Schmidt Foundation grant bolsters #GiveCatholic campaign

RUSSELL — Randy Baker has been appointed the City's Water Utility Director effective Oct. 15. &nbsp;Baker has worked for the City of Russell since January 1999 in the Water Distribution Department as a maintenance worker, lead worker for water distribution and the wastewater system, and, most recently, as Water Distribution and Waste Water Superintendent.

Baker and his team produce over 300 million gallons of potable water each year for more than 2,400 customers by managing two water sources, maintaining thirty miles of raw water transmission line, and water at two water plants. &nbsp;The finished water goes to the city's two above-ground water towers, and from the towers, the water gets to customers through 63 miles of water distribution lines. &nbsp;In addition, Baker's department oversees the city's wastewater collection and treatment system. &nbsp;

Russell's wastewater system is one of the largest lagoon systems in Kansas, treating more than 373 million gallons of wastewater annually. &nbsp;The city uses a significant portion of the treated wastewater to irrigate city parks and the municipal golf course. &nbsp;

The Waste Water Lagoon system and Plant A are undergoing major rehabilitation projects that will update equipment and keep the facilities useful for another twenty years. &nbsp;

"Under Randy's leadership and his comprehensive knowledge of the water and wastewater systems, the utility will continue providing high-quality community services with the highest degree of excellence and professionalism," said City Manager Jon Quinday. &nbsp;

Dave Sturgeon has been appointed the city's Electric Utility Director effective Dec. 1, when Duane Banks retires after 32 years of service to the community. &nbsp;

Sturgeon has worked for the City of Russell since 2012 in the Electric Department as a power plant operator, lead mechanic, and, most recently, as Electric Production Superintendent. 

"Dave's knowledge of public power, the challenges facing the electric industry, and his familiarity with the community and the city's electric utility made him stand out from the Kansas, Texas, and California applicants pool,"&nbsp;Quinday said.

Sturgeon and his team of electric linemen, power plant operators, and mechanics provide service to more than 3,400 customers in a 50-square-mile service area with 146 miles of 3-phase primary and 5,875 power poles and manage two power plants capable of generating 26 megawatts of electricity. 

The city was able to generate its own electricity during Winter Storm Uri in 2021, while other communities faced rolling blackouts.&nbsp;

"Dave will lead a dedicated team of skilled electric linemen, power plant operators, and mechanics that will continue the utility’s work to improve system reliability and customer communication," Quinday said. &nbsp;

The city council authorized the electric utility to rebuild the electric distribution system to improve resilience and reliability. The project will begin with the East Residential circuits when materials arrive. Due to supply issues, some critical items are 52 weeks out. Engineering, design, materials acquisition, and construction to complete the distribution system's rebuild is an eight to 10-year project.

Three-day weather outlook

This election season, Governor Laura Kelly and her allies have relentlessly worked to tie her opponent Derek Schmidt to former Governor Sam Brownback, particularly the unpopular&nbsp;

cuts to education funding.&nbsp; Yet far more can be gleaned about Schmidt’s character from his relationship with Kris Kobach.&nbsp; Why did Schmidt sit by and do nothing while Kobach usurped the power of the Attorney General’s office and then proceeded to handle lawsuits himself, using tactics later described as “antics”?&nbsp; What kind of relationship will these two have if Schmidt wins the Governorship and Kobach wins Schmidt’s old post as Attorney General?&nbsp; These–not the Governor’s tiresome refrain of “Brownback, Brownback, Brownback”-- are the questions voters should be asking before casting their ballots.

Schmidt mostly stayed in his lane as Attorney General during the Brownback Governorship.&nbsp; His formal, legal defense of the state’s tax and funding cuts was simply part of his office’s duties.&nbsp; It does not necessarily reflect support for Brownback’s policies. Schmidt’s relationship with Kobach is another matter, though.

