The Ellis County Health Department on Friday reported there have been ten new positive cases of coronavirus reported in the county since Wednesday.

The department is working to identify close contacts, who will be contacted and asked to self-quarantine.

The new positive cases have mild symptoms and are in home isolation.&nbsp;

There have now been 45 total cases of COVID-19 since reporting began.

Health Department: 10 new COVID-19 cases in Ellis Co. since Wednesday

And that is music to the ears of young musicians who feared the long-standing event would have to wait a year to celebrate its 73rd anniversary.&nbsp; Following the cancelation of this summer’s youth camps at Fort Hays State University because of COVID-19, staff with FHSU’s Department of Music and Theatre began making plans to transfer its camp online. The condensed online version will run from 1 to 3 p.m. Monday, July 13, through Friday, July 17.&nbsp; In addition to a slate of classes, participants will also have times in the morning and evening for breakout chats with counselors and friends they have met in past years at camp. There will be a recital of various FHSU bands at 3:00 each day,&nbsp;culminating in the annual Camp Idol Talent Show at 6 p.m. Friday.&nbsp; Dr. Ivalah Allen, in her ninth year as camp director, said there were lots of tears when the department learned that residence halls would be closed for the summer and that all on-campus camps were canceled.&nbsp; But the disappointment didn’t last long as faculty began discussing ways to improvise and take the music to the campers this year.&nbsp; Hillary Shepherd, assistant camp director, worked through the technology portion of running the camp online, with the help of Dr. Andrew Feldstein, assistant provost of teaching innovation and learning technologies.&nbsp; “We’d ask Dr. Feldstein something, he’d say he would think about it, and he would come up with a solution,” Allen said. “He’s been a lifesaver.”&nbsp; An entire family from Kingman felt that disappointment at the thought of no music camp this year but is grateful that FHSU is offering an alternative.&nbsp; Amelia Yust, who attended the camp as a youngster, and her husband, Mike, have served as camp counselors for several years. Their two sons, Cody and Austin, both play the trumpet and accompany their parents to camp.&nbsp; “This way, the students will still get to talk to the professors and get some instruction,” Amelia Yust said. “Our boys love the camp and are already looking forward to next year.”&nbsp; The $100 deposit, usually nonrefundable, was returned to all those who had already registered for this year’s camp. Campers from last year were notified about the transfer to online instruction, and Allen said many have already registered.&nbsp; All of the camp faculty are donating their time for class preparation and sessions and the actual teaching via Zoom. Middle school and high school faculty participating from all across the state will be joined by others from Utah, Georgia and Missouri.&nbsp; The only cost to participants is $12 for a camp T-shirt if they wish to purchase one.&nbsp; “I’m very grateful for the efforts by everyone to make this a great plan for a difficult situation,” Allen said.&nbsp; A new addition to the instructional lineup this year will be a beginning conducting class, led by Dr. Lane Weaver, former director of bands at Fort Hays State who now serves in that role at Utah State University.&nbsp; Campers will be in for a treat this year with presentations by two Broadway guest artists, including Hays native Jacob Gutierrez, a Hays High School graduate. Gutierrez is a member of the ensemble in Aladdin on Broadway and has played Aladdin’s understudy. He will be featured in one of Sunday’s guest presentations that begin at 2 p.m.&nbsp; One perk of online instruction this year is that students can register any time throughout the week of camp for as many or as few of classes as participants wish.&nbsp; Allen, associate professor of music and theatre,&nbsp;said she is overwhelmed with the work the FHSU community put forth to make the 73rd annual camp a reality in some form.&nbsp; “It’s amazing to me how all these people have pitched in,” she said. “It’s really humbling to see these musicians giving of their time to help younger musicians.”&nbsp; Although the camp is free, participants still must register at&nbsp;<a href="https://www.fhsu.edu/music-and-theatre/musiccamp/">www.fhsu.edu/music-and-theatre/musiccamp/</a>&nbsp;in order to receive the online codes and instructions for each particular class. Smoky Hill Education Service Center, with offices in Hays and Salina, celebrated
its 30-year anniversary on July 1 with the reveal of a new logo, designed to
better reflect SHESC’s name and mission.

Chris Moddelmog, SHESC executive
director, said that reaching the 30-year milestone presented a perfect
opportunity to reconsider and modernize SHESC’s brand, while still honoring and
connecting to the previous logo design.

“The compass rose-style star at the
center of our previous logo is a powerful symbol of how we provide direction to
educators, as well as helping to guide and inspire them,” Moddelmog said. “We
didn’t want to just discard that tradition, but we also wanted to enhance and
build upon that foundation.”

