Outside non-profit agencies representing social service, economic development, and quality of life programs in Hays have requested $599,772 in funding from the city in 2025.&nbsp;

The total is $31,156 more than requested in 2024.

"We won't be able to fund it all," said Mayor Shaun Musil during the Hays City Commission work session Thursday.&nbsp;

"As we know, sales tax has been down a little bit or flat."

Similar to the <a href="https://hayspost.com/posts/467407ed-5020-4f7d-b843-d6d4ec49c1c8">request made to the Ellis County Commission</a>, the Ellis County Historical Society asked the Hays City Commission for the biggest increase of any agency - $21,156. That's slightly more than double the request made in 2024.

Also asking for an increase is the CARE Council. It is $10,000 more than last year.

"These social service funds support programs and&nbsp;services provided by health and human service organizations that compliment services provided&nbsp;by the City of Hays," said Erica Berges, executive director of the United Way of Ellis County.

"All of these agencies are very good," said Cindy Strube, CARE Council chairperson. 

"They all work well together for persons in need. Unfortunately, the need is getting higher and the programs' services are costing more."

"Out of all the outside agencies we fund," said Musil, "I personally think CARE Council is one of the most important groups in our community.&nbsp; We need it."

"I think we always need to keep looking at our community," said Reese Barrick, city commissioner.&nbsp;

"Sure, we want to tout all the great things but we also want to look at and figure out why there are certain things that are not."

The city commission will be asked to specifically assess the outside agency funding allocations during the 2025 budget process in the coming months.&nbsp;

• Agreed to proceed with a request from local veterans organizations to declare Hays a "Purple Heart City."

• Heard a recommendation to renew the city's property/liability insurance coverage with Midwest Public Risk for 2025.&nbsp; MPR offered the lowest cost option for the renewal of the city’s package. There is a&nbsp; 22.6% increase or $83,720 more than the prior period. Insurance Planning Inc., Hays, provides oversight as the city's insurance broker.  &nbsp;

• Agreed to consider a resolution of intent to issue industrial revenue bonds for the Grove Community Center. The approval will allow Grow Hays to obtain a sales tax exemption certificate for purchases related to the construction of the project.&nbsp;&nbsp;

• Heard a detailed recommendation for a bid award for new advanced water metering infrastucture.

When thinking about weed control in wheat stubble, there are two priorities – controlling already emerged weeds and preventing later flushes. Making applications before weeds exceed 4 to 6 inches is necessary for good control of already emerged weeds, in an idea situation, which is hard to come by. Residual herbicides are needed to reduce the number of herbicide applications needed to control multiple flushes of weeds.

Gramoxone (paraquat) is a non-selective, contact herbicide that can be used in fallow fields. It should be applied at 0.5 to 1.0 pounds of paraquat/A, which is equal to 2 to 4 pints of GramoxoneSL 2.0 or 1.3 to 2.7 pints of GramoxoneSL 3.0. Thorough spray coverage is important for good control, which means medium to coarse droplet sizes and greater spray volumes (20 GPA or more). Gramoxone should be applied with NIS, COC, or MSO. Because paraquat is a contact herbicide regrowth is common, especially of large weeds. Adding a Group 5 herbicide, such as atrazine or metribuzin can enhance control of larger weeds and add some residual activity. Atrazine will also help control volunteer wheat. It’s also important to remember that paraquat is a restricted use pesticide that requires additional training for handling.

Sharpen (saflufenacil) is a Group 14 herbicide that is a primarily a contact herbicide but also provides some residual activity. Use 2 to 3 oz/A for larger weeds and residual activity. Sharpen works best with the addition of methylated seed oil. Sharpen requires complete coverage so using 15 to 20 gallons/acre spray solution is important.

Valor (flumioxazin) can provide contact and residual activity of key species like pigweeds. Valor EZ can be applied at 2 to 4 fl oz/A. Crop rotation should be considered when selecting the application rate. The 4 fl oz rate has a 4-month rotation interval for corn, cotton, sorghum, soybean, sunflower, and wheat; but lower rates have fewer restrictions. If targeting emerged weeds, NIS or COC should be included in the application.

