TOPEKA, Kan. (AP) — An ex-soldier described by prosecutors as a Satanist and linked to a neo-Nazi group was sentenced Wednesday to 2 1/2 years in federal prison for distributing information through social media about building a bomb and making napalm.

A federal judge rejected a request from Jarrett William Smith's attorney for a lenient sentence of 15 months in prison followed by three years of supervised probation. Federal law called for a sentence of up to 20 years in prison and a fine of up to $250,000, but sentencing guidelines said the presumed punishment for a first-time offender like Smith was from 2 1/2 years to about three years and one month in prison.

Smith's attorney said in asking U.S. District Judge Daniel Crabtree to impose the lighter sentence that because of a cleft lip and palate, he had endured a lifetime of victimization, isolation and trauma, which led him to become involved with online extremist groups. The Anti-Defamation League has said Smith was associated with the neo-Nazi Feuerkrieg Division, which it says advocates for a race war and promotes some of the most extreme views of the white supremacist movement.

Smith was a private first class stationed at Fort Riley when he was arrested last year.

Prosecutors argued that Smith, 24, admitted to providing information about making explosives to an FBI undercover agent in September 2019 and that FBI bomb technicians determined that his recipes were viable. He pleaded guilty in February to two felony charges of distributing explosives information and admitted during a hearing that he intended for it to be used.

Assistant U.S. Attorney Anthony Mattivi said during a September 2019 court hearing that Smith planned to overthrow the government, with attacking a news organization as a first step. The affidavit said that Smith told another FBI agent before his arrest that his goal was to create “chaos.”

Mattivi said in September that Smith told the agent he distributed explosives information “for the glory of his Satanist religion,” though he provided few other details, other than saying that Smith liked “black metal” music designed to attract people to Satan.

Federal investigators have said Smith had encrypted communications with a&nbsp;<a href="https://www.usnews.com/news/best-states/missouri">Missouri</a>&nbsp;man who this year planned to bomb a&nbsp;<a href="https://www.usnews.com/news/best-states/kansas">Kansas</a>&nbsp;City-area hospital because he was distressed by the government’s response to the coronavirus pandemic. Federal court documents unsealed in April also said that Timothy Wilson, 36, of Raymore, Missouri, was motivated by racial, religious and anti-government animus. Wilson killed himself in March during a firefight with FBI agents as they served an arrest warrant, according to the FBI.

Also, a 24-year-old self-described white supremacist from Las Vegas came under investigation in April 2019 while communicating with Feuerkrieg Division members, according to court records there. Authorities have said Conor Climo told an FBI source last year about plans to firebomb a synagogue or attack a local ADL office. Climo is awaiting sentencing after pleading guilty in February to felony possession of an unregistered firearm.

Smith admitted in his plea agreement that he spoke to others about his desire to travel to Ukraine to fight with “a violent, far-right paramilitary group.”

Smith previously was stationed at Fort Bliss,&nbsp;<a href="https://www.usnews.com/news/best-states/texas">Texas</a>. He was discharged from the military after pleading guilty to the two charges.

His attorney, federal public defender Rich Federico, said in court filing seeking leniency that Smith endured a near-daily barrage of bullying as a child and had repeated, painful reconstructive surgeries.

In 2010, when he was a freshman, Smith learned he had been on a classmate’s “hit list” as the intended target of a school shooting and related plot to bomb his high school. The attempt was thwarted.

'Satanist' ex-Kan. soldier sentenced in bomb plot

KANSAS CITY —Attorney General William Barr stopped in Kansas City Wednesday to&nbsp;provide an update on one of the&nbsp;Department of Justice’s&nbsp;most significant law-enforcement operations:&nbsp;Operation Legend. 

The following is a transcript of Barr's comments.

​"We launched Operation Legend&nbsp;six&nbsp;weeks ago here in Kansas City.&nbsp; Three weeks&nbsp;ago&nbsp;we rolled it out in several additional cities, so now Operation Legend in underway in nine cities. &nbsp;

The operation is named for&nbsp;LeGend&nbsp;Taliferro,&nbsp;a four-year-old boy&nbsp;shot&nbsp;and killed while asleep in bed.&nbsp; For us,&nbsp;LeGend&nbsp;is a symbol of the many hundreds of innocent lives that have&nbsp;been taken in the recent upsurge of crime in many of our cities this summer. &nbsp;&nbsp;His life mattered. &nbsp;His name should be remembered. &nbsp;And his senseless death, like that of other innocent victims during&nbsp;the recent surge of violent crime, should be unacceptable to all Americans.&nbsp;

