The preliminary and final versions of a plat north of Interstate 70 will be considered by the Hays Area Planning Commission during its meeting at 4 p.m. in Hays City Hall, 1507 Main.

The proposed plat includes four total lots ranging in size from 4.3 acres to 9.7 acres in the c northeast of the 157 Exit.

The properties have been owned by BBJ, LLC for many years and have remained natural grassland except for the Doonan Peterbilt dealership that was built in 2014.&nbsp;

The land was annexed into the city in April of 2023 and utility work for extending city water and sewer is nearly complete.&nbsp;

According to information sent to the planning commission, the plat takes into consideration the preliminary plans for the KDOT exit 157 bridge re-alignment that adjusts the southwest property line.&nbsp; 

City staff recommends approving the preliminary and final plats as submitted and recommends approval to the Hays City Commission.

📷 Capturing the spirit: A look at the 2023 Shrine Bowl

Governor Laura Kelly recently touted her administration’s economic track record in a press release from the Office of the Governor. Specifically, Kelly cited over $16 billion in private-sector investments and the creation of over 60,000 jobs in Kansas since she took office as governor.

To grow the economy, Kelly has offered tax incentive packages to lure businesses to Kansas and encourage Kansas-based corporations to expand their economic footprint in the state. These incentive packages have been a key part in reaching investment deals with Panasonic, Integra Technologies, and EMP Shield.

Tax incentive packages have become a valuable tool for state and local policymakers trying to attract investment in a fiercely competitive economic environment. For example, when Amazon announced it was seeking proposals for a second headquarters in 2017, a bidding war ensued with cities offering land, tax breaks, and promised investments in public transit, among other enticements to convince Amazon to consider their jurisdictions.

The Amazon headquarters decision may be an extreme example, but it illustrates the new normal of policymakers offering lucrative incentives to attract economic investment.

Proponents argue that tax incentive packages have several benefits. First, increased financial investment and job creation can serve as a catalyst for state and local economies. By convincing businesses to establish or expand economic operations within their state or locality, policymakers create job opportunities.

Tax incentives may also lead to increases in tax revenue. This may seem paradoxical, but the argument is that by generating economic activity, governments will recoup whatever tax breaks they initially offered in future revenues from corporate, income, sales, and property taxes.

Finally, by offering tax incentives, policymakers create a competitive advantage over neighboring states, positioning themselves as an attractive destination for investment. This bolsters a state’s reputation as a hub for economic activity, which may in turn attract more investment.

Tax incentive plans, however, are not without detractors. One concern associated with these plans is the loss of revenue for states and localities. When policymakers offer tax breaks to businesses, it reduces the tax base, constraining funds available for key public services such as education or healthcare. This negative consequence can be particularly challenging for cities as they attempt to balance their tight budgets.

Further, these incentive plans create an uneven playing field. They often provide economic benefits to large corporations and businesses. Small businesses and individual taxpayers, on the other hand, do not have access to these same benefits. This worry is not without merit as some of the details of these deals are not made public during negotiation.

Finally, critics argue that tax incentive plans are short-term solutions. Businesses may decide to locate or invest in a state based on the availability of tax incentives, but they do not guarantee long-term investment. Neighboring states can offer similar deals in the future, leading to a cycle of relocation that creates economic instability for everyone. This dynamic, described by Dr. Michael Smith in his column<a href="https://hayspost.com/posts/41b36213-139e-4b6f-b5a6-0468c746210d"> “Tax truce is holding, but it’s time to finish the job,” </a>can be seen in past tax border wars in the Kansas City metropolitan area.

The reality is that policymakers, like Governor Kelly, understand that tax incentives are the price of doing business in our global, competitive economy. The question that remains is do the benefits always outweigh the drawbacks?

