you win a war.”

The Republican plan would require Kelly to get permission from legislative leaders to keep businesses closed for more than 15 days or to exercise other broad powers granted to governors during emergencies after May 31. Counties that could document a case for lesser restrictions could impose them.

Kelly would not be allowed to order the confiscation of guns or to block their sale — steps she has never contemplated.

Also, legislative leaders also would have the final say over how the state spends $1.25 billion in federal coronavirus relief funds.

The votes for the bill were&nbsp;<a href="http://www.kslegislature.org/li/b2019_20/measures/vote_view/je_20200522063415_870034/" target="_blank">27-11</a>&nbsp;in the Senate and 76-34 in the House and sent the measure to Kelly. Legislators adjourned their session immediately following the House vote, nearly 24 hours after they had convened.

Senate President Susan Wagle, a Wichita Republican, U.S. Senate candidate and vocal Kelly critic, argued that “financial security is just as important in our culture as health security.”

“We are here to protect Kansans’ health and to protect their pocketbooks,” Wagle said, urging colleagues to support the bill.

Kelly has said she’s open to protecting doctors, clinics and hospitals from lawsuits over decisions to delay non-coronavirus care during the pandemic. But shielding businesses from lawsuits&nbsp;<a href="https://apnews.com/ff56b245f4a2c25fa2b04c0644cbef80">is a priority</a>&nbsp;of Republicans and business groups nationally, with Congress and other states considering it.

“There may be good defenses, but with a class-action lawsuit, the goal is not to get all the way to trial with a jury and a judge. It’s to get past the early phases of the litigation and put the pressure on the defendant to settle,” said Harold Kim, president of the Institute for Legal Reform, an arm of the U.S. Chamber of Commerce. “The immediate concern is the uncertainty. How do you remove this cloud of liability as businesses are trying to reopen?”

But the Working Kansas Alliance, a coalition of union groups, argued the bill could grant “total immunity” and labeled it “dangerous.”

Carmichael noted that some but not all businesses, including manufacturers of personal protective equipment and nursing homes, would be protected from lawsuits for negligence over coronavirus infections. Carmichael said a “negligent Chinese manufacturer” might have more protection than a Main Street business.

Because legislators adjourned for the year, they cannot override a Kelly veto. But Republicans hoped passing a bill would box Kelly in because her existing state of emergency, allowing her to tap broad powers for a response, remains in effect only through Memorial Day.

The bill would extend the state of emergency through May 31, then require Kelly to get legislative leaders’ permission to extend it.

If the state of emergency ends, some 30 orders that Kelly issued would expire. They include orders for a phased reopening of the state’s economy, as well as others banning evictions for people who can’t pay their rent during the pandemic and prohibiting utilities from cutting off services for customers who fall behind on their bills.

But recent increases in cases have been driven largely by outbreaks in meatpacking plants, a state prison in Lansing and in the Kansas City area. Twenty-one of the state’s 105 counties reported no cases as of Wednesday, and 48 had seen no new cases within the previous two weeks.

Republicans said businesses and medical providers still could be sued over negligence or misconduct. But the Working Kansas Alliance, a coalition of union groups, argued the bill could grant “total immunity” and labeled it “dangerous.”

Rep. Jim Ward, a Wichita Democrat and attorney, said considering protections from lawsuits normally would require months of work.

“These were significant pieces of legislation that were thrown together haphazardly and thrown together in a quilt,” Ward said.

Kan. lawmakers vote to curb governor's power, bar COVID-19 suits

WESTWOOD, Kan. (AP) — Authorities say two of three people in a car that crashed into a suburban Kansas City, Kansas, home were taken to a hospital with injuries. 

The crash happened before dawn Friday morning in Westwood, sparking a fire that damaged the home. Firefighters and medics were sent to the home to put out the fire and attend to those injured. 

Police say the incident began when an officer tried to pull over the car, and the car's driver lost control and hit the house. Police say all three people who were in the vehicle were arrested. No one inside the home at the time of the crash was injured.

Gov. orders flags to be flown at half-staff in honor of virus victims 

WASHINGTON (AP) — As Americans confront a crisis unlike any in modern times, the world’s greatest deliberative body is doing almost anything but deliberate the coronavirus.

It's as though the challenge has split the U.S. Senate into two.

On one side is a Senate clamoring for a quick response to the virus outbreak at its door. On the other is the wait-and-see Senate hitting pause on swift action and carrying on with non-pandemic business.

“Every aspect of American society has been changed by this crisis — except, perhaps, the Republican Senate,” said Senate Democratic leader Chuck Schumer in the chamber Wednesday.

The split screen at the Capitol provides a study in contrasts and priorities, one that reflects the partisan differences between Republicans and Democrats, and is defining both ahead of the 2020 election.

