TOPEKA –&nbsp;Governor Laura Kelly announced Tuesday her administration’s grant application for FEMA’s Lost Wages Assistance program (LWA) received federal approval and an award of $63 million to assist Kansans who have lost their jobs due to the COVID-19 pandemic.

“I appreciate the Federal Emergency Management Agency for its quick response to my administration’s application, and for making these funds available to those who need them throughout our state and nation,”&nbsp;Governor Laura Kelly said.&nbsp;“We will work to distribute these dollars as quickly and efficiently as possible to keep Kansas families in their homes and food on their tables.&nbsp; However, it is still critically important for Congress to create a coherent strategy and act on a long-term solution for those who have found themselves unable to work due to the pandemic’s impact on our economy.”

“The LWA program’s $63 million will deliver much needed benefits to Kansans who are out of work,”&nbsp;Acting Secretary of Labor Ryan Wright said.&nbsp;“However, this program is not a permanent solution, and during these difficult times we implore Congress to come together and act to fund permanent unemployment solutions for all individuals and families in need across the country.”

The program is limited in scope and, due to federal restrictions, will only be available to those who are receiving at least $100 in unemployment benefits. The implementation of the LWA program will take several weeks to execute, and the Kansas Department of Labor (KDOL) estimates that claimants will begin receiving benefits no sooner than late September.&nbsp;

Unlike the $600 a week Pandemic Unemployment Assistance (PUA) program that expired in July, a claimant must self-certify her or his unemployment or partial unemployment is due to disruptions caused by COVID-19. For those who are eligible, payments will be retroactive to the week ending Aug. 1, and will remain in effect until FEMA terminates the program.

On Aug. 8, President Donald Trump issued an executive memorandum authorizing the Federal Emergency Management Agency (FEMA) to expend up to $44 billion from its Disaster Relief Fund to provide lost wage assistance to Americans receiving unemployment benefits.

Governor Kelly proposed the $400 option for LWA as a way to get additional money into the hands of unemployed Kansans. On Sept. 2, the SPARK Taskforce agreed to the proposal and to spending $63 million in CARES Act funds to assist Kansans. On Sept. 3, legislative leaders on the State Finance Council (SFC) rejected the proposal. In response, Kelly ordered KDOL to apply for the $300 option. The reduced amount will not require SPARK or SFC approval to implement.

Kansas to receive $63 million in FEMA unemployment funds

Examination ‘incomplete,’ but exposes transparency shortcomings

TOPEKA — School districts,
 cities and counties in Kansas each invested about $250,000 last year in
 public tax dollars for deployment of registered lobbyists to influence 
the state’s political process.

Sixty-three of the state’s
 550 registered lobbyists reported receiving public funding from state 
agencies, local governments or associations tied to government 
activities. This cadre of lobbyists disclosed this universe of clients 
bankrolled by taxpayers paid them nearly $1.3 million in tax dollars 
during 2019.

The Legislature’s division
 of post audit says the assessment of lobbying with publicly funding was
 “incomplete” due to limitations of state lobbying law and of 
requirements to disclose information.

Only registered lobbyists 
are compelled to report receipt of public funds, which means people 
performing federal lobbying weren’t included in auditors’ calculations. 
State employees, judicial staff and advisory council members are exempt 
from registering as lobbyists, even if they are responsible for 
promoting or opposing legislative action as a part of their job.

“A fiscal officer for a 
state agency advocating for their budget at a legislative hearing is 
lobbying, but does not have to register as a lobbyist,” said Megan 
Flanders, a senior auditor with Legislative Post Audit. “If a state 
agency hired an outside contractor to lobby for the agency budget at a 
legislative hearing, that person would need to register.”

In addition, the audit 
says “no one has a full picture” of lobbying in Kansas because required 
reporting doesn’t include spending by state and local governments making
 use of private funds or donations.

Kansas lobbyists also 
self-report amounts of public funding they are paid, the audit said. The
 analysis said 110 of about 1,500 reports required of these Kansas 
lobbyists weren’t filed by the time auditors poured through documents 
earlier this year.

“There is no penalty in statute for not filing public funds reports, which makes it difficult to enforce,” Flanders said.