Through&nbsp;Operation&nbsp;Legend, the federal government has&nbsp;dispatched&nbsp;to the nine cities&nbsp;more than 1,000&nbsp;additional&nbsp;agents to&nbsp;work shoulder-to-shoulder with&nbsp;state and local law enforcement.&nbsp; Here in Kansas City, for example, we have deployed more than 185 additional agents from the FBI, DEA, ATF, and U.S. Marshals.&nbsp;

​We saw one result of those efforts last week, when Kansas City police arrested the suspected murderer of&nbsp;LeGend&nbsp;Taliferro. &nbsp;The&nbsp;arrest&nbsp;was the product of&nbsp;hard work by the Kansas City Police Department, supported by critical assistance&nbsp;from the&nbsp;FBI&nbsp;and U.S. Marshals.&nbsp; This arrest will not bring&nbsp;LeGend&nbsp;back, but it again makes his case&nbsp;an example of&nbsp;how we can come together to&nbsp;take violent criminals&nbsp;off the street and&nbsp;make&nbsp;our communities&nbsp;more safe.

Legend’s mother, Charron, is here today.&nbsp; When I met her in Washington, I promised her that Legend’s death would not be in vain.&nbsp; He will inspire us to greater efforts to make Kansas City safe.&nbsp;

​I am also here today with the&nbsp;U.S.&nbsp;Attorney in Kansas City, Tim Garrison, and U.S. Attorneys&nbsp;from&nbsp;many of the other Operation Legend cities – Chicago, St. Louis,&nbsp;Detroit, Cleveland, Memphis, Milwaukee, Indianapolis,&nbsp;and Albuquerque. &nbsp;They are deeply committed to this operation, and we have some encouraging, early results to share.

​To start, I want to provide&nbsp;a bit of context. &nbsp;The&nbsp;most basic duty of government is to protect the safety of our citizens.&nbsp; In&nbsp;1991 - 1992, violent crime was at its peak.&nbsp; Crime rates had tripled over the previous decades.&nbsp;

​At that time, the federal government dramatically increased its focus on combating violent crime. &nbsp;We launched a series of initiatives focused on drug organizations, gangs, and gun offenders.&nbsp;&nbsp;We also expanded our close collaboration and joint operations with our state and local partners.&nbsp;&nbsp;Over the next 25 years, violent crime was cut in half.

​During the last two years of the Obama Administration,&nbsp;however, violent crime&nbsp;started increasing again.&nbsp;&nbsp;But this Administration&nbsp;has&nbsp;reversed that trend.&nbsp;&nbsp;Once again, working with our state and local partners, we pushed crime rates down in 2017,&nbsp;2018, and 2019.

​Unfortunately,&nbsp;we have&nbsp;recently&nbsp;seen violent crime spike in many&nbsp;major cities, especially homicides and non-fatal shootings.&nbsp; There are&nbsp;likely a number of reasons for this increase, including&nbsp;pent-up aggression prompted by state and local quarantine orders, and efforts to demonize&nbsp;police&nbsp;and&nbsp;defund&nbsp;their work.

​Operation Legend is&nbsp;the heart of the federal government’s response to this&nbsp;uptick&nbsp;in violent crime. &nbsp;Its mission is to save lives, solve crimes, and take violent offenders off our streets before they can claim more victims. &nbsp;Rather than demonizing or defunding police, we are supporting&nbsp;and strengthening our law enforcement partners at the state and local level.&nbsp;

​So far, the federal-state task forces involved in Operation Legend have made almost 1500 arrests. &nbsp;Many of those&nbsp;arrests&nbsp;are&nbsp;for violent&nbsp;state crimes, including more than 90 homicides, like&nbsp;LeGend&nbsp;Taliferro’s. &nbsp;That’s&nbsp;more than 90&nbsp;suspected killers who&nbsp;might still be on the streets without Operation Legend, and in many cities the operation is just getting started.

We make decisions whether those arrested are to be charged by the state or federally.&nbsp;

Of those arrested, we have charged more than 200 federal crimes. &nbsp;That includes more&nbsp;than 100&nbsp;charges&nbsp;for federal gun crimes, 21&nbsp;of which have come&nbsp;here&nbsp;in Kansas City. &nbsp;Bringing federal charges&nbsp;is significant, because defendants arrested for violent federal crimes can often be detained before trial – unlike state defendants who are too often released. &nbsp;And federal defendants will face serious sentences if convicted. &nbsp;Knowing that, many of them cooperate with the government and lead us to even more violent&nbsp;members of&nbsp;gangs or drug-trafficking networks. &nbsp;Criminals know&nbsp;that&nbsp;federal law enforcement means business, and we are putting them out of the business of&nbsp;violence in our cities.

