Food drive will benefit Community Assistance Center

The Ellis County Health Department on Friday reported the average number of new coronavirus cases per day in the last seven days again fell from 11 on Wednesday to 10 on Friday.

The department also reported two additional&nbsp; coronavirus-related deaths, bringing the total to 18.

On Oct. 2, the Hays City Commission voted to extend the ordinance requiring face coverings until the seven-day new case average was five or fewer for 14 straight days.

There were 23 new cases of COVID-19 identified in the county since Wednesday. There are currently 129 active cases, including five active hospitalizations, and 1,201 recovered cases.

The seven-day average of percent of positive tests fell from 16.8 percent Wednesday to 15.8 percent Friday.

Since reporting began, there have been 1,348 total cases of COVID-19 identified in Ellis County, including 18 deaths.

I write to you in hopes of generating awareness about a legitimate presidential choice for U.S. voters who are weary of the current two-party political system. Our candidate’s name is Dr. Jo Jorgensen, and she proudly represents the Libertarian Party.

Dr. Jorgensen has seen a massive increase in support nationwide, despite efforts by Facebook and other media to ignore – even censor – publicity about her candidacy. With Americans feeling frustrated and hopeless about the two major parties, Dr. Jo offers a refreshing platform of freedom and peace. LETTER: There is a third choice for the White House

Every year, the annual
Community Thanksgiving Dinner brings hundreds of people from Hays together in a
celebration of community, but like so much else this year, COVID-19 threatened
to stifle the festivities.

“No, it’s not going to happen at the Rose Garden, but it’s
still going to happen in a way that I am pretty excited about,”<a href="https://hayspost.com/posts/5e1cef467d7daa72b30eacfa"> said organizer Celeste
Lasich</a>.

After discussing many ideas, the Ellis County Ministerial Alliance found a way to move forward
with a little help from a well-known Hays restaurant.

“Clearly, we can’t gather 700 people in a ballroom and have a
meal together,” Lasich said. 

So, this year, prepackaged meals will be provided by Gella’s
Diner, 117 E. 11th, which will be available for pick up in front of the restaurant. 

&nbsp;“We are trying to pay
attention to all of the best practices,” Lasich said. “Under no circumstance do
we want to be the cause of any community spread.”

With meal pick-up running from 11 a.m. to 1 p.m., organizers are planning now to ensure everything goes smoothly.

“We are working with the Hays Police Department so that we
have a very good traffic control process,” Lasich said.

While being able to continue to provide the meal to those in
need is valuable, Lasich also said the gathering in itself has value and is
encouraging those who can to gather in other locations, as safely as possible.

“There are some ways for us to do this that also recognizes
the importance and need of people to celebrate together,” she said.

To accommodate those groups, they will package meals
together allowing one person to pick up meals for the group.

“We are encouraging some creativity on the part of our
community to find some ways for people to be able to eat together,” she said.

And for those unable to pick up a meal, First Call for Help will
again be offering delivery.

“That delivery is for, elderly, homebound, disabled and — this
year — quarantined,” First Call for Help executive director Linda Mills said. “If
they can’t leave their house for those reasons, we can deliver a meal to them.”

Because of the drive-through nature of the event and the prepackaged
meals, she said they are asking people to sign up now through a website that
has been set up to collect the number of meals requested and set pickup times.

“People that want to come and pick up a meal that day, we
would appreciate if they sign up,” Mills said. “That will give us an idea about
how many and possibly what time they plan on coming.”

Lasich also said they will need to turn in a total number of meals
by the first of November and encouraged anyone interested to sign up
now. 

“We could get more or less than we have done before,” she
said. “We are very aware that we will have to make a final decision about a
number.”

Another big part of the annual event is the food drive and
distribution, and once again this year, organizers found a way to do so while
keeping everyone safe.

“We want to provide some resources that can go with these
meals to remind people that they are connected and not alone and that as a
community we are together and were going to get through this together,” Lasich
said.

Grocery donations will be solicited at Dillons and Walmart
the weekend before. What is collected will be sorted and available for pickup
at the same time as the meal pickup just down the street at the Community Assistance
Center.

“That location was perfect in terms of being able to pull
around the block or people could stop there on their way to (Gella’s),” Lasich
said.

To coordinate the meal drive through, to help with traffic
control and to deliver meals, volunteers are needed.