For example, when Amazon announced it was seeking proposals for a second headquarters in 2017, a bidding war ensued with cities offering land, tax breaks, and promised investments in public transit, among other enticements to convince Amazon to consider their jurisdictions.The Amazon headquarters decision may be an extreme example, but it illustrates the new normal of policymakers offering lucrative incentives to attract economic investment.Proponents argue that tax incentive packages have several benefits. First, increased financial investment and job creation can serve as a catalyst for state and local economies. By convincing businesses to establish or expand economic operations within their state or locality, policymakers create job opportunities.Tax incentives may also lead to increases in tax revenue. This may seem paradoxical, but the argument is that by generating economic activity, governments will recoup whatever tax breaks they initially offered in future revenues from corporate, income, sales, and property taxes.Finally, by offering tax incentives, policymakers create a competitive advantage over neighboring states, positioning themselves as an attractive destination for investment. This bolsters a state’s reputation as a hub for economic activity, which may in turn attract more investment.Tax incentive plans, however, are not without detractors. One concern associated with these plans is the loss of revenue for states and localities. When policymakers offer tax breaks to businesses, it reduces the tax base, constraining funds available for key public services such as education or healthcare. This negative consequence can be particularly challenging for cities as they attempt to balance their tight budgets.Further, these incentive plans create an uneven playing field. They often provide economic benefits to large corporations and businesses. Small businesses and individual taxpayers, on the other hand, do not have access to these same benefits. This worry is not without merit as some of the details of these deals are not made public during negotiation.Finally, critics argue that tax incentive plans are short-term solutions. Businesses may decide to locate or invest in a state based on the availability of tax incentives, but they do not guarantee long-term investment. Neighboring states can offer similar deals in the future, leading to a cycle of relocation that creates economic instability for everyone. ⚾ Meet the Larks: Brady Evans

When Ellis High School freshman Colton Metzler was born, he was missing a bone in his lower left leg.

Metzler's parents, Becky and Jim, sought care from the Shriner's Hospital in St. Louis.

"We had good insurance. We thought we were stable. We thought we could get it done," Colton said.

But a Shriner friend said it's not about that.&nbsp;

"It's about getting your son's life right, and getting the care is some of the best you can find," Colton said.

Colton is serving as a patient ambassador for the Shriners Hospital for the Shrine Bowl, which will be Saturday night in Hays. Players from both the East and West teams met with ambassadors, listened to their stories and played some games along the way Friday.

Colton's parents were given two very difficult options at the Shriners Hospital. Colton would have to endure a series of painful surgeries to lengthen the bones in his left leg to equal his right leg.

The other option was an amputation of a portion of his left limb and the use of a prosthetic leg.

"It was a really hard decision for my parents, not knowing what you are going to put your 1-year-old through," Colton said.

Becky and Jim, Colton's parents, were reassured by another family who had faced the same decision with their son.

"When we walked through those doors of the hospital, you could feel the warmth, the love and the care," Becky said.

When Colton was 1 year and 19 days old, his left ankle was amputated. He was fitted with his first prosthetic at 15 months old. Within 45 minutes of receiving his new limb, he was walking down the hall, holding his dad's hands.&nbsp;

He's had two more surgeries since to correct issues with his knee.

"You may not realize it now," Colton told the players. "It may be five years from now or 10 years from now, some day you will realize that just by sitting in this room now, you are raising money to change some kid's life."

"You may never meet them, but you are changing kids' lives by sitting here."

Colton said his parents never received bills for his surgeries or treatment. His father, Jim, said the local Shriners were always just a call away to help with anything the family needed, including help with transportation, hotels and meals.

When Colton was about 4 years old, he came into his house crying. He said, "I just want two real legs."

Colton's dad pointed out to Colton that he was just outside with his brother, playing tag, going down the slide and swinging.&nbsp;

"He said, 'Colton if you had a real leg, you won't be able to run and chase your brother. You wouldn't be playing on the swing set. You might not even be walking,'" Jim said.

As Colton readies to enter high school, he's soaring.

Colton was an honorary captain two years ago when the Shrine Bowl was in Hutchinson. His mother said players still keep in touch with him.

He plays football and basketball, as well as wrestles. His dream is to be the first ambassador to also be a player in the annual Shrine Bowl.&nbsp;

Becky said Jim and Colton's older brother both want to become Shriners so they can support the cause, but they are waiting until Colton turns 18 so the three men in the family can all go through the process together.

Rylie Fairbank, 18, of Hays, was born with legs that rotated inward. She could run and play like most kids, but she was in pain.

Her parents were told that she needed surgery on one leg. After a second opinion, her parents were told she needed surgery on both of her legs.

The family went to the Shriners Hospital and was told Rylie needed surgery on both of her legs, but she was not strong enough for the surgery. Her mother was skeptical. Rylie was a very active, strong little girl.

The medical staff explained some of Rylie's muscles were very strong, but they were compensating for other muscles that were weak. She would need to undergo physical therapy to strengthen those weaker muscles so she could fully recover from her surgery.

