U.S. rig counts continued their losing streak. The weekly count from Baker Hughes dropped by eight oil rigs, marking the 11th straight weekly decline in the oil count. The tallies in Texas and New Mexico were each down five rigs, while Louisiana dropped three rigs. 

The last time the total rig count grew was July 7. 

But the oil rig hasn't risen since June 9. 

The Kansas Rig Count from Independent Oil &amp; Gas Service drops 11 percent from last week. Eastern Kansas dropped by five rigs. 

The tally is now more than 36 percent lower than a year ago. 

Drilling was underway Friday on a lease in Ellis County.

Operators spudded 801 new wells in Kansas so far this year, down by 266 wells from a year ago. 

Operators completed 24 wells in Kansas last week, 16 east of Wichita and eight in the western half of the state.

Independent Oil &amp; Gas Service says that's 1,120 completed wells so far this year, up 87 wells from the total a year ago. Kansas regulators okayed 26 new drilling permits, including one in Ellis County and one in Stafford County.

Crude prices in Kansas were down for the second week in a row. 

Kansas Common crude at CHS in McPherson starts the week at $70 a barrel, gaining 75 cents over Friday. 

Kansas prices are down a dollar and a half, both from last week and from last month.

Crude futures prices posted their second consecutive weekly loss. 

At $79.83 a barrel, the Nymex benchmark on Friday settled below $80 for the first time in a week. 

By lunchtime Monday the near month contract for WTI was slightly higher, trading a few cents over $80.

London Brent was trading over $84 per barrel by midday Monday.

The government says some unplanned outages spiked the so-called "crack spreads" at U.S. refineries this summer. And that's been spiking pump prices. 

The Energy Information Administration says unplanned outages at four major regional refineries were the primary drivers of refinery margins and thus retail prices.&nbsp; 

The national average pump price for regular gasoline is a little over three eighty-three a gallon, which is down four cents from a week ago, but about 24 cents a gallon more than a month ago and thirty cents higher than two months ago.

 U.S. inventories are on the rise but remain well below the five year average in both regular gasoline and diesel fuel.

The quest for cheaper diesel fuel took another gut punch over the weekend. 

Marathon Petroleum shut down the nation's third largest refinery due to a fire on Friday.

 The blaze was the third to strike the plant in Garyville, Louisiana in less than a year. Diesel futures rose 5% while gasoline futures jumped about 4%. 

The outage threatens to deplete already below-average diesel stockpiles at a time when US demand for the fuel is set to rise going into the harvest and heating seasons. 

Diesel prices across the U.S. are up 40 cents per gallon in the last month.

North Dakota operators increased their crude production in June by three percent to nearly 1.2 million barrels per day. 

That's up more than 32,000 barrels per day from May. 

State regulators also report a 94% gas-capture rate, down by a percentage point but a possible record for the most natural gas ever recovered at oil wells. 

That means they're flaring and venting more, but also capturing more.

Regulators in North Dakota have reported on New Mexico's crude-oil production every month since that state supplanted theirs as the second most prolific crude producer in the nation.

 June numbers from New Mexico remain second-best nationally, down three percent to 1.7 million barrels per day. 

Texas continues to lead the way, and in fact broke 40-year-old records in June and July at 5.5 million barrels per day. 

The state accounts for more than 43% of U.S. oil production and nearly 28% of the natural gas.&nbsp;&nbsp;

MANHATTAN — The Kansas Department of Agriculture Division of Animal Health has received notification of multiple confirmed cases of West Nile virus in horses across the state over the past few weeks. 

Confirmed cases have been reported in Barber, Butler, Douglas and Pratt counties.

West Nile virus is a preventable disease, with annual vaccinations that have proven highly effective. 

All of the confirmed cases of WNV in Kansas were in unvaccinated horses or horses with an unknown vaccination history so were assumed to be unvaccinated. All horse owners should consult with their local veterinarians and make a vaccination plan for their horses.

It is a virus that can infect humans, horses, birds and other species.

 Horses infected with West Nile virus can have symptoms that range from depression, loss of appetite and fever to severe neurologic signs such as incoordination, weakness, inability to rise, and hypersensitivity to touch or sound. West Nile virus can be fatal in horses. 

If you see symptoms of West Nile virus in your horse, contact your veterinarian immediately.

The virus is carried and transmitted by mosquitoes; it is not directly contagious from horse to horse or from horse to human. West Nile virus is a reportable disease in Kansas, which means veterinarians are required by law to report any confirmed cases to the state veterinarian.