​In another significant development,&nbsp;federal agents in&nbsp;Operation Legend&nbsp;have&nbsp;seized hundreds of&nbsp;firearms from criminals – including 78 here in Kansas City –&nbsp;ensuring&nbsp;that those weapons&nbsp;cannot&nbsp;use them to harm innocent people. &nbsp;Relatedly,&nbsp;we are&nbsp;using&nbsp;sophisticated&nbsp;federal ballistics investigation&nbsp;technology to purse&nbsp;more than 500 leads to solve further gun crimes&nbsp;and take even more dangerous criminals off the streets.

​Our work is just getting started. &nbsp;There is no more important mission for the Department of Justice than keeping our communities safe and enforcing the rule of law. &nbsp;Through Operation Legend, we will continue working with our state and local partners to do just that."

AG Barr in KC: Over 1,000 arrests through Operation Legend

PICHER, Okla. (AP) — Investigators began searching on Tuesday at a site in the former northeastern Oklahoma town of Picher for the remains of two teenage girls who disappeared in 1999.

Searchers began excavating a vacant lot for the remains of Lauria Bible and Ashley Freeman, who were both 16 and haven’t been seen since Dec. 30. 1999, after Freeman’s parents were found murdered in their burned mobile home in Welch, about 15 miles&nbsp; away.

The location in what is today a ghost town was provided by Ronnie Busick, 69, Wichita, who pleaded guilty in July to accessory to murder charges in the case as part of a deal that requires him to provide information leading to the recovery of the remains of girls.

I believe he’s trying, to what degree I don’t know,” said Ottawa County district attorney investigator Gary Stansill regarding Busick’s cooperation.

“We brought him out here to verify the location and ... it doesn’t look anything like it did in 1999,” Stansill said.

The bodies of Freeman’s parents, Danny and Kathy Freeman, were found in the burned rubble of their mobile home about 70 miles northeast of Tulsa and the two girls were missing.

Bible was spending the night with Ashley Freeman and the two girls have&nbsp;<a href="https://apnews.com/4b4ba6575e33f67906a01bddd82ec150">never been found</a>&nbsp;despite numerous searches.

After Kan. man's plea, search continues for girls missing since '99 

SEDGWICK COUNTY— Law enforcement authorities are investigating a fatal shooting and have made an arrest.

At approximately 7:30 a.m. Monday, police responded to a shooting call in the 600 block of South Armour Drive in Wichita, according to Officer Kevin Wheeler. Upon arrival, officers located 27-year-old Miguel Tapia outside of a Nissan Pathfinder with gunshot wounds. Tapia was transported to a local hospital where he later died from his injuries.

The investigation has revealed that Tapia was driving the Pathfinder with a suspect later identified as 25-year-old Donovan Harrington  and a 19-year-old and 20-year-old females as passengers. 

An argument ensued between Harrington and Tapia, and Harrington shot him. Harrington and the passengers ran from the vehicle and flagged down an unknowing driver to get a ride.

Harrington was arrested Tuesday during a vehicle stop in the 600 block of South Woodlawn, according to Wheeler.

This incident was not random, and it remains under investigation. The case will be presented to the Sedgwick County District Attorney’s Office.

Harrington has previously been convicted on of theft, criminal threat, aggravated robbery, Flee or elude law enforcement with five or more moving violations and is currently on parole through the Kansas Department of Corrections. 

SEDGWICK COUNTY— Law enforcement authorities are investigating a fatal shooting and have identified the victim of as 27-year-old Miguel Tapia of Wichita, according to officer Kevin Wheeler.

Just after 7:30 a.m. Monday, police responded to a shooting call in the 600 block of South Armour Drive in Wichita. Upon arrival, officers located Tapia outside of a gray Nissan Pathfinder with gunshot wounds. Tapia was transported to a local hospital where he later died from his injuries.

The investigation has revealed that Tapia was inside the Pathfinder when a disturbance broke out, and he was shot.