All herbicides are most effective when applied to weeds that are actively growing. This means it is necessary to wait for a at least 2-3 inches of regrowth if weeds were cut off by the combine. It may be tempting to wait and delay applications for later weed flushes; however, consider including a product with residual activity, rather than waiting, in order to prevent poor control of large weeds. HAYS – Law enforcement officials in Ellis County continue to
search for a missing 66 year-old Hays man.

Friday afternoon the Hays Police Department said on social
media that 66 year-old Randy S. Goodermuth is still missing.

Goodermuth has schizophrenia and was hallucinating and ran
from his home the last time he was seen. He has yet to return home.

He is 5'8" tall and weighs around 180 pounds. He has
grey hair but is balding and has blue eyes.

Goodermuth does not have a vehicle or a cellphone. 

He was
last seen wearing a red Kansas City Chiefs Travis Kelce Jersey and khaki pant.

Anyone with information on Goodermuth’s disappearance or his
location is asked to immediately call 911.

Search continues for missing Hays man

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) have issued a public health advisory due to blue-green algae.

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep pets away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. Advisories are&nbsp;Lifted&nbsp;when cell densities and toxin concentrations dissipate to levels below the Watch thresholds.

KDHE investigates publicly accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions.&nbsp;

If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.

KDHE public health advisories for 3 Rooks County lakes due to blue-green algae

Fort Hays State leads surge at 5.2%; followed by a 5% increase at KU

TOPEKA — The Kansas Board of Regents unanimously voted Thursday to raise tuition and fees an average of 3.9% for full-time, in-state undergraduate students at the five state public universities requesting revenue enhancements from that source.

Members of the Board of Regents defended the increases by touting a report showing the result would be that raises to tuition and fees for resident undergraduates in the university system ranged from 4.4% to 22.2% since 2020. The national consumer price index, known as CPI-U, went up 22.5% from 2020 to 2024. The Higher Education Price Index, issued by Commonfund Institute, grew 15.7% over those years.

“We’re all aware of the need to keep higher education affordable, but also understand the pressure that inflationary factors are placing on every enterprise, including higher education,” said Blake Benson, a Board of Regents member from Pittsburg.

The Board of Regents released a document indicating overall state university tuition and fee increases for undergraduate in-state students over a five-year period, including the 2025 adjustments, would average 11.8%. Decisions of the Board of Regents pushed up tuition and fees through those years by 10% at University of Kansas, 7.5% at Kansas State University, 22.2% at Wichita State University, 4.4% at Emporia State University, 14.5% at Pittsburg State University and 12.4% at Fort Hays State University.

Wint Winter, a Lawrence member of the Board of Regents, said his support for the latest tuition and fee changes was influenced by action of the Legislature and Gov. Laura Kelly to expand student financial aid from $24 million annually to $97 million annually since 2021.

He said the six state universities also reduced operating costs during the past five years by $219 million and eliminated the equivalent of 675 full-time job positions.

“This is one of the most important and powerful decisions that this board has to make,” Winter said. “If you want to talk about net student financial load, I think the regents institutions, the governor and the Legislature have done a great job in the last five years in holding tuition down much below inflation.”

The average 3.9% adjustment this fall in state university tuition and fees reflected increases at five of the six state universities. Emporia State settled on a 3.4% reduction in tuition and fees attained by diminishing student fees and holding tuition flat.

In May, ESU administrators put forward a plan to raise tuition by 4%. That idea was dropped to zero before the Board of Regents convened for its June meeting. If ESU’s reduction in the combined tuition and fees figure was included in statistics covering all six universities, the average increase in tuition and fees at the universities would be 2.7%.

Enrollment at ESU spiraled the past couple years as administrators dismissed tenured faculty, realigned course offerings and sought to “right-size” the university in exchange for special funding from the Legislature. An extraordinary $9 million earmark that inflated state funding to ESU last year was renewed because the governor declined to veto for a second time during the 2024 legislative session a Republican-driven provision appropriating the $9 million in this year’s state spending bill.

