Area blood drives scheduled for early April 

The Hays Fire Department will be inspecting and flow testing fire hydrants on Friday in the area from Highway 183 Alt. to Fort St. between 27th St. and Seventh St. 

This is part of a coordinated effort by the city of Hays to inspect all fire hydrants in the city and flush all water mains annually. 

Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. 

Firefighters are also checking the pressure and volume of water mains in each neighborhood for firefighting purposes.

Beginning Thursday, 27th Street will be closed at Canal for storm sewer work in preparation of the 27th Street reconstruction project in Hays. Westbound 27th Street will be detoured north on Canal to 29th Street, then west to Hall. Eastbound 27th Street will be detoured south on Canal Blvd to 24th Street, then east to Walnut. 

This work will last approximately one week. 

On or about April 1, construction will begin at the intersection of 27th and Hall.

ABILENE - The next monthly Lunch &amp; Learn program with the Dwight D. Eisenhower Presidential Library and Museum will be Thursday, March 25 at noon central time.

Historian Sandra Reddish will share the general history of Japanese immigrating to the United States and settling in the Great Plains region. 

Using her research from primary and secondary sources she will guide us through this discussion and look at the following questions. Why did they immigrate, what was their intention, why did they settle in the Great Plains? What was life like and what industry and occupations did they find work? What happened to this group during World War II and the post-war years?&nbsp;&nbsp;

Reddish received her master's degree in public history from Wichita State University. She has worked with historical societies and museums in Kansas and Nebraska and continues to work on independent history, cultural, and oral history projects. 

Reddish worked as a writer and narrator for the Invisible People episode of <a href="http://netnebraska.org/article/news/1122169/learning-lessons-japanese-immigrants-century-ago">NET Nebraska Stories</a> highlighting the Japanese Nebraskans in the North Platte River area.

TOPEKA—The Office of Judicial Administration (OJA) will offer six one-hour modules of continuing education for guardians ad litem and child welfare stakeholders on April 20 and April 21.

The modules, hosted by Wichita State University, satisfy the annual requirement to complete six hours of continuing education for anyone serving as a guardian ad litem—a person appointed by a court to act on behalf a child or an incapacitated adult.

Wichita State helped the Office of Judicial Administration and the Supreme Court Task Force on Permanency Planning develop the modules. A federal court improvement grant funded the project.

Each module covers relevant statutes and how they apply to different case scenarios. They provide one hour of prerecorded continuing legal education credit, and they are free for participants.

Participants can request a certificate of completion. Continuing legal education credits for attorneys will be reported to Kansas Continuing Legal Education.&nbsp;

Ellis Co. Drug Court graduation set for March 25

WASHINGTON – First District Rep. Tracey Mann, R-Kan., has announced his inaugural 2021 Congressional Art Competition — an opportunity for high school students in the Big First to showcase their artistic talents.

Each spring, a nation-wide high school art competition is sponsored by the U.S. House of Representatives to recognize and encourage artistic talent in the nation and in each congressional district. More than 650,000 high school students have participated in the competition since it began in 1982.

"As the newly elected representative of the Big First, I am thrilled to host this opportunity for students," Mann said. "The talent students bring to competitions like this always amazes me. I am looking forward to recognizing this year's winners."

Applications for this year's competition are open and available to all high school students in the First District. All submissions will be reviewed and the winning artwork will be displayed for one year in the U.S. Capitol. Congressional Art Competition open to 1st District high school students

The Hays Fire Department will be inspecting and flow testing fire hydrants on Wednesday in the area from Agnes Dr. to Commerce Pkwy between 22nd&nbsp;St. and 13th&nbsp;St. and Hwy 183 Bypass to Ash St. between 1st&nbsp;St. and 6th&nbsp;St. as well as private hydrants at Hays High School.