Kobach served as Kansas Secretary of State during the first and second of Schmidt’s three terms as AG.&nbsp; During that time, Schmidt sat back and did nothing while Kobach aggressively usurped the powers of the Attorney General’s office, transferring one of those powers to the Secretary of State in an unprecedented move, unseen in any other state and unused since Kobach left office.&nbsp; Voter fraud in the modern-day United States is rare.&nbsp; When evidence of it does surface, it is typically referred to the state Attorney General or to federal authorities for investigation and, if necessary, prosecution.&nbsp; Yet Kobach got the Kansas Legislature to grant his own office these extraordinary powers when they passed the SAFE Act in 2012.&nbsp; Schmidt uttered nary a peep while these powers were yanked away from the AG, traditionally the state’s second-most powerful executive office, after the governor.

Kobach also hogged the limelight, even defending the state personally when the&nbsp;Fish v Kobach&nbsp;and&nbsp;Bednasek v Kobach&nbsp;cases were heard before the Federal District Court in 2018.&nbsp; This was highly unusual–typically the Secretary of State would use staff attorneys or the Attorney General’s office, or even contract with private attorneys to do this.&nbsp; I was an expert witness for the plaintiffs in&nbsp;Bednasek, and Kobach took my deposition personally, another odd move.&nbsp; Schmidt’s office is just down the hall in the same building, but neither he nor the staff attorneys from his office were anywhere to be found that day.&nbsp;&nbsp;

Appointed by George W. Bush upon a recommendation from Brownback, Judge Julie Robinson ruled against the state and permanently stayed the SAFE Act’s proof-of-citizenship requirement, which would have required that voters prove they are American citizens when registering to vote, typically by producing copies of their birth certificates.&nbsp; She also ordered Kobach to take continuing education courses or lose his law license.&nbsp; Derek Schmidt and his staff attorneys remained absent the entire time.

Schmidt shares Brownback’s party label and made a few rather general comments expressing support during Brownback’s governorship, but that’s about it.&nbsp; The real question voters should be asking is why he did so little to counter Kobach’s antics, and what this portends if both are elected this year.

INSIGHT KANSAS: Voters should scrutinize Schmidt, Kobach’s history

In just a couple of weeks, Kansans will go to the polls and select our lawmakers. However, there’s another group whose rules we all have to live under: government bureaucrats. Yet while legislators have to earn our votes, unelected officials answer to no one.&nbsp;&nbsp;

<a href="http://kslegislature.org/li/b2021_22/measures/documents/hcr5014_enrolled.pdf">HCR 5014</a> is one of two constitutional amendments on November’s ballot, and it will allow the legislature to overrule regulatory decisions by a simple majority vote. During <a href="https://youtu.be/p7fyXoJppI4">a debate</a> earlier this month with her Democratic challenger, Rep. Barb Wasinger talked about why it is crucial that we reform the way regulatory matters are handled.&nbsp;

“There are so many regulations that have overstepped their boundaries,” Wasinger said. “I’m a first-hand witness to agencies trying to pass laws through regulation.

“A good example is the Department of Labor,” she continued. “They changed workman’s comp law with eight regulations. I got the attorney general’s office to revisit those regulations, and they determined that four of them were not constitutional.

“Sorry, but the administration should not be passing laws,” Wasinger insisted, adding that she wants to see regulatory reform aimed at making it easier for farmers and small businesses to get by in tough times. She also pointed to how regulatory reform is needed to alleviate the childcare crisis that Kansas faces.&nbsp;&nbsp;

The simple fact is that overly complicated and unnecessary regulations raise prices, waste taxpayer dollars, and drive opportunities away from Kansas. HCR 5014 will empower legislators to do away with rules that are needless or can be fixed with common sense revisions.

What’s more, our founding fathers understood that a government’s legitimacy is derived from the consent of those it governs. And since bureaucrats aren’t elected, they need to operate with the consent of those who are.&nbsp;&nbsp;

LETTER: Amendment's passage is 'common sense'

PHILLIPS COUNTY—Law enforcement authorities are investigating a man after a standoff in Phillips County.

Just after 6p.m. Friday, sheriff's deputies&nbsp;responded to a report of a suspicious subject in the 1200 block of Cable Road in Phillips County, according to a media release.

