Winter weather and wind chill advisories are in effect in Hays and Ellis County until 6 a.m. Thursday, the National Weather Service in Dodge City has reported.

Additional snow also could be on the way Wednesday afternoon and evening, although less than an inch is expected in Ellis County. Southwest Kansas could receive 4 to 6 inches of additional snowfall, the NWS projected.

Winds on Wednesday afternoon and evening are expected to be 16 to 23 mph.

The wind chill in Ellis County could drop as low as 14 below zero Wednesday night. Although skies will clear by Thursday, a high of just 22 is projected, coupled with winds of 9 to 16 mph.

The mercury will rise as the week continues, with a high of 39 on Friday, 46 on Saturday and Sunday and into the mid-50s by Monday. A high of 60 is forecast for Tuesday.

The Kansas Department of Health and Environment reported an outbreak of COVID-19 at the Norton Correctional Facility continues to be the largest active coronavirus cluster in the state.&nbsp;

KDHE on Wednesday reported 387 active COVID clusters in the state, accounting for 8,454 cases, 93 hospitalizations and 74 deaths.&nbsp;

There were 211 COVID cases reported at the Norton prison in the last 14 days.

Other northwest Kansas clusters identified by KDHE were:

• Stockton Correctional Facility, 54 cases • Larned State Hospital, 22 cases • Russell Regional Hospital, 5 cases • Ascension Living Via Christi Village, Hays, 6 cases • Homestead Assisted Living of Russell, 5 cases

Since reporting began, there have been 6,866 cases of COVID-19 identified in Ellis County, including 79 coronavirus-related deaths.&nbsp;

NAMI Hays is reaching into rural areas and is expanding into NAMI Golden Plains.

The National Alliance on Mental Illness is a national grassroots organization that offers peer support and advocacy for people who suffer from mental illness. The organization also offers support for family members who have loved ones who have a mental illness diagnoses.

The NAMI Golden Plains now includes Ellis, Rush, Ness, Trego, Graham, Lane, Gove, Sheridan, Decatur, Norton, Phillips and Rooks counties.

NAMI Kansas is pushing to create more affiliates in the rural areas of the state, including northwest Kansas.

The affiliates are growing rapidly and Rooks, Phillips and Norton may soon break off with other northern counties to form a separate affiliate. Barton and Stafford counties are also working to establish affiliates.

The pandemic has allowed NAMI Hays to reach out to individuals in rural areas using technology.

NAMI Hays was down to only having a couple of attendees at in-person support group meetings in Hays. With the onset of the pandemic, support groups were forced to go online. 

That opened up opportunities for people who could not attend in-person meetings because of distance and transportation issues to suddenly access services.

Today, NAMI Hays is back to meeting in person, but at any given meeting, it can also have attendees online from as far away as southern Nebraska or Topeka. 

Grants from NAMI Kansas allowed the local chapter to purchase the video equipment necessary to host online support groups. The Robert E. and Patricia Schmidt Foundation also awarded NAMI Hays $20,000 in 2020 and again in 2021, which it has used to grow its programs.

NAMI hired a Hays peer development and volunteer specialist, Hunter Marcum, as well as a regional Kansas peer development and volunteer specialist, Art Summers, who are building community relationships and increasing awareness of NAMI's resources.

"NAMI Kansas invested in NAMI Hays to be a beacon of support for the entire western area of the state," Summers said.

He said although anyone can attend any NAMI group online, the goal is to also have groups in person in the growing number of affiliates across the state.

Marcum and Summers both have mental health diagnoses. Marcum suffers from anxiety disorder, and Summers has been diagnosed with bipolar disorder, PTSD, addiction disorder and ADHD.

Marcum said NAMI has helped her be more in tune with her emotions. 

"Being part of NAMI and being trained in the groups, I know that I'm not alone in my struggles, and now I'm able to advocate and help others."

Ann Leiker, executive director for the Center for Life Experience, which hosts the NAMI Hays program, said Marcum and Summers are the boots on the ground for what otherwise is a volunteer organization.

The peer specialists are able to meet with people one on one to discuss the NAMI programs and help them get plugged into those resources, Leiker said.

All support groups in NAMI are lead by trained volunteers who also have mental illness or, in the case of family classes and support groups, by family members who have loved ones with mental illness. 