The auditing division also
 examined the amount of tax dollars spent by state and local governments
 on fees and dues to professional associations and how much recipients 
of those payments devoted to lobbying activities.

Although only 936 of 3,800
 state and local government entities responded to the auditors’ request 
for information, the survey found $11 million was spent on fees and dues
 during the 2019 fiscal year. About $5 million of that total went to 
associations that lobby to some extent at the state or federal level, 
auditors concluded.

Sen. Dennis Pyle, the 
Hiawatha Republican who requested the audit of tax-funded lobbying, said
 the 25% response rate was disappointing. He also recognized there is no
 state law requiring agencies, organizations or businesses to respond 
when contacted by Legislative Post Audit.

“How are we to have confidence in the report?” Pyle said. “There is a question mark.”

In all, 20 associations disclosed receiving more than $100,000 in membership fees and dues during the year assessed.

The auditors said Kansas 
Association of School Boards, which has a regular lobbying presence at 
the Capitol, was paid $1.39 million during the 2019 fiscal year by 
school districts.

Other top recipients of 
fees that perform lobbying included League of Kansas Municipalities, 
$656,000; Unified School Administrators of Kansas, $210,000; Education 
Advisory Board: Education Technology Services, $204,000; Schools for 
Fair Funding, $201,000; and Kansas Municipal Utilities, $201,000.

Kan. audit peels away thin layers of publicly financed lobbying

NEW YORK (AP) — The former American League President Gene Budig has died. His death <a href="https://www.milb.com/charleston/news/dr-budig-story">was announced Tuesday</a> by the commissioner’s office and the Charleston RiverDogs, a minor league team he co-owned. No cause was given.

Budig brought an academic pedigree to the job of AL president, and he was the last one to hold the post.&nbsp; He was on the job from 1994 until 2000 when owners abolished the position of league presidents. 

Budig was the chancellor at the University <a href="https://kuhistory.ku.edu/articles/budig-bat">Kansas (1980-94) </a>and president at West Virginia (77-81) and Illinois State(73-77.)

He also was a newspaper reporter, governor’s assistant, major general in the Nebraska Air National Guard and a teacher at Princeton. Gene Budig was 81 years old.

Former KU chancellor who ran American League dies at 81

SEDGWICK COUNTY—Law enforcement authorities are investigating a suspect for alleged domestic violence.

Just after 8 a.m. Monday, a 38-year-old woman contacted officers at the Patrol West Police station in Wichita. She had visible injuries and reported a domestic violence situation involving 39-year-old Christopher Tucker, according to officer Charley Davidson.

Investigators learned&nbsp; the woman arrived home from work at approximately 5:15 p.m. on Sunday. Tucker was hiding in her garage, got into her vehicle, strangled her, and forced her to drive to a location in northeast Wichita.&nbsp;

Tucker then forced her back to her residence, where he refused to let her leave and then forced her to drive to a residence in the 600 block of South Elizabeth in Wichita where he bound her and still refused to let her leave.&nbsp; 

On Monday morning, Tucker cut her loose, and she was able to escape and run from the home.

The investigation also revealed the woman had been awarded custody of their 10-year-old son.&nbsp; Police also learned Tucker was hiding the boy's location.

 Through diligent investigation, officers located the boy along with Tucker at a residence in the 1700 block of West University.&nbsp; Officers arrested Tucker without incident. He is being held&nbsp;on requested charges of attempted murder, three counts of aggravated kidnapping, aggravated assault, aggravated domestic battery, threats, aggravated burglary, violation of a protection from abuse order, aggravated interference with parental custody, and outstanding warrants, according to Davidson.

The boy was placed into the custody of his mother.

The case will be presented to the Sedgwick County District Attorney’s Office.&nbsp;

Kan. man jailed for alleged violent attack, hiding 10-year-old son

MONTGOMERY COUNTY —One person died in an accident just 9:30p.m. Monday in Montgomery County.

A 1983 ASVE 3-wheeled trike driven by Franklin Bliss, 83, of Independence, Kansas failed to stop for an unknown reason at the gate of the Elk City lake entrance which was closed and locked entering the overlook, according to Sheriff Ron Wade.