Deputies attempted to make contact with the subject shortly after their arrival. As they approached the residence door, a gunshot was heard from inside. The deputies took cover and called for assistance.&nbsp;Neither deputy was injured.

 Attempts to contact the subject, later identified as 62-year-old Russell Hosier of Phillipsburg were unsuccessful and numerous gunshots were fired inside the residence. 

 Deputies did not return fire and asked for assistance from the Kansas Highway Patrol and numerous Troopers responded.

At approximately 1:15 a.m. the Hosier  surrendered without incident. Deputies booked him on requested charges of Aggravated Assault of a Law Enforcement Officer, Criminal Damage to Property and Criminal Discharge of a Firearm. He remains in custody with a $70,000 bond.

The Twist Out Cancer Yoga-thon will be 3 to 8 p.m. Thursday, Nov. 10, in Cunningham Hall 122.

The Cancer Council of Ellis County and Fort Hays State University would like for you to join us in the fight against cancer by participating in the Yoga-thon.

Teams are allowed up to 10 members for a $50 registration fee.  Team members don’t have to know how to do Yoga to participate. Yoga leaders will be there to instruct during each session.

NORTON COUNTY — Law enforcement authorities are investigating counterfeit cash in northwest Kansas.

Counterfeit $100 bills are circulating in Norton County, according to a social media report from the Norton County Sheriff's Office.

 Law enforcement advised residents to be on the lookout for these counterfeit bills and report any they might come across.

On Thursday, the Arkansas City Police Department learned of counterfeit bills making their way through vendors and other local businesses during the Arkalalah Festival, according to the police department.

Sheriff reports counterfeit $100 bills in NW Kansas

HOXIE — The community of Hoxie will welcome home Hoxie native and NASA Astronaut, Col. Tyler N. “Nick” Hague (U.S. Space Force) on Friday, Nov. 11, for a day of school and public presentations, sharing about his experiences as an astronaut aboard the International Space Station.

Hague is a 1994 graduate of Hoxie High School. He went on to earn a Bachelor of Science in Astronautical Engineering from the United States Air Force Academy in 1998, and a Master of Science in Aeronautical and Astronautical Engineering from the Massachusetts Institute of Technology in 2000.

In 2009, Hague was selected for the Air Force Fellows program in Washington, D.C., and was a staff member in the United States Senate. Following his fellowship, he served in the Pentagon as a congressional appropriations liaison for United States Central Command.

Selected as an astronaut by NASA in 2013, Hague completed astronaut candidate training in July 2015. He was selected for a mission to the International Space Station which launched on Oct. 11, 2018. Unfortunately, he and his crewmate Alexey Ovchinin, of the Russian space agency Roscosmos, were forced to abort the mission when a rocket booster experienced a malfunction shortly after the launch of their Soyuz MS-10. The aborted spacecraft landed safely.

Hague re-launched from the Baikonur Cosmodrome in Kazakhstan to the International Space Station on March 14, 2019. Together with fellow Astronaut Cristina Koch and the international crew of Expeditions 59 and 60, they conducted or participated in hundreds of experiments in biology, biotechnology, physical science and Earth science, including investigations into devices that mimic the structure and function of human organs, freeflying robots, and an instrument to measure Earth’s distribution of carbon dioxide. Hague conducted three spacewalks during his mission, totaling 19 hours and 56 minutes with a total of 203 days in space. Hague’s visit in Hoxie will include a morning presentation for the the Hoxie USD 412 and Golden Plains USD 316 school districts from 9 to 10:30 a.m. at the Hoxie High School Auditorium, 1625 Queen.

A presentation for the public is scheduled that evening from 6 to 7:30 p.m., also at the auditorium, with a “meet &amp; greet” to follow in the high school library. Public from around the area are invited to attend the in-person presentation.

