JOHNSON CITY – Sunflower Electric Power Corp. and Lightsource BP have announced that the Johnson Corner Solar Project entered commercial operation on April 7. The $37 million project, which was financed and constructed by Lightsource BP, is located approximately 2 miles southwest of Johnson City in Stanton County.

 
Lightsource BP, a global leader in the development, financing and management of utility-scale solar energy projects, is the project owner and operator. All the energy from the project is being sold under a 25-year power purchase agreement (PPA) to Sunflower, a nonprofit electric utility providing wholesale generation and transmission services to six member-owners serving in central and western Kansas. The National Renewables Cooperative Organization (NRCO) played a key role in helping Sunflower develop this important project for the public power community.

The project delivers 20 megawatts (AC) of clean and affordable on-peak electricity – enough to power the peak demand of over 4,900 homes across Sunflower’s service territory and more than doubling the state’s utility-scale solar capacity, previously at 14.1 megawatts. In addition to providing low-cost, on-peak energy, the Johnson Corner Solar Project will reduce loading on a nearby transmission line that is approaching capacity. As a result, Sunflower’s members will save costs by deferring or ultimately canceling the requirement for expensive infrastructure upgrades.

The project created more than 200 jobs during peak construction, with the workforce dispatched across 144 acres. Precautions and guidelines provided by the CDC and public officials were followed on site, as well as implementation by Sterling and Wilson of additional strict measures to ensure the safety of the workers and mitigate the spread of COVID-19.&nbsp;

Sunflower: Kansas' largest solar farm begins operation

Whether the citizens of Hays are for or against the north Vine Street reconstruction project is currently an irreverent argument. What is important however is the current state of our nation. 

With record unemployment to no fault of our own, most people’s retirement plans are suffering drastic losses due to stock market volatility, add to that the stay-at-home order has some of our fine local business closed temporarily or possibly worse. Oil prices for the first time in our history hit negative values. This will certainly cause unemployment numbers to climb further, let alone drastically reduce our ever-so-important tax revenue — valuable tax revenue created by our oil industry and local businesses! With the recent passage of the ½% sales tax and people’s personal property taxes increasing yet again this year we are feeling the pinch now more than ever. Just when we think the financial strain can't possibly get worse, we are hit with more bad news. Construction costs estimates for the Vine Street project have shot up $3.5 million before shovels have even hit the ground. I, like most folks, expect costs will, as in most government construction projects, increase further before completion.

Not to mention our city's other multi-million dollar projects already under consideration or construction. For example, the much-needed $38 million sewer plant's reconstruction or the water pipeline project from the R9 ranch to Hays. I believe the last estimate on that one was $68 million

On top of everything else, government is ordering non-essential residents to stay home, advising everyone not to travel, practice social distancing. All the while, this project will be bringing unknown out-of town construction workers into our city.

	I decided to write a heartfelt letter expressing my concerns to our city manager, our mayor, vice mayor and our commissioners. As of this evening, only Mayor Musil and Commissioner Michael Berges have responded directly to me. I personally want to thank you to both for taking time and responding. While I have known Shaun for many years and have the upmost respect for him, we vehemently disagree on the need for this project at this time or the added financial strain I believe this will cause our community during these troubled times. The selling point “we have the funds in the bank and it will not cost us any tax dollars because of the hotel bed tax” is simply false. This project has millions of federal tax dollars being pumped into it and most of us pay federal taxes. Additionally I can not imagine the hotels are filling many beds right now.

Just because we have already invested funds into this project is no reason to continue spending given our current situation?

In conclusion, I once again ask our city leaders to do what your community is doing and tighten the purse strings. Given the fact that Vine Street is in great shape and has undergone recent reconstruction, I believe it is time to table this project while your citizens are suffering.

Fort Hays State University’s chapter of the Technology and Engineering Education Collegiate Association won five individual national championships and the all-around national title in nine competitive events against 12 other universities at the 82nd annual International Technology and Engineering Educators Association conference in Baltimore.&nbsp;

Twenty-six students and four sponsors represented the university.&nbsp;

The Technology Challenge team took the championship in the Technology Challenge, a quiz-bowl style competition with categories in the history and evolution of technology, education theory and pedagogy, engineering design, manufacturing and production, power, energy, and transportation, construction, and communication.&nbsp;

Team members were Luke Barber, Jerry Hoffman, Mark Schuckman and Casey Shinkle.&nbsp;