Here are the per semester, full-time undergraduate tuition and fee rates for 2024-2025 and what those changes mean compared last year’s rates: KU, $6,141, up $291 or 5%; KSU, $5,610, up $139 or 2.5%; WSU, $4,841, up $180 or 3.9%; PSU, $4,200, up $122 or 3%; ESU, $3,547, down $125 or 3.4%; FHSU, $2,964, up $147 or 5.2%.

Nonresident undergraduate tuition and fees — there are a variety of programs to waive the out-of-state premium — were increased at the same five universities and reduced at ESU by 1.6% to $7,704.

Undergraduate students from other states attending KU would pay $15,306 per semester this fall, which would be a $600 increase of 4.1%. K-State intends to charge $14,283 for nonresident undergraduate students, an amount $375 or 2.7% greater than last fall. Here are the other figures: WSU, $9,994, up $374 or 3.9%; PSU, $9,872, up $122 or 1.3%; and FHSU, $8,888, up $482 or 5.7%.

The Board of Regents adopted comparable increases for graduate students that was sought by the universities and unanimously approved by the board’s fiscal affairs subcommittee.

The Sherman County Sheriff’s Office reported to the KBI that Briley Horgan was located in Goodland, and is now safe. 

The endangered persons advisory is now canceled.

The Sherman County Sheriff's Office requested the Kansas Bureau of Investigation issue an endangered persons advisory for a missing Goodland girl, according to a media release.

The whereabouts of 13-year-old Briley N. Horgan are unknown, and the public’s assistance is requested to help locate her.

 Briley was last seen near the 3300 block of Sunset Drive, in Goodland, Kansas. 

She was driving a 2016 white Dodge Journey bearing Kansas tag 777RYK. The SUV has black rims. The vehicle was spotted around 2:20 a.m., Friday heading east on Highway 24, near the 1900 block. 

Briley was last known wearing a Jack Skellington onesie and a yellow t-shirt. Briley is 5-foot-4 inches tall and weighs around 80 pounds. She has light brown hair and brown eyes. Briley has depression, anxiety and may be suicidal.

She was driving a 2016 white Dodge Journey bearing Kansas tag 777RYK. The SUV has black rims. The vehicle was spotted around 2:20 a.m., Friday heading east on Highway 24, near the 1900 block. Briley was last known wearing a Jack Skellington onesie and a yellow t-shirt. Briley is 5-foot-4 inches tall and weighs around 80 pounds. She has light brown hair and brown eyes. Briley has depression, anxiety and may be suicidal. Investigators are concerned for her safety. If you see Briley or her vehicle, call 911 immediately. The event runs from noon to 6 p.m. on Saturday and from 7 a.m. until 2 p.m. on Sunday.

Since 1933, ham radio operators across North America have established temporary ham radio stations in public locations during Field Day to showcase the science and skill of amateur radio. This event is open to the public and all are encouraged to attend.&nbsp;

Field Day is a showcase for how amateur radio works reliably under any conditions from almost any location to create an independent communications network.&nbsp;

“Ham radio functions completely independent of the internet or cell phone infrastructure, can interface with laptops or smartphones, and can be set up almost anywhere in minutes. That’s the beauty of amateur radio during a communications outage,” says Bob Inderbitzen, NQ1R, spokesperson for ARRL.

The national association for amateur radio, (<a href="http://www.arrl.org/" target="_blank">www.arrl.org</a>), represents amateur or “ham” radio operators across the country.

“In today’s electronic do-it-yourself environment, ham radio remains one of the best ways for people to learn about electronics, physics, meteorology, and numerous other scientific disciplines, and is a huge asset to any community during disasters or emergencies if the standard communication infrastructure goes down,” Inderbitzen said.

Anyone may become a licensed amateur radio operator. There are more than 750,000 licensed hams in the United States, as young as 9 and as old as 100.

Ellis County Amateur Radio Field Day to focus on skill, service, science

Tables are set in Hays for the 2024 Ellis County Community Fair, where local communities can learn about businesses and programs.

Hosted by the Ellis County Health Department at Big Creek Crossing, 2918 Vine St., this year's fair offers guidance for everyone to find what they need.