GREAT BEND — Teaming up with Dodge City and Liberal economic development teams, Great
Bend Economic Development spent three days at the New Mexico State Fair to
expose potential workforce in New Mexico to what western Kansas has to offer. 
Great Bend Economic Development Director Sara Arnberger said the event in September
was a good experience and a good trial period. More than 20 people requested
follow-up about possible employment in Kansas. "One of things 
that I thought was really valuable was having Chris Ryan with Sunrise 
Staffing come down with us for a full day," said Arnberger. "As someone 
that owns a staffing agency and does this all the time, it was so great 
to get his perspective. He jumped in to do this with us next year on a 
bigger scale and actually do interviews for employers while we're 
there." 
Arnberger said the three economic development organizations are all interested
in going back to the New Mexico State Fair again. 
"At this very moment with the feedback and conversations we had, I feel 
like we picked the right location," said Arnberger. "That doesn't mean 
that there are not other 'right' locations. We are looking at other 
states. We're looking at all the data...what's the unemployment rate? 
What are the areas of work that people are looking for?" 
The fair was 11 days in Albuquerque, and Great Bend split up the days with
Liberal and Dodge City to recruit fairgoers to come work in Kansas.&nbsp; &nbsp;&nbsp;

Great Bend delegation heads to New Mexico to recruit workers

Voters in Northeast Kansas will soon decide the shape of the Kansas State Board of Education for the next two years. Candidates chosen by statewide primaries in August have set the stage for a general election that may alter the way KSDE has operated for, at least, the past 10 years and impact all Kansas schools.

The current board consists of four Democrats and six Republicans, but the atmosphere on the board has been bipartisan. Members’ party affiliations are not listed on the board’s Website. Meetings are facilitated by a KSDE civilian workforce.

Ten districts make up the KSDE board with five members elected every two years for four-year terms. Of the five open seats (Districts 1,3,5,7 and 9) redistricting after the 2020 census, left Democrat Janet Waugh without a district to represent and out of the race for District 1, while Republican incumbent Michelle Dombrosky in District 3 did not draw an opponent.&nbsp;&nbsp;

The August primary then became a battle among Republican candidates. One moderate Republican and two conservatives emerged winners.&nbsp;

In District 5, Republican incumbent Jean Clifford lost to Cathy Hopkins of Hays.&nbsp;Hopkins told the Fort Hays State Tiger Media Network, “We need engaged citizens. This top-down approach has been ongoing for a long time and many believe a shift must occur to see real change.” &nbsp;Hopkins will run unopposed having no Democrat opponent in the November election.

In District 7, Republican incumbent Ben Jones lost to conservative Dennis Hershberger. Hershberber’s Website says he believes getting back to basics will help every child achieve. Hershberger has no Democrat opponent and will run unopposed in the November election.&nbsp;

In District 9, incumbent and board chair, Jim Porter of Fredonia has spent more than 47 years in education serving as a superintendent for 34 years. Porter beat conservative Luke Aichele and has no Democrat opponent in the upcoming election.&nbsp;

Therefore the three Republican primary winners are presumptive election winners.

Two board seats remain contested. In District 3, conservative Republican Michelle Dombrosky, will face Democrat Sheila Albers, a retired educator from Overland Park.&nbsp;

In District 1, Democrat Jeffrey Howards, a Marine veteran and 20-year civilian military educator, will face conservative Republican Danny Zeck who operated a Ford dealership for 30 years. The Topeka Capital-Journal reported recently that Zeck asked the Leavenworth Board of Education to ban a novel about gender and sexuality.&nbsp;

Since KSDE determines policies that carry out state education laws, the outcome of the November election will impact each school in the state.&nbsp;&nbsp;

&nbsp;If both Democrats with their elections the board will be balanced with five Democrats and five Republicans, and it’s possible that the board’s former bipartisan decision-making will continue.&nbsp; If only one Democrat or no Democrat wins, the board will be divided with new members bringing a broad conservative agenda to the table.&nbsp;

No one can predict the election outcome or the impact of this election on board policies but it seems likely the result may be more of an earthquake than a tremor.&nbsp;

Voters in Districts 1 and 3 should consider the state board election as important as the governor’s race this Nov. 8.&nbsp; Moreover, all Kansans should be concerned because a lot is riding on this election for students and teachers.&nbsp;

Gift will help organization expand on philanthropic work

TOPEKA — Sunflower Foundation has announced it has received a one-time, unrestricted gift of $4 million from billionaire philanthropist and novelist McKenzie Scott.