The vehicle entered the treeline and came to rest on the northwest side of the roadway.&nbsp; Bliss suffered fatal injuries and was pronounced deceased at the scene, according to Wade.

Authorities released no additional details.

But as lawmakers straggle back to Washington for an abbreviated preelection session, hopes are dimming for another coronavirus relief bill — or much else.

Talks between top Democrats and the Trump administration broke off last month and remain off track, with the bipartisan unity that drove almost $3 trillion in COVID-19 rescue legislation into law this spring replaced by toxic partisanship and a return to Washington dysfunction.

Expectations in July and August that a fifth bipartisan pandemic response bill would eventually be birthed despite increased obstacles has been replaced by genuine pessimism. Recent COVID-related conversations among key players have led to nothing.

Democrats seem secure in their political position, with President Donald Trump and several Senate GOP incumbents lagging in the polls. Trump is seeking to sideline the pandemic as a campaign issue, and Republicans aren’t interested in a deal on Democratic terms — even as needs like school aid enjoy widespread support.

Poisonous relationships among key leaders like House Speaker Nancy Pelosi, D-Calif., and White House Chief of Staff Mark Meadows give little reason for confidence about overcoming obstacles on the cost, scope and details of a potential relief bill. Pelosi recently referred to Meadows as “whatever his name is,” while the Meadows-run White House during a press briefing ran a video loop of Pelosi’s controversial visit to a San Francisco hair salon.

Trump said Monday that Democrats “don’t want to make a deal because they think that if the country does as badly as possible ... that’s good for the Democrats.”

“I am taking the high road,” he told reporters at the White House. “I’m taking the high road by not seeing them.”

All of this imperils the chances for another round of $1,200 direct payments delivered under Trump’s name, the restoration of more generous unemployment benefits to those who’ve lost their jobs because of the pandemic, updates to a popular business subsidy program, and money to help schools reopen and states and local governments avoid layoffs.

“I personally would like to see one more rescue package, but I must tell you the environment in Washington right now is exceedingly partisan because of the proximity to the election,” said GOP Senate Majority Leader Mitch McConnell at an appearance in Kentucky last week. “We’ve been in discussion now for the last month or so with no results so far. So I can’t promise one final package.″

McConnell had been a force for a deal but does not appear eager to force a vote that exposes division in his ranks.

Many Senate Republicans are also wary or opposed outright to another major chunk of debt-financed virus relief, even as GOP senators imperiled in the election like Susan Collins of Maine and Cory Gardner of Colorado plead for more. Republicans are struggling to coalesce around a unified party position — and that’s before they engage with Democratic leaders, who are demanding far more.

The relationship between Pelosi and her preferred negotiating partner, Treasury Secretary Steven Mnuchin, is civil but isn’t generating much in the way of results, other than a promise to avoid a government shutdown at the end of the month by keeping a government-wide temporary spending bill free of controversy. That measure is likely to keep the government running into December. It’s likely to contain a bunch of lower-profile steps, such as an extension of the federal flood insurance program and a temporary reauthorization of spending from the highway trust fund.

The decision for a “clean,” controversy-free stopgap bill, known as a continuing resolution, means that both sides will forgo gamesmanship that uses the threat of a government shutdown to try to gain leverage. Trump forced a shutdown in 2018-2019 in a failed attempt to extract money for his U.S.-Mexico border wall, while Democrats lost a shutdown encounter in 2017 over legislation to help immigrants brought illegally to the country as children win permanent legal status.

“Now we can focus just on another relief bill, and we’re continuing to do that in good faith,” Vice President Mike Pence said Friday on CNBC.

But if talks continue to falter, there’s little to keep lawmakers in Washington long, particularly with the election fast approaching.

The Senate returns on Tuesday to resume its diet of judicial and administration nominations. The House doesn’t come back until Sept. 14 for a schedule laden with lower-profile measures such as clean energy legislation and a bill to decriminalize marijuana. Some Democrats are expected to continue to take advantage of remote voting and may not return to Washington at all.

KANSAS CITY (AP) — Police are investigating a Sunday night shooting that left several people injured at Swope Park in Kansas City.