First cases of West Nile virus confirmed in Kansas horses

BAZINE—The tunes of a 1960s favorite, “This Magic Moment,” drifted through the air at a class reunion during the 2023 Bazine Picnic.

A member of the class of 1973 had pulled up the song as the eight classmates gathered to celebrate their 50th class reunion earlier this month.

It was the first time since their high school graduation that all eight had been together in Bazine, and they reminisced about many magical moments they experienced during their teenage years in this small western Kansas community.

The classmates came from near (McCracken, Ness City, Hays) and far (three other states) to recreate some of the best days of their lives.

They rode together as grand marshals in the Bazine Picnic parade, then toured the school buildings where they attended class, developed a close bond that is still intact today and even got into a little trouble now and then.

Dorothy (Koerner) Stieben, senior class president, told of getting kicked off the cheerleading squad her senior year because she skipped school one day with Patty (Rein) Legleiter to get their ears pierced.

“My mom would always say, ‘Dorothy, Dorothy, Dorothy, what were you thinking?’” she said with a laugh.

One prank that four classmates pulled on senior night was something they were surprised for which they didn’t get reprimanded – climbing the town water tower and painting “SR. ’73” on it.

All eight classmates came from farm families, and they talked of unhooking cars’ odometer cables so their parents wouldn’t know how far they had traveled on a particular night out.&nbsp;

Growing up on a farm is what at least one classmate attributes to his success as an adult.

“Growing up in a small Kansas town, in a farm community, you develop that work ethic where you do the job until it’s done and you do it well,” said Randy Brown, who went on to receive numerous service awards during his long, storied career with the U.S. Air Force.

“That philosophy became how I view life and how I approach things,” added Brown, valedictorian of his senior class, “and it set me up for the rest of my life.”

One of the favorite events of the weekend for the classmates was touring their school buildings – the grade school that still serves classes preschool through grades 8 and the high school that closed 19 years ago but still stands today and is privately owned by a large family.

Brown and Ray Witthuhn, starters for the Indian basketball team, remembered losing only one game at home during their junior and senior years combined.

And all remembered watching games since their grade school days in the gym, a central part of the high school – and the community.

None of the classmates dated each other. Brown said he thinks that’s because the class was so extremely close that they felt like family.

Several of the classmates have gotten together several times over the years, but this was the first time that all eight could be back together again.

They all agreed that this reunion was special, re-igniting memories of their solid, small-town upbringing.

“We always had seven really good friends we could count on,” Brown said. “That’s what I’ll always remember.”

N’Wester: Bazine High School class of 1973 relives many magical moments

The Hays Police Department in conjunction with USD 489 are happy to announce that Officer Austin Spencer has been selected to be our School Resource Officer. &nbsp;

Prior to coming to Hays and working for the Hays Police Department, Officer Austin Spencer had worked at the Lawrence Police Department as a patrol officer. &nbsp;

He has also worked for the Douglas County Youth Services as a truancy intern where he worked directly with juveniles who were chronically truant. &nbsp;

Officer Spencer has taught an 8-week course covering social skills to youth at the Douglas County Juvenile Detention Center. &nbsp;

Officer Spencer has also participated in the Hays Police Department’s Adopt-A-Cop program with our local schools. &nbsp;

Officer Spencer has dual bachelor’s degrees from the University of Kansas in psychology and applied behavioral science emphasizing in juvenile justice. &nbsp;

Officer Austin Spencer will be assigned to work at Hays High School and support the Hays Middle School. &nbsp;

Officer Spencer will be attending basic SRO training in October, and he is excited to start his new role as a School Resource Officer. &nbsp;

Please help us congratulate and welcome SRO Austin Spencer to his new assignment. &nbsp;

His first day at Hays High School will be August 28, 2023. &nbsp;

New School Resource Officer Announced for Hays High School

On Aug. 8, the Ellis County Attorney Robert A. Anderson Jr. filed a petition to convene a grand jury in the Ellis County District Court.

Chief District Court Judge Glenn R. Braun granted the petition and signed an order to convene grand jury on Aug. 9.&nbsp;

A grand jury, consisting of 15 members, was convened on Tuesday. The Ellis County Attorney presented two investigations for their review. The grand jury, having a concurrence of at least 12 of the 15 members, returned a “true bill”/indictment against three individuals as follows:

In State of Kansas vs. Keith Allen Ostrom, the grand jury returned an indictment charging Ostrom with count one: voluntary manslaughter; count two: criminal discharge of a firearm; count three: possession of a firearm while under the influence of alcohol and count four: endangerment.&nbsp;

Count one alleges that on June 25 in Ellis County, Keith Allen Ostrom unlawfully, feloniously and knowingly kill Larry Dean Braun, upon an unreasonable but honest belief that circumstances existed that justified the use of deadly force in defense of himself.&nbsp;

These charges are merely allegations at this time. Keith Ostrom enjoys the presumption of innocence unless and until proven guilty beyond a reasonable doubt at trial by the State of Kansas.