“We are grateful for and humbled by Ms. Scott’s gift,” said Billie Hall, Sunflower Foundation president and CEO. “That she chose our foundation to be part of her philanthropic vision is a testament to the determined work of Sunflower’s many partners across Kansas – nonprofit organizations and public entities that remain steadfast in their efforts to improve the health of their communities and enhance the quality of life for all who call Kansas home.”

The foundation’s partnerships with rural communities and support of their ongoing efforts to strengthen health care systems, address food and nutrition security, create more opportunities for people to get outdoors and stay active, and empower Kansas’ nonprofit sector has been central to the foundation’s work over the past 10 years. Areas of focus include:

Scott’s donation will help the foundation expand on work in these areas and others.

“This timely gift will accelerate and enhance our ability to advance equity in health care and find innovative strategies and solutions for improving and sustaining rural health systems,” Hall said.

Scott has pledged to give away at least half of her wealth in charity in her lifetime. She seeks to identify and award funds to high-impact, equity-oriented nonprofits working to support the needs of people and groups that historically have been underrepresented.

While its work remains statewide and in a diversity of communities, the foundation has made a concerted effort to better support its rural partners. Rural communities, in general, tend to receive much less philanthropic support than their proportion of the population. The foundation’s rural-based grant-making strategy has engaged thousands of Kansans who are working to make the state a healthier place, with nearly 40% of its grants and over 40% of its grant dollars distributed in the past 10 years having supported entities in rural communities.

And with the recent completion of its nonprofit center, the foundation has started a new chapter in its efforts to support and catalyze collaboration and assist organizations, both large and small, as they work to solve the state’s most vexing health challenges.

The Cottonwood Extension District Executive Board&nbsp;is looking for an energetic person with managerial and leadership skills to fill the District Director position. The Director serves as the administrative leader of budget and fiscal operations as well as personnel management of local staff&nbsp;of seven agents and several support staff.&nbsp;This position will also have programming responsibilities for community vitality.

The Director&nbsp;will lead the development, implementation and evaluation of research-based educational programming to&nbsp;help our communities become a better place for people in the Cottonwood District to live, work, and play.&nbsp;Programming may include: First Impressions; Kansas PRIDE; community health promotion; leadership development; entrepreneurship; grant writing and management; and local food systems.

LETTER: Wasinger worthy regardless of unwarranted criticism

Hays High hosted Wichita West in week nine on Friday at Lewis Field Stadium.&nbsp; It was a costly win however as the Indians lost Malik Bah on the first offensive play of the game for Hays. Bah, who entered the game ten points shy of the single season scoring record, landed awkwardly on his&nbsp; arm following a tackle. He was removed from the game with his arm stabilized.&nbsp;

Hays High hosted Wichita West in week nine on Friday at Lewis Field Stadium.&nbsp; It was a costly win however as the Indians lost Malik Bah on the first offensive play of the game for Hays. Bah, who entered the game ten points shy of the single season scoring record, landed awkwardly on his&nbsp; arm following a tackle. Developmental Services of Northwest Kansas hosted its annual awards luncheon in Hays on&nbsp;Oct. 18.&nbsp;Awards were given throughout the afternoon to staff, persons served, and community members. &nbsp;The first awards of the afternoon were given to employees of DSNWK for their years of service. Those staff recognized and listed by location, were:

Awards were presented to members of area communities during the afternoon. &nbsp;The Arc of Central Plains in&nbsp;Hays&nbsp;received DSNWK's Employer of the Year Award for their outstanding support of people with disabilities in the workforce. &nbsp;The Community Support Award was presented to Amy Schmierbach of&nbsp;Hays&nbsp;for&nbsp;her&nbsp;outstanding support to individuals served by DSNWK&nbsp;through her Collaborative Arts Project. &nbsp;Recognition was made to volunteer Becky Vickers of&nbsp;Hoxie&nbsp;with DSNWK’s Good Neighbor Award. Vickers has donated countless hours of her time to supporting those served at DSNWK’s Hoxie program.