This incident was not random, and it remains under investigation, according to Wheeler

Harrington and the passengers ran from the vehicle and flagged down an unknowing driver to get a ride.Harrington was arrested Tuesday during a vehicle stop in the 600 block of South Woodlawn, according to Wheeler.This incident was not random, and it remains under investigation. MANHATTAN–&nbsp;The Manhattan Fire Department has been notified that a firefighter has tested positive for COVID-19.&nbsp; The firefighter started showing symptoms while off duty after a known exposure outside of work and is currently isolating at home, according to a media release from Manhattan Fire Dept. “We continue to do everything we can to try and protect our personnel from this disease in order to allow them to continue to provide critical services for our citizens,” said Manhattan Fire Chief Scott French.&nbsp; The Manhattan Fire Department immediately started an investigation to determine if there was contact with other emergency personnel and the public in the course of their duties. &nbsp;No contact with either occurred while on duty.&nbsp; The Riley County Health Department is also conducting contact tracing to determine other contacts with the public and notify those individuals. &nbsp;For privacy purposes, we will not be releasing any identifying information about the firefighter. Manhattan firefighter tests positive for COVID-19

WEST MEMPHIS, Ark. (AP) — A woman’s body was discovered inside a vehicle belonging to a Kansas woman reported missing earlier this month but no foul play is suspected, authorities in Arkansas announced Tuesday.

The Crittenden County Sheriff’s Office said the body has not yet been positively identified but authorities believe it is Marilane Carter of Overland Park, Kansas, who has been missing since Aug. 3.

The body was in found in the driver’s seat of Carter’s vehicle, which was found inside a large shipping container on private property in West Memphis, Arkansas, just across the Mississippi River from Memphis, Tennessee.

“I believe that anything that happened, happened by her own doing,” Crittenden County Chief Investigator Todd Grooms said at a news conference Tuesday.

Grooms said it appears the vehicle was driven into the container on the property and Carter’s purse and credit cards were found inside it.

Carter was last seen by her family on Aug. 1 driving a gray SUV. She was headed to Alabama to visit family and seek mental health treatment.

Police: Missing Kan. woman's SUV found with body inside

SHAWNEE COUNTY —Law enforcement authorities are investigating a suspect following a chase and manhunt.

Just before 9:30 a.m. Tuesday, a sheriff’s deputy attempted to stop a 2010 Toyota Camry for following too close and reckless driving near Interstate 70 and SW Valencia Road, according to Deputy Shayna Anderson.&nbsp;

 The driver later identified as Kaleb&nbsp;Gilliatte, 22, Topeka, failed to stop and a pursuit was initiated. 

The Toyora continued eastbound on I-70 then exited at southbound SW Auburn Road. The Toyota crashed in the 1600 block of SW Auburn Road and then Gilliatte fled on foot.

A perimeter was set up and a search was started using K9 officers and the Kansas Highway Patrol helicopter. Shortly after 11 a.m. the driver was located in a heavily wooded area and placed into custody. After receiving medical attention he was transported to the Shawnee County Sheriff’s Office for questioning.

Gilliatte was later booked into the Shawnee County Department of Corrections on reqested charges of flee and elude, possession of marijuana with the intent to distribute, possession of drug paraphernalia, reckless driving and following too close, according to Anderson.

Kan. man captured after I-70 chase, crash and manhunt

SALINE —Law enforcement authorities are investigating a reported drive-by shooting in Salina early Wednesday and looking for a&nbsp;person of interest.

Just after midnight Wednesday, a 2010 Pontiac G6 with four occupants ranging in age from 17 to 22 in it was stopped at the intersection of West Beloit Avenue and South Ninth Street in Salina when a blue Honda Accord and a tan Chevy Trailblazer drove in front of the Pontiac to block it from leaving the intersection, according to Salina Police Captain Paul Forrester.

The 18-year-old female driver was able to maneuver the Pontiac around the two vehicles and then drove north on South Ninth Street.

As the Pontiac was traveling north, the occupants heard a gunshot, according to Forrester.

A 17-year-old boy in the car reported that he heard heard a subject from one of the other vehicles tell them to get out of the car and then saw him shoot at the Pontiac, according to Forrester.

The Pontiac had a single bullet hole in the rear driver side quarter panel. Officers also located a shell casing at the intersection of West Beloit Avenue and South Ninth Street.

The incident is not believed to be a random act, according to Forrester.

WASHINGTON —Federal officials say an outbreak of salmonella&nbsp; linked to red onions continues to grow and has now infected nearly 900 people with 116 hospitalizations, according to the Food and Drug Administration.

A California company has been identified as the likely source. The Food and Drug Administration says Thomson International Inc. of Bakersfield, California, notified the agency in early August that was recalling all varieties of onions that could have come in contact with potentially contaminated red onions, because of the risk of cross-contamination.&nbsp;

Companies have issued public notifications of onions linked to the Thomson&nbsp;International, Inc. recall that were sold at retail locations. Some of the public notifications include:

Walmart - <a href="https://corporate.walmart.com/recalls">Walmart Recall Webpage</a> listing all recalls, look for products recalled by Thomson International and/or products(s) containing onion recalls.