"It's peer-ran, that's the cool part of it," Summers said about the NAMI programs. "Nobody can teach a NAMI class or facilitate unless they are that person. It's just a safe place."

NAMI pays for volunteers to train to be group facilitators. Summers said NAMI Kansas is trying to grow the number of the facilitators, so it can plant and grow support groups in more communities.

NAMI Hays is involved in the community in many ways, but most people will plug in with the organization through two main classes and two main support groups.

All classes and support groups are free. All programs are confidential. All programing is structured around evidence-based models.

The Connections support group is for adults who suffer from mental illness. In Hays, it meets the first and third Mondays of the month from 7 to 8:30 p.m. at the Center for Life Experience, 103 C. E. 27th St., Hays (Oak Street Plaza). You can receive a link to join online by emailing Marcum at hunter@namikansas.org. The next NAMI Connections groups in Hays will be Feb. 7 and Feb. 21.

The family support group meets on the second and fourth Wednesdays of the month from 7 to 8:30 p.m. at the Center for Life Experience. The next family support groups in Hays will be Feb. 9 and Feb. 23.

"It's important for the family members, so they can understand the person that they love," Marcum said.

Summers added "It is a lot of stuff family members don't have access to. It's a safe place for family members to talk about us.

"The most alienating things is when you think you're alone. Most family members think they're alone. Bringing a support group together with common suffering issues, just makes sense."

Leiker said some people who suffer from severe mental illness can't live on their own. The caregiver needs to understand why their loved one is behaving in such a way and how to respond to that, she said.

Peer to Peer is an eight-week class for adults who have a mental illness to learn coping and problem-solving skills, set goals and learn about community resources.

NAMI Kansas has set a goal to offer Peer to Peer ever five weeks in Kansas in 2022 in locations across the state. The classes will be offered as a hybrid of in-person and online. The in-person portion of the next Peer-to-Peer class will be offered from 6 to 8 p.m. Thursdays, starting Feb. 24 at High Plains Independence, 1200 Canterbury in Hays.

The Family-to-Family class is a 12-week class that helps people learn about mental health diagnoses, treatments, communicating with their loved ones and caregiver coping skills.

Corrina Hudsonpillar, who is on the NAMI Hays steering committee, said isolation and lack of services can be huge obstacles to recovery in rural areas.

"In a lot of these communities, they don't have therapists. They don't have professionals like that in their area. Sometimes they have none. Sometimes it's one day a week that someone will go to an office in some of these communities. There is just a real shortage."

Summers said he is encountering desire and need for services in many communities, but there isn't leadership. NAMI is able to offer the leadership and structure for those services, he said.

The pandemic is putting even more strain on individuals and families, and many local residents are additionally dealing with the recovery from wildfires, the NAMI members said.

Summers, who grew up on a farm, said the ability for a farmer or rancher to Zoom into a support group in privacy from a tractor or truck is invaluable.

Because the Zoom feature can be accessed most places, it can afford people who live in small communities privacy that they might not have if they had to park their truck in front of a mental health clinic, Summers said.

A new workout studio is coming to Hays in March.

Hotworx, 1218 E. 27th, will have eight private infrared saunas.

This will be the first studio offering infrared workouts in Hays and the only Hotworx franchise in the state outside of Wichita or Kansas City.

The infrared light and heat offered in the Hotworx saunas promises to help you burn more calories in less time.

Owner Cari Readle said most people will burn about triple the calories in a 30-minute Hotworx workout compared to a standard one-hour gym workout.

It claims to also assist with muscle recovery, pain relief, stress reduction, weight loss, body detoxification, lowering blood pressure, cellulite reduction and improved circulation.

The saunas are built to optimize infrared light absorption and boost your detoxifying workout, sweat and calorie burn, Readle said.

Most of the sauna classes are 30 minutes. Hotworx also offers some high intensity interval training classes that use cycles or rowing machines that are 15 minutes.

"For people who are limited on time restraints for being able to get to the gym, this an ideal place for them to go for them to be able to get in and out quick," Readle said. 

The saunas are 7-by-9 feet. You can have up to three people in a sauna if you find more motivation in working out with friends.

As the infrared light is also a component of sunlight, it may help some people who suffer from seasonal affective disorder, a depression that often affects people during the winter months when they are exposed to fewer daylight hours.

All the workouts are virtual. Members can access the center 24/7 and will book saunas using an app. The facility will have two bathrooms, one of which will have a shower.