Finally, DSNWK recognized two longtime supporters of DSNWK for their support with it’s Vision of Hope Awards. Gary and Pat Albrecht and Dave and Yeyette Houfek, both of&nbsp;Hays were honored. &nbsp;DSNWK paid tribute to both of these couples for their outstanding support over the years for those with intellectual and developmental disabilities.

Pre-concert activities begin at 1:30 p.m. The concert begins at 2:30 p.m. Free trick-or-treat bags for the first 250 children to attend. McDonald’s will have Grimace present after school releases to see the kiddos and the Wayne Voss Agency will be grilling and handing out hot dogs. Any rainfall is welcome these days, but Thursday's series of light showers produced just a tenth of an inch of accumulation, according to the K-State Ag Research Center in Hays.

With just 0.23 inches of precipitation recorded in October, Hays is more than an inch behind normal for the month. For the year, Hays is 6 inches below average accumulation.

And the National Weather Service is predicting a dry end to October, extending into November. No precipitation is forecast at least through Thursday, the NWS reported.&nbsp;

High temperatures through the weekend will be in the mid-60s, warming to the low- to mid-70s through next week.

Thursday showers bring just a tenth of an inch of rain to Hays

A lifetime of commitment to the rodeo industry earned&nbsp;<a href="https://prorodeo.com/bio/contestant/bronc-rumford/5622">Bronc Rumford</a>&nbsp;the 2022 PRCA Donita Barnes Contract Personnel Lifetime Achievement Award. Rumford, who lives in Abbyville, Kan., has been involved in the rodeo business his entire life. "It hasn't sunk in yet," said Rumford, 71. "It is such a personal award for me. Bob and Donita were close, close friends with my folks. When I turned pro in the early 1970s, I went to what became the Great Lakes Circuit and we rodeoed up there with Bob and Donita. We would leave home and go to Cherokee, Iowa, in May and we would stay up there all summer. I still remember my folks calling Bob and Donita before I went to Cherokee that year, I got my card. My dad said the kids are going to come up there and rodeo with you and you make sure that you work them and if you need anything from them, they do it. My mom told Donita to take care of us and watch after us. "Donita pretty much baby sat me and taught me so much about how to enter and even how to rodeo. The Barnes family has always been special to us and Donita, extremely special. To get an award named after her is really an honor for me. She was such a great lady. I'm just extremely proud to get this award." The Donita Barnes Lifetime Achievement Award will be presented to Rumford at the PRCA Awards Banquet on Nov. 30 at the South Point in Las Vegas. Other nominees for the 2022 Donita Barnes Lifetime Achievement Award were Edie Longfellow; Grant and Betsy Harris; Jerry Wayne and Judy Olson; and Kay Bleakly. "All the nominees are personal friends of mine and every one of them should win this award," Rumford said. "It is very special to be nominated with those other nominees." Nominees must have been a PRCA member for a minimum of 15 years and cannot have won a yearly contract personnel award within 15 years of the date of nomination. All nominations were reviewed and selected by an external panel. The top five nominees were voted on by any contract personnel members who have participated in at least one rodeo within that rodeo year. "In the rodeo business we have done about everything there is to do," Rumford said. "If I had it to do over, I would probably do the same thing. I wouldn't change the lifestyle. The greatest thing about the rodeo world is the people. There are no better people on Earth than rodeo cowboys in my opinion." &nbsp; Rumford is the father of award-winning clown/barrelman Justin and award-winning secretary Haley Bridwell. A small earthquake was recorded Thursday in southern Rooks County, the Kansas Geological Survey reported.

The 2.3-magnitude quake was detected at 4:25 p.m. just north of the Ellis County line, the KGS reported.