Kroger - <a href="https://www.kroger.com/i/recall-alerts">Kroger Recall Webpage</a> listing all recalls, look for products&nbsp;recalled by Thomson International and/or products(s) containing onion recalls.

FDA recommends that anyone who received or suspects having received recalled onions, or products containing recalled onions, use extra vigilance in cleaning and sanitizing any surfaces and containers that may have come in contact with recalled products to reduce the risk of cross-contamination. This includes cutting boards, slicers, countertops, refrigerators, and storage bins.

Consumers who have symptoms of Salmonella infection should contact their health care provider. Most people with salmonellosis develop diarrhea, fever, and abdominal cramps. More severe cases of salmonellosis may include a high fever, aches, headaches, lethargy, a rash, blood in the urine or stool, and in some cases may become fatal.

Salmonella outbreak linked to onions continues to grow

WASHINGTON (AP) — Senate Republican leaders are preparing a slimmed-down coronavirus relief package of roughly $500 billion that will include extended payments for unemployed people and smaller businesses, a GOP senator said Tuesday.

The measure will also include $10 billion for&nbsp;<a href="https://apnews.com/26926bf85cae5175fbd920efb534ef84">the embattled Postal Service,</a>&nbsp;said one top GOP aide. The agency has become the focus of a campaign-season battle over whether it will have enough resources to handle an expected flood of mail-in ballots for this November’s presidential and congressional elections.

The fight between President Donald Trump and congressional Democrats over weathering the pandemic has become a critical battle that’s highlighted Trump’s troubled handling of an outbreak that has killed over 170,000 Americans, cost tens of millions of jobs and shuttered businesses in virtually every community.

It’s also focused recently on newly imposed cuts in Postal Service operations that critics say are aimed at curtailing the agency’s ability to deliver mail-in votes in time for them to be counted this November. That has coincided with Trump’s repeated insistence, without foundation, that expected record levels of mail-in votes by people eager to avoid polling places will lead to widespread fraud in the elections.

Under intense public and political pressure, Postmaster General Louis DeJoy said Tuesday that he would withhold some of the operational changes he has begun to impose, like the removal of mailboxes, until after the elections.

Negotiations over a far larger coronavirus relief bill are expected to resume after Labor Day between the White House and top congressional Democrats.

“I’m hoping that we actually can get back together, and in spite of the proximity to the election, put it aside and reach an agreement sometime soon,” Senate Majority Leader Mitch McConnell, R-Ky., said Tuesday in Manchester, Kentucky.

With Democrats demanding that bargainers piece together a wide-ranging measure, the trimmer package emerging from McConnell and other top Republicans seems to be an effort to show voters what the GOP would favor enacting quickly. With the party’s presidential convention next week, the measure could give Republican senators facing difficult reelection races this fall an opportunity to vote for a relief measure with popular provisions, even though it would probably be blocked by Democrats demanding a more generous bill.

The GOP package was also taking shape as House Speaker Nancy Pelosi, D-Calif., has summoned the House to return to Washington for an unusual Saturday vote to provide $25 billion for the Postal Service and to block changes in the way it operates. In a letter to fellow Democrats, she said she’d continue seeking a broader economic relief bill “as the coronavirus crisis continues to spiral further out of control.”

Sen. Roy Blunt, R-Mo., a member of the Senate Republican leadership, said the emerging legislation will provide $300 weekly in extra federal payments for unemployed people above the state payments that beneficiaries receive. He said he believes the extra payments would run through 2020.

A massive relief bill approved earlier this year provided $600 extra per week, but those payments expired at the end of July. Democrats want to continue the added $600 in payments, but Trump and congressional Republicans have pushed for less.

Blunt said the trimmed-down measure would also have money for schools to cope with the coronavirus pandemic and for businesses struggling to stay open and retain employees during the staggering recession.

A second GOP Senate aide said the new proposal includes $105 billion for education.

That aide said the plan also has $16 billion for virus testing and $29 billion for developing vaccines, manufacturing treatment and other initiatives aimed at conquering a virus that has killed more than 170,000 Americans and infected more than 5 million this year.

The bill does not include a renewal of the one-time direct payments of up to $1,200 for taxpayers and dependents that were part of early legislation aimed at providing relief to people as the economy slowed to a near halt. In Kentucky, McConnell said he’d favor continuing the aid to lower-income people “who have been hit the hardest by the pandemic.”

