FHSU campus closed Monday; essential employees to report for work

The U.S. Army Corps of Engineers has closed all campsites and restrooms due to health precautions regarding COVID-19.

This follows an announcement last Friday that all visitor centers in the corps district were closed.

Restrooms at the lake have also been closed, and all utility services have been disconnected.

"Vehicle access to parks is still accessible," the announcement said. "Hiking trails and boat ramps remain open."

The Corps does not anticipate any impacts to summer reservations, but conditions are subject to change.

Lake Wilson campsites closed; no camping allowed

TOPEKA—The Kansas Supreme Court Wednesday issued <a href="https://kansascourts.org/l/wHkpW758gTTGVdM8PraRYDop2FM9NbGo44NxiOcKznE">Administrative Order 2020-PR-016</a> directing all district and appellate courts to cease all but emergency operations until further order.

The only exception is jury trials that are currently under way. They may proceed to conclusion, but no other criminal or civil jury trials will be scheduled until further order.

The Supreme Court anticipates the order to remain in effect for at least two weeks, at which time it will be reevaluated.&nbsp;

“This is an extraordinary measure to match the gravity of the COVID-19 pandemic,” said Chief Justice Marla Luckert. “We have a duty to protect the people who come into our courthouses and courtrooms, as well as our employees and judges. This action allows courts to fulfill core functions while reducing in-person contact.”

Emergency operations are outlined in the Administrative Order, and generally include:

Referenced in the Administrative Order is 2020 House Substitute for Senate Bill 102. On its publication, the court’s Administrative Order will have the effect of suspending until further order all statutes of limitations and statutory time standards or deadlines that apply to conducting or processing judicial proceedings.

During the effective dates of the order, no action will be dismissed for lack of prosecution.

People who have business with a court are urged to try completing that business online, by phone, or by mail. If that’s not possible, the person can call the court for direction. A limited number of staff will be available to answer questions.

Chief judges of district courts are charged with identifying essential personnel—both judges and employees—needed to fulfill emergency operations.

The Administrative Order also applies to appellate courts, including the Supreme Court. Emergency operations for the appellate courts include:

Hays Superintendent Ron Wilson announced Wednesday a timeline for further announcements on the district's move to continuous learning <a href="https://hayspost.com/posts/5e71424aafae0f4d5f5d5ac7">in the wake of Tuesday's announcement of school building closings.</a>

Building administrators were working Wednesday to communicate with their staff to answer questions about how teaching and learning might look going forward, Wilson told the Hays Post by email.

The district should have the task force's recommendations for their continuous learning plans by Thursday and plan to meet with building administrators Friday to discuss the plans.

The district plans to honor spring break, which was set for the week of March 23.&nbsp;

More information on how students will access learning will likely be released Monday, March 30, Wilson said.

The district plans to continue offering free grab-and-go lunches from 11:30 a.m. to 12:30 p.m. this week at Lincoln Elementary School. The service will stop during the scheduled spring break and resume on Monday, March 30, at times and locations that will be announced.

Wilson noted all facilities and school activities are canceled through May 30.

"I might also like to add that we ask our USD 489 families to remain patient and flexible during these unknown times as our administrators and staff work to develop these plans to provide the best educational opportunities for our students in their future," Wilson said.

Rolling Plains Motor Speedway announced Tuesday afternoon all racing activities at the track will be suspended until further notice due to COVID-19 concerns.

A car show had been planned this weekend in preparation for the annual Sunflower Classic next week.

"The health and welfare of every one of our fans, racers, crew members and volunteers is of the utmost importance at this time," according to the announcement on Facebook.

Unprecedented circumstances that threaten the safety of our students and the professionals who work with them every day require swift, thoughtful and coordinated action. On Tuesday, March 17, Gov. Laura Kelly announced that school buildings across the state must be closed for the duration of this school year for the purpose of general student and staff attendance. However, learning will continue for Kansas students.

A 25-member task force comprised of many of the state’s top educators in Kansas continues working to develop plans for Continuous Learning. The task force will deliver their recommendations to Kansas Commissioner of Education Dr. Randy Watson by Wednesday evening.

Kansas education is among the finest in the country. Closing classrooms and moving to a Continuous Learning plan can’t begin to replicate our state’s education structure as we know it, but it can help ensure strategies that will provide a bridge back to the world-class learning our students benefit from today.