As the House works remotely, the lights-on Senate has the legislative stage to itself. But despite a virus death toll nearing 100,000 and more than 30 million unemployed, the slow-moving Senate is proving even a pandemic won't quicken its pace. Senators are prepared to leave town for a weeklong Memorial Day break without having acted on any new relief.

At least one Republican, Sen. Cory Gardner of Colorado, vowed to try to prevent the Senate from recessing Thursday unless it votes on more aid to states and cities facing layoffs.

"Now is not the time for the Senate to go home,” tweeted Gardner, who is among the most politically endangered GOP senators running for reelection in the fall. He told reporters at the Capitol that he had called President Donald Trump at the White House with his concerns.

Senate Majority Leader Mitch McConnell defends the output, arguing that his side of the Capitol led passage of an earlier major aid package that cost $2 trillion. Better to assess how that money is being spent, he said, before approving more. He rejects the new $3 trillion package approved by the Democratic-led House last week as a “liberal wish list.”

McConnell portrayed the Capitol, where senators in masks are showing up most days while the House works from home, as its own “tale of two chambers."

"Over here in the United States Senate, the lights are on, the doors are open, and we are working for the American people,” said McConnell, R-Ky. "And across the rotunda, in the House? Crickets.”

Yet it's the split on display throughout the Senate's side of the Capitol complex — in the Senate chamber, its committee rooms, even its private caucus meetings.

President Donald Trump and McConnell huddled Thursday at the White House to consider next steps in coronavirus aid.

The floor action this week revolved around votes on Trump's nominees for judicial and executive branch positions. On Thursday, the Judiciary Committee is set to consider issuing a subpoena in the investigation into Trump’s former national security adviser Michael Flynn.

“This pandemic is the biggest crisis our country has faced since this committee was created," said Sen. Kamala Harris, D-Calif., a former presidential hopeful, addressing the panel's chairman, Sen. Ron Johnson, R-Wis. “You made the decision to force a vote on a purely political matter that will do absolutely nothing for those at risk of contracting COVID-19.”

Ahead of the meeting, Johnson released a long list of coronavirus-related actions his committee had taken since the start of the year.

Even behind closed doors, the differences can be seen and heard.

Trump arrived on Capitol Hill for an impromptu visit to the Senate Republican lunch Tuesday that quickly turned to politics. The president touted his own poll numbers and implored his allies to “be tough” as they fight for their jobs this fall. Democrats are seeking to gain the majority and flip control.

In contrast, Democratic senators, who no longer meet for lunch but convene by conference call, heard Wednesday from economist Mark Zandi, who warned them of the risks of inaction.

Zandi said “Job No. 1” for Congress was sending money “quickly” to state and local governments, according to a Democrat who wasn't authorized to publicly discuss the private call and spoke on condition of anonymity.

The economist told them state and local governments are “really teetering on financial edge,” the Democrat said. Without aid, hundreds of thousands of more jobs could be lost, he said.

Republicans are hopeful that as states reopen, the economy will improve, lessening the need for more federal funds.

But polling shows Americans are concerned about a second wave of the virus as shops and workplaces reopen. An AP-NORC poll found 83% of Americans are at least somewhat concerned that lifting restrictions in their area will lead to additional infections, with 54% saying they are very or extremely concerned.

U.S. Senators going home, decline to debate more virus aid

KANSAS CITY (AP) — Police say a shooting at a home in eastern Kansas City that injured a young boy involved another child pulling the trigger.

The shooting happened just before 6 p.m. Wednesday inside the home, injuring a 3-year-old, police said in a news release. The boy was taken to an area hospital and was later listed in stable condition.

A police spokeswoman, Officer Doaa El-Ashkar, said detectives investigating what led to the shooting have determined that another child under the age of 10 in the home accidentally shot the boy. No charges in the case have been announced. Police had earlier said that one or two adults were inside the home. at the time of the shooting.

YPSILANTI TOWNSHIP, Mich. (AP) — Pandemic politics shadowed President Donald Trump’s trip to Michigan on Thursday as he highlighted lifesaving medical devices, with the president and officials from the electoral battleground state clashing over federal aid, mail-in ballots and face masks.

Trump visited Ypsilanti, outside Detroit, to tour a Ford Motor Co. factory that had been repurposed to manufacture ventilators, the medical breathing machines governors begged for during the height of the COVID-19 pandemic.

But his visit came amid a long-running feud with the state’s Democratic governor and a day after the president threatened to withhold federal funds over the state’s expanded vote-by-mail effort. And, again, the president did not publicly wear a face covering despite a warning from the state’s top law enforcement officer that a refusal to do so might lead to a ban on his return.

All of the Ford executives giving Trump the tour were wearings masks, the president standing alone without one. At one point, he did take a White House-branded mask from his pocket and tell reporters he had worn it elsewhere on the tour, out of public view.