The Democratic-led House approved a $3 trillion relief plan in May, while Senate Republicans offered a $1 trillion package. In negotiations between Democrats and the White House that dissolved in bitterness earlier this month, Democrats dropped their proposal to $2 trillion and asked Republicans to meet them at that halfway point, but that has not happened.

The two GOP aides spoke on condition of anonymity because they were not authorized to discuss the legislation publicly.

Senate Republicans preparing $500B virus relief proposal

LEXINGTON, Neb. (AP) - A Nebraska resident physician accused of fatally shooting her husband in front of their two children pleaded not guilty Monday.

Kathleen Jourdan, 31, maintains that she acted in self defense when she shot her husband, 35-year-old Joshua Jourdan while stopped along Interstate 80 near Cozad on June 17. She is charged with second-degree murder.

Investigators have said the couple got into an argument while driving back from Scottsbluff, where the family was in the process of moving. During the argument, Joshua pulled over and called a friend in Georgia to mediate. Kathleen said Joshua gave her a "look" during the call while raising his arm. Kathleen told police she feared for herself and children when she pulled a handgun from the center console and fired two shots into her husband's chest.

The couple's two sons, who were in the backseat, weren't hurt.

Jourdan has been placed on administrative leave from the University of Nebraska Medical Center's Family Medicine Residency Program. She graduated from St. George's University School of Medicine, which is in Grenada, in late 2018.

TOPEKA&nbsp;–&nbsp;Governor Laura Kelly Monday encouraged Kansas businesses&nbsp;to participate in the application process for more than $130 million in grants to support businesses affected by the pandemic and enable companies to expand broadband access in the state.

&nbsp;The portal to apply&nbsp; opens at noon Wednesday, August 19 on the<a href="https://www.kansascommerce.gov/"> Kansas Department of Commerce (KDC) website.</a>

The application portal for the SPARK economic development and connectivity grant programs will appear <a href="https://www.kansascommerce.gov/">online here.</a>

“This is an opportunity to revitalize our economy and for businesses to receive some necessary relief,”&nbsp;said Kelly.&nbsp;“I strongly encourage business owners to apply first thing Wednesday if they are eligible.”

In addition to providing financial relief, grants will be available to businesses whose products and services will be needed in greater volume to help combat the virus and its effects. Funding is also being made available to expand broadband access both through infrastructure improvements and by partnerships with internet service providers to serve low-income households. These grants are funded through the Coronavirus Relief Fund of the federal CARES Act.&nbsp;

This pandemic has affected each sector differently, with industries having distinct needs. Therefore, applications for grants are being made available in the following categories:

Kansas businesses with fewer than 500 employees are eligible to apply for Small Business Working Capital grants. Funds can be used to pay working capital expenses such as payroll, rent, mortgage insurance, utilities, inventory, and more. Grants will be awarded on a rolling basis until funds are depleted.&nbsp;

The Securing Local Food Systems grant program was created to support Kansas meat processing facilities, food processors, grocers, and food banks to address food for human consumption supply chain disruptions as a result of the COVID-19 public health emergency.&nbsp;

The PPE Procurement grant program will award businesses funds for the purchase of personal protective equipment (PPE), implementation of workplace redesigns, additional signage, new technology solutions for distance working, and other items to comply with COVID-19 public health guidelines on safely returning employees to work.

PPE Manufacturing grants will provide funding to manufacturers to reimburse certain costs to manufacture critically needed PPE. The grant funding will assist entities with creating new businesses while contributing to the fight against the current COVID-19 public health emergency.

Kansas has a strong pipeline of bioscience-related companies developing SARS-CoV-2 diagnostic, therapeutic and medical countermeasures. This grant program will accelerate commercialization and go-to-market strategies, allowing these Kansas companies to quickly deploy novel technology by optimizing value and reducing risk through informed decision making.&nbsp;&nbsp;

The Connectivity Emergency Response Grant (CERG) was created to address the increased need for connectivity in Kansas in response to the COVID-19 pandemic. Proposed projects should improve connectivity to unserved and underserved areas of Kansas to address the needs of telework, telehealth, distance learning, and other remote business services.

The Broadband Partnership Adoption Grant will provide support for low-income households by partnering with ISPs to leverage their existing adoption infrastructure and assure connectivity to as many Kansans as possible.&nbsp;

This Domestic Supply Chain Fortification grant will help offset the business disruptions to Kansas companies’ supply chains caused by COVID-19 and assist with relocating jobs to Kansas from outside of the US. Where appropriate, this grant program would be offered in addition to existing incentive programs (PEAK, KIT, HPIP, etc.) to improve the state’s competitiveness.