In a separate case,&nbsp; State of Kansas vs. Ahmed Bandiou Keita, Ellis County, the grand jury returned an indictment charging Keita with one count: murder in the first degree – felony murder.

The sole charge alleges that on May 14, 2015, in Ellis County Ahmed Bandiou Keita unlawfully and feloniously killed an infant, Marie Claire Keita while abusing the child.

There is an active arrest warrant for Ahmed Keita. His specific whereabouts are unknown at this time.&nbsp;

Ellis County grand jury indicts 1 on bar shooting; 2 on infant death

A new salon and boutique has opened in Hays—Sincerely Bailey Boutique and Salon, 117 E. Eighth.

Bailey Wiesner, 25, a Hays native, bought the building and opened the new business on Aug. 1.

The salon existed in the space and had operated as the Body Shoppe Salon and Tanning. The same stylists are still working at the new salon.

The salon has five hair stylists and one barber with one chair available to fill. The stylists offer both cuts and colors. The barber offers shaves for men.

The salon also offers massage and eyebrow waxing. Wisener said she would like to hire an eyelash technician.

The boutique offers women's clothing, shoes and jewelry. The store carries the clothing lines KanCan jeans, Zenana and Just USA. She is trying to become a retailer for Judy Blue.

The store sells graphic T-shirts and shoes in a variety of styles and brands.

"I have a lot of shoes. I'm a shoe girl. I have a ton of shoes in here," Wiesner said.

Sincerely Bailey carries sizes small through large with some extra large. However, she is able to order some items in plus sizes.

Wiesner also has recently outfitted a mobile store. The bus will be traveling to events, including Octoberfest on Sept. 30 in Hays. She also can pull the bus up to a home for a private party.

Bailey, a Fort Hays State University graduate, recently moved back to Hays from Arizona with her husband and young son. Although she has been a style ambassador for other salons, this is her first experience with her own boutique.

"I was ready to go out on my own and show my own style and have my own company instead of working for other people," she said.

She said other boutiques in town tend to lean toward Western style.

"My style is a young contemporary," she said.

The boutique is open 10 a.m. to 6 p.m. Tuesdays through Saturdays.&nbsp;

The availability of the stylists varies. To make an appointment, you can call the salon at 785-621-2421.

Wiesner will be doing some remodeling in January, which will include new flooring, paint and stylist chairs. She said she did not think it would affect store or salon hours.

Hays native opens boutique, salon on the Bricks

I had the opportunity last week to attend the Kansas Ag Summit presented by the Kansas Department of Agriculture. I appreciate this event each year as it provides networking opportunities as well as new perspectives about ag in Kansas.

The focus this year was on water issues and workforce. Both are hot topics, currently, and as long-term discussions for producers, industry professionals, and educators at many levels.

There are many aspects to workforce issues and I’d like to touch on one that each one of us can impact. Think about the young people in your world. Am I setting a positive example of how to shake hands, introduce myself, and look someone in the eye while meeting them? Am I setting examples of work ethic and responsibility? Am I setting examples and having positive discussions about work attire or uniforms for different roles?

Looking “professional” depends entirely on your role! An attorney or accountant has a different professional look than a dental hygienist or store clerk, just as a teacher and a mechanic have different professional attire. All are representing their employer and that is an important detail to remember.

The language we use can also impact someone’s perception of us and our capability. Using complicated words when not necessary can give the impression of arrogance; alternately, using obscenities can leave an impression of unprofessional behavior. Please note – I am not a language prude but am very conscientious of whom else may be around and the setting I am in!

Understanding that showing up on time and ready to work is respectful of others you work with, work for, and customers. 

I started waiting tables when I was 13 and there are always tasks that I didn’t love then and don’t love today but it is important that they be completed for the best of everyone else. I was so impressed by several of our 4-H members who worked in the concession stand during the fair this year as their response to a task – whether washing dishes or wiping tables – was a smile and action!

We all want the young people in our world to be happy, successful adults who contribute in a positive manner to society. That begins by the example from each one of us and sharing our expectations.

Keep learning! Keep showing grace and kindness!