“I did not want to give the press the pleasure of seeing it,” Trump said.

For a moment, he also teasingly held up a clear shield in front of his face. A statement from Ford said that Bill Ford, the company’s executive chairman, “encouraged President Trump to wear a mask when he arrived” and said the president wore it during “a private viewing of three Ford GTs from over the years” before removing it.

The United Auto Workers union noted in a statement that “some in his entourage’” declined face masks and said “it is vitally important that our members continue to follow the protocols that have been put in place to safeguard them, their families and their communities.”

The UAW also noted Trump’s statement that he had just been tested for the virus and said it wanted to make sure he understood the wider “need for an economical instant test that can be administered daily to further protect our members -- and all Americans.”

Michigan Gov. Gretchen Whitmer said Trump’s decision “wasn’t surprising but it was disappointing.” Speaking to MSNBC, she added that anyone with a public platform “has a responsiblity to make sure that they model precisely what we’re asking everyone else to do.”

Michigan Attorney General Dana Nessel said mask wearing isn’t just Ford’s policy — it’s also the law in a state that’s among those hardest hit by the virus. Nessel said that if Trump refused to wear a mask Thursday “he’s going to be asked not to return to any enclosed facilities inside our state” and “we’re going to have to take action” against any company that allows it in the future.

Trump has refused to wear a face mask in public, telling aides he believes it makes him look weak, though it is a practice that federal health authorities say all Americans should adopt to help slow the spread of the virus.

At least two people who work in the White House and had been physically close to Trump recently tested positive for the virus.

The Republican president and Whitmer have clashed during the coronavirus outbreak over her criticism of the federal response to the state’s needs for medical equipment, like ventilators, and personal protective gear, such as gloves, masks and gowns. Trump on Thursday criticized Democratic governors, suggesting they were proceeding too slowly in reopening their states’ economies.

“You have a lot of, unfortunately, in this case Democrat governors (who) think it’s good politics to keep it closed,” Trump said. “I think they’re being forced to open, frankly, the people want to get out. You’ll break the country if you don’t.”

The day before, Trump threatened to withhold federal funds from Michigan after its secretary of state mailed absentee ballot applications to millions of voters. Trump first tweeted — falsely — that the Democratic state official had mailed absentee ballots to Michigan voters. He later sent a corrected tweet specifying that applications to request absentee ballots had been mailed and seemed to back off his funding threat.

Trump narrowly won Michigan in 2016. He insists mail-in voting is ripe for fraud, although there is scant evidence of wrongdoing.

“We don’t want them to do mail in ballots because it’s going to lead to total election fraud,” Trump said Thursday. But then he allowed for some exceptions, including for himself.

“Now, if somebody has to mail it in because they’re sick, or by the way because they live in the White House and they have to vote in Florida and they won’t be in Florida. But there’s a reason for it, that’s OK.”

Trying to signal to the nation that life is returning to normal, the president has begun traveling again, with all of his initial trips to states that will be hotly contested in this November’s election. Campaign advisers have grown increasingly worried about Michigan, believing that the president’s attacks on Whitmer have not worked and that the toll the virus has taken in the Detroit area, particularly among African Americans, will prove costly politically.

Trump, at a roundtable with African American supporters in front of a sign with his slogan for reopening the economy, “Transition to Greatness,” noted low minority unemployment numbers before the pandemic and also pointed to his administration’s work on criminal justice reform.

The president’s advisers have become convinced that of the three Rust Belt states that Trump took from Democrats in 2016, Michigan would be much more difficult to win again than Pennsylvania and, especially, Wisconsin.

In the early days of the crisis, Whitmer and other governors and medical workers clamored for ventilators, fearing a shortage of the machines would prove deadly as the virus made breathing difficult for the scores of afflicted patients who were being brought to hospitals.

But the U.S. now has a surplus of the breathing machines, leading Trump to begin describing the nation as the “king of ventilators.”

Pandemic politics: Maskless Trump tours Ford plant

SEDGWICK COUNTY —Law enforcement authorities are investigating a shooting that sent a man to the hospital.

Just after noon on Wednesday, police responded to a disturbance with shots fired and a dog being shot at a home in the 2800 block of E. Mossman in Wichita, according to officer Charley Davidson.

Upon arrival, officers heard shots being fired and observed a man running and getting into a silver Jeep and leaving.&nbsp; Officers stopped the vehicle in the area of 800 N. Green and located a 31-year-old man who had a gunshot wound to his rear end.&nbsp; He was taken to the hospital for treatment of a non-life threatening injury.

The investigation revealed, a 59-year-old man lives with the 31-year-old man at a home in the 800 block of North Green, according to Davidson.