For the third consecutive year, FHSU also won the Live Manufacturing Competition, which required students to create a desktop game called “Tiki Toss” while developing and implementing a complete manufacturing assembly line, producing a final manufactured product on site.&nbsp;

Teams are judged on criteria consisting of but not limited to, product design, flow and operation process, product quality, aesthetic appeal, and the overall performance and operation of the manufacturing process.&nbsp;

Team members were Jordan Boone, Michael Dick, Eric Prockish, Dason Sweat, Hoffman and Shinkle.&nbsp;

FHSU also won the Problem Solving Competition for the third time in four years. The competition required them to design, build and program a scaled replica of an automated restaurant using an Arduino platform.&nbsp;

Their design featured an all acrylic floor plan that showcased construction techniques, electrical wiring and electrical components. The design had to move food from the kitchen to the tables and then to the dishwasher.&nbsp;

Team members were Vincent Evans, Daniel Fagan, Dalton Kraus and Benjamin Windom.&nbsp;

The Robotics teams earned first and second place finishes at nationals this year. Team No. 1, the National VEX Robotics champion, was Micah Nuss, Tage Rothchild, Jordan Sargent, and Barber.&nbsp;

This was Fort Hays State’s third title in the last four years.&nbsp;

Fort Hays State’s second-place Team No. 2 drew all its members from the university’s Kansas Academy of Mathematics and Science and the Academy of Mathematics and Science, which has students from other states and countries.&nbsp;

The team was Hyunjun “Brian” Chang; Daniel Hong; Sangwon Ji; Hanbit Kim; Jaeyol “Peter” Lee, Yuxan “Marsh” Ma; Hwuiyun “Jacob” Park; Joonha Park; June Park; Aum Pate; and Brady Schoenrogge.&nbsp;

“Alone together.” I believe that is the mantra for staying at home and trying to flatten the curve of COVID-19. If we stay separated from others, together we can combat this virus.

As a farmer, staying “alone” may be easier than those who live and work in the city. For the most part, our professional lives have gone on unchanged.

Unchanged unless you have crops or livestock to sell. We all know what has happened to our markets and the fallout is far reaching and painful. Agriculture is certainly taking its lumps as we are all acutely aware. It is just another blow to all of us who have suffered through hard times even before this.

In times like this, it is easy to feel alone--like no one is looking out for you. Many days we get up, do our work, hear the bad news on the radio, through the internet or TV and never talk to another person outside of our immediate family. It is easy to think that no one has your back.

Let me just assure you, we are in this together. Maybe not physically, but we are in this together.

Kansas Farm Bureau and American Farm Bureau Federation have been fighting for our farmers and ranchers and their best interests. We have been fighting in different ways than we are used to, but we are out there on the front lines even if they are virtual instead of physical. Life as we know it may have changed, but it has gone on and your Farm Bureau has been advocating for you and your neighbors. We have maintained constant contact with the decision makers and let them know about our concerns and challenges.

VOTE FBF, KFB’s political action committee, has continued its work to find which candidates best represent the views and beliefs of our members at the county level. They continue to prepare for the upcoming election, and Farm Bureau members can get involved by contacting their county associations. Your voice is needed.

It isn’t easy to do, but we have found ways to get our important work done and maintain social distancing. Many hours have been spent in virtual meetings with elected officials and in committee work. Contacts have been maintained, and each day our staff works tirelessly on behalf of each of us. They might not be as visible, but work continues to get done. Yes, this is an unprecedented series of events we live in, but rest assured that Farm Bureau is continuing to advocate for each and every one of us in all facets of agriculture in unprecedented ways.

I’m sure you’re just like me—ready for us to move forward from the time we are in now. And we can do that, together.

The National Weather Service is warning of potential thunderstorms Tuesday afternoon through Wednesday in portions of western Kansas.

While strong to severe thunderstorms are possible in far southwest Kansas — with large hail and winds up to 60 mph are possible — Hays and Ellis County is expected to receive up to a half-inch of precipitation Tuesday into Wednesday.

Another round of thunderstorms is possible Thursday.

Rain, possible thunderstorms forecast in western Kan.

Two of the eight people with confirmed cases of COVID-19 in Ellis County have been cleared by the Ellis County Health Department to end their quarantine, but the department continues to monitor the patients who still have active cases.

"We are still following up with them on a daily basis," Ellis County Health Services Director Jason Kennedy told Hays Post.

The department is also doing contact tracing to help mitigate the possibility of further cases and have been doing a daily update of cases around 5 p.m.