The 30-minute classes in Hays will include: Hot Isometrics Hot Buns Hot Yoga Hot Pilates Hot Bar None Hot Bands Hot Warrior Hot Core

The 15-minute classes include a spinning or rowing machine or a Hotworx-patented water rowing machine.

Isometrics are sustained stretching exercises — for example flexing your bicep and holding it for a certain amount of time. It builds flexibility and muscle tone, Readle said.

You should check with your physician before stating any workout program, but Readle said Hotworx can be used by people of all ages. 

Some older customers are seeking to ease arthritis pain and promote flexibility, she said. Younger customers like the endurance they can build with the workouts, Readle said.

The saunas are adjustable, and the temperature can be lowered.

The Hotworx studio is still under construction. Readle said she hopes to be open in March. The studio is pre-selling memberships for $49 per month with a $15 joiner fee. Memberships will go up once the studio opens.

Drop-in appointments also will be available for $20 each. The studio will have staffed hours for drop-ins, but those hours have not yet been set.

The studio will also have a retail space, which will include clothing, nutrition line, mats, towels and foam stretching rollers.

&nbsp;Readle, who is an occupational therapy assistant, said she fell in love with the Hotworx saunas after she booked a workout in a studio in Wichita on a visit there. She said she is excited to bring the franchise to Hays.

The saunas are adjustable, and the temperature can be lowered. The Hotworx studio is still under construction. Readle said she hopes to be open in March. The studio is pre-selling memberships for $49 per month with a $15 joiner fee. Memberships will go up once the studio opens.Drop-in appointments also will be available for $20 each. The studio will have staffed hours for drop-ins, but those hours have not yet been set.The studio will also have a retail space, which will include clothing, nutrition line, mats, towels and foam stretching rollers. &nbsp;Readle, who is an occupational therapy assistant, said she fell in love with the Hotworx saunas after she booked a workout in a studio in Wichita on a visit there. Eagle's Kiser will moderate new season of 'The Kansas Legislature'

By JACKIE MUNDT Pratt County farmer and rancher Our household has only one rule about pets. We cannot buy or seek out pets, they must find and choose us. This rule is not my creation, but it is easy to follow because I have always been apathetic to pets. I don’t dislike animals but lack an interest in pets. I am not the person who stops to talk to dogs in the park or asks about someone’s pets with interest beyond friendliness. Owning a pet has always seemed like a chore I want to avoid at all costs. Life rarely goes how we plan. During the polar vortex cold spell last February, my life was transformed by the unlikely arrival of two new pets. At some point in the bitter cold days, we noticed the appearance of a couple of stray cats. We knew these cats needed help surviving the cold spell and put out food, a heated water bowl and some straw bales to keep them dry, warm and full. The cats continued to show up for meals, and we began to learn their personalities. The female tabby had ninja stealth, which she used to get her food. The grey male was more interested being friends with the tabby. He followed her bellowing the most pitiful “hello-oh” in hopes of becoming her friend. She was not impressed. This created hours of entertainment for us as we watched him try to sneak food without alerting her. We later learned he made that sound constantly when he was looking for others. Fittingly, we named him Hello Kitty After a few weeks, milk was added to our meal offerings in an effort to try to get close enough to pet them. In the spring, the 100 pounds of cat food and somewhere between 5 and 10 gallons of milk paid off. Marc was able to pet the tabby, now named KitCat. She soon discovered the joy of a good scratch behind your ears, and it wasn’t long before both cats lined up for scratches. At some point in this long campaign to convince the cats to become our pets, I went from rolling my eyes to a willing and enthusiastic participant. I was even the first person to let them into the house when they showed signs of curiosity. By fall, KitCat was living as a mostly indoor cat with the personality of a mercurial princess who spends her days issuing orders and punishing those who dare ignore her. She is funny and sassy, demanding and sweet, playful and curious. It became clear by the affection, wrath and possessiveness that KitCat chose me to be her human servant. And that fills my heart with joy and peace. It was a surprise to realize I am not apathetic to pets. I let fear and worry about responsibility color my decisions and convince me cats weren’t that great. KitCat reminded me that my capacity to love and serve others will only grow out of necessity. I would not have willingly sought out this responsibility but when it landed on me, the burden was lighter than expected and completely worth it. We all make excuses and rationalize our reasons for not doing the hard things like volunteering to help, building relationships with new people, giving generously or being selfless. Stop letting those excuses and start asking, who needs me?