The 59-year-old saw the 31-year-old’s pit-bull escape out of the yard.&nbsp; He followed the dog to a home in the 2800 block of East Mossman, where the dog attacked a Rottweiler puppy.&nbsp;

At the home on Mossman, a 42-year-old woman resident fired a handgun at the pit-bull attacking her dog and struck it, causing minor injuries to the dog.&nbsp;

 The 59-year-old returned to the home on North Green with the dog and relayed what occurred to the 31-year-old.&nbsp;

The 31-year-old drove to the Mossman home in a tan Ford Escape.&nbsp; After he arrived, a disturbance ensued, his Ford Escape was rammed, and shots were fired by the 42–year-old female that struck the man.&nbsp; 

The male who was shot then left with his friends and roommates in the silver Jeep, who had followed him to the home.

Investigators are working to determine all the circumstances of what occurred.&nbsp; Davidson did not report the name of the victim or any possible arrests.

HUTCHINSON, Kan. (AP) — Reno County District Attorney Keith Schroeder said Thursday he will not file criminal charges against people who violate executive orders issued by the governor related to the coronavirus pandemic.

Schroeder attributed his decision to guidance from Kansas Attorney General Derek Schmidt, The Wichita Eagle&nbsp;<a href="https://www.kansas.com/news/politics-government/article242903531.html" target="_blank">reported</a>.

A legal opinion issued Wednesday by the state attorney general calls the legality of the disaster declaration granting her broad emergency powers “doubtful,” suggesting the governor cannot issue “rolling proclamations” of emergency for the same event.

Schroeder, who was among several officials who had asked the attorney general for his opinion on the matter, said in a news release that he will not prosecute any cases based on executive orders issued after May 1.

Gov. Laura Kelly has apparently failed to comply with a legal requirement for distributing proclamations, meaning all of her executive orders related to the COVID-19 pandemic “cannot be legally enforced in a criminal courtroom,” Schroeder said.

WASHINGTON —Kansas Governor Laura Kelly has released a photo of her White House meeting with President Trump.

According to the governor, "During my meeting with the President, we discussed Kansas’ reopening plan, and ways to ensure the safety of America’s food supply chain while also keeping those workers safe and healthy. I appreciate what the President's team has done for us throughout the pandemic

Please note that I took vigilant safety precautions throughout my White House visit. I was tested for COVID-19 upon arrival, socially distanced during the meeting, and otherwise wore a mask."

The governor canceled her Thursday news conference. She is expected to reveal more about the meeting with the President during her Friday afternoon news conference.&nbsp;

 Upon arrival, officers located a 17-year-old victim in a parking lot with critical injuries.&nbsp; He was transported to an area hospital for medical treatment, and he remains in critical condition.

The investigation revealed two unknown suspects and the two victims had made an arrangement to meet in the apartment complex parking lot.&nbsp;

 </figure>SEDGWICK COUNTY —Law enforcement authorities&nbsp; investigating a shooting that injured two teens.Just before 3 p.m. on Wednesday, police responded to a shooting call at an apartment complex in the 1100 block of South Webb Road in Wichita, according to officer Charley Davidson. Upon arrival, officers located a 17-year-old victim in a parking lot with critical injuries.&nbsp; He was transported to an area hospital for medical treatment, and he remains in critical condition.Several minutes later, officers responded to an area hospital regarding an 18-year-old walk-in shooting victim with a gunshot wound to his body.&nbsp; He was treated for a non-life-threatening injury and released.<figure>

 </figure>The investigation revealed two unknown suspects and the two victims had made an arrangement to meet in the apartment complex parking lot.&nbsp; Investigators are working to learn the circumstances of the meeting.&nbsp; An unknown suspect arrived at the apartment complex parking lot driving a newer-model white mustang, and the second unknown suspect arrived at the same time driving a grey Buick.&nbsp; The two victims walked up to the Buick and got into the vehicle, occupied by one suspect.&nbsp;&nbsp;&nbsp;During the meeting inside the Buick, a disturbance ensued, and the suspect seated in the Mustang exited the car and fired multiple shots at the victims, striking them and causing their injuries.&nbsp; Both suspects then fled in the vehicles they were driving when they arrived, according to Davidson.

BELLE PLAINE, Kan. (AP) — University of Kansas Chancellor Douglas Girod says the university faces a shortfall amounting to more than a quarter of its general operating budget after the coronavirus pandemic forced it to close its campuses.

(AP) — University of Kansas Chancellor Douglas Girod says the university faces a shortfall amounting to more than a quarter of its general operating budget after the coronavirus pandemic forced it to close its campuses. The $120 million shortfall stems from losses in research dollars, event fees and student housing and dining revenue. Girod said “all options must be on the table.” Those include sweeping vacant position budgets, using reserve funds and keeping in place a hiring freeze. He also hinted furloughs and layoffs are likely after the new fiscal year begins July 1.