All the injuries were described as non-life threatening and no arrests have been made.

Officers were dispatched about 8:30 p.m. to the park on a shooting call.

“While they were en route to the scene, five victims arrived at a nearby hospital,” Capt. David Jackson, a KC police spokesman, said. “Another victim drove home and called police from their residence.”

Huge football stadiums at places like Ohio State and the University of Texas sat empty. Many Labor Day parades marking the unofficial end of summer were called off, and masks were usually required at the few that went on.

In Kansas health officials reported on Monday four new coronavirus-related deaths and 1,694 new cases of COVID-19 in the state since Friday. That raises the death toll from the pandemic in Kansas to 485 deaths and 46,914 known cases.

The state also reported 181 clusters. Colleges account for 27 coronavirus outbreaks and 420 cases, but no deaths. Five school clusters account for 39 cases and no deaths, according to the health department.

Missouri health officials added another 906 COVID-19 cases to the state’s count on Monday as the number of people known to have contracted the virus reached at least 94,340.

“Please, please do not make the same mistakes we all made on Memorial Day weekend. Wear your masks, watch your distance and wash your hands,” urged Dr. Raul Pino, state health director in Orange County, Florida,&nbsp; which includes the Orlando area.

The U.S. had about 1.6 million confirmed&nbsp;<a href="https://apnews.com/UnderstandingtheOutbreak">COVID-19 cases&nbsp;</a>around Memorial Day, before backyard parties and other gatherings contributed to a summertime surge. It now has more than 6.2 million cases, according to the count kept by Johns Hopkins University. Deaths from the virus more than doubled over the summer to nearly 190,000.

In New Orleans, which had one of the largest outbreaks outside of New York City this spring, city officials reminded residents that COVID-19 doesn’t take a holiday after they received 36 calls about large gatherings and 46 calls about businesses not following safety rules on Friday and Saturday.

“This is not who we are, and this is not how we — as a community — get back to where we want to be,” the city said.

In South Carolina, which was a hot spot of contagion over the summer before cases started to decline in early August, 8,000 fans, including Gov. Henry McMaster, were allowed to attend the NASCAR race at the Darlington Raceway on Sunday. State officials approved a socially distant attendance plan at the track, which can hold 47,000 people.

It was the biggest gathering in the state since the outbreak started six months ago. Many rows and seats were kept empty to keep groups of fans apart, and people were asked to wear masks.

Debbie Katsanos drove down from New Hampshire with her husband, her father and a friend. It was their first trip out of state since COVID-19 started spreading. They had time off because the Labor Day weekend fair where they typically sell concessions canceled this year.

Katsanos said they wore masks at all times when they were away from their motor home, ate in a restaurant only once on the way down and tried to stay socially distant when visiting with other people at their campground.

“It’s probably our only chance to get somewhere before the summer ends, ” Katsanos said Monday as she sat in traffic on Interstate 95 in North Carolina on the long trip home. “I saw it as the turning of the corner. We survived this. Let’s live life a little.”

The Summer of COVID-19 ends with health officials worried

JACKSON COUNTY —Law enforcement authorities are investigating a Kansas man on multiple charges after a weekend traffic stop.

Just after 3a.m. Sunday, a sheriff's deputy&nbsp;stopped a vehicle near 150th and W. Road in eastern Jackson County for a traffic infraction, according to Sheriff Tim Morse.

 The investigation into the stop led to the arrest of the driver, Roberto Alejandro Reynosa-Silva, 27, of Topeka, on requested charges of possession of methamphetamine, of drug paraphernalia, possession of a stolen firearm and interference with law enforcement.

 A quantity of a substance believed to be methamphetamine and two guns were located in the vehicle, one of which had been reported stolen from Lawrence.

The student organization Jayhawker Liberation Front publicized the strike in tandem <a href="https://actionnetwork.org/petitions/close-down-kus-campus?source=direct_link&amp;">with a petition </a>calling for the closure of campus due to the virus spread. They also want free exit testing for all students, shelter for students in need and hazard pay for essential workers.