Ellis County Health Department Director, Kimberly Reel, said her department often receives questions better addressed by other organizations.

"It's really important that everybody in the community know what we have available as far as businesses and what they offer," she said.

The second annual fair will consist of booths from&nbsp;<a href="https://hpmhc.com/">High Plains Mental Health Center</a>, <a href="https://www.cambermentalhealth.org/">Camber Children's Mental Health</a>, <a href="https://www.facebook.com/HaysLionsClub/">Hays Lions Club</a>&nbsp;and more.

Starting from noon to 4 p.m. on Saturday, the county health department will offer on-site sports physicals for the upcoming school year at $25 each along with other vaccinations that can be billed to insurance companies.

Anticipating about 800 Hays High School athletes for the next school year, Reel said she aims to get a head start on the long line.

"We'd like to get ahead of the game," she said. "We saw this as an opportunity to offer a clinic on a Saturday afternoon which is outside of our normal business hours..."

The Ellis County Health Department has also prepared movie night-themed and kid-themed basket giveaways. Sign-ups are open throughout the afternoon with the winner announced at the end of the fair.

While the fair is held inside Big Creek Crossing, attendees can find <a href="https://www.facebook.com/pfonzsmokehausandcatering">PFONZ Smokehaus &amp; Catering</a>, and other food trucks parked outside.

Reel said she is discussing future events and potential expansion with <a href="https://www.bigcreekcrossing.com/">Big Creek Crossing</a>, though no definite plans have been made.

"We would like to continue this every year," Kimberly said.

Businesses interested in joining the county fair can make arrangements at 785-628-9440 until the end of business today.

The Ellis County Health Department is open 7 a.m. to 5:30 p.m. Monday through Thursday.

Area Barton Community College students named to President’s List for spring 2024

ELLIS COUNTY —The Hays Police Department requested the Kansas Bureau of Investigation issue a statewide Silver Alert for a missing Hays man, according to a media release from the KBI.

The whereabouts of 66-year-old Randy S. Goodermuth, of Hays, are unknown and the public’s assistance is requested to help locate him. 

Randy is a white male who is 5-feet-8 inches tall and weighs around 180 pounds. He has blue eyes and is balding. Randy was last seen wearing a red Kansas City Chiefs Travis Kelce jersey (with the number 87 on it) and khaki pants.

Randy has schizophrenia. At the time he was last seen he was hallucinating and ran from his home. He has not yet returned.

Developmental Services of Northwest Kansas is proud to announce that they have received a $1,000 grant award from the Hays Lions Club for the vision needs of the people they serve who have developmental disabilities. The grant will go to support DSNWK's Consumer Medical Fund. 

This fund assists individuals with the cost of medical items and care that are not covered by Medicaid, items such as eye glasses and other vision needs. 

DSNWK would like to thank the Hays Lions Club for their continuous support of people with developmental disabilities.

The John Heinrichs Scholarly and Creative Activity Days (SACAD) at Fort Hays State University (FHSU) showcased the remarkable convergence of traditional research and cutting-edge technology. The annual SACAD event is a testament to academic rigor and the boundless potential of students who embrace innovation and collaboration. Among them this year were Cally Anderson, Marisol Banda, and Katie Hale, whose work on using artificial intelligence (AI) in tourism marketing captivated attendees and earned them the coveted People’s Choice Award for Scholarly Activities.

Their research, an exploratory study on the utilization of AI for tourism marketing in the Midwest, was a project born out of curiosity and driven by a passion for the tourism industry. With Dr. Stacey Smith as their mentor, these three students conducted extensive research, navigated the complexities of AI, and presented their findings to national and international audiences.

Their research journey was not without its challenges. When Dr. Smith, a respected figure in the tourism academia, called upon FHSU members of the tourism honor society Eta Sigma Delta (ESD) to undertake a research project for a conference in Miami, Cally, Marisol, and Katie immediately seized the opportunity, even though it meant doubling their workload. They embarked on two ambitious research projects, including one focusing on AI in tourism marketing.