Essential staff members – as determined by local district officials – may be needed through Friday, March 20, to assess and prepare for facility maintenance. While schools are closed, administrative offices and support facilities may remain open as needed.

Once buildings are thoroughly sanitized, they will be able to reopen for small groups of school personnel to implement a plan for Continuous Learning.

We realize this is a difficult time, but Kansans always have persevered - and we will continue to do so. We will work together to get through this, and we will overcome this challenge and emerge stronger.

Gov. Kelly announces all KS schools closed for rest of school year

With deep sadness and in conjunction with the bishops of Kansas, effective 1 p.m. on March 17, and until further notice, all public celebrations of the Holy Mass in the&nbsp;Diocese of Salina&nbsp;are canceled except for funeral Masses.&nbsp; 

Some of you will be understanding, others will be saddened, others angry, and others will feel like this decision is over-the-top and media-driven.&nbsp; 

Please know that this decision was a very difficult one. In making this decision, we have the very young, the aged, and those most immune-compromised in mind as we respect the dignity of every human person.&nbsp;&nbsp;&nbsp;

Confirmation Masses are postponed to a later date.&nbsp; 

Funeral Masses are limited to immediate family members. 

A funeral liturgy outside of Mass must be limited to immediate family members also. 

In addition to celebrating the funeral Mass or funeral liturgy outside of Mass, families and pastors are encouraged to schedule Memorial Masses for their loved ones in the future, when public health restrictions are relaxed, so that larger numbers may gather if desired.&nbsp; 

Priests are invited to continue to offer Mass privately for the Mass intentions scheduled.&nbsp;

All communal penance services are canceled.

 Priests should continue as much as possible to offer individual confessions at regularly scheduled times.&nbsp; 

Confessions are to be heard only behind a screen or other barriers and not face to face. 

At no time should there be more than 10 people gathered in the church waiting for confession.&nbsp;

 Baptisms may continue but only parents, godparents and immediate family members who are asymptomatic may attend.&nbsp;

Please do not come to any of the above if you are sick, if you have been exposed to the coronavirus, if you suspect you have been exposed or if you have been advised by a doctor not to go out in public or attend public gatherings.&nbsp;

I know that many of you will feel that we are taking away Jesus when we need Him the most.&nbsp;Others will say that if we had more faith, all will be well.&nbsp; But the Lord also invites us to be prudent and charitable, too.&nbsp; 

I am encouraging all priests to keep the Church doors open as much as possible so that the faithful can pray.&nbsp; In many ways, we can unite ourselves with Jesus, who even more deeply felt abandoned even by his Heavenly Father during his agony.&nbsp;&nbsp;&nbsp;

I encourage all the faithful to continue to join in prayer for the health and protection of our entire community and nation, and for an end to this crisis. I encourage all families and individuals to pray the rosary, invoking the intercession and protection of our Blessed Mother, Health of the Sick, for these intentions and for the health and well-being of our brothers and sisters who are ill, for their caretakers, and for all doctors, nurses, medical and emergency preparedness personnel and elected officials.&nbsp; 

I also ask you to join in praying a novena to the Blessed Mother which began March 16 until the Annunciation on March 25.&nbsp;

The Hays Welcome Center will follow suite and close its doors to visitors Tuesday, March 17 – Friday March 27.

HAYS CVB to close office in response to COVID-19

&nbsp;&nbsp; Midwest Energy announced today it will not disconnect residential and business customers for non-payment through May 1, 2020, while communities are facing challenges from Coronavirus. &nbsp;

&nbsp;&nbsp; “This is an unprecedented situation, and we need to ensure that customers who rely us have uninterrupted electric and gas service while dealing with this,” said Pat Parke, Midwest Energy’s CEO.&nbsp; “Our customers and their businesses may be facing financial strain right now, and we recognize that we’re all going to get through this together,” Parke added. &nbsp; &nbsp;

&nbsp;&nbsp; This temporary moratorium from disconnection does not remove responsibilities for customers to pay bills, nor does it cancel any bills.&nbsp; Rather, it is intended to allow customers dealing with uncertainty to continue to receive service, while making partial payments or other payment arrangements.&nbsp; Automatic payments and bank drafts that customers have set up are unaffected.