“The community has been wonderful about stepping up to help
with this,” Lasich said. “We have had such incredible community support.”

During a typical year, 100 volunteers are needed. 

Anyone interested in helping with the event can call First
Call for Help at (785) 623-2800.

Donations are also being accepted and can be sent to the
Ellis County Ministerial Alliance, PO Box 173, Hays, KS. Checks can be made out
to the Alliance with Thanksgiving in the memo line.

Community Thanksgiving meal still cooking — with a side of changes

After six transformational years, Forsyth Library Dean Deborah Ludwig will be stepping down at the end of November, assuming new special project duties as she transitions to full retirement in 2022.&nbsp;

Ludwig’s distinguished career includes several stops at Fort Hays State University. She served as the catalog librarian at Forsyth Library from 1988-90 when the first online library catalog, TopCat, was implemented. Between her FHSU appointments, she held technology and library leadership positions with the Kansas City, Kansas Public Library, Johnson County Community College, and the University of Kansas.&nbsp;

During her most recent tenure at FHSU, Ludwig was instrumental in advancing university priorities. She co-chaired the committee that developed FHSU’s five-year strategic plan from 2017-19.&nbsp; She also chaired search committees for the provost, dean of the Robbins College of Business and Entrepreneurship, and director of Teaching Innovation and Learning Technologies (TILT).&nbsp;

Ludwig is responsible for several immensely successful initiatives that reshaped and repositioned the Forsyth Library as a research and learning hub and realigned the library’s mission to support the academic success of university faculty and students. Under her leadership, the 53-year old library was transformed into a true “learning commons” with group and individual study spaces, enhanced computer workstations, and a self-service video production lab. An old reference desk was replaced by an online model that allows students to connect to a librarian, whether studying on campus or online. Two prominent exhibit spaces now showcase unique and historical artifacts from Special Collections and Archives. New meeting rooms and a large presentation/classroom space in the south study area have become a hub for social, civic and professional engagement events.&nbsp;

Ludwig also elevated the library’s collections and services to reflect the university’s mission of providing an accessible and affordable education. As an advocate of open educational resources (OER), she shepherded several OER initiatives at the university. She helped establish two FHSU grant programs, which encourage faculty to create or adopt openly licensed materials for their courses, saving students thousands of dollars in textbook costs. Forsyth Library launched the FHSU Scholars Repository in 2016, providing a place to collect, preserve and openly share faculty and student research, making scholarly and creative works discoverable and accessible worldwide. The repository is now home to a growing collection of the university’s intellectual output, including several peer-reviewed journals, master’s theses, OERs, and digitized collections from the University Archives.&nbsp;

Research services have also grown significantly under Ludwig’s leadership, with librarians integrating information literacy instruction into courses and exponential growth for the “Ask A Librarian” research help service, which answers hundreds of one-on-one questions each year. To recognize students who demonstrate outstanding undergraduate research and honor a long-time librarian, Ludwig established the Lynn Haggard Undergraduate Library Research Award in 2019 to honor students who demonstrate sophisticated information literacy and library research skills.&nbsp;

At the onset of the COVID-19 global pandemic, Ludwig delayed her planned 2020 phased retirement to reconfigure and deliver library services designed to meet the research needs of the FHSU community while prioritizing the health and safety of patrons and employees.&nbsp;

Ludwig’s contributions to the transformation of the Forsyth Library will be felt long after her retirement. With an extensive renovation on the horizon, the library is positioned to become the dynamic center of teaching, learning, research and engagement that she envisioned when she returned to FHSU six years ago.

HPD Activity Log, Oct. 5-11

Three-day weather outlook

In recent years, when I have written letters about USD 489, often it has been to complain. But not this time. I want to commend the school board and superintendent Wilson for working so well together and in collaboration with school principals, who are making such strenuous efforts daily and weekly to lead teachers and staff in maintaining positive educational settings on behalf of the students in our district. 

One example is the work of Hays High football coach Tony Crough who has joined with Athletic Director Lance Krannawitter and high school Principal Marty Straub to create an ordinary football season in turbulent times and given our youth the opportunity to enjoy what has become an extraordinary and unforgettable experience, with hopefully even a few more games yet to be played and watched and cheered. 

My wife and I are so proud of everyone throughout the district who has contributed to what is already a memorable school year, under difficult circumstances. God bless each employee of USD 489 for your heroic efforts on behalf of the children and youth of Hays, America.