What does science say about happiness? Do we have any research on what creates happiness? Yes, actually there are hundreds of studies on happiness. A recent webinar, sponsored by Wyandotte County K-State Research and Extension explored this interesting topic. The webinar was presented by Michelle Lane, certified nurse leader and health coach.

Happiness can be defined as a combination of how satisfied you are with your life plus how good you feel on a day-to-day basis. We all want happiness! Are there certain things that we can do to help us achieve happiness? 

We know that happiness is not about having things, money, or sex. Science tells us that 10% of your happiness is determined by your circumstances, 50% is biologically determined, and 40% of your happiness is controlled by your thoughts, actions and behaviors. What is the lens which you view your world?

The mind and body are related. Happy people are less like to have cardiovascular disease, better immunity, heal faster, have a healthier diet and live longer. 

Johns Hopkins has done over 40 years’ worth of research on this subject. Diseases progress quicker in people with a negative outlook. Happiness can add 7½ years to your life, which ironically is the same as when people quick smoking! Mental health is extremely important.

A bulk of happiness comes from the four major chemicals which are made in our gut. When we are fetuses inside our mother’s womb, the brain and brainstem actually pinch off from the cells that make up your stomach. The old saying about a gut instinct or your second brain are so true! Good gut health is important as we literally are what we eat! 

Dopamine, oxytocin, serotonin, and endorphins are the magical quartet of hormones that affect how we feel. 

Dopamine motivates us to act. When we accomplish something, dopamine is released into our blood stream. Oxytocin is the love hormone and is triggered through social bonding, eye contact, and attentiveness. Giving hugs is a great way to release oxytocin. Serotonin flows when you feel important or significant. Gratitude is a great way to recognize someone or praise them, which increases serotonin. What would happen if we put down our phones and paid more attention to our mate, parents, or children? UV rays also help create serotonin so getting a little bit of sun each day (20 min.) can help mood. Finally, endorphins are released in response to pain and stress. They help relieve anxiety and depression. Strenuous exercise gives us lots of endorphins. Spicy foods and cold showers also release endorphins.

What else can we do throughout our day to increase happiness?&nbsp;

Nurturing relationships are important. Feeling connected with at least three other people helps alleviate stress. Physical markers such as blood pressure or cholesterol have less to do with how long we live then the social interactions we have as we age. Isolation and loneliness decrease life span. 

Doing something you enjoy every day that allows you to find your flow and lose yourself to the experience creates happiness. Be intentional about new experiences, help others, be kind and be grateful. Doing these things will create happiness that is long lasting.

Thanks to a grant from the Dane G. Hansen Foundation, funding was made possible for paid internships during the 2023-24 academic year, including the summer 2024 term.

Applications for spring and summer interns will be accepted through September 15th.

Three-day weather outlook

NORTON — The Kansas Department of Transportation plans to start work on multiple resurfacing projects in Trego County the week of Aug. 28.

Project work will include milling and overlay on the following roads:

• K-198 from the I-70 junction to the east city limits in Collyer WaKeeney business loop: U.S. 283 at I-70 (Exit 127) north to Barclay Ave., east on Barclay Ave. to the U.S. 40B junction, then south on U.S. 40B to I-70 (Exit 128)

• K-147 from 1,600 feet south of P Road to P Road near the Big Creek bridge crossing&nbsp;

• Traffic will be reduced to one lane through the work zones and directed by flaggers and a pilot car in some areas during daylight hours. Drivers are advised to plan for delays of 5 minutes or less.

KDOT expects the projects to be completed by the end of September, conditions permitting.

APAC-Kansas Inc., Shears Division, of Hutchinson is the primary contractor with a combined contract cost of approximately $1.8 million.

Bull frog season in Kansas stirs up lots of fond memories. 

It seems bull frogs and frog hunting were a part of my summer for many years as a kid.&nbsp; When I was in grade school, there was a big drainage ditch across the road from the neighbor kids’ house. The three of them had a BB gun and there was never a shortage of frogs in the ditch. 

When we weren’t shooting at frogs in the ditch, we were behind the barn shooting their big boar hog in the butt (and elsewhere.) Anyway, each time we finally managed to kill a frog, we’d cut the thing open with our pocket knives and retrieve the BBs. (How’s that for recycling?)&nbsp;&nbsp;&nbsp;

After we moved away from there, lots of my friends were city kids so my outdoor adventures consisted of me shooting blackbirds out of trees along the creek with Mom’s old fold-up .410 shotgun, catching crawdads under the bridge using forked sticks as spears and learning how to trap muskrats.&nbsp;

We moved one more time before I graduated from high school, and there all my buddies were country kids once again that trapped and hunted rabbits, deer and bull frogs. There was a farm a few miles away with two ponds, one on each side of the road, and they both teemed with bull frogs. 