As more people recover from the virus, Kennedy said, they are able to resume daily activities without risk to others.

They "are no different than anybody else out there," he said.

"After people have recovered from the flu, we don't treat them any differently, where they are able to go back to what they were doing prior," Kennedy said. "This is the same kind of deal."

But with much still unknown about the virus, he said everyone should continue to follow the stay-at-home order and practice good social distancing.

"There are some things that we still don't know, but we have been into this thing since November," Kennedy said. "So we do have some fairly good idea of how this thing is going to interact, how it transmits among people. We do know some of the transmissibility data now. So we have some pretty good information about the virus."

With that information and with most people will only experience mild symptoms, he said conversations are shifting to how to protect high risk populations as plans to reopen businesses continue to be developed.

But moving past the pandemic will be in some way shaped by the availability of testing.

So far, Kennedy testing materials have kept up with demand.

"Really from the start of this, we have never turned people away in Ellis County for lack of testing material," he said. "We turned them away because they didn't have symptoms."

From the onset, he said, you had to met criteria set by the CDC and KDHE to be tested and you still need to be symptomatic for clinical testing.

There are four different types of testing, but right now the best one is the the quick swab test, Kennedy said. With that test, someone who is symptomatic will have a nose swab performed with the sample then sent to lab with results in 24 to 48 hours.

"The problem with using a test like that for opening up the economy is that test really only tells you 'today,'" he said.

To get a better view of how many people may have been exposed and have developed a potential, if temporary, immunity antibody testing is needed to do population studies.

"I'm hearing a big push for testing, but I'm not sure why," Kennedy. "I think that is the question that we need to get from the state level and the federal level, is why are we doing testing, why do we want this testing and what is our goal."

Knowing how many people have the virus today does not help the larger goal of reopening society, but a combination of other types of testing — including antibody testing that shows COVID-19 recovery even if previously undetected — may be used to reopen areas.

That helps to find of what level of exposure the whole community&nbsp; has had to the virus, rather than the individual and would be key to understanding herd immunity and the overall threat to at-risk populations.

While the department has shared information as required to the public about active cases in Ellis County, Kennedy said it is limited in what information can be released.

"We cautiously release information," he said.

HIPAA regulations regulate that no information can be released that can distinguish an individual.

That includes information that someone could reasonably use&nbsp; to track it back to an individual," Kennedy said.

He further said the community should not place blame on anyone who contracted the virus.

"This is not anyone's fault that they got this," Kennedy said. "We shouldn't allow others to ostracize or belittle or talk bad about people because of something that goes outside of their control."

"HIPAA doesn't allow us and, honestly, just being a good human being should not allow us to talk badly about others, because of something they can't control," Kennedy said.

He said anyone with contact with an individual will be contacted by the department and, if you have not been contacted, you are likely not at risk of contracting the virus from an individual who has an active case.

"What we can do is notify every single person that was impacted by this individual," Kennedy said. "We personally call and talk to every single person that was within 6 feet for greater than 10 minutes."

Any close contact of an individual while they are positive for COVID-19 will be contacted by the department, usually within 24 hours, Kennedy said.

They do that to "contain and isolate any type of spread," he said.

Kennedy said the best action right now is to maintain social distancing guidelines in place.

"Right now, we need everybody to continue to follow the governor's orders. We need you to protect yourself — wash your hands, not touch your eyes nose ears or mouth, and just eliminating that social contact. So, staying six feet away," Kennedy said.

So far, he said it appears measures in place are working.

"There is a light at the end of the tunnel," Kennedy said. "When we started this five weeks ago, all of these measures were to flatten the curve, so we didn't overwhelm our hospital system. The latest projections say as of the morning, if you look at healthdata.org, we show a surplus of almost 4,500 hospital beds in the state of Kansas."

The HaysMed staff was greeted Monday with cheerful signs recognizing their efforts to fight COVID-19.

The signs were created by children at the Hays Area Children's Center and placed on the HaysMed lawn Monday morning by HaysMed maintenance. Most of the children currently enrolled at the center are those of essential workers, some of whom work in the medical field.

"I appreciate the thoughtfulness of Hays Area Children's Center staff and students. It is always uplifting to see the support of our community and brightens what can be stressful days for our associates. Thank you, " Eddie Herrman, HaysMed CEO, said via email.

Kate Schippers, director, said each class picked a theme for their signs. Forty-eight signs were created in total — one by each child at the center.