I want to commend the school board and superintendent Wilson for working so well together and in collaboration with school principals, who are making such strenuous efforts daily and weekly to lead teachers and staff in maintaining positive educational settings on behalf of the students in our district. One example is the work of Hays High football coach Tony Crough who has joined with Athletic Director Lance Krannawitter and high school Principal Marty Straub to create an ordinary football season in turbulent times and given our youth the opportunity to enjoy what has become an extraordinary and unforgettable experience, with hopefully even a few more games yet to be played and watched and cheered. My wife and I are so proud of everyone throughout the district who has contributed to what is already a memorable school year, under difficult circumstances. TOPEKA — A ballot misprint
 in Ellis County could provide an opportunity to challenge the outcome 
of the U.S. Senate race or a legislative race if the results from either
 are extremely close.

The misprinted ballots 
list the Kansas Senate 40th District race between Republican incumbent 
Rick Billinger and Democratic challenger Larry Dreiling as the U.S. 
Senate race. About 3,800 ballots were mailed last week before the 
mistake was discovered.

A statewide race decided 
by fewer than 3,800 votes would be extraordinary, but some polls show a 
virtual tie in the U.S. Senate race between Democratic state Sen. 
Barbara Bollier and Republican U.S. Rep. Roger Marshall. Secretary of 
State Scott Schwab said the prospects for litigation will depend on the 
margin of victory in both the statewide and legislative races.

Schwab said the county 
election office worked with its vendor to reprint ballots as soon as the
 problem was discovered and resumed mailings with the corrected ballots.

“Folks need to know, 
occasionally mistakes like that can happen at the local level,” Schwab 
said. “We do all we can to aid. But that being said, look at the ballot,
 know your candidates — not just the title of what they’re running for —
 but know your candidates and what they’re running for so if there is a 
misprint, you can kind of use your own knowledge to overcome what might 
be a typo.”

Megan Challender, voter 
protection director for the Kansas Democratic Party, expressed concern 
that the printing error caused a delay in advance voting in the county. 
She said the county should expand early voting opportunities to evenings
 and weekends to compensate.

“Every ballot with the 
misprint will be counted by hand, and Ellis County residents can be 
confident their votes will still count despite this error,” Challender 
said.

The legislative district, 
which spans 10 rural northwest Kansas counties, heavily favors 
Republicans. In 2016, Billinger received 74.4% of the votes with a 
margin of victory of 15,508.

Billinger said the printing error was “an honest mistake” and that he doesn’t think voters will be confused.

“You’re either going to vote for me or the other guy,” he said.

The incumbent said he has been in the harvest field for the past three weeks and hasn’t “done a whole lot” to campaign.

“I’ve got some ads running, and that’s about it,” Billinger said.

Dreilling, a former editor
 of the High Plains Journal, an agriculture publication based in western
 Kansas, said he has “angst” over the ballot misprint and has talked 
with an attorney and the secretary of state’s office about the 
situation.

“What we’re going to do is
 pretty much have this election,” Dreilling said, “and we’ll let people 
use these misprinted ballots, and what we’ll hope for here is that they 
won’t make a difference in either my election or the election of Senator
 Bollier.”

He said the district’s 
historical preference for Republicans doesn’t matter because he has 
“better ideas,” including support for Medicaid expansion.

“I’m just hoping that I 
win, basically, and win big,” Dreilling said. “I’m hoping the people of 
Ellis County will see me as their candidate and select me. That’s all I 
can do.”

Ellis Co. ballot misprint could be issue if Bollier, Marshall race is close 

Each fall semester, Jana’s Campaign works with the freshman class at Hays High School to provide
Bystander Intervention Trainings. These trainings teach students how to safely, immediately and
effectively intervene when they believe unhealthy or violent relationship behaviors are occurring.


After providing Bystander Intervention Trainings to freshmen in September, on Thursday, Oct. 15,
Jana’s Campaign was invited back to Hays High for a follow up session to further discuss the
continuum of violence, recognizing ‘red flags’ or warning signs of unhealthy relationships, and to
review the bystander intervention strategies. Select upperclassmen, nominated by school faculty as
outstanding leaders, assisted in facilitating conversations about the information students learned at
the September trainings, and to discuss possible answers to questions raised on the post-training
surveys Jana’s Campaign administered at the initial training.