The students found that AI is rapidly transforming how the tourism industry operates, from personalizing travel experiences to improving destination management and customer service. Surveying tourism professionals in the Midwest revealed a lack of awareness of and utilization of AI in the region. Their research recommended workshops and conferences to educate professionals on the benefits of AI in tourism marketing.

Their journey led them to the Eta Sigma Delta Undergraduate Research Conference in Miami, where they presented not one but two research projects—including the much-lauded AI study. Competing against prestigious U.S. and Hong Kong schools, their work was noticed and celebrated. Their dedication culminated with a Meritorious Paper Award for their AI research, setting the stage for further recognition at SACAD.

Researching AI in tourism was a new and exciting experience for these students. Marisol Banda, a student from Salina shared how the project helped her learn about data collection and research, something she had never done before. She highlighted the importance of embracing advanced technologies like AI to propel the tourism industry forward.

Katie Hale, a Hutchinson native, emphasized the importance of adapting to changes in the industry and utilizing resources and connections to enhance research outcomes. She credited the collaboration with her peers and professors for the success of their project and acknowledged the growth in her skills and confidence as a result.

Cally Anderson, originally from Topeka, found a passion for tourism through her studies at FHSU. She emphasized that despite the program not being research-intensive, the opportunity to engage in research projects opened new possibilities for students to explore their interests and develop valuable skills.

Dr. Smith played a pivotal role in guiding the students through the research process, helping them understand the importance of research in the industry and preparing them for future endeavors. She noted that the students' dedication and eagerness to learn were evident throughout the project, and their recognition at local and international events was a testament to their hard work.

Fort Hays State University continues to nurture future academically proficient leaders and innovators in their respective fields. Cally, Marisol, and Katie's accomplishments embody the university’s commitment to fostering an environment where students can thrive, innovate, and prepare for the dynamic world ahead.

The 19th annual John Heinrichs Scholarly and Creative Activity Days was not just an event but a celebration of the collective efforts and achievements of faculty, students, and staff. For Cally, Marisol, and Katie, it began their journey to becoming influential leaders in the tourism industry, equipped with the knowledge and skills to drive change and enhance the world with their innovative ideas.

Each step Marisol, Katie, and Cally take from this point forward builds on the solid foundation of experiences and knowledge they acquired through their research projects. They are preparing not just for successful careers but to make significant contributions to the tourism and hospitality industry, where AI and other emerging technologies will play a crucial role. Their stories remind us that pursuing knowledge, driven by curiosity and supported by a committed community, can lead to extraordinary achievements.

As Fort Hays State University continues to grow and adapt to the changing educational landscape, the successes of its students like Cally, Marisol, and Katie will continue to inspire future generations. When Dr. Smith, a respected figure in the tourism academia, called upon FHSU members of the tourism honor society Eta Sigma Delta (ESD) to undertake a research project for a conference in Miami, Cally, Marisol, and Katie immediately seized the opportunity, even though it meant doubling their workload. They embarked on two ambitious research projects, including one focusing on AI in tourism marketing.The students found that AI is rapidly transforming how the tourism industry operates, from personalizing travel experiences to improving destination management and customer service. Surveying tourism professionals in the Midwest revealed a lack of awareness of and utilization of AI in the region. Their research recommended workshops and conferences to educate professionals on the benefits of AI in tourism marketing.Their journey led them to the Eta Sigma Delta Undergraduate Research Conference in Miami, where they presented not one but two research projects—including the much-lauded AI study. Competing against prestigious U.S. and Hong Kong schools, their work was noticed and celebrated. Their dedication culminated with a Meritorious Paper Award for their AI research, setting the stage for further recognition at SACAD.Researching AI in tourism was a new and exciting experience for these students. Marisol Banda, a student from Salina shared how the project helped her learn about data collection and research, something she had never done before. She highlighted the importance of embracing advanced technologies like AI to propel the tourism industry forward.Katie Hale, a Hutchinson native, emphasized the importance of adapting to changes in the industry and utilizing resources and connections to enhance research outcomes. She credited the collaboration with her peers and professors for the success of their project and acknowledged the growth in her skills and confidence as a result.Cally Anderson, originally from Topeka, found a passion for tourism through her studies at FHSU. The scam artist will claim the person receiving the call has opened several bank accounts and is committing the crime of money laundering. They will then attempt to gain your personal identifying information.