The staff used the children's handprints in the infant classroom to create images of superheroes.

The toddlers also did handprints, which were transformed into flowers.

The school-age children incorporated a rainbow theme into their signs.

Some of the older children at the center have had questions about the COVID-19 outbreak, Schippers said. HACC staff members are using resources provided on the USD 489 Parent Support Facebook page to answer those questions, she said.

Schippers said the staff members have focus on basics and how the children and adults can keep themselves safe through hand washing and other means.

They have also encouraged parents to talk to the kids about the virus and the changes it has caused.

The center has stepped up daily cleaning. Only one parent is allowed at drop off. Children have to have their temperatures taken and must wash their hands&nbsp;at drop off. Further hand washing is encouraged throughout the day.

The child care center has competed other projects to keep spirits up.

They also made a TikTok video featuring children at the center. Each child chose and held up an inspirational word. They also made cards at Easter and another video of the children hopping prior to Easter weekend.

Analysts point to a lot of factors to explain Monday's rout in the oil-futures market. The May contract for light sweet crude on the Nymex expires Tuesday. There are increasing doubts about worldwide crude-oil demand amid the ongoing pandemic response. And some analysts suggest the U.S. may not have enough storage to handle the widening glut.

The near-month contract for West Texas Intermediate crude was down nearly 41% in Monday morning trading at $10.80 per barrel. Cash crude prices in the Sunflower State reached their lowest level since Oct. 1973. Kansas Common crude starts the week at $8.50 per barrel at CHS in McPherson, after dropping $1.50 a barrel on Friday.&nbsp;

Baker Hughes reported another huge drop in its weekly Rotary Rig Count. The 529 active rigs nationwide mark a drop of 66 oil rigs and seven seeking natural gas.&nbsp; The count in Texas was down 40 rigs, New Mexico was down nine and North Dakota was down seven. The count in Canada is down five at thirty active drilling rigs.

The weekly Rig Count in Kansas from Independent Oil &amp; Gas Service noted another decline, with two active rigs east of Wichita, down one, and three in Western Kansas, down two for the week.

Independent Oil &amp; Gas Service reports just seven new well-completions for the week across the state, all of them west of Wichita, including one in Barton County and one in Stafford County. The running total so far this year is 319 completed wells statewide, 13 in Barton County, 18 in Ellis County, seven in Russell County and nine in Stafford County.

There are just four new drilling permits across Kansas this week, two in Cowley County, one in Gove County, and one in Thomas County.

The volume of oil stored on tanker ships continues to grow amid a crash in demand and a spike in supply. Lloyd's List Maritime reports almost 150 million barrels of crude oil stored in tankers by the second week in April.&nbsp; Shipping analysts suggest additional floating storage will be required if demand continues to crash.

The government is adding a new weekly metric for those tracking the ups and downs of the oil and gas industry. The Energy Information Administration now tracks how much U.S. crude-oil storage capacity is being used. That metric is gaining in importance as traders increasingly store crude oil, in hopes of selling it at better prices later on. As of Friday, April 3, U.S. producers, traders and refiners were using 54% of domestic storage capacity. That's an increase of two percent over a week earlier, and seven percent higher than what was reported in late January.

EIA said U.S. production declined last week. Total production for the week ending April 10 was 12.277 million barrels per day, down 104,000 barrels per day from the week before. Crude-oil inventories increased by nearly twenty million barrels nationwide, to top 500 million barrels for the first time in recent memory. U.S. crude-oil imports were down another one million barrels per day. The four-week average is more than eight percent below the four-week average last year at this time. Gasoline inventories increased nearly five million barrels, and are about 12% above the five-year seasonal average.

The government reduced its predictions of shale-oil production in the U.S. The Energy Information Administration reduced its outlook for April shale production by 366,000 barrels per day and predicted May output would drop even more.

The latest numbers show U.S. oil-by-rail totals down more than 21 percent for the week ending April 11. The Association of American Railroads reports a nearly 22% decline in total freight traffic, with petroleum deliveries dropping to 10,568 carloads. Canada's oil-by-rail traffic was down more than 20%.&nbsp; AAR Senior Vice President John Gray says the pandemic is affecting firms in every industry, and when rail customers suffer a drop in demand, their need for transportation services declines as well.