Nationally, one in three adolescents report being hit, slapped, stalked, sexually assaulted or
emotionally abused by a dating partner (CDC, 2019). This prevention education program, along with
other evidence-based programs Jana’s Campaign provides, helps prepare students to take the lead on
creating a culture of strong respect and to promote healthy relationship behaviors.


“Ongoing conversations about the issue of teen
dating violence are crucial to ending all forms of
gender-based violence. National domestic
violence awareness month is observed in
October, but these issues won’t disappear at the
end of the month. It is necessary to have
conversations about preventing violence year-
round,” stated Derek Ingalls, Education &amp;
Prevention Specialist at Jana’s Campaign.


The ultimate goal of Jana’s Campaign’s
programs is to stop violence before it starts. In
Ellis County Jana’s Campaign has worked with 12,687 students, from 9 schools – Kindergarten
through college. Beyond Ellis County, Jana’s Campaign has impacted over 72,500 middle and high
school students across 9 states, nearly 420 colleges and universities across 43 states, and thousands of
citizens since 2013.

Hays High students assist Jana’s Campaign with gender-violence prevention lesson

TOPEKA –&nbsp;Governor Laura Kelly has announced&nbsp;appointments to Kansas state boards and commissions.&nbsp;&nbsp;

The purpose of the Board is to license and regulate certified public accountants (CPAs). It is a regulatory body authorized to carry out the laws and administration regulations governing CPAs. The Board is disciplinary and has the authority to conduct investigations.

Kansas Commission for the Deaf and Hard of Hearing

The Commission advocates for and facilitates equal access to quality, coordinated, and comprehensive services that enhance the quality of life for Kansans who are deaf and hard of hearing.&nbsp;

The Board of Examiners in the Fitting and Dispensing of Hearing Instruments

The Board&nbsp;regulates the licensing of examiners and market of hearing aids.

Commission on Police Officers’ Standards and Training

The Commission may suspend, revoke, or deny the certification of a police or law enforcement officer who fails to meet the requirements of the Kansas Law Enforcement Training Act or has met such requirements by falsifying documents or failing to disclose information required for certification. It provides accredited instruction, which is required for permanent appointment of full-time police and law officers.

I always love the changing of the seasons, especially summer to fall. After the heat of the summer, the cool, crisp mornings and cooler days makes me happy. One of the first signs that I can tell that summer is on its way out is the first leaves on the cottonwood trees starting to turn yellow. The reds and oranges of the maples and oaks quickly follow suite. &nbsp;Although the New England states is the place to view the changing of the seasons, Kansas is no slouch. I found an article this week for you for the Horticulture Department about why trees change the colors they do and how you get the striking colors of fall.&nbsp;

I found an article this week for you for the Horticulture Department about why trees change the colors they do and how you get the striking colors of fall.&nbsp;&nbsp;Part of the allure of fall foliage is color variation. There are trees that turn red, purple, yellow, orange and brown.&nbsp;Specific plant pigments determine individual colors. Foliage derives its normal green color from chlorophyll, the substance that captures the energy of the sun. Other pigments produce fall colors. Reds and purples are caused by anthocyanins, yellows by xanthophylls, and oranges by a combination of carotenes and xanthophylls. Browns are the result of tannins present in the leaf. Most of these substances are present throughout the growing season but are masked by the green color produced by chlorophyll. Anthocyanins are the exception and are produced after the chlorophyll is destroyed in the fall.&nbsp;If you have ever seen pictures of New England in the fall, you have probably wondered why trees in Kansas usually do not color as well. This difference is partly because of the tree species prevalent in New England. Certain oaks and maples naturally produce good color. Coloring also is influenced by the weather.&nbsp;Warm, sunny days and cool nights are ideal for good color. The sunny days encourage photosynthesis and, thus, sugar accumulation in the leaves. As fall progresses, each leaf develops an abscission layer at the base of the petiole, or leaf stem, that prevents these sugars from being transported down the trunk to the roots for storage. This high sugar content in the leaves produces more intense colors. Cloudy days and warm nights prevent some of the sugar accumulation in the leaves and results in less vibrant colors.&nbsp;Weather during other parts of the growing season also can have an effect. Heavy rains in the early spring or hot, dry weather during the summer can both have a deleterious effect on fall color.&nbsp;The length of time a tree maintains fall color also depends on weather.