Moddelmog explained that the new logo
adds a stylized hill as its central symbol, providing a stronger connection to
the “Smoky Hill” in the service center’s name and suggesting the historical
connection between mountain peaks and striving for greater heights of learning.

Other symbolism in the new logo includes:

Line): Represents the regional geography of the Smoky Hills and the more than

with a beautiful logo that is packed with meaning in just a few simple lines,”
Pracht said. “By going with Etch, we were able to support innovative education
in central Kansas!”

The new logo was rolled out immediately
across SHESC’s website, social media, and most online and printed marketing
materials. It will begin to appear across more branded materials through July
and August. During the next one to two years, people can expect to see the new
logo on locations such as signage, name tags, event displays, and the like. 

“Some items will take time to change, but
we will get there,” Pracht said. “We’re really looking forward to introducing
this modern new look across everywhere our name and brand appears!”

Smoky Hill Education Service Center unveils new logo design

Three Hays city commissioners issued personal pleas at the end of their meeting Thursday night for residents to wear face masks during the coronavirus pandemic.

No official resolution to that effect was presented.

According to Michael Berges, all the city commissioners have been contacted about the issue by Hays residents since <a href="https://hayspost.com/posts/21423f8d-d261-4eb5-b117-ab3f25442f3f">Ellis County commissioners voted July 2 not to enforce</a> the <a href="https://hayspost.com/posts/fd80a903-c6c3-4b70-ae64-3ef420902ede">statewide mandatory face mask </a>executive order by Gov. Laura Kelly.

<a href="https://hayspost.com/posts/770d7b0c-0f54-49ee-a0d9-71320b04121a">Counties are allowed to exempt themselves</a> from the mandate.

"I'm not to the point of asking my fellow commissioners for an ordinance for the city," said Berges, while wearing a bright blue and white Kansas City Royals face mask.

"I am going to use my position here to make a personal plea to our community to choose to wear the mask.

"I don't know if it's just (like) the flu or just a cold," Berges said.

"What I do know is I don't want to find out. And I don't want our community to find out what spread looks like and I don't want our community to find out what hospitalizations look like."

Berges talked about this two-year old son who has a heart condition and wears hearing aids, and cannot wear a mask.

It's not because of the youngster's health conditions but "it's because he's two. ... Try to put a mask on a two-year-old. They're going to pull it off."

Berges also has a four-year-old son who doesn't want to wear a mask. His nine-year old does don a mask "because I tell him to."

"I'm asking the community to come together for those that can't. 

"I have a grandfather that's 91-years-old who's in a care home. He's been in lock down since March. They don't even allow the other residents in each others' rooms to visit each other. 

"That is giving up your freedom," Berges emphasized.

"He has 40 great-grandchildren and two born since March that he has not been able to see," Berges added.

Sandy Jacobs, vice-mayor, noted not all the city commissioners were wearing masks during their meeting because they were seated more than six feet apart, but they did enter city hall wearing the masks.&nbsp;

Jacobs supported Berges' position, which was echoed by Mason Ruder.&nbsp;

"I think it's the right thing to do. Everybody should be wearing masks," she said.&nbsp;

Jacobs also mentioned the economic standpoint.

She had talked with someone outside of Hays earlier in the day about the situation.&nbsp;

"They said if they came into Hays to shop, which they normally do, and there wasn't consistent use of masks, they probably weren't coming back.

The majority of the city's revenue for its general fund comes from the city retail sales tax.

Ruder also was not in favor of a city resolution mandating masks "at this moment." 

Instead he encouraged people to do their own research into the CDC, KDHE and Ellis County Health Department's personal hygiene recommendations and their efficacy.

"Never in my life did I think this would cause so much animosity towards each other," Berges said as he held up his face mask.&nbsp;

Jacobs' other concern is what will happen if schools don't open as they normally would next month.

"If we have to keep parents at home, if they can't be at their jobs and support their families in that way, the economic impact in this community is going to be huge."

Department heads in the audience were wearing masks which they took off while addressing the commission at the podium.&nbsp;

The city is requiring its <a href="https://hayspost.com/posts/af54a961-d76c-4d44-b2cc-55a9b1862926">employees and visitors to its buildings</a> to wear face masks.&nbsp;

Hays Mayor Shaun Musil was absent from the meeting.

TOPEKA—The Kansas Supreme Court reappointed four attorneys to four-year terms on the&nbsp;<a href="https://kansascourts.org/l/BixXmNc39bCdeixveT8C0t-pjuiSP74jpUskkVEIhRw" target="_blank">Kansas Board for Discipline of Attorneys</a>.