KU students skip classes to protest campus opening

TOPEKA–Law enforcement authorities are investigating a suspect on weapons charges after a joint investigation between the Topeka Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

As a result of the investigation, a search warrant was issued on a residence in the 400 block of SE Rodgers Street in Topeka, according to police spokesperson Gretchen Spiker.

At the residence, officers took Rodolfo V. Arzate, 42 of Topeka into custody. They also recovered 26 firearms.

Arzate was booked into the Shawnee County Department of Corrections on requested charges of&nbsp; 26 counts of Criminal Possession of a Firearm, Interference with LEO and Topeka Bench Warrants, according to Spiker.

Investigators examining Wichita's handling of records

TOPEKA, Kan. –&nbsp;The Kansas Bureau of Investigation (KBI) is investigating a homicide that occurred Sunday morning in the parking lot of a Topeka apartment complex.

In the early morning hours of Sunday, the Topeka Police Department (TPD) requested the KBI investigate in order to avoid any conflict of interest between TPD personnel and a party involved in the case. KBI agents and the Crime Scene Response Team responded to investigate.

Just after 3 a.m. Sunday, multiple subjects called 911 to report shots fired at the Prospect Hills Apartment complex. Officers responded to 710 SW Fairlawn Ave. When searching the area, they found a man suffering from gunshot wounds. EMS transported the man, who was later identified as 29-year-old Albert E. Meade, Jr., of the Topeka area, to Stormont Vail hospital. Meade was pronounced dead at the hospital at 3:42 a.m.

Preliminary information indicates that at around 3 a.m., a 19-year-old male from Topeka, and his 20-year-old female passenger, also from Topeka, pulled into the carport at the apartment complex. As they parked, Meade approached the car demanding that he be given a ride. The driver refused and a confrontation occurred where Meade threatened them with a firearm. The male driver then shot Meade with his firearm.

The male and female subjects were taken into custody at the scene. They were questioned and have been released. An autopsy is scheduled. The investigation is ongoing.

Police took several individuals into custody. The Kansas Bureau of Investigation will be investigating.

&nbsp;The number of confirmed coronavirus cases in Kansas increased by 1,694 to a total of 46,914 the state health department reported Monday afternoon.&nbsp;

Coronavirus deaths were reported at 485, an increase of 4.

The Governor reminded that beginning September 9, the state will release the names and locations of all active coronavirus outbreaks in Kansas. &nbsp;

“With our children returning to school, sports resuming, and college campuses reopening – we’re seeing the largest increase in outbreaks to date,”&nbsp;Governor Laura Kelly said.&nbsp;“By sharing where the outbreaks take place, Kansans will be better informed about the threat of COVID-19 in their schools and communities, and will be better prepared to contain and stop the spread of the virus.”

Active locations will be released when there are five or more confirmed cases associated to the location. For private businesses, the name of the business will only be released if there are 20 or more cases associated with the location. 100 months in prison for trafficking meth in Kansas

BRANSON, MO (AP) —A federal magistrate judge has recommended that criminal charges be dismissed against three men indicted over a duck boat sinking on a Missouri lake that killed 17 people two summers ago.

U.S. Magistrate Judge David P. Rush concluded Friday that charges should be dismissed because Table Rock Lake, where the boat sank in a storm, is not considered a navigable waterway under admiralty law.

A 47-count indictment unsealed in June 2019 accused Curtis Lanham, the general manager of the boat’s operator, Ride the Ducks Branson, and Charles Baltzell, the manager on duty that day, with a variety of neglect and misconduct charges. An earlier indictment charged the boat’s captain, Scott McKee, with failure to properly assess incoming weather before launching the boat and not telling passengers to use flotation devices as weather conditions worsened.

Tom Bath and Tricia Bath, the husband and wife lawyers who represented Lanham, said in an email that the boat’s sinking was “a terrible tragedy.”

But they said they believed it “was caused by a once in a lifetime storm and not as a result of actions or the failure to act on the part of Curtis or any other employees.”