To mitigate the job losses in Kansas as a result of COVID-19, the Kansas Department of Commerce is seeking a rapid response training program that will provide training, certificate testing, and job placement assistance in the areas of IT, cybersecurity, and IT project management.&nbsp;

This program will support the needs of the advanced manufacturing industry in Kansas. The program will focus on reskilling/upskilling individuals affected by COVID-19 to meet economic sector needs in high-demand, high-wage occupations.

COVID relief grant applications for Kan. businesses open Wednesday 

SHAWNEE COUNTY —Law enforcement authorities are investigating a suspect following an alleged domestic incident at a fast food restaurant.

Just before 4p.m. Monday, police responded to Arbys, 5930 SW Huntoon Street in Topeka. on a report of a domestic disturbance involving an armed suspect, according to police spokesperson Gretchen Spiker.

 When officers arrived on scene, the suspect later identified as 25-year-old Jalen Malik Gerald-Donaldson of Topeka fled in a vehicle. 

He&nbsp; later crashed the vehicle into another vehicle in the area of SW 6th Avenue and SW Fairlawn Road.&nbsp;

Officers from TPD and a Trooper from the Kansas Highway Patrol were able to locate the Gerald-Donaldson on foot nearby the crash scene. They also retrieved a gun from the scene.

Officers arrested Gerald-Donaldson and booked him into the Shawnee County Department of Corrections on requested charges of Aggravated Assault, Interference with LEO, Domestic Battery, Criminal Trespass and other&nbsp;traffic charges resulting from the crash, according to Spiker.

<a href="https://apnews.com/3ba1e5ffbbe6ef247ea9285c6d532736">Instead of a Milwaukee convention hall</a>&nbsp;as initially planned, the roll call of convention delegates played out in a combination of live and recorded video feeds from American landmarks packed with meaning: Alabama’s Edmund Pettus Bridge, the headwaters of the Mississippi River, a Puerto Rican community still recovering from a hurricane and Washington’s Black Lives Matter Plaza.

Biden celebrated his new status as the Democratic nominee alongside his wife and grandchildren in a Delaware school library. His wife of more than 40 years,&nbsp;<a href="https://apnews.com/b7592f19299a15f526a8a15c3e367991">Jill Biden</a>, later spoke of her husband in deeply personal terms, reintroducing the lifelong politician as a man of deep empathy, faith and resilience to American voters less than three months before&nbsp;<a href="https://apnews.com/Election2020">votes are counted</a>.

“There are times when I couldn’t imagine how he did it — how he put one foot in front of the other and kept going,” she said. “But I’ve always understood why he did it. He does it for you.”

The convention’s most highly anticipated moments will unfold on the next two nights. Kamala Harris will accept&nbsp;<a href="https://apnews.com/5ac8fff8bbe1c70479604e3ff62ecb10">her nomination as Biden’s running mate</a>&nbsp;on Wednesday, the first Black woman to join a major party ticket. Former President Barack Obama will also speak as part of his stepped-up efforts to defeat his successor.

Biden will deliver his acceptance speech Thursday night in a mostly empty convention hall near his Delaware home.

Biden used the second night of the four-day convention to feature a mix of party elders, Republican as well as Democratic, to make the case that he has the experience and energy to repair chaos that Trump has created at home and abroad.

Former President Bill Clinton and former Secretary of State John Kerry — and former Republican Secretary of State Colin Powell — were among the heavy hitters on a schedule that emphasized a simple theme: Leadership matters. Former President Jimmy Carter, now 95 years old, also made a brief appearance.

Some of them delivered attacks against Trump that were unusually personal, all in an effort to establish Biden as the competent, moral counter to the Republican president.

“Donald Trump inherited a growing economy and a more peaceful world,” Kerry said. “And like everything else he inherited, he bankrupted it. When this president goes oversees it isn’t a goodwill mission. It’s a blooper reel.”

Clinton said Trump’s Oval Office is a place of chaos, not a command center.

“If you want a president who defines the job as spending hours a day watching TV and zapping people on social media, he’s your man,” Clinton said.

For his part, Trump spent Tuesday courting battleground voters in an effort to distract from Biden’s convention.&nbsp;<a href="https://apnews.com/0bc7c76b965205e136e05277911bb2a2">Appearing in Arizona near the Mexican border</a>&nbsp;during the day, the Republican president claimed a Biden presidency would trigger “a flood of illegal immigration like the world has never seen.”

Such divisive rhetoric, which is not supported by Biden’s positions, has become a hallmark of Trump’s presidency, which has inflamed tensions at home and alienated allies around the world.