Their terms began July 1 and end June 30, 2024.

The&nbsp;<a href="https://kansascourts.org/l/BixXmNc39bCdeixveT8C0sHx4XIlaiprkEzEGy29Us8" target="_blank">Office of the Disciplinary Administrator</a>&nbsp;works under the direction of the Supreme Court. The disciplinary administrator reviews and investigates complaints of misconduct filed against attorneys, presents cases to the Kansas Board for Discipline of Attorneys, recommends discipline to the Supreme Court in serious matters, and provides education and resources for Kansas attorneys to prevent the occurrence of misconduct.

Gatz chairs the board, and Derrick Roberson, Manhattan, is vice chair. They serve on the review committee, along with at-large member Leslie Miller, Lawrence. They review all cases docketed for investigation and issue a report on the disposition of the case, which may be dismissal (with or without a letter of caution), diversion, informal admonition, or institution of formal charges.&nbsp;

Members of the board—made up of attorneys from across the state—meet in three-person panels, which include two board members and one at-large attorney, to conduct hearings in cases where the review committee has found probable cause that an attorney has violated the Kansas Rules of Professional Conduct and that published discipline is warranted.&nbsp;

The Kansas Highway Patrol reported a 2010 Honda CRV driven by&nbsp; Devon R&nbsp; Inguanza, 28, Shallow Water, Kansas, was northbound on Falcon Road three miles south of Kansas 96.

The driver attempted to pass a semi and visibility was low due to the dust. The Honda struck a 2017 Ram 2500 driven by Adrian&nbsp;Ruelas, 20, Scott City, head-on.

&nbsp;Inguanza was pronounced dead at the scene and was transported to&nbsp; Prices and Sons Funeral Home.&nbsp;

EMS transported Ruelas and a passenger in the Honda 9-year-old Bentley Chase&nbsp;Inguanza of Shallow Water to the Scott County Hospital.

Devon Inguanza was not wearing a seat belt, according to the KHP.

The Ellis County Public Works Road and Bridge Division announced an asphalt overlay project on 130th Avenue will take place beginning at the intersection of Saline River Road and 130th Avenue and commencing South on 130th Avenue for five miles to the intersection of 130th Avenue and St. John-St. Andrew Road.

This will begin at the 2800 block of 130th Avenue and end in the 2400 block of 130th Avenue.

 The 5-mile stretch of 130th Avenue will be closed to through traffic beginning at 6:30 a.m. Monday and will remain closed until the project is completed.

The estimated completion date is July 23rd. Pending the forecast of rain, the start/completion date could be delayed.

Motorists traveling in the affected closure area should use alternate routes of travel until the project is completed. An unpaved detour will be designated.

TOPEKA&nbsp;– Governor Laura Kelly today announced the award of Community Service Tax Credits (CSP) to 25 nonprofit organizations to support education, healthcare, and housing projects across the state.

CSP is a tool that dramatically enhances fundraising efforts, providing a 70% tax credit to qualified donors in rural communities of less than 15,000 population and 50% in larger communities. For example, a donor making a $100 gift in a rural community receives a $70 tax credit when they file their state taxes, making the net cost to the donor only $30.

This year, CSP is distributing $1 million in awards for childcare and early childhood development projects, specifically for services to those under the age of 5.

“These nonprofit organizations provide education, healthcare and housing across Kansas,”&nbsp;said Governor Kelly.&nbsp;“We must do everything we can to support them. Community Service Tax Credits help us build stronger communities and a stronger state.”

Awarded nonprofits were chosen through a competitive, score-based selection process.

For this fiscal year, the Department of Commerce is fully disbursing all CSP funds. Due to the amount of funds allocated, 25 of the 53 requested projects (constituting 47% of the total funds requested) are being awarded.

“These Community Service Tax Credit awards will be a major factor in the success of these important community projects,”&nbsp;said Secretary of Commerce David Toland.&nbsp;“There were so many high-caliber projects applying for these awards, and, unfortunately, the demand for credits exceeds the resources we have. However, we are grateful to have been able to support these many worthy projects.”

The Russell County Health Department received notification today confirming the first confirmed positive case of COVID-19 who resides in Russell County. 

The health department is working closely with the Kansas Department of Health and Environment during this time. 

This person has completed their isolation at home due to the fact the test was collected a while back. 

During that time, the person remained home and is symptom-free. 

Any contact with this person has been identified and contacted by the health department. 