 This is part of a coordinated effort by the City of Hays to inspect all fire hydrants in the city and flush all water mains annually.&nbsp;

Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. &nbsp;Firefighters are also checking the pressure and volume of water mains in each neighborhood for firefighting purposes. The associated flushing of water mains allows chlorine to be distributed throughout the system to eliminate bio-filming in the water mains.&nbsp;

Slight discoloration of the water supply may be encountered although there will be no health risks to the consumer. &nbsp;All reasonable efforts will be taken to minimize the inconvenience to the public. &nbsp;Drivers are asked to avoid driving through water discharging from a fire hydrant during the short flushing period.&nbsp;

Agenda items include continued discussion and review of the county comprehensive plan and an update of zoning regulations.&nbsp;

The project will consist of a 1-inch mill and 2-inch overlay beginning at S Road and ending at 12th&nbsp;Street in Stockton. Traffic will be directed through the work zone by flaggers and a pilot car during daylight hours, and minor delays should be expected.

KDOT anticipates work to be completed by the end of April, weather permitting.

&nbsp;Since 2001, Downtown Hays Development Corp. has fostered awareness of the area by recognizing, communicating, and celebrating Downtown Hays' accomplishments. Now DHDC is celebrating its 20-year anniversary in style with a brick celebration, ribbon cutting, photo gallery and a big reveal.

"Downtown Hays has come so far in 20 years, but so has our organization," said Sara Bloom, executive director of DHDC. "What used to be a blight on our city is now a place where our community loves to gather. An organization that started out fundraising to breathe life back in now focuses on creating greater opportunities and activities for the community. Both deserve a celebration."

On March 23 at 4:30pm, the Hays community is invited to gather at BriefSpace, 219 W. 10th. Along with other featured speakers, Bloom will give a brief history of DHDC and celebrate its many accomplishments. The Hays Chamber will host a ribbon-cutting. DHDC will also reveal their newly purchased event trailer for the first time that they will use to be more present throughout the community.

"BriefSpace was chosen for the event location for its ample space. Guests will be able to social distance and enjoy a variety of activities," Bloom said. "Listen to the speakers, enjoy a walk down memory lane with our photo gallery, and stay afterward for our monthly speaker series kick-off."

The monthly speaker series is one of many ways DHDC will be celebrating 20 years. Each session will begin promptly at 5:15pm. The first guest will be founding DHDC board member and current Hays Mayor, Sandy Jacobs, telling her emotional story of loving and losing a downtown and the efforts behind turning blight into beauty. Special guest Chuck Comeau, a key developer for the Downtown area, will join her. No RSVP is required to attend. Refreshments will be served.

GREAT BEND — Barton Community College will present a Vocal Masterclass featuring Wichita State University Professor Alan Held at 10 a.m. March 26 via Zoom. The event is free and open to the public. &nbsp;

Held is recognized internationally as one of the leading singing actors today. The American bass-baritone has appeared in major roles in the world’s finest opera houses, including The Metropolitan Opera, The Vienna State Opera, The Royal Opera House Covent Garden, The Paris Opera and many more. His accolades are many and his distinction is worldwide. He is also a seasoned clinician and routinely provides private coaching and masterclasses at Yale University, according to&nbsp;<a href="http://wichita.edu/">Wichita.edu</a>.&nbsp;

Barton Vocal Instructor Jessica Perez said Held is one of the best vocalists in the world and will work with performers on their selections and provide instruction to strengthen the presentation using various vocal techniques. He will address the singer and at times the audience as a whole, creating an environment of discovery and learning for all present. &nbsp; “We are truly fortunate to have such a knowledgeable and prestigious guest speaking to our students,” she said.

The Hays Fire Department will be inspecting and flow testing fire hydrants on March 19, 2021 in the area from Vine St. to Fort St. between 27th&nbsp;St. and 33rd&nbsp;St. and Hwy 183 Alt. to Madison Dr. between 37th&nbsp;St. and I-70 and North of I-70 between Hall St. and Sherman Ave., and also private hydrants at Enersys. 

This is part of a coordinated effort by the City of Hays to inspect all fire hydrants in the city and flush all water mains annually. &nbsp;&nbsp;

The Kansas Department of Transportation has started a field survey on a portion of K-25 in Thomas County.

Survey crews are working along 8 miles of K-25 from near Road I north to I-70 to gather information for the detailed design of a proposed shoulder widening project. Activities will include the use of survey instruments on the ground to determine locations of existing features within the survey corridor. KDOT expects work to be complete by June 15.

Crews will contact property owners or tenants for permission to enter private property if access is needed. Michael Lindquist, field survey project manager, will oversee the surveys for KDOT.