Biden has the support of a sprawling political coalition, as demonstrated again during Tuesday’s convention, although neither history nor enthusiasm is on his side.

Just one incumbent president has been defeated since 1992, George H.W. Bush. And Biden’s supporters consistently report that they’re motivated more by opposition to Trump than excitement about Biden.

A collection of younger Democrats, including former Georgia lawmaker Stacey Abrams and New York Rep. Alexandria Ocasio-Cortez, were given a few minutes to shine. But overall, there was little room on Tuesday’s program for the younger stars of the party’s far-left wing.

“In a democracy, we do not elect saviors. We cast our ballots for those who see our struggles and pledge to serve,” said Abrams, 46, who emerged as a national player during her unsuccessful bid for governor in 2018 and was among those considered to be Biden’s running mate.

For a second night, the Democrats featured Republicans.

Powell, who served as secretary of state under George W. Bush and appeared at multiple Republican conventions in years past, endorsed the Democratic candidate. He joined the wife of the late Arizona Sen. John McCain, Cindy McCain, who stopped short of a formal endorsement but spoke in&nbsp;<a href="https://apnews.com/2ab413939e3747215da2c34dcbd323cf">a video of the mutual respect and friendship her husband and Biden shared</a>.

While there have been individual members of the opposing party featured at presidential conventions before, a half-dozen Republicans, including a former two-term governor of Ohio, have now spoken for Democrat Biden.

The Democrats’ party elders played a prominent role throughout the night.

Clinton, who turns 74 on Tuesday, hasn’t held office in two decades. Kerry, 76, was the Democratic presidential nominee back in 2004 when the youngest voters this fall were still in diapers. And Carter left office in 1981.

Biden’s team did not give the night’s coveted keynote address to a single fresh face, preferring instead to pack the slot with more than a dozen Democrats in their 20s, 30s and 40s. The younger leaders included Abrams, Rep. Conor Lamb, D-Pa., and the president of the Navajo Nation, Jonathan Nez.

It remains to be seen whether the unconventional convention will give Biden the momentum he’s looking for.

Preliminary estimates show that&nbsp;<a href="https://apnews.com/e9f0a6f8412643ec205d53becf29a035">television viewership</a>&nbsp;for the first night of the virtual convention was down compared with the opening of Hillary Clinton’s onsite nominating party four years ago.

An estimated 18.7 million people watched coverage between 10 and 11 p.m. on ABC, CBS, NBC, CNN, Fox News Channel and MSNBC, the Nielsen company said. Four years ago, the opening night drew just under 26 million viewers.

Biden’s campaign said an additional 10.2 million streamed the convention online Monday night.

“We are producing a digital convention, and people are watching,” Biden spokesman T.J. Ducklo tweeted.

Democrats nominate Biden for epic challenge to oust Trump

KANSAS CITY&nbsp; (AP) — Prosecutors have charged a man with murder and other counts in the July death of a woman he’s accused of beating and pistol whipping before chasing her down and shooting her to death.

Michael Skinner, 22, Grandview, has been charged with first-degree murder and armed criminal action in the July 24 killing of 21-year-old Chieyenne Wallis outside the Cloverleaf Apartments.

Witnesses told detectives that Skinner and Wallis had been arguing when Skinner pulled different handguns and asked Wallis which one she wanted him to kill her with. Witnesses said he punched and pistol-whipped Wallis inside an apartment unit and, at one point, stomped on her head. She later ran out of the apartment, police said, and Skinner chased her and shot her several times.

Minutes later, Skinner left the apartment with two other men, police said, but before he got in the car, he walked up to Wallis — who was injured and face down on the ground — and shot her again at close range.

Skinner is being held on $500,000 cash bond.

SHAWNEE COUNTY— Law enforcement authorities are investigating alleged child abuse involving an 18-month-old child and have a suspect in custody.

The incident occurred Monday at a residence in the 5700 Block of North Topeka Boulevard in Topeka, according to Shawnee County Sheriff's Sgt. Todd Stallbaumer.&nbsp;

The child’s injuries included a skull fracture, rib fracture, internal lacerations and internal bleeding.

Detectives arrested Robert H. Mann III, 47, of Topeka. He was booked into the Shawnee County Department of Corrections on requested charges of Endangering a Child and Child Abuse.&nbsp;

The child was treated at a local hospital and then transferred to Children's Mercy, according to Deputy Abigail Christian. The child is now safe and in the custody of the Kansas Department of Children and Families.&nbsp; Authorities did not report the relationship between Mann and the child.