A student at Larned Middle School took first place honors in the "Happy Birthday Kansas" Student Photo Contest. Grayson Maxwell's photo entitled “Sunflower in Kansas Wheat Field” was the top entry submitted statewide by 6th graders.

The contest, now in its eighth year, invited students in first through 12th grades to shoot photographs based on the theme, "Favorite Place in Kansas in 2021." There were 506 entries.

The announcement of the winners was made to coincide with the celebration of Kansas Day last Saturday.

A winter weather advisory is in effect for most of northwest Kansas through Thursday morning, according to the National Weather Service in Dodge City.

In Ellis County, snow is expected to begin early Wednesday morning, mainly after 2 a.m., accompanied by blustery winds ranging from 16 to 20 mph.

Up to 6 inches of snow are possible with the storm, which is expected to last through the day on Wednesday before tapering off Thursday morning.

The NWS warned that blowing snow could make driving conditions hazardous.

The front also will bring an Arctic chill, with wind chill factors dropping as low as 12 below zero Wednesday night.

After an unseasonably warm weekend, the high temperature Wednesday is expected to top out at 20 degrees, with a high of just 14 degrees on Thursday.

Skies are expected to clear Thursday evening and remain clear through the weekend.

The Northern Iowan, the student news site of the University of Northern Iowa, has reported that <a href="https://www.fhsu.edu/teachereducation/faculty-and-staff/">Christopher Jochum</a> has been named a finalist for the position of Dean of the College of Education.

The University of Northern Iowa is a public, four-year university located in Cedar Falls, Iowa, with an enrollment in excess of 10,000 students.

Dr. Jochum is currently serves as professor and chair of the Department of Teacher Education at FHSU.

FHSU educator a finalist for dean position at Iowa university

On Wednesday, January 26, the Appropriations Committee heard that years of legislative oversight and targeted funding is beginning to make a difference in our foster care system. The funding support and collaboration between the Legislature, The Department of Children and Families (DCF), and the Federal Families First initiative is now producing positive results.

The number of children entering foster care has dropped from 4,212 in 2018 to 3,081 in 2021. We learned that the Families First Prevention Services program provides prevention services to keep children and youth from entering foster care. It also provides out-of-home placement through approved evidence-based programs, which provides mental health, substance abuse, parent skill building, along with kinship navigation. 

This program was developed from the federal 2018 Family First Prevention Services Act, which gave states access to money for prevention. Kansas was one of the first states to start a Families First Program.

The 2021 Legislature also provided for a foster care report card. The bill requires the Kansas State Department of Education (KSDE) and DCF collaborate to create an annual foster care report card. This report card would be submitted to the House and Senate committees on education by January 15 each year.

These improvements with the foster care system were addressed by the legislature over the past few years to reduce the number of children in the foster care system in the state of Kansas.

On Tuesday, January 25, the Kansas House of Representatives debated Senate Bill 355. This bill is the first bill to be debated regarding redistricting and focused on the four Congressional districts in Kansas. Due to population shifts in the current Congressional districts, the First and Second Districts losing population and the Third gaining, adjustments must be made for each district to have a population of 734,470. This map has the First District shifting further east to increase the amount of population in the district so we are within the population deviations. As I mentioned prior, this is the first map that we have debated. There were numerous amendments on the House Floor, though all failed, the map passed out of the House Wednesday morning. I voted “yes.”

During the third week of the Legislative session, there were many more bills introduced in the House Chamber. Listed below are the details of those bills.

House Bills 2484 and 2487 had hearings this week in the House Taxation committee and both bills would provide for a zero percent sales tax rate on food. Both bills stipulate cities and counties would still be allowed to levy a sales tax rate. House Bill 2487 also allows for a sales tax exemption on items that were purchased at a Farmer’s Market.

There was also a hearing in the Water committee on House Bill 2480, which amends current statute with projects that are related to the diversion or transportation of water.

House Bill 2528 was introduced in the House Federal and State Affairs committee and would exempt inflatable devices owned or operated by nonprofit organizations from the requirements of the Kansas Amusement Ride Act.

A hearing was held on House Bill 2215 which would allow persons with a felony drug conviction to receive benefits from the Supplemental Nutrition Assistance Program (SNAP).