DO NOT give personal identifying information over the phone. This includes your date of birth, social security number, bank account numbers, etc.

RPD: Scammer claiming to be Russell police chief

When life gives you lemons, make the most of them at the Lemonade Stand Challenge between Hays and Russell, a fundraising competition to support park accessibility.

Executive Director of the Arc of Central Plains Kathy McAdoo said the competition will help the Arc reach its goal by 2025, aiming to outperform its challengers.

"Russell is also fundraising for an accessible playground, similar to what we have here in Hays at the ARC Park," she said.

Russell County issued the challenge in a <a href="https://www.facebook.com/russcokansas/videos/341545268651401">Facebook post</a>.

Set for today and Friday in Hays and Friday and Saturday in Russell, participants can win prizes donated by local businesses in various categories, including most money earned, best stand, most creative name and overall fan favorite.

"We encourage area kids, the young and the young at heart, to set up a lemonade stand," McAdoo said.

The park projects in Hays and Russell aim to include an accessible playground, ensuring that everyone, including those with physical, sensory, cognitive and developmental disabilities can play together.

Russell's Memorial Park, 1056 E. Fourth St., will include ramped play structures, transfer platforms, inclusive swings and wheelchair-accessible surfacing.

 Phase three of the ARC Park, 3300 Hillcrest Drive, will incorporate corn hole, climbing structures, shade structures and sensory features, in addition to its existing multi-generational equipment and the splash pad.

"We have been mentoring [Russell's] fundraising campaign," McAdoo said, "so this is just to add a bit of fun and friendly competition."

Lemonade stand duel fundraiser kicks off today between Hays, Russell

Hays has had a number of recent small rains but nothing significant for some time.

The much needed inch-plus of moisture came in a downpour Tuesday evening.

The official amount measured at the K-State Agriculture Center south of town was 1.65 inches.

With 10 days left in the month, Hays is already ahead of the average rainfall of 3.38 inches for June, with 3.75 inches received as of June 19.

The city is still behind for the year-to-date by 1.41 inches.

Ellis County still has severe drought conditions in a small portion of the southern end of the county, according to the U.S. Drought Monitor for July 18.

The remainder of Ellis County is listed as a moderate drought to abnormally dry.&nbsp;

Downpour in Hays Tuesday evening yields 1.65" of rain  

Requests by outside agencies for funding from the city of Hays in 2025 will be heard at today's city commission work session.

Scheduled to present requests are Fort Hays State University, Grow Hays, Downtown Hays Development Corporation, and the CARE Council.

Commissioners traditionally do not make decisions regarding funding amounts at the work session. They'll weigh in specifically on the allocations during the 2025 budget process.

"We're in the thick of budget preparations right now," said Collin Bielser, deputy city manager.

Jeff Crispin, director of water resources, will present a recommended bid award for advanced metering infrastructure for the city's 8,500 water meters.

"Currently, we have four staff members&nbsp; who walk and touch each meter once a month using a handheld computer to take a reading," said Bielser. "This new technology enables two-way radio frequency communication between the meters and the utility building office, which would eliminate this task."

This will help identify irregularities and detect malfunctions."The technology is being used in Garden City, Abilene, Junction City and other similar-sized Kansas towns. Hays-based Midwest Energy also uses AMI for their electric and gas meters.&nbsp;The recommended bid is from&nbsp;Core &amp; Main, McPherson, for $4.4 million.&nbsp;&nbsp;Other agenda items include more information for a request by four local military veterans organizations to declare Hays as a Purple Heart City.A resolution will be heard about the intent to issue industrial revenue bonds for the community center to be built in The Grove housing development north of Hays Medical Center.&nbsp;Kim Rupp, director of finance, will make a recommendation of remaining with the current provider for the city's property/liability insurance coverage renewal.The June 20 agenda is available <a href="https://ks-hays.civicplus.com/AgendaCenter/ViewFile/Agenda/_06202024-1487">here</a>.The work session starts at 4 p.m. in Hays City Hall, 1507 Main.&nbsp;