Rylie said had the Shriners medical staff not insisted on that physical therapy, she might not be able to run, play sports and even walk. She might be in a wheelchair.

Rylie had two surgeries to insert titanium rods in her upper legs— one in the fifth grade and one when she was in the sixth grade. She still laments that her mother would not allow her to walk across the stage for her fifth-grade promotion because she was still recovering from her surgery and in a wheelchair.

Rylie's mother said Rylie, who graduated in May from Hays High School, will be attending Regis University in Denver in the fall. She will be studying pre-med. Her goal is to become a pediatric anesthesiologist. 

Rylie said an&nbsp;anesthesiologist at Shriners had helped her calm down before her surgeries and had inspired her to pursue a career in medicine.

"They are really attentive when we tell our stories," Rylie said of the players. "You can really see that they are learning and caring. I think it is amazing that they get to have this experience to learn that it's not just a football game, but what Shriners is and what they do for us as patients."

Several players from Hays have been chosen to play for the West team this year. Most of the players said they didn't know much about the Shriners or their mission before this week.

"It's awesome hearing about these kids' stories," said Bryce Salmans, Hays player. "I didn't know much about the Shrine Hospital until I found out about the football game. ... 

"People think the football players are the tough ones out here in the all-star game. These kids are the ones who are really going through the battle every day.&nbsp; They are the toughest ones, as tough as they come."

Evan Lind, Hays player, also said he thinks it's important he can be a part of the fundraising effort for the Shriners Hospitals.

Kade Harris of Thomas More Prep-Marian was selected for the West team, but an injury is preventing him from playing. He is serving as a student assistant.

"I think it's good because we get to see their side of the story. We get to see their point of view and how they went through adversities in life and how they have overcome it."

I supported the bond issue to improve the much-needed facilities of USD 489. The new schools, additions and renovations will meet the needs of our schools for generations and continue to make USD 489 a leader in Kansas K-12 education.

The financial health of the district is an ongoing need to lobby for in the Kansas Legislature as well as the governor and the public to adequately fund K-12 education in Kansas for our students.

The board of education needs to listen to and respect the teachers, staff and administrators as well as continue to build trust during the decision processes that affect our schools.

I support the district’s one-on-one technology plan. The use of technology allows the district’s teachers at all levels to meet the student needs and meet the expectations of Kansas schools.

The district is involved with KESA, the state accreditation plan, and the teachers, staff and administrators need the support of the board financially as well as the “time” to plan and implement the programs to improve student learning.

The USD 489 Board of Education needs to continue to make teacher, administrator and staff retention and recruitment a priority to ensure the Hays schools have the best people teaching our students. They are the ones that make a positive difference every day in every classroom for your student in USD 489.

I want to publicly thank all the patrons, parents, and grandparents of USD 489 and the Hays Commission for their support for USD 489 during the past four years. The schools are very important to our current students and the future generations that will proudly call Hays home. When the aggressive nature of Palmer amaranth (pigweed) is combined with the limited post-emergence herbicide options in grain sorghum, problems often arise – even when an adequate preemergence herbicide program is used. 

This article covers post-emergence herbicide options for Palmer amaranth control in grain sorghum. 

Combinations of the herbicides listed here will generally improve control, and all of the options are most effective when applied to small (under 4 inches tall) weeds. 

Atrazine can control sensitive populations of Palmer amaranth and can be combined with other herbicides to enhance effectiveness. Recommended rates range from 0.25 to 2.0 pounds of atrazine (0.5 to 4 pints). Atrazine should be applied with crop oil or surfactant to control emerged weeds. Atrazine can be applied to grain sorghum between 3-leaf and 12 inches or between 6 and 12 inches in western Kansas. Be sure to observe rate limits for your area.

Aim (carfentrazone) is a Group 14 herbicide that can be applied to grain sorghum between 4 inches and boot stage. It is less effective than some of the other herbicides in this article and requires good coverage for maximum effectiveness. Aim can be tank-mixed with atrazine, 2,4-D, dicamba, bromoxynil, and Huskie. Aim is likely to burn grain sorghum leaves, especially if applied in hot, humid weather or with crop oil. Leaf burn will also be greater if Aim is applied with bromoxynil.