 </figure>BRANSON, MO (AP) —A federal magistrate judge has recommended that criminal charges be dismissed against three men indicted over a duck boat sinking on a Missouri lake that killed 17 people two summers ago.U.S. Magistrate Judge David P. Rush concluded Friday that charges should be dismissed because Table Rock Lake, where the boat sank in a storm, is not considered a navigable waterway under admiralty law.A 47-count indictment unsealed in June 2019 accused Curtis Lanham, the general manager of the boat’s operator, Ride the Ducks Branson, and Charles Baltzell, the manager on duty that day, with a variety of neglect and misconduct charges. An earlier indictment charged the boat’s captain, Scott McKee, with failure to properly assess incoming weather before launching the boat and not telling passengers to use flotation devices as weather conditions worsened.Tom Bath and Tricia Bath, the husband and wife lawyers who represented Lanham, said in an email that the boat’s sinking was “a terrible tragedy.”But they said they believed it “was caused by a once in a lifetime storm and not as a result of actions or the failure to act on the part of Curtis or any other employees.”

FORD COUNTY —Two horses died in an accident early Monday in Ford County.

Just before 2a.m. Monday, crews were dispatched to an accident involving a car and horses on highway 50 just west of Dodge City, according to Ford County Fire and EMS.

&nbsp;First responders treated the occupants of the vehicle for very minor injuries.&nbsp; The car struck 3 horses. Two of the horses died and the third one was injured.&nbsp;

Authorities did not have details on treatment of the horse that survived.

KANSAS CITY (AP) — Kansas City police say two people have been hospitalized after being hit by an SUV while pushing their car to a gas station Sunday.

Police spokeswoman Doaa El-Ashkar said the driver of a Tahoe and a passenger were pushing the SUV after it ran out of gas, the Kansas City Star&nbsp;<a href="https://www.kansascity.com/article245531410.html">reported</a>.

While they were pushing, she said a silver Chevy Traverse SUV struck them. The driver of the Traverse then abandoned the vehicle in the road and fled.

The passenger of the out-of-gas Tahoe has been hospitalized with serious injuries. The driver was hospitalized with injuries that are not life-threatening.

CLOUD COUNTY—Law enforcement authorities are investigating a weekend fire in Concordia.

The Concordia Police Department in conjunction with the State Fire Marshalls Office asked citizens to stay away from the scene of the early Sunday fire at Thunderstrikez Bowling,  1909 Lincoln Street in Concordia, according to a social media report from police.&nbsp;

Just after 3a.m., crews responded to the bowling alley and found it totally engulfed in flames, according to a media release. The roof collapsed and the building is considered a total loss.

Police reported Sunday evening the scene was still dangerous and the investigation still active. "As the site is still an active crime scene, citizens found at the location could he cited for Criminal Trespassing."

Spending cuts to schools, childhood vaccinations and job-training programs. New taxes on millionaires, cigarettes and legalized marijuana. Borrowing, drawing from rainy day funds and reducing government workers’ pay.

These are some actions states are considering to shore up their finances amid a sharp drop in tax revenue caused by the economic fallout from the COVID-19 pandemic.

With Congress deadlocked for months on a new coronavirus relief package, many states haven’t had the luxury of waiting to see whether more money is on the way. Some that have delayed budget decisions are growing frustrated by the uncertainty.

As the U.S. Senate returns to session Tuesday, some governors and state lawmakers are again urging action on proposals that could provide hundreds of billions of additional dollars to states and local governments.

“There is a lot at stake in the next federal stimulus package and, if it’s done wrong, I think it could be catastrophic for California,” said Assemblyman Phil Ting, a Democrat from San Francisco and chairman of the Assembly Budget Committee.

The budget that Democratic Gov. Gavin Newsom signed in June includes $11.1 billion in automatic spending cuts and deferrals that will kick in Oct. 15, unless Congress sends the state $14 billion in additional aid. California’s public schools, colleges, universities and state workers’ salaries all stand to be hit.

In Michigan, schools are grappling with uncertainty as they begin classes because the state lacks a budget for the fiscal year that starts Oct. 1.

Ryan McLeod, superintendent of the Eastpointe school district near Detroit, said it is trying to reopen with in-person instruction, “but the costs are tremendous” to provide a safe environment for students.

“The only answer, really, is to have federal assistance,” McLeod said.