No further information will be provided to protect the identity of this person. 
If you develop symptoms of COVID-19 (i.e. fever, cough, shortness of breath, loss of taste and/or smell, etc.) or are a potential direct contact of someone with a laboratory-confirmed case of COVID-19:

First confirmed case of COVID-19 reported in Russell County

SHERMAN COUNTY—Three people were injured in an accident just after 4a.m. Thursday in Sherman County.

The Kansas Highway patrol reported a 2003 Mazda Tribute driven by Stephan D. Paul, 19, Chicot, Arkansas, was eastbound on Interstate 70 three miles southeast of Goodland.

The SUV left the roadway to the right and the driver overcorrected. The vehicle&nbsp;came back across the interstate, entered the median, rolled and ejected all occupants.

EMS transported Paul to the hospital in Goodland.

EMS transported passengers identified as Tyler M. Harris, 20, Pulaski, Arkansas and Ta-Gjiyunna L.&nbsp;Billingsley, 19, Garland, Arkansas, to a hospital in Denver.&nbsp; None of the occupants were wearing seat belts, according to the KHP.

Governor Laura Kelly and KDOT Secretary Julie Lorenz announced the Spring 2020 round of Cost Share projects during a press conference Thursday morning.

Awardees included the Feedyard road improvements in Sheridan County, road improvement in Logan County and street improvement in the city of Goodland.

Brandon Taylor, recently elected board president of the Central and Western Kansas chapter of the American Red Cross, is hitting the ground running with a virtual tour of the chapter’s 60-county territory.&nbsp;

Taylor, who will serve as board president for the coming year, is special programs manager at Fort Hays State University. He has served on the board for two years.

He earned a Bachelor of Business Administration in Management, a Master of Business Administration, and a leadership and grant-writing certificate from Fort Hays State University. He currently is working on his pastoral ministry degree from Newman University.&nbsp;

Taylor’s family was impacted by the Greensburg tornado in 2007.

“I still remember the Red Cross vehicle driving the streets, handing out water and sunscreen, which was most needed while going through debris,” Taylor said. “Those individuals were the kindest people you will ever meet, and the world needs more like them.”&nbsp;

Taylor said he is excited to lead the board as it executes a strategic plan they have developed. He will conduct a virtual tour through each county, talking to emergency management officials, city and county officials, and other stakeholders, while reviewing Red Cross’s role in those communities.

Because he firmly believes those working on the front line are at the heart of any successful operation. Taylor stated he will be calling all volunteers to listen to their experiences and feedback.&nbsp;

“Many people don’t realize the many services the Red Cross offers, besides blood donation and disaster services,” Taylor said. “I want to make those trainings accessible to not only individuals but also create business partnerships as well.”&nbsp; Another area he wants to stress is Service to the Armed Forces (SAF), which assists active duty and veterans in communities.&nbsp;

Knowing that the chapter could not operate without the support of donors, Taylor is working with the board to identify the greatest needs in the chapter and bolster fundraising in the chapter.

“Anyone that gives wants to see how their dollar makes an impact,” he said.&nbsp; “Anyone can check a box for it to go to the general fund or designate it to towards a specific area, but the report back to the donor I feel is most key on where their hard-earned dollar went.”&nbsp;

Ellis County Fair cancels indoor vendor fair

Laura Allen, 47, of Hays has announced she intends to run as a write-in candidate for Ellis County Clerk as a Democrat.

There are no other Democratic candidates in the primary. The only Republican candidate is Deputy Clerk Bobbi Dreiling.

Allen is a client services representative at First Call for Help, a Hays non-profit. She has a bachelor's degree in business administration from Fort Hays State University.

"After doing a little bit of research into the different offices and trying to educate myself on what we are voting for, I just decided that it is time for change," Allen said. "People need some choices."

"I really think we need to do a better job with our elections and our voting," she said.

Allen said she thought the clerk's office should not be politicized.

"I don't see there is any reason why the clerk's office can't work timely and efficiently with other offices," she said.

County Treasurer Lisa Schlegel has been publicly critical of current County Clerk Donna Maskus for being late in getting tax information to the treasurer's office. Maskus has repeated told Schlegel she has had to wait on tax information from multiple outside taxing bodies to compile the data.

"No. 1, I would want to talk to them, because I don't want to say anyone is doing anything wrong specifically without knowing the ins and outs of the situation," Allen said. "But I assume all of the offices have the same deadlines and have to work together."

"I can't imagine there is not a way to work with those offices to get what we need when we need it without placing undue burden on them."

Allen said she would also like to see the clerk's office promote voter registration. She said she very rarely sees voter registrations set up at different events. She said she has also been disappointed in local voter turnout.

"There's got to be a way we can engage our citizens better to exercise their right to be&nbsp; part of their local government," she said. "I know everyone worries about the presidential elections, but on the local level, that is where we can really affect change."