2,4-D is an effective herbicide option to control Palmer amaranth. However, crop response should be expected, especially if applied in hot, humid conditions. Crop responses can include rolled leaves, lodging, and brittle stems. Grain sorghum is most tolerant of 2,4-D applications when it is 5 to 10 inches tall. Drop nozzles should be used when applying 2,4-D to grain sorghum greater than 8 inches. To reduce crop response, apply lower rates (2/3 pint) with atrazine, Aim, bromoxynil, or Huskie. Using crop oil in tank mixes with 2,4-D, will increase crop injury.

Dicamba, at the rates used in grain sorghum (0.5 pint), may be less effective on Palmer amaranth than 2,4-D. It can be applied to grain sorghum between 2 and 15 inches. Drop nozzles should be used if grain sorghum is 8 inches or taller to avoid damaging seed heads. Crop response, including rolled leaves and lodging, should be expected, especially if applied in hot, humid conditions. Dicamba can be tank-mixed with Aim, atrazine, and bromoxynil.

Bromoxynil can be applied from the 3-leaf stage through boot stage. Crop response will be less with bromoxynil than other herbicides, but bromoxynil alone will not control Palmer amaranth larger than 4-leaf. Adequate spray coverage is needed for maximum effectiveness.

Huskie (pyrasulfutole+bromoxynil) is most effective when mixed with atrazine (up to 1 pound). When used alone, it can be applied between 3-leaf and 30 inches and should be applied with HSOC (high surfactant oil concentrate) or AMS + NIS. Huskie will cause leaf burn, which can be greater in fields where mesotrione was applied pre-emergence. As needed, Huskie plus atrazine may be tank-mixed with phenoxy broadleaf herbicides such as 2,4-D or dicamba.

COLBY - The Colby Community College Registrar's office released the names of students earning a place on the President's and Vice President's honor rolls for the spring 2023 semester. Those listed completed at least 12 credit hours with no failing grades.

Area students make honor rolls at Colby Community College

WALLACE COUNTY—Three people died in an accident just before 11a.m. Friday in Wallace County.

The Kansas Highway Patrol reported a 2011 GMC Savana driven by Darlene A.&nbsp;Manene, 37, Spokane, Washington, was eastbound on U.S. Highway 40 eight miles east of Sharon Springs.

The van left the roadway to the south and the driver overcorrected.&nbsp; The vehicle came back on the road and the driver lost control. The van traveled into the south ditch and rolled.

EMS transported Manene to the Logan County Hospital and a passenger identified as Likbar&nbsp;Amanu, 70, Spokane, Washington, to Goodland Regional Medical Center where both were pronounced deceased.&nbsp; 

A third passenger Leilani&nbsp;Manene, 24, Spokane, Washington was pronounced dead at the scene and was transported to&nbsp; Koons-Russell Funeral Home in Goodland.&nbsp;&nbsp;

EMS transported passengers Matthias&nbsp;Manene, 26, Spokane, Washington, to the Logan County Hospital and Anneth&nbsp; Tarbiwillin, 70, Spokane, Washington, to the&nbsp;Greeley County Hospital in Tribune. The driver and identified passengers were not wearing seat belts, according to the KHP.&nbsp; Ten Juveniles were present in the vehicle; juvenile records are protected data.

Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. The state of Kansas recognizes three advisory levels:&nbsp;

A hazard status&nbsp;indicates that a harmful algal bloom is present, and extreme conditions exist. &nbsp;

A&nbsp;Warning status&nbsp;indicates that conditions are unsafe for human and pet exposure. &nbsp;Contact with the waterbody should be avoided.&nbsp;

When a warning is issued, the Kansas Department of Health and Environment recommends the following precautions be taken:&nbsp;

A watch status&nbsp;means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water.&nbsp;

During the watch status, the department recommends the following precautions be taken:&nbsp;

Advisories are lifted&nbsp;when cell densities and toxin concentrations dissipate to levels&nbsp;below&nbsp;the watch thresholds.