Top oil firms lined up to voice their opposition after a surprising turn in Texas: the state's top energy regulator is considering placing limits on oil and gas production, a process called proration.&nbsp; Executives from Permian Basin producers told the Railroad Commission of Texas in a meeting last week that they should leave the imbalance between supply and demand to the open market. Two of the state's top producers, Pioneer Natural Resources and Parsley Energy said temporary supply regulations can protect oil companies from a catastrophic crash, and that without regulation prices will continue to drop. Many observers are shocked the commission even considered proration, given the board's longstanding support for the oil patch. Commissioner Ryan Sitton said in a statement that none of the commissioners likes the idea of government control of private enterprise, but also acknowledged that "these unprecedented times" require them to consider "all options to bring stability to the industry."

Crude oil output from the nation's number-two producing state increased by more than 20,000 barrels per day in February. North Dakota's Department of Mineral Resources reported a preliminary production total of more than 42 million barrels for the month, an average of just over 1.45 million barrels per day.&nbsp; If operators sold it back in February they got more than $37 a barrel, but as of this week, North Dakota Light Sweet crude is down to $13.50 a barrel. Officials said the state's woeful flaring rate got a little better in February, as operators captured an all-time high 87% of the natural gas produced. The state reported sixty new drilling permits last month, but no new permits for seismic exploration activity.

In a closely-watched monthly report, the OPEC cartel reduced its worldwide demand-growth forecast for this year to negative territory, to show a first-ever annual demand drop of about 6.8 million [["six point eight million"]] barrels per day. Oil demand predictions for the second quarter of 2020 have been revised downward by almost 12 million barrels per day, with 60% of the losses coming from transportation fuels, primarily gasoline and jet fuel. OPEC's so called Basket Price dropped to its lowest monthly value since September of 2003. The Monthly Oil Market Report notes that all three major crude-oil benchmarks moved into a "super contango" in March.&nbsp; Current U.S. prices for May delivery are about one half the price for delivery a year from now.

Canada's oil-by-rail traffic was down more than 20%.&nbsp; AAR Senior Vice President John Gray says the pandemic is affecting firms in every industry, and when rail customers suffer a drop in demand, their need for transportation services declines as well.Top oil firms lined up to voice their opposition after a surprising turn in Texas: the state's top energy regulator is considering placing limits on oil and gas production, a process called proration.&nbsp; Executives from Permian Basin producers told the Railroad Commission of Texas in a meeting last week that they should leave the imbalance between supply and demand to the open market. Two of the state's top producers, Pioneer Natural Resources and Parsley Energy said temporary supply regulations can protect oil companies from a catastrophic crash, and that without regulation prices will continue to drop. Many observers are shocked the commission even considered proration, given the board's longstanding support for the oil patch. Commissioner Ryan Sitton said in a statement that none of the commissioners likes the idea of government control of private enterprise, but also acknowledged that "these unprecedented times" require them to consider "all options to bring stability to the industry."Crude oil output from the nation's number-two producing state increased by more than 20,000 barrels per day in February. North Dakota's Department of Mineral Resources reported a preliminary production total of more than 42 million barrels for the month, an average of just over 1.45 million barrels per day.&nbsp; If operators sold it back in February they got more than $37 a barrel, but as of this week, North Dakota Light Sweet crude is down to $13.50 a barrel. Officials said the state's woeful flaring rate got a little better in February, as operators captured an all-time high 87% of the natural gas produced. The state reported sixty new drilling permits last month, but no new permits for seismic exploration activity.In a closely-watched monthly report, the OPEC cartel reduced its worldwide demand-growth forecast for this year to negative territory, to show a first-ever annual demand drop of about 6.8 million [["six point eight million"]] barrels per day. Oil demand predictions for the second quarter of 2020 have been revised downward by almost 12 million barrels per day, with 60% of the losses coming from transportation fuels, primarily gasoline and jet fuel. OPEC's so called Basket Price dropped to its lowest monthly value since September of 2003. The Monthly Oil Market Report notes that all three major crude-oil benchmarks moved into a "super contango" in March.&nbsp; Current U.S. prices for May delivery are about one half the price for delivery a year from now.

The Kansas Department of Transportation plans to begin a pair of bridge repair projects along Interstate 70 in Ellis and Trego counties this week.

Crews will be patching and overlaying the bridge decks located approximately 6 miles east of Collyer in Trego County and 7 miles east of Hays in Ellis County. Traffic will be reduced to one lane through the work zone with a reduced speed limit.

PCiRoads is the primary contractor for both projects, which are expected to be completed in mid-October, weather permitting.&nbsp;