Back then the hot humid summer nights didn’t bother me at all, and that was the best frog hunting weather. By then we were all in high school and one of us always had some beater of a car, so we’d don worn-out jeans and old sneakers (which was our usual attire anyway) fill the trunk with flashlights, feed sacks and frog spears and head for the ponds after dark. I can only figure the farmer only let our motley crew on his property hoping we’d all drown in the pond and never bother him again. 

Anyway, we would split up to cover both ponds at once, slowly wading around the edge knee-deep in the water until a frog was spotted ahead. Putting the flashlight beam in its eyes dazzled the frog until we could spear it and add it to the feed sack hanging around our waist.&nbsp;&nbsp;

I remember vividly returning home after one particular frog hunt at those ponds. The night was hot and steamy and the four of us went to work butchering frogs in our driveway under the security light by the barn, using an empty hay wagon for a table. Sacks were emptied and squirming bull frogs went everywhere. I also vividly remember mom hollering out her upstairs bedroom window for us to be quiet; I don’t know what her problem was, it was only 2 in the morning!&nbsp;&nbsp;

Frog meat is white and sweet, and half the fun of frog hunting is watching the legs twitch and quiver as they fry in the oil. 

One night, a girlfriend of one of the guys was there as we fried up a mess of legs. The experience was all new to her, so while she was out of the room, we propped up a big pair of the legs on the edge of the skillet as if they had climbed out. As I recall that was the last time she ever hung out with us.&nbsp;

About fifteen years ago, when my dad was still alive and was nearly 80, I took him frog hunting. We went just out of town to some of the McPherson Valley Wetland ponds. It was a slow night for harvesting frogs, but we got enough to have a “small mess” to fry. The legs still twitched and quivered as they fried, and they still tasted just as sweet as I remembered them. Thankfully, some things never change!

Exploring Outdoor Kansas: Bull frogs and me  

You never need to pay to sign up for government student loan debt relief programs — but scammers will tell you otherwise. Here’s how to spot scam companies that charge illegal upfront fees for so-called help with your student loans.

The first thing to know is this: you don’t have to pay for help managing your student loans. If someone tries to charge you up front, before they’ve done anything, that’s your first clue that this is a scam.&nbsp;&nbsp;And nobody but a scammer will ever offer you quick loan forgiveness.

Take, for example,&nbsp;Apex, a company that — according to an FTC lawsuit — enrolled people in their sham student loan forgiveness program. During the&nbsp;<a href="https://studentaid.gov/announcements-events/covid-19">federal student loan pause</a>, when most borrowers weren’t in contact with their loan servicers, Apex signed people up for what they called debt relief programs.

So, how did they convince borrowers to get on board? Apex employees pretended they worked with the Department of Education (they didn’t) and told borrowers they were their new loan servicers (they weren’t). They then signed borrowers up to make automatic payments to a debt relief program that didn’t exist. The problem? Payments went to Apex’s pockets, rarely making it to actual loan servicers. And, to add insult to injury, the COVID-19 federal student loan pause meant that federal borrowers didn’t have to make any loan payments starting March 2020.

Now that the return to repayment is coming up, start at&nbsp;<a href="http://studentaid.gov/repay">StudentAid.gov/repay</a>&nbsp;to look at the status of your federal student loans. You’ll find, among other things, information on income-driven repayment plans that adjust your monthly payment based on your income. If your loans are private, go directly to your loan servicer.&nbsp;And if you spot a scam, the FTC wants to know about it:&nbsp;<a href="https://reportfraud.ftc.gov/">ReportFraud.ftc.gov</a>.

Developmental Services of Northwest Kansas is proud to offer a new service called Shared Living. Shared Living is a nationally recognized model for residential services for individuals with intellectual and developmental disabilities. 

In Shared Living, one or two individuals share a home with a family or single adult’s family. The family (or contractor) provides support to individual(s) in accordance with their person-centered support plan. 

The agency provides training and ongoing support every step of the way by ensuring a good and rewarding experience.&nbsp;

This newly-opened Shared Living model is an individualized Family-style form of residential services. This extended family atmosphere plays a significant role in supporting people with special needs in their everyday lives.

 “DSNWK will work to match individuals with a family who have similar interests and lifestyles,” states Sara Biggs, director of programs and services. “Our goal is to now offer persons with disabilities this model of individualized support, love, and learning in a family environment.”&nbsp;