The department investigates publicly accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, the department reports on potentially harmful conditions. &nbsp;

If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.&nbsp;

 </ul>The state of Kansas recognizes three advisory levels:&nbsp;A hazard status&nbsp;indicates that a harmful algal bloom is present, and extreme conditions exist. &nbsp;<ul>
 <li>Signage should be posted at all public access locations.</li><li>It is recommended that either a portion of the lake or the entire lake or zone, be closed to the public.</li><li>In some cases, the adjacent land should be closed as well. Actual setback distances will be determined on a site-specific basis, if necessary.</li><li>When partial closures (i.e., beach or cove) are issued, the remaining lake or zone area will carry a warning status.</li>
 </ul>A&nbsp;Warning status&nbsp;indicates that conditions are unsafe for human and pet exposure. &nbsp;Contact with the waterbody should be avoided.&nbsp;When a warning is issued, the Kansas Department of Health and Environment recommends the following precautions be taken:&nbsp;<ul>
 <li>Signage should be posted at all public access locations.</li><li>Inhalation of spray or aerosols may be harmful.</li><li>Lake water is not safe to drink for pets or livestock. &nbsp;</li><li>Lake water, regardless of blue-green algae status, should never be consumed by humans. &nbsp;</li><li>Water contact should be avoided. &nbsp;</li><li>Fish may be eaten if they are rinsed with clean water and only the fillet portion is consumed, while all other parts are discarded. &nbsp;</li><li>Do not allow pets to eat dried algae. &nbsp;</li><li>If lake water contacts skin, wash with clean water as soon as possible. &nbsp;</li><li>Avoid areas of visible algae accumulation. &nbsp;</li>
 </ul>A watch status&nbsp;means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water.&nbsp;During the watch status, the department recommends the following precautions be taken:&nbsp;<ul>
 <li>Signage should be posted at all public access locations.</li><li>Water may be unsafe for humans/animals.&nbsp;</li><li>Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water.&nbsp;</li><li>Swimming, wading, skiing and jet skiing are discouraged near visible blooms.&nbsp;</li><li>Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact.&nbsp;</li><li>Clean fish well with potable water and eat fillet portion only.&nbsp;</li>
 </ul>Advisories are lifted&nbsp;when cell densities and toxin concentrations dissipate to levels&nbsp;below&nbsp;the watch thresholds.The department investigates publicly accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, the department reports on potentially harmful conditions. &nbsp;If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. The Ellis County Commission agreed this week to create a committee
that will help direct funds Ellis County receives as a result of an opioid settlement
between the state of Kansas and major pharmaceutical companies and related
parties.

According to the Kansas Attorney General’s Office, the funds
are a result of settlements the state of Kansas reached with several major pharmaceutical
companies, distributors and other related companies. The attorney general’s
office estimated the state will receive more than $340 million over 18 years.

A percentage of the funds is distributed directly to counties
and cities in the state.

Ellis County Administrator Darin Myers said Ellis County has
received more than $46,000 over the last two years. The amount of money and the
number of payments the county receives varies.

They have not allocated any funds so far.

Ellis County District Court Administrator Mike Smith asked
the commission Tuesday to create the committee to disburse the funds.

Smith told the commission that there is a number of uses for
the funds.

“It’s county money. I don’t know that I should be solely in charge
of that,” Smith said. “I like to have a committee to make sure that we are
following the guidelines of the lawsuit.”

The committee will consist of Smith, Myers and Ellis County
Sheriff Scott Braun.

Smith said he believes there are a number of uses for
the money, including area first responders, schools and other opioid prevention services.

That includes the Ellis County Drug Court.

The drug court is funded through grant funding, but
Myers said there are some areas that could be boosted by the funding.

Smith said he has created a form that allows interested
parties to submit requests that the committee will then go over to make sure they meet the requirements. 

In other business, the commission approved purchasing a
server for the county’s computer-aided dispatch and records management system
for $49,000.

Approved the purchase of six tasers, a training suit and cartridges
for $19,000. The funds come from previously donated funds from Jack Samples who
passed away in 2023.

Approved an agreement with the Kansas Department of
Transportation to replace a bridge six miles south of Walker on 370th
Avenue over Big Creek. The local cost of the project is $43,000.

They also agreed to allow the new Western Kansas Training
Coordinator for the Kansas Fire and Rescue Training Institute to use office
space in the Emergency Services Building in Hays.

The commission also heard a presentation in opposition to
the Biden administration's 30x30 plan and the National Trails Designation.