Congress approved $150 billion for states and local governments in March. That money was targeted to cover coronavirus-related costs, not to offset declining revenue resulting from the recession.

Some state officials, such as Republican Gov. Eric Holcomb of Indiana, are pushing for greater flexibility in spending the money they already received. Others, such as Republican Gov. Mike DeWine of Ohio, say more federal aid is needed, especially to help small businesses and emergency responders working for municipalities with strained budgets.

In mid-May, the Democratic-led U.S. House voted to provide nearly $1 trillion of additional aid to states and local governments as part of a broad relief bill. But the legislation has stalled amid disagreements among President Donald Trump’s administration, Republican Senate leaders and Democrats over the size, scope and necessity of another relief package. In general, Republicans want a smaller, less costly version.

The prospects for a pre-election COVID-19 relief measure appear to be dimming, with aid to states and local governments one of the key areas of conflict.

The bipartisan National Governors Association and Moody’s Analytics have cited a need for about $500 billion in additional aid to states and local governments to avoid major damage to the economy. At least three-quarters of states have lowered their 2021 revenue projections, according to the National Conference of State Legislatures.

While Congress has been at loggerheads, many states have pressed forward with budget cuts.

Wyoming Gov. Mark Gordon, a Republican, recently announced $250 million of “agonizing” cuts that he described as “just the tip of the iceberg” in addressing a $1 billion budget shortfall caused by the coronavirus and declining revenue from coal and other natural resources. The cuts will reduce funding for childhood vaccinations and eliminate a program to help adults learn new job skills, among other things.

“It is not likely that these trends are going to turn around rapidly or as significantly as we would like,” Gordon said.

In August, Rhode Island Management and Budget Director Jonathan Womer sent a memo to state agencies instructing them to plan for a 15% cut in the fiscal year that starts next July.

In some states, however, the financial outlook is not as dire as some had feared earlier this year.

Previous federal legislation pumped money into the economy through business subsidies, larger unemployment benefits and $1,200 direct payments to individuals. The resulting consumer spending led to a rebound in sales tax revenue in some states. Many states also delayed their individual income tax deadlines from April to July, which led to a larger than usual influx of summer revenue from taxpayers’ 2019 earnings.

In Vermont, where lawmakers are expected to work on a budget next week, a deficit that some had feared could reach $400 million now is pegged around $55 million. A predicted $518 million shortfall in Arizona for the current fiscal year has been revised to just $62 million.

Local governments in New Mexico said revenue has been propped up by surprisingly strong sales taxes. But “that sugar high from the federal stimulus will fall off, and our communities will be affected,” said A.J. Forte, executive director of the New Mexico Municipal League.

New Mexico Gov. Michelle Lujan Grisham, a Democrat, is urging the Legislature to legalize and tax recreational marijuana as a way to shore up state revenue. Democratic Pennsylvania Gov. Tom Wolf also wants the Legislature to legalize marijuana, with the tax revenue going toward grants for small businesses and criminal justice reforms.

State tax revenue often lags economic trends because individuals’ income losses aren’t reflected on tax returns until months later. As a result, experts warn that states might experience the lagging effects of the recession well into their 2021 and 2022 budget years.

“The worst is still yet to come,” said Brian Sigritz, director of state fiscal studies at the National Association of State Budget Officers.

The 2021 fiscal year began July 1 in most states. But seven states have yet to enact a full-year budget, in some cases because they have been waiting for congressional action on another relief bill.

One such state is New Jersey, which shifted the start of its budget year from July to October because of the coronavirus pandemic. Democratic Gov. Phil Murphy recently proposed a budget that would slash about $1 billion in spending, take on $4 billion in debt and raise taxes on millionaires, businesses, yachts, cigarettes and health insurance plans.

Murphy has said the initial federal aid didn’t provide enough “to deal with the variety of tsunamis that we’re facing.”

In New York, Democratic Gov. Andrew Cuomo’s administration estimates the state will receive about $8 billion less in tax revenue than once expected this fiscal year. Cuomo, who recently became chairman of the National Governors Association, wants Congress to provide an additional $30 billion to New York to plug budget holes that he warns will compound in coming years.