Allen said she thought she would be a good county clerk because she is good at meeting deadlines and following rules and regulations.

She has run area retail stores and is familiar with accounting, she said.

"I think No.1 I have a desire to represent the people of Ellis County and make sure their interests are met," she said. "No. 2 [I have] the ability to follow the rules and regulations and read statutes and find answers and make sure everyone has access to the information they should."

Allen said she can see the office with a new eye.

"I know a lot of our county offices can do better, and change is a great catalyst to do that," she said.&nbsp;

The Hays Post asked Allen why she did not file for office by the filing deadline so her name could be on the primary ballot.&nbsp;

"I did not want to do it frivolously and I have been looking up various clerk duties and statues and actually talked to a couple of different clerks throughout the state to just get an idea of what the job entails and if it would be something I would be able to do effectively," she said.

"By the time I was able to say comfortably, 'Yes, this is something I am willing to do,' I had missed the deadline."

Outside of her work, Allen is the secretary for the state board of directors of Kansas Legal Services. This is her sixth year on the board. She is also a volunteer at her foster daughter's school. She is also active with the Democratic Party.

"I just want people to know that Ellis County deserves a choice in who they are electing to different offices," she said.&nbsp;

 “The County Clerk is first and foremost the chief election officer of the County and I intend to make it my primary goal to remove existing barriers to voting in Ellis County," Allen said. " Every citizen should vote.&nbsp; We must come together to help make the most important decisions in our lives here and it starts at the ballot box."

“I have watched as Ellis County has struggled with handling elections, being the last County in the State to report its results, purging thousands of voters because of wrong addresses or other things which a Clerk should never allow to happen.&nbsp; I watched the last election as it was revealed that the machines being used in Ellis County were defective and not reliably reporting the true results of elections.&nbsp; The response of the County Clerk was to spend $350,000 on yet more machines.&nbsp; Those were unnecessary.&nbsp; Ellis County is a relatively small county and for decades we conducted our elections by casting votes on paper ballots which were then quickly counted by local volunteers.&nbsp; If there were any discrepancies, they were easily fixed.&nbsp; Now, we have another entirely new system that is inappropriate for our times.”

Allen said that if elected, she would conduct an intensive audit of use of personnel and equipment to find ways to stretch the taxpayer money to accomplish all required duties while increasing voter participation in Ellis County.&nbsp; 

“We have some of the most engaged and enthused citizens in the State of Kansas here in Ellis County, yet we throw obstacles in front of them when it comes election time.&nbsp; We should be sending mobile registrars to the nursing homes, schools, City and School offices, grocery stores, and we should have people trained to use mobile registration from cell phones at every public event.

I want to make it part of the culture of the County that we register, we educate, we vote, in Ellis County,” Allen said.

Laura Allen is a fifth generation Ellis Countian.&nbsp; Her father, Stan Allen,&nbsp; was a long-time law enforcement officer, her grandmother worked at Al’s Chickenette and Laura learned the value of hard work from their examples. She is a TMP and FHSU graduate and works for a local non-profit agency. She is also the acting Secretary for the State Board of Directors of Kansas Legal Service and attends St. Joseph’s Catholic Church. Her children have also grown up in Ellis County. Joshua coaches football at TMP and is a Salesman. Sam works at DSNWK as he prepares to join the Capuchin Order next year, and her daughter, Gilda, a Sophomore at Hays High School, plans to become a Police Dispatcher. Her family has also recently welcomed a foster daughter, Cat.&nbsp; “I know the importance of family and good neighbors and I know that participation in civic matters is not just a privilege, it is a duty.&nbsp; I pledge to serve Ellis County in a nonpartisan manner.&nbsp; My goal is 100 percent participation, regardless of political affiliation.”

The County Clerk also serves as the government conduit for public records and information and Allen has made it clear that she will do everything necessary to bring her office into the 21st century by making as many records available online as possible.&nbsp; “People should not have to beg office holders for the evidence of government spending and taxing,” Allen said.&nbsp; “I will make it so that any citizen can access the minutes of meetings, voter registration information, tax parcels, boundary lines of governmental units, personnel contact information, apply for passports, and other similar things, from their cell phones.&nbsp; No more will people need to worry about whether the office is open over the lunch hour or past 4 o’clock; we will be accessible, 24/7."

Because no one filed for County Clerk on the Democratic ticket, Laura Allen is asking that her name be written in by all people who cast a Democratic ballot.&nbsp; If four percent of the voters write her name in for County Clerk, she will then be placed on the General Election Ballot.