On Friday, July 14, 2023, a contractor for the city of Hays will begin layout for restriping the pavement markings from the current four-lane configuration to three lanes on Canterbury Drive between 13th&nbsp;and 27th&nbsp;Streets. &nbsp;

Traffic may be pushed to the outside lanes while the contractor is working in the inside lanes. &nbsp;

While there may be some restriction of traffic, Canterbury will remain open and access to all residences and businesses will be maintained. &nbsp;

Work will take approximately one week to complete, weather pending. &nbsp;&nbsp;

Canterbury Drive lane diet restriping begins Friday in Hays

With high humidity and scattered showers, combines can’t begin rolling until mid-afternoon in most cases. Overall, harvest is getting started about 10 days to two weeks later than normal. Multiple thunderstorms have come through the area, bringing with them large hail and causing significant losses in wheat fields that are just teetering on being dry enough to harvest.Lisa Schemm from Sharon Springs reports that their harvest started on July 4, about 10 days later than normal. They still have about six days of harvest left when fields dry out, but they’ve been struggling with high moisture and finding fields that are ready.&nbsp;“This has been one of the latest harvests to get started,” Schemm said, noting it will be, by far, the latest to finish.Yields have ranged from 30 bushels per acre on fields with hail damage to 55 bushels per acre on dryland to 87 bushels per acre on irrigated land. Test weights have held steady at 60 to 61 pounds, for now. Protein is 12 percent and better.The Schemm family is fighting weeds and suckerheads, which have been continuing to stall their harvest. Their harvest crew is test cutting several fields but finding moisture is still too high. While annual rainfall averages 18 to 20 inches in their area, they have received all of that average rainfall since mid-May. However, when it comes as quickly as it has, the soils can’t absorb it and benefit as much as they would if it came a little at a time.Schemm says they planted a little later than others in the area, which may be contributing to their late harvest, but mostly it is caused by the late suckerheads, which are now even taller than the rest of the field, and the high humidity in the area. Their custom harvest crew is strung out across Kansas, with some in Ulysses and others in Sharon Springs. But both crews are struggling to find wheat that’s dry enough to cut. They are scheduled to move on to Montana at the end of next week.“Why would harvesters want to stay here and wait for it to dry out when there’s good wheat to cut in Montana?” Schemm asked. Even their best wheat has five-foot tall kochia to go along with it. Farmers are having a hard time getting the weeds under control.In Dodge City, Mike Schmidt, operations manager for Pride Ag Resources, reports harvest started a week late on June 20, but the first big day of cutting was June 26. They received a rain on July 4 and ever since then, harvest has been slow to pick up the pace.&nbsp;Proteins have been all over the board, reaching as low as 7 to 11 percent, and as high as 14 percent. Test weights started out strong, reaching as high as 63 to 64 pounds per bushel; however, as harvest progresses, the test weights have gone down and they are now seeing test weights around 59 to 60 pounds per bushel.&nbsp;Back in April around Easter, the area received rain in the northern portion of their territory. This saved some fields and got the crop over the hump to potentially be harvested. The southern half was not as fortunate and missed those rain events.&nbsp;Some farmers in the area have had to control weeds, which not only pushes off harvest, but is yet another costly input to apply to a very short crop.&nbsp;Although they have not reached Schmidt’s projection yet, he anticipates seeing a third of the wheat they usually bring in. It is still early yet, however, since there are lots of acres left to be cut.&nbsp;Wheat that comes into the Dodge City facility usually goes to the gulf for export, but not currently. Instead, this wheat will be loaded onto trains to either go to Wichita mills, terminals or off to California.&nbsp;In north central Kansas, Mike Jordan from Mitchell County reports that they finished up their harvest on July 4.“We were some of the last to finish; everybody around us was done around the 4 and 5 of July,” he explained. Jordan says that about one-third of all the fields in his area were abandoned due to thin and weedy wheat. They did not see any hail damage on their crop.&nbsp;Jordan reports that he was getting good proteins on his wheat, ranging from 13 to 16 percent. They sacrificed yields for this high protein; however, those being just about 12 bushels per acre. His whole farm average landed in the teens this year, unable to pull through the abnormal weather and the effects of these changing patterns.&nbsp;All of Jordan’s fields are no-till, and he said that some in the area have had continuous wheat yielding in the 30’s, with some even breaking 40 bushels per acre.“If you wanted to walk across the fields stepping on the wheat plants along the way, you would be doing a lot of jumping,” Jordan notes. In Jordan’s years of farming, he says that he hasn’t experienced a wheat crop this bad since 1989.“We are really just living rain to rain at this point,” he laments. He continues to say that, although their wheat crop struggled, there is corn in the area that could turn out well.