&nbsp;&nbsp; Other things Midwest Energy is doing in response to Coronavirus include closure of walk-in customer service offices, effective Tuesday, March 17.&nbsp;

Midwest Energy suspends disconnections, closes offices

Fort Hays State University announced Monday following the end of the day, on-campus classes will be canceled, moving up the timeline that was presented last week that would have shifted courses online following the university's spring break next week.

Students that reside on campus have also been notified they should prepare to move out of the dorms by 5 p.m. Tuesday.

"We remain committed to the underlying goal of all our efforts and decision-making since the start of the COVID-19 outbreak:&nbsp;safeguarding the health of our students, faculty, and staff," FHSU president Tisa Mason said in an announcement to the university.&nbsp;"In striving to do so, we have also remained committed to our guiding principle that policies and decisions in response to COVID-19 should be informed by and aligned with, local, state, and national medical authorities and public health experts."

On-campus courses are still planned to transition to online-only beginning March 30, and they currently are anticipating they will remain online through the end of the semester.

"University housing, computing services, food service, health clinics, and counseling services, and all other aspects of the University will remain open at this time, subject to further decisions, social distancing measures, and any CDC, KDHE, or local health official guidance regarding self-isolation or self-quarantine requirements," the announcement said.

As students depart, they are asked to practice social distancing on or off of campus.

As the university is working through students leaving the university early, refunds will be issued for payments already made to cover housing.

"Residential Life and Student Fiscal Services will automatically process refunds for room and board for students checking out of on-campus housing," the announcement said. "All refunds will be based on the student’s official check-out date."

The university will remain open during this time, but services will be limited for those that are allowed to stay under special circumstances.

University staff will continue in their regular positions.

"The university is currently continuing normal daily operations and all employees should continue to report to work at their usual work location and scheduled time," the announcement said.

All FHSU events have been canceled, including testing services.

A decision about commencement is planned by March 27.

"As the University’s policy, planning, and actions move forward,&nbsp;we should continue to be grounded in our fundamental goal of safeguarding the health of our faculty, staff, and students, and we should continue to be guided by the recommendations provided by our public health officials," Mason said.&nbsp;

"I appreciate your patience and grace as we navigate the challenges before us. If you currently have a court date that is scheduled before April 6 through the Hays Municipal Court, the court will attempt to contact you to reschedule your court appearance.

The Commissioner of Education with support from KDHE, Department of Homeland Security, KNEA, USA, KSSA, and Governor’s office strongly recommended that Kansas schools close for the week of March 16 – March 20. 

We would have spring break as scheduled March 23 - March 27.

Now, I believe that we should follow the recommendations of the state leadership.

USD 432 Victoria closed for the week following COVID-19 concerns

Ellis USD 388 prioritizes the saftey and health of our student, faculty, staff and public.&nbsp;&nbsp;Due to concerns with the possible risk associated with COVID-19, Ellis USD 388 will be shutting down tomorrow, Monday, March 16, through March 29.&nbsp;&nbsp;This will result in a two-week school closure.&nbsp;

It is the recommendation of Govenor Kelly and the Kansas State Department of Education that all schools close during the same period of time in Kansas to provide officials the time needed to finalize a comphehensive plan for how to address COVID-19.&nbsp;&nbsp;

This information was released by KSDE at approximately 4:30 pm today, and we called an emergency USD 388 board meeting at 6:00 p.m.

The Ellis School District will be closed from Monday, March 16,through Sunday, March 29.&nbsp;&nbsp;We will be closing ALL district buildings and facilities and cancelling ALL practices and other planned school activities/events. 

This includes the Ellis weight room facility.&nbsp;

Based on the guidelines we are receiving, we stongly discourage students and staff from gathering or socializing anywhere.&nbsp;&nbsp;This includes places like a friend’s house, a favorite restaurant, or the local shopping mall.&nbsp;

I know that this is short notice and will cause a hardship on many families.&nbsp;&nbsp;This decision was not made lightly and was made for the safety of our students, staff, and community.&nbsp;&nbsp;As we receive additional information, I will share it with you via email and our other online systems.&nbsp;&nbsp;Please check your email and our USD 388 website for updates each afternoon around 3:30 pm.
